Code of Civil Defense of Ukraine
governs relationships as regards protection of the population, environment and property from emergency situations, including the response to such situations, as well as functioning of the national civil defense system; it also determines the powers of public and local authorities, rights and duties of enterprises, institutions, organizations and citizens.
National Fire Safety Regulations and Standards
Fire Safety Regulations of Ukraine
establish general fire safety requirements to different buildings and structures, including their
adjacent areas, and other immovable property, machinery and equipment in operation, and
construction sites; they also establish fire safety requirements to construction, reconstruction,
restoration, overhaul and technical re-equipment of buildings and structures.
Licensing Conditions for Economic Activity in the Area of Fire Fighting
Services and Activities
define organizational, qualification, technological and specific requirements to economic activity
in the area of fire fighting services and activities.
Fire Fighting Regulations
establish key requirements to development, implementation and acceptance of fire fighting
activities, as well as requirements to procurement of fire resistant materials and maintenance of
fire resistant coating.
Fire Extinguisher Operating Rules
Standard Specifications for Fire Extinguishers Availability
establish general requirements to operation of fire extinguishers and determine availability of
the required number of fire extinguishers for different facilities.
Other Fire Safety Regulations establish requirements to fire alarm systems, centralized fire surveillance systems, testing of smoke
protection systems, identification of the production category in terms of explosion and fire safety,
procedure for fire safety training, activity of fire safety commissions, etc.
National Fire Safety Standards Fire Hydrants - DSTU 4401-1:2005, DSTU 4401-2:2005 , DSTU
671-3:2005
establish requirements to fabrication, testing and operation of fire hydrants;
Lightning protection equipment for buildings and structures - DSTU B.V.2.5-38:2006
establishes requirements to design, fabrication and operation of lightning protection equipment for any type of buildings, structures and utility lines of the industry;
Fire Protection, Fire Safety Signs - DSTU ISO6309:2007
establishes safety signs for fire protection and fire fighting;
Other Fire Safety Standards
establish requirements to fire fighting systems, equipment, machinery and cable products.
Construction Standards for the
Design Phase Fire Safety of Facilities under Construction - DBN V.1.1-7-2002
establishes classification of constructions, materials, fire barriers, staircases, buildings and structures, as well as general requirements to personnel safety during fires and fire safety of constructive and space-planning decisions;
Fire Protection Systems - DBN V.2.5-56:2010
applies to designing, installation, commissioning and maintenance of fire protection systems: automatic fire suppression systems, fire alarm systems, fire warning and evacuation control systems, smoke removal and excess air systems, and centralized surveillance systems for different facilities;
Fire Safety Standards for Designing Nuclear Power Plants with Water-moderated Water-cooled Reactors - VBN V.1.1-034-03.307-2003
applies to designing fire protection systems for WWER nuclear power plants both in operation and under construction.
Corporate Fire Safety
Regulations Fire safety regulations in companies, enterprises
and organizations of the energy sector of Ukraine
establish fire safety requirements that are binding for all companies, enterprises and organizations of the energy sector regardless of their forms of ownership;
Fire safety regulations for operation of nuclear power plants
are binding for use by legal entities and individuals on NPP sites;
Instruction manuals, guidelines and other plant-level regulatory documents related to fire safety.

- Release of licenses for fire fighting activities;
- Certification of fire fighting products;
- Approval of personnel training programs;
- Participation in the designing of high-risk facilities and fire
protection systems;
- Acceptance of high-risk facilities and fire protection systems;
- Monitoring of compliance with conditions of the licensing
activity;
-Monitoring of compliance with the legislation, regulations
and standards in the area of fire safety during routine and out-
of-schedule inspections of the NPP fire safety.
Khmelnitsky Region SESU Office
- Monitoring of compliance with conditions of the licensing
activity;
- Involvement in routine and out-of-schedule inspections of the
NPP fire safety and verification of compliance with the fire
safety legislation, regulations, and standards;
- Acceptance of fire protection systems;
- Participation in the common fire fighting and tactical drills;
State Fire and Rescue Crew No.3
- Daily monitoring of the fire safety and observance of the fire
safety regime on the contractual basis as regards protection of
KhNPP facilities from fire.
