Fingerscan is one of the longest established biometrics companies in Australia

providing identity management solutions to the Asia Pacific market for over 17

years.

During that time Fingerscan personnel have built up expertise in multiple areas

of biometrics and the broader field of Identity Management, including Busi-

ness Analysis, Security Risk Management, Biometrics Integration, Training,

Project Management, Testing, design validation and Project Specification

While our initial experience was in the area of Biometric equipment for physi-

cal access to buildings this has now expanded through years of involvement in

projects throughout the Asia Pacific region to include expertise in large scale

civil ID projects such as National ID card projects, voters registration and bor-

der management, through to biometric systems for the whole of the criminal

justice system including Mobile Identification in the field, electronic livescan

fingerprint capture and photo capture and identification throughout the court

process and ultimately to identification and security within correctional facili-

ties.

Fingerscan is focused on multi-biometric technology, not solely fingerprint

technology having had significant exposure to many multi-biometric projects

involving, Iris Scan, Face Recognition, and Palm Scan as well as the traditional

fingerprint identification. Fingerscan is very familiar with today’s trend of us-

ing combinations of biometrics including fusion biometrics as a cost effective

mechanism to positively identify all participants in large scale ID projects.

Large scale Civil ID projects are by nature high dollar value projects.

The risk involved in implementing a design that does not deliver its

stated business goals is unacceptable. With 20 years experience in

multiple fields of biometrics throughout the varied environments of

the Asia Pacific Region and nearly 20 years experience in the Infor-

mation and Communication Technology field, Fingerscan has the

expertise to reduce the risk involved with Identity Management pro-

jects. Selection of an appropriate biometric capture device or devic-

es, quality assurance software, the use of international standards,

compliance with privacy regulations and the right search engine are all

factors that help ensure a successful implementation.

Any project involving the capture, storage and searching of biometric data

will generate considerable interest as far as privacy advocacy is concerned.

The early consultation with of end users assists to raise awareness about

what the technology can and cannot do, and goes a long way towards ac-

ceptance of the biometrics and the benefits that accompany it.. End user

training is an essential factor in correct registration and the production of

high quality biometric data, significantly improving the capabilities of bio-

metric search engines to de-duplicate the data and helping to ensure “one

user - one ID”

Business Analysis

A thorough Business Analysis of any Identity Management project or Secu-

rity Project is essential to determine that the proposed solution is aligned

with the requirements of the business. Unfortunately there are too many

examples of failed biometric projects and ICT projects in general to not

consider having a formal business analysis conducted. Many biometric pro-

jects have failed because clients have not understood the accuracy levels

required nor the quality levels of biometric capture needed to meet those

accuracy levels. Face Recognition CCTV surveillance projects are a good

example where the success of the deployment is dependent on so many sub-

components. It is essential to understand how the results in independent

government sponsored tests such as NIST relate to the performance of a

particular surveillance solution. There are several architectures for face

recognition CCTV surveillance solutions and it is critically important to

understand their contribution to the overall accuracy.
