ditional garden, rocks have beenreplaced by a petrified tree andlantern. Arsham’s use of gradientpink is a significant departurefrom his earlier work, which re-lies on a palette of black, whiteand gray tones.Arsham is color blind but has

recently been able to see abroader, more vibrant spectrumof color by using special glasses.This vibrancy has translated intohis work and marks an importantnew visual language in this exhi-bition.Cadillac House is Cadillac’s first-

ever brand experience center – apublic space that brings Cadil-lac’s design sensibility and passionpoints to life through a range of dy-namic, curated programming andevents across the arts, fashion, en-tertainment, and hospitality.Located in downtown New

His work, Patrick said, hasbeen presented at MoMA PS1,the Museum of ContemporaryArt in Miami, the Athens Bien-nale, the New Museum, the Con-temporary Arts Center Cincin-nati, the High Museum, and otherrenowned institutions aroundthe world. Arsham lives andworks in New York City.Visionaire, founded by Cecilia

yond the 200-plus horsepowerthat the Corvette in 1985 wasproducing.”It was an interesting time for

the Corvette, Minneker said.Back then, they were still doingshowroom stock racing.Minneker said being part of the

Corvette team meant going outand meeting with the public.“No matter what your job was

– engineering, design, whatever –we would go out and meet withfans of the Corvette. Then andnow, there are hundreds, if notthousands, of Corvette clubs.We’d get invited to events andrallies to talk about Corvettes,and we’d go and mingle with thepublic.”One of the groups Minneker

met with was the NationalCorvette Restorers Society(NCRS).“That’s how I met Dan Gale,”

Minneker said. “He was a drivingforce in the club and was a driv-ing force getting the National

Corvette Museum up and run-ning.”And, Minneker said, in addition

to being huge fans of theCorvette, the NCRS were greatrecord-keepers.“The Corvette was first made

in Flint, but production wasquickly moved to St. Louis andstayed there for decades. Pro-duction moved to Bowling Greenin the early 1980s. A lot of historywas lost when they moved fromSt. Louis to Bowling Green. NCRShas been great at tracking downdocumentation so that theycould certify restored cars, say-ing that’s how those cars werebuilt.”It was this interest in the

Corvette’s past that inspired thedrive by the NCRS to build theNational Corvette Museum, Min-neker said. The museum openedin 1994, while Minneker was stillon the Corvette team. Gale over-saw construction and Minnekerserved on the board. His lastterm on the board ended in 2000.“It was a rough start, getting

the museum started,” Minnekersaid. “It’s like any new business –you have to figure out your prod-uct, in this case a platform for an-tique Corvettes, and how to fig-ure out how to keep the cus-tomer coming back.”Minneker said he served as the

museum chairman of the boardfor four years beginning in 1996.Being named to the 2017 class

of the Corvette Hall of Fame wasan unexpected honor, but is

something Minneker will alwayscherish.In addition to having a display

with his achievements at the mu-seum, his likeness has beenplace on a banner added to a wallof fame, along with all the otherCorvette hall of famers.During his tenure as a

“Corvette” man for GM, Minnekersaid he helped develop LP1, theLP4, the LP5 and the LS1 models.Minneker said that these great

engines were the product of a lotof hard work by a lot of talentedGM employees. He credits RoyMidgley for pushing the V8 teamto improve the Corvette engine.When Roy left, Ed Koerner con-tinued to the good work done onthe V8.He said the work done by Tony

Rudd and the Lotus Engineeringteam during his time on theCorvette also deserves specialmention for their work on theCorvette over the years.

“The last Corvette I worked onwas the C5,” Minneker said.“Then, I was given another inter-esting job assignment by GM.John Heinricy, an engineer andrace driver in the Performancedivision asked me to comeaboard and help develop theTrailblazer SS engine.“I have also worked on the IN

Redline variant engine used inthe Cadillac CTS-V. These are allperformance engines in the Ionplatform.”Minneker now is working as

chief assistant engineer for theDuramax 6.6-liter diesel engine.

must be approved by a federaljudge, covers owners of 16.5 mil-lion Honda and Acura vehicleswith the inflators dating back to2001. They could get up to $500.Under the deal, Honda gets

credit for spending $121 millionon rental cars for customers whohad to wait for parts. That leaves$484 million. Of that, Honda willspend as much as $199 millionover four years finding ownerswith unrepaired cars and encour-aging them to get the inflators re-placed.The rest goes to attorney fees

and to reimburse owners for ex-penses such as rental cars and

lost wages. Owners will have toapply to a court-appointed ad-ministrator to get money. Theyalso can make claims that theircars dropped in value. If moneyis left after other expenses, own-ers could get the $500.Takata inflators can explode

with too much force, blowingapart a metal canister and spew-ing shrapnel. At least 19 peoplehave been killed worldwide dueto the problem, which touchedoff the largest auto recall in U.S.history involving up to 69 millioninflators.U.S. District Judge Federico

Ron Capps came as close ashe ever had to winning the NHRAU.S. Nationals on Sept. 4. Cappsput his Mopar Hemi-poweredDodge Charger R/T Funny Car inthe final round for the first timein the ultra-prestigious event atLucas Oil Raceway at Indianapo-lis, but in the end he finishedjust shy of checking off thebiggest item remaining on the to-do-list in his storied career.

Mopar still had a very suc-cessful U.S. Nationals, however,with Larry Gilley winning theStock Eliminator category in his1969 Dodge Dart, while KevinHelms took home the Wally tro-phy in Super Stock with a victo-ry in his 2010 Dodge ChallengerDrag Pak.

Although Capps was bested byJ.R. Todd in the final round of the63rd annual event known as“The Big Go,” his appearancerepresented the 16th final forMopar Dodge Funny Car driversfrom Don Schumacher Racing(DSR) on the NHRA Mello YelloDrag Racing Series schedule in2017.

They have won 12 times. Addi-tionally, Capps will enter theCountdown to the Champi-onship playoffs as the No. 1 seedon the strength of six victoriesand a staggering 39-12 won-lossrecord. BOWLING GREEN, Ky. (AP) – AKentucky museum dedicated toCorvettes has opened a new ex-hibit featuring much older formsof transportation spanning thestate’s history.

The National Corvette Muse-um in Bowling Green says the ex-hibit will cover the history oftransportation in Kentucky fromthe late 1700s to now.

It says artifacts include ahorse-drawn sleigh, 19th centurymile markers and a 1943 FordGPW (Jeep) used during WorldWar II. A 1935 Allis-Chalmers WCtractor owned by Kentucky Agri-culture Commissioner RyanQuarles is on display.

The display items are on loanfrom numerous individuals, mu-seums and organizations.

Nielsen recommends havingthe car towed to a mechanic forinspection.

Depending on the severity offlood damage, he says the cost ofrefurbishing a car likely will bemore than replacing it.

Q: IF IT’S REPAIRED, WILL MYCAR BE SAFE?

A: Probably not. Water couldhave damaged sensors, electricalconnectors, computer chips andwiring that are under the carpet,behind the dashboard or in theengine compartment.

That could disable lights, airbags, ignition, gas and brake ped-al sensors or other essential sys-tems. Corrosion can form be-neath wiring insulation.

Salty water from the Gulf ofMexico would make that worse.Damage may not surface foryears.

“Maybe it’s OK. Maybe it’s not.I would be really worried aboutit,” says Nielsen.

Q: WILL INSURANCE COVERA FLOODED CAR?

A: Depends on your coverage.If you’re financing or leasing,your lender likely requires com-prehensive insurance, which typ-ically covers flood damage alongwith fire, vandalism or falling ob-jects.

But if you own a car outright,or it’s old and would be more ex-pensive to repair than it’s worth,you may choose not to get com-prehensive coverage.

As of 2013, 78 percent of U.S. in-sured drivers had compre- hen-sive coverage, according to theInsurance Information Institute.

Q: HOW DO INSURERS HAN-DLE FLOODED CARS?

A: Once an owner files a claim,the insurer will evaluate the dam-age. Many states have guidelinesfor a vehicle to be considered atotal loss, including the extentand type of damage and the costof repair, says Missy Dundov, aspokeswoman for State Farm.

If the insurer determines thevehicle is a total loss, it will paythe owner – minus a deductiblethat’s typically $500 to $1,000 –and take the vehicle and the title.

Q: WHERE DO FLOODEDCARS GO?

A: Insurers will turn the carsover to auctions or salvageyards. Undamaged parts will besalvaged and many vehicles willbe scrapped.

Some will go to salvage auc-tions, says Tim West, vice presi-dent and North American auc-tion director for Black Book, aservice that calculates used carprices.

Everything that’s ruled a totalloss by an insurance companyshould get a salvage title.

But consumers should be care-ful. A vehicle considered a total

loss in one state might not re-quire a salvage title in anotherstate, says Ron Montoya, a sen-ior consumer advice editor forEdmunds.com.

Q: HOW CAN I AVOID BUY-ING A FLOOD-DAMAGED VEHI-CLE?

A: Flooded cars could beshipped to other parts of thecountry or even other nations.

To find out where the car camefrom and if it has a salvage title,experts suggest keying the vehi-cle identification number intoservices (there’s a charge) thatsearch car histories such asAutocheck or Carfax.

Carfax and the National Insur-ance Crime Bureau offer freeservices to check for flooddamage.

Buyers can ask to take thecar to a mechanic for inspec-tion.

Buyers can also look for signsof flooding, including musty ormoldy odors or overpoweringuse of air freshener, discoloredcarpet or new carpet in an oldcar, water lines in the enginecompartment or trunk, fogginginside headlights or taillights,

rust or flaking metal under thecar, and dirt buildup in un-usual areas such as around seattracks. If you see any signs,

don’t buy the car, AAA’s Nielsensays.

“You’re liable to face gremlinswith that car forever,” he said.

DETROIT (AP) – Federal datashow that tourism to Michigan’snational parks has increased.

Figures from the National ParkService show that tourism is upmore than 5 percent at thestate’s national parks throughJuly, The Detroit News reported .

The parks have seen a recordnumber of visitors over the lasttwo years. Reports show thatMichigan parks had a total of 2.7million visitors last year. The fiveparks have drawn more than 1.5million visitors from Januarythrough July this year.

“(Michigan has) even more vis-itors at this point in 2017 than wehad in 2016, and 2016 was arecord-breaking year,” saidLauren Blacik, special assistantfor the National Park ServiceMidwest Region.

Merrith Baughman, the chief ofinterpretation and visitor servic-

es at Sleeping Bear Dunes Na-tional Park, said July was thefirst time the park reached morethan 500,000 visitors in a month.

Isle Royale National Park inLake Superior saw almost 16,000visitors as of July, a nearly 20percent increase when comparedto the same time last year. Themore than 410 national parks inthe U.S. had more than 330 mil-lion visitors last year, Blacik said.

“Nationally, we saw a huge in-crease in enthusiasm and sup-port for our national parksaround the National Park Servicecentennial last year in 2016, andthat seems to have just contin-ued this year in 2017 with morepeople wanting to explore theirnational parks, discovering thoseparks they might not even haveknown are in their backyards andplanning vacations to nationalparks,’’ Blacik said.

WASHINGTON (AP) – TheHouse voted Sept. 6 to speed theintroduction of self-driving carsby giving the federal governmentauthority to exempt automakersfrom safety standards not appli-cable to the technology, and topermit deployment of up to100,000 of the vehicles annuallyover the next several years.

The bill was passed by a voicevote. State and local officialshave said it usurps their authori-ty by giving to the federal gov-ernment sole authority to regu-late the vehicles’ design and per-formance. States would still de-cide whether to permit self-dri-ving cars on their roads.

Automakers have complainedthat a patchwork of laws stateshave passed in recent yearswould hamper deployment of thevehicles, which they see as thefuture of the industry. Self-dri-ving cars are forecast to dramati-cally lower traffic fatalities oncethey are on roads in significantnumbers, among other benefits.Early estimates indicate therewere more than 40,000 traffic fa-talities last year. The NationalHighway Traffic Safety Adminis-tration says 94 percent of crash-es involve human error.

Members of the Senate Com-merce committee are also work-ing on self-driving car legislation,but a bill hasn’t been introduced.If a measure passes the full Sen-ate, the two versions would haveto be reconciled before PresidentTrump could sign it into law.

The House bill is the productof extensive negotiations be-tween Democrats and Republi-cans, a rare example of biparti-san agreement in a Congress riv-en by political and ideologicaldifferences.

The measure “gives the auto

industry the tools to revolution-ize how we’re going to getaround,” said Rep. Fred Upton, aMichigan Republican.

Rep. Debbie Dingell, a Michi-gan Democrat, said the bill “isfundamentally an issue of Ameri-can competitiveness” since for-eign automakers are developingself-driving cars as well.

The bill addresses “a variety ofbarriers that otherwise block theability to safely test and deploythese vehicle technologies,” theAlliance of Automobile Manufac-turers said in a statement.

The bill permits the deploy-ment of up to 25,000 self-drivingvehicles in its first year, rising to100,000 vehicles annually in thethird year. But consumer andsafety groups say they remainconcerned the bill will weakensafety standards and underminepublic acceptance of the vehiclesshould a defect lead to crashesand fatalities.

“Unfortunately, this legislationtakes an unnecessary and unac-ceptable hands-off approach tohands-free driving,” leaders ofseven groups wrote lawmakers.

Automakers say safety stan-dards requiring things like steer-ing wheels and brake pedalsdon’t make sense. But consumerand safety groups say the billcould permit the government toexempt self-driving vehicles fromoccupant protection and crash-worthiness standards as well.

“Exposing motorists to thedangers of crashes withoutproven and needed protectionsis a wanton disregard for publichealth and safety,” the groupssaid.

The bill doesn’t apply to com-mercial vehicles, which werecarved out after labor unions ex-pressed concerns on jobs.

LANSING, Mich. (AP) – Anyproposal to automatically cutpremiums for Michigan driverswould be “dead” on arrival in theRepublican-led Senate, MajorityLeader Arlan Meekhof said Sept.6, bringing into question lawmak-ers’ long-sought goal to enactsome major auto insurancechanges.

Meekhof, on the Legislature’sfirst day of session after a sum-mer recess, said he met last weekwith Detroit Mayor Mike Duggan,who wants a mandated rate re-duction of up to 30 percent in astate with the most expensivepremiums in the country. Premi-ums are especially high in hiscity.

“That’s price fixing,” saidMeekhof, who declared the idea“dead” three times. “When do Re-publicans get in between a pri-vate transaction and set whatprices are? The market shoulddictate what they are based onrisk and other factors that (insur-ers) account for.”

Meekhof’s pronouncementmay lead to a confrontation withGOP House Speaker TomLeonard, who is pushing unspec-ified changes to an auto insur-ance system that is expensive fordrivers but also provides themwith unlimited lifetime care ifthey are catastrophically injuredin an automoble accident inwhich the passengers of the ve-hicle in question were coveredby state-mandated auto insur-ance.

“Everything is on the table forhim to get reform done,” saidLeonard spokesman GideonD’Assandro.

“Rate relief for Michigan fami-lies is his top priority in no-faultreform.”

Republican Gov. Rick Snyder in

2013 proposed a mandatory $125per-vehicle reduction in premi-ums in concert with capping per-sonal injury protection at $1 mil-lion, but that legislation nevergained traction.

Neither did Duggan’s 2015 pro-posal to let Detroit drivers buycheaper health coverage andhave their medical insurers pickup costs exceeding $275,000.

State law allows health careproviders to charge much morefor treatment of auto injuriesthan other ones. The insuranceindustry supports a fee scheduleset in law similar to what existsfor workers’ compensation in-juries.

But Meekhof, who opposes setfees for hospitals, said he wouldprefer to focus on a deal betweenhospitals and insurers thatemerged in last year’s “lame-duck” session but ultimately wasnot enacted – creating astatewide fraud authority, limit-ing reimbursement for family at-tendant care and capping med-ical benefits for people injured incrashes who have no auto insur-ance.

The assigned claims planlargely covered pedestrians andbicyclists initially, but the bene-fits have increasingly aided pas-sengers hurt while riding in unin-sured vehicles.

Duggan, in a statement, said heis “working very hard to build acoalition for a bipartisan pack-age on car insurance with majorguaranteed rate rollbacks.”

“I expect us to try for passagein the House of Representativesfirst, and then to the Senate,” themayor’s statement read.

“Senator Meekhof has been alongtime champion of cuttingauto insurance rates and it’s myhope that by the time we get tothe Senate, we can reach agree-ment on a plan that has his sup-port.”
