DEDICATIONS

Charles Bailey

Charles proudly served our country in the U.S. Army and was a member of the American Legion Post in Moodus. He was a great steward on behalf of our community through his care and maintenance of the Root/Basin Cemetery.

Ernest Bourgeois

Ernest owned and operated EB Exterminating in Moodus for many years. He was a member of the East Haddam Fire Department and the Moodus Sportsmen’s Club.

Susan Gelston

Susan spent much of her life operating a dairy farm in East Haddam. She served as Chairman of the East Haddam Planning and Zoning Commission for many years. Susan was the first landowner to donate conservation easements to the town of East Haddam.

Nancy Giesey

Nancy and her husband George moved to Hadlyme after retiring. She was Board President of the Rathbun Free Memorial Library for many years. Her efforts provided for substantial improvements to the Library.

Bernard Levine

Bernard (Barney) was born in Moodus and was a graduate of Nathan Hale-Ray High School. He had a diverse aviation career as a pilot and instructor. He was a history teacher and soccer, basketball and baseball coach at Nathan Hale-Ray High School.

Edward Lupinek

Edward was the founding member of Eddie’s Auto Body in East Haddam. He was a very active member of the East Haddam Rotary Club—he received an award for 25 years of perfect attendance. He was a 50 year member of the American Legion and a member of the East Haddam Fire Department.

Charles Ocelik

Charles was a long time employee of the town at the Transfer Station.

Edward Roczniak

Ed served our community in many capacities. He began as a member of the town road crew, became foreman, then public works supervisor and finally served as the building and grounds superintendent. He was a volunteer in so many ways—55 years as a member of the East Haddam Fire Department, 20 years with the Moodus Drum and Fife Corps as the drum major and treasurer, the Planning and Zoning Commission, Assistant Town Treasurer and Board of Selectmen.

J. Todd Walters

Todd was an active member in the Lion’s Club and a volunteer for many civic organizations. He also served as a member of the Board of Finance.

AGRICULTURE COMMISSION

The East Haddam Agriculture Commission continued to support agricultural endeavors in our community. Farming plots were created at the former Harris farm property. Six residents leased twelve plots.

ANIMAL CONTROL The East Haddam Animal Control Department provides

town residents with assistance in handling many animal related issues. Returning lost dogs to their rightful owners continues to be a very difficult challenge for the Animal Control Officers. Dog owners can assist Animal Control by insuring their dogs are wearing identification tags and have been properly licensed.

All East Haddam canine owners are reminded that dogs are to be licensed during the month of June at the East Haddam Town Clerk’s Office. Residents that fail to register their dog may face fines up to $92.

Owners are also reminded that dogs are not allowed to be a “nuisance” which includes excessive barking or other behavior that causes a disturbance to a neighbor or others. Additionally, dogs must be under the control of the owner and are not allowed to roam freely off the owner’s property.

From July 1, 2013-June 30, 2014 the Animal Control Officers responded the following calls for assistance in East Haddam:

As a reminder to residents, the Animal Control Officers handle issues relating to dogs, cats, domestic livestock and any wild animal contact with a human or domestic animals.

General calls related to animals such as possums, skunks, coyotes, bats etc. are handled through the State of Connecticut Department of Energy and Environmental Protection at 860-424-3011.

BOARD OF ASSESSMENT APPEALS

The Board of Assessment Appeals held one hearing on September 12, 2013 for the purpose of motor vehicle appeals. There were fourteen appeals heard resulting in the Board reducing the assessments on all fourteen vehicles due to high mileage. The Board’s adjustments totaled a reduction of $32,630 to the grand list.

This year was the largest number of automobile appeals in many years. Auto assessments were unaffected by the revaluation and coupled with the mill rate increase, the tax on autos increased.

In the Spring of 2014 the Board held hearings involving 24 appeals. There were 21 real property, one automobile and two personal property applications. The Board conducted two hearings. The first on March 8 and the final on March 17, 2014. Of the 24 appeals, the Board made physical inspections of seven properties. One of the 24 applicants did not appear therefore the application was denied. The Board unanimously voted to reduce assessments on 19 of the 23 appeals. In addition, the Board also unanimously voted to make no changes on the remaining four applications. Meetings were held with the Assessor to input our findings into the Town’s computer system. It is no longer possible for the Board to make manual calculations due to the complicated nature of the electronic valuation system. The above resulted in a reduction of $241,770 to the grand list.

In all the Board worked 113 hours attending to taxpayers requests.

the town’s finances from an overall viewpoint. The Connecticut general statutes give the Board specific responsibility for: �� Preparing the town budget. �� Setting the property tax rate. �� Approving deficiency and special appropriations and

transfers between appropriations. �� Determining how town financial records are to be

kept. �� Arranging for an annual audit of the town accounts. �� Publishing the annual report.

The Board of Finance works closely with the Boards of Education and Selectmen with regard to the town’s finances.

The Board, after careful analysis, determined that the maximum sustainable annual debt service is $2.2 to $2.3 million. The amount saved each year for future projects will be the cost of the current year debt service plus savings for future projects maxing out at $2.3 million. As a result, the 2014-2015 budget includes $190,297 to save for future projects. The Board also determined, based upon that analysis, that the maximum new debt the town can afford for future projects (renovation of the old middle school into municipal offices, elementary school renovations, firehouse renovations) is approximate $15 to $19 million.

The 2014-2015 budget process was very challenging. The budget failed the first time at referendum and passed at second referendum. The Board of Finance encourages residents to participate in the budget process. Key budget dates for 2015-2016 are listed below. The Boards of Education, Selectmen and Finance hold several meetings to review the budget requests during January, February and March. Please check the town’s website www.easthaddam.org during these months for meeting dates, locations and times.

The Board of Finance will continue to oversee the town’s financial management in a fiscally responsible manner.

BOARD OF SELECTMEN This annual report is highlighting the success of our renewed

effort at improving the pride in our historic town. With the joint efforts from our Boards and Commissions we have been focusing on the gateways to our community by replacing town welcome signs and improving the grounds care. The importance of this focus is to show visitors and our residents how great our town really is. We did all of this without raising our payroll by sharing equipment and personnel with the Public Works, Board of Education, Conservation Commission, Little League, Garden Club, Library Volunteers, and private donations.

Our parks and ball fields are beginning to benefit from the skill and specialized equipment that was needed to bring our playing surfaces up to the standards of our neighboring towns. Our goal is to have our fields known for the great care we are now giving them so that when visiting teams come to East Haddam they will be safe and impressed. Many of our parks and town grounds are getting improved gates, tree care, new plantings and gravel lots with new walking trails. Our hope is to make East Haddam such an interesting place to visit for tourists and residents that you will want to live here (improving our Grand List thus reducing our mill rate).

To set the stage for our next year’s effort I worked closely with our Board of Finance, Director of Finance and our Financial Advisor to set a challenging budget. Our goal is to start executing the recommendations of the Financial Needs Roundtable Committee by starting the savings process to be ready for the potential infrastructure upgrades to the old middle school (future town and Board of Education offices, Park and Recreation facility and Police and Emergency services), Firehouse improvements and renovations to our Elementary School.

Congratulations to our Finance Department and Boards of Finance and Education for completing the fiscal year with an unqualified audit opinion and maintaining our fantastic AA+ bond rating.

Improved safety of our residents is evidenced by our latest police statistics. Changes made to our scheduling has resulted in an increased police presence. Crimes against owners and property are down while drug arrests are up. For example burglaries are down from 58 to 14 while drug arrests are up from 10 to 18.

New this year is the addition of the 9-Town Transit Bus Service, making it possible for anyone young or old to have transportation in and out of East Haddam for work, school or shopping by simply calling “Dial A Ride”. Plus our senior bus service and med car give added help to our retired residents as they lead their active lives. The Heritage Park came to life with the new walking trail. If you have not yet visited the park I encourage you to check it out. It is a relief to have a safe track to walk on and stay fit.

Thank you again for trusting my leadership and our dedicated team of skilled employees to continue this effort of making East Haddam a place to be proud of.

CHATHAM HEALTH DISTRICT

The Board conducted six regularly scheduled meetings, five special meetings, and one public hearing, from July 1, 2013 through June 30, 2014. Minutes of those meetings are on file at the office of the Director of Health and with the Town Clerk of each member town and at www.chathamhealth.org. In addition, the Personnel Policy and Budget Committee conducted two meetings, Community Health Committee conducted three meetings, and Environmental Health Committee conducted three meetings.

COMMISSION ON AGING

The Commission on Aging has changed the monthly meetings to every other month beginning in July 2014. The meetings will be held on the fourth Thursday at 10:30 am at the Senior Center.

This year the Commission members focused on identifying the goals/needs they felt needed to be addressed by the new Coordinator of Senior Services Brad Parker. They included a review of the Tax Relief for the Elderly and Disabled Program, the replacement of two exercise machines, an investigation of the rise in electric rates and the Preferred Pharmacy designation by Connecticare for a local pharmacy. All of these goals were achieved.

The Commission members are: Chairman Jo Golec, Vice Chairperson Jovita Cozean, Treasurer Jim O'Brien and members Rosalie Hoffman, Vicky Riley-Pach, John Pagnani, Alice Sabo, Suzanne Bostelman and Mary Ellen Klinck. The minutes were taken by Susannah Griffin, the Administrative Assistant.

CONSERVATION COMMISSION

During the 2013-2014 fiscal year, the Conservation Commission has been working hard to provide access and passive recreation opportunities on the open space properties under its charge.

The Forestry and Stewardship subcommittee created a priority list and an aggressive bi-weekly schedule of work parties, weather permitting. The schedule addresses both newly purchased open space and existing open space that needs revitalization, like the Davison property in Moodus. The focus has been boundary marking, trail blazing, establishing parking areas, posting signs, and cleaning up hazards. The subcommittee focused on Hatch Lot and Rose Farm Homestead first. Several miles of hiking trails now exist where none existed before. East Haddam Public Works has helped with some of the trail construction and continues to make its services available in support of the Conservation Commission’s work. Gravel has been purchased to improve the Hatch Lot parking lot and address a public hazard on the Patrell property parking lot. Identifying signage has been installed on some of the properties and many more new signs are scheduled to be installed. The new signage will identify many more of East Haddam’s open space properties.

No timber sales were done this fiscal year (same as last year) due to the depressed lumber market and low prices on timber.

The Conservation Commission and East Haddam Land Trust will continue their cooperative activities, both improving the properties and publicizing and educating the citizens as to the location, value and ecological importance of these properties.

EAST HADDAM AMBULANCE ASSOCIATION

Emergency ambulance service was requested of the East Haddam Ambulance Association (EHAA) a total of 620 times between June 1, 2013 and May 31, 2014 (most recent dates for which data was available as of the date that this report was prepared). This call volume represents a 5% increase over the previous year. EHAA personnel responded to 605 of these requests, resulting in a mutual aid rate due to lack of available crew of 2% for the yearly reporting period. This represents a significant drop from the 5% mutual aid rate of 2012–2013. Over the 2013–2014 reporting period, 5% of calls required a single paid staff member and 1% of calls responded to were entirely staffed by paid personnel, a slight improvement over the previous year’s results. It should be remembered that paid staff R-1 (first responders) dispatch to nearly all calls during their scheduled shifts but only participate in transport when required.

EHAA has continued to actively recruit new members, adding five new technicians over the past yearly reporting period, two of which were recently certified following completion of an EHAA sponsored EMT course. All have now completed their initial orientation and driver training. Four members have moved from the probationary “fourth” to full crew status, and an additional three members are currently in the process of obtaining their EMT certification. EHAA also sponsored an EMR/EMT refresher course for several of its members.

In addition to responding to requests for emergency service, the EHAA has historically supported public events in town. Along with providing medical coverage for such large public gatherings, a presence at these events provides valuable public exposure which can lead to recruitment opportunities. Over the past year, the EHAA has had a presence at the summer Music on the River concerts, Project Safe Halloween, Polar Bear Plunge, Lion’s Club sponsored April Fool’s road race, Ray of Light Easter Egg Hunt, the annual Memorial Day parade, a town triathlon, middle school fire and EMS awareness day, and preschool “Touch a Truck” event. EHAA also provided instruction for a number of community CPR and first aid classes. The EHAA continues to provide the highest level of emergency medical service to the residents of, and visitors to, the town of East Haddam. Continuous training is required of all members to maintain and improve skills proficiency as well as remain current with the latest techniques and protocols of emergency medical care. Several technicians have also taken advantage of opportunities for continuing education in order to broaden and deepen their knowledge base.

Investments in new equipment continue to be made to ensure that technicians have the tools required to provide the best service possible.

EAST HADDAM LAKES ASSOCIATION

The East Haddam Lakes Association (EHLA) is an alliance of individuals and groups committed to the protection and preservation of East Haddam’s lakes (Bashan Lake, Lake Hayward, Moodus Reservoir). 2013-2014 witnessed increased collaboration between the EHLA and the town in maintaining these important recreational resources that are a significant economic engine for the town.

Lake community residents completed a considerable amount of work in 2013-2014, engaging in activities to maintain and improve the lakes’ water quality, overall health and recreational value (all have State boat launches and Moodus is home to the East Haddam Town Beach). Some of the more noteworthy activities include: �� Continuing to combat the ongoing presence of aquatic

invasive plants that can quickly overwhelm the lakes and if not checked, limit swimming, fishing and boating (which will drive down property values and result in a less robust revenue stream for both the Town and businesses in Town). These largely privately funded measures took many forms, including aquatic plant monitoring and mapping, application of herbicides by State-licensed applicators, off-season lake drawdowns and ongoing review of other treatment methods.

�� Educating lake area residents about their stewardship responsibilities to protect water quality by following safe and prudent lake management practices, ranging from yard care to adherence to Chatham Health District regulations and much more. Education was through newsletters, association websites, speakers (CT Agricultural Experiment Station Workshop) and the completion of a Lakeside Riparian Buffer Project at Lake Hayward that in October 2013 received a Special Merit Award from the CT River Coastal Conservation District.

�� Ongoing collaboration with DEEP, the Eightmile River Wild & Scenic River Coordinating Committee, the CT Agricultural Experiment Station, the Chatham Health District and the CT Federation of Lakes. The working relationship with the town was

strengthened during the year through discussions with the Boards of Selectmen and Finance and ongoing work with town officials. Of special note were presentations at the June 2014 Conference of the New England Chapter of the North America Lake Management Society, held at UCONN, by First Selectman Mark Walter (Successful Collaboration Between a CT Lake Association and a Municipality) and Randy Miller of the EHLA (Keeping Lakes (Financially) Afloat). Both talks brought focus to the ongoing partnership between the Town and lake groups to maintain and improve the health and quality of the lakes. The presentations highlighted that East Haddam’s support of the lakes is a win-win stewardship partnership, putting East Haddam “on the map” as a responsible lakes community.

EAST HADDAM PUBLIC LIBRARY SYSTEM

For many years, East Haddam’s libraries worked independently to serve the needs of citizens. On June 20, 2013, an ordinance was proposed at the Town Meeting to create an East Haddam Library System. The ordinance passed with a unanimous vote, permitting the libraries to work together to serve the needs of the community. 2013-2014 was the first year of the East Haddam Public Library System (EHPLS). As a system the library branches synchronized their policies and adjusted their hours to be complimentary. The new Library Board was elected in November 2013 and developed new policies for the system. The Board and Director were tasked with choosing a common ILS (Integrated Library System - computer network) for EHPLS. After months of research, meeting with vendors, and listening to patrons the Board made the decision to unite the libraries using the LION Consortium, bringing EHFPL on the same network as Rathbun. The transition is set to take place in January 2015, and will complete the streamlining of library services.

Other 2013-2014 Highlights Include: �� Provided 12 computer terminals for public use in job

searching, homework help, research, etc. �� Provided free Wi-Fi for wireless devices. �� Patrons made use of the photocopiers, printers and

fax machines for a nominal fee. �� Worked closely with numerous local businesses and

organizations including the Lions Clubs, Historical Society, Art League, Youth & Family Services, school district, Goodspeed Musicals, Ray of Light, Gristmill Market and more.

�� Hosted events for kids, teens, adults and families. �� Extended EHFPL hours to include more mornings. �� Extended Rathbun hours to include more evenings. �� Standardized policies for lending and services. �� Completed decades-long journey to unite the libraries

and form a municipal library system.

Welcome to the East Haddam Public Schools section of the Town Report. These are exciting times in education and we are thrilled to share some highlights with you. As you read through our pages, you will see that East Haddam Public Schools is sending students to colleges all over the United States. From Hawaii to Maine, 87% of the 2014 graduates are taking their East Haddam lessons to college.

In an effort to give our students the best preparation for their next part of their lives, we added two additional Advanced Placement classes to our offerings. They are AP Statistics and AP Psychology. These classes give the students the opportunity to earn college credit while still attending high school. In fact, over one third of the students at Nathan Hale-Ray High School take advantage of AP classes.

As you will see on the following page, Nathan Hale-Ray Middle School and East Haddam Elementary School provide students many opportunities to excel ranging from debating to Lego competitions. Our students may live in a small town, however, they are frequently competing with students from all over the state.

As part of our continuous improvement process the district is in the process of revising the curriculum for Kindergarten to high school students. Our teams of teachers are showing their creativity and commitment as they work on this development process.

The district is in the beginning phase of strategic planning. Our students, staff, and community have shared literally thousands of ideas with our leadership team. East Haddam Elementary School:

The elementary school had a productive year with many memorable events including Field Day, Flag Day, Bring a Veteran to Lunch and numerous PTO sponsored cultural arts events. The second grade spent a fun filled day at the Connecticut Science Center. The third grade had many educational trips to historic points around East Haddam and to the Beardsley Zoo. EAST HADDAM YOUTH & FAMILY SERVICES

East Haddam Youth & Family Services (EHYFS) provides a full range of services for youth and families, including prevention, counseling, juvenile justice diversion, social services, community education and organization, positive youth development and advocacy.

We are supported by municipal funds, state and regional grants, private donations and grants from the Department of Education and the Middlesex United Way. The agency supports two full-time positions and two part-time positions, one of which is dedicated to the Federal Drug Free Communities grant which funds the work of the East Haddam Local Prevention Council. Drug and alcohol counseling is provided to middle and high school students through a contractual arrangement between EHYFS and the Rushford Center.

As always, EHYFS provides services at no cost to those being served, no one is refused services because of inability to pay. 2013-2014 was a busy year for EHYFS. Our services have included: �� counseling for 58 youth and families �� monthly Family Nights for 205 children and

their families �� homework assistance programs for 43 middle

school students �� summer events �� positive youth development groups, involving

a total of 59 students �� educational programs for middle and high

school youth Our Juvenile Review Board has diverted 10

youth from the Juvenile Justice system to local, community-based interventions. And informational and educational materials are regularly developed and disbursed throughout the community.

This year marked the beginning of a new program for high school students about which we are very excited. A weekly Teen Coffee House has been established in partnership with Two Wrasslin’ Cats. It is funded by donations from the East Haddam Lions and Community Lions Clubs. On average, 20 to 25 youth regularly attend.

Eighty-five (85) children were included in this year’s Christmas campaign and 20 East Haddam residents received assistance with fuel, housing and other related issues throughout the year.

EHYFS guides and oversees the work of the local prevention council to address substance use issues among our youth. We recognize the importance of building partnerships and work closely with state and local police, regional, state and federal agencies, local community groups and organizations, schools, parents and youth to broaden and sustain our efforts.

ECONOMIC DEVELOPMENT COMMISSION

The East Haddam Economic Development Commission (EDC) continued to promote economic development by encouraging growth consistent with East Haddam’s historic character, quality of life, and natural environment. In his third year as Economic Development Coordinator, Peter Simmons worked with the EDC and the First Selectman on key business and development projects, including several Business Incentive Tax Credit applications.

The Coordinator assisted businesses in obtaining financial resources, land use and permitting approval. Three commercial properties were listed on the CERC Site Finder database. The Coordinator assisted the Selectman’s office in managing the STEAP grant and the Department of Agriculture grant awarded for capital improvements at the Harris property town-owned open space. He also assisted the First Selectman on the Municipal Working Group for the Center for Community Agriculture. Mr. Simmons helped with the development and placement of way-finding signage for Town businesses with the Department of Transportation regarding the closure of Route 82 and detour for the reconstruction of the two bridges in East Haddam Village that began on April 15, 2014 and continued into Fall 2014.

Consultants were hired to obtain information for potential economic development projects. A cost estimate for the demolition of the Old Town Garage/Annex was completed and a revised draft of the Economic Development section (Chapter 8) for the Plan of Conservation and Development was prepared.

East Haddam’s interests were represented at meetings of the Central Regional Tourism District. East Haddam’s business directory, calendar, and tourism brochures were regularly updated. The EDC supported the East Haddam Business Association’s first “Taste of East Haddam” in May. New businesses were announced in East Haddam Events magazine. Ads promoting the town were purchased in various publications. The EDC continued its membership in CT Economic Development Association (CEDAS) and is a member of the East Haddam Business Association (EHBA). In February, 2014 a mailing was sent to all business (250+) to keep owners apprised of economic opportunities. An email newsletter delivery service was used to communicate more urgent notifications.

The Commission accepted, with regret, the resignation of Chairman, Edward Odell, installed new Chairman Robert Casner, and welcomed Donald Bergeron as a new Commissioner. EDC has an opening for one Alternate Commission member. Business owners and the public are invited to contact EDC members with ideas and questions or attend a monthly meeting on the first Thursday of the month.

FINANCE DIRECTOR’S REPORT

General Information

The Finance office is responsible for the accounting and safekeeping of all funds for the Town. The major functions of the department include—accounting, accounts payable, budget preparation and implementation, debt management, employee benefit administration, financial statement preparation—monthly and at year end to meet State and Federal reporting requirements; forecasting of general fund revenue and expenses, grant administration and oversight, human resources, payroll processing and technology administration.

The Finance office works very closely with Town departments/officials; especially the Treasurer, Boards of Education, Finance and Selectmen and the Superintendent’s office to ensure sound financial management of the Town’s funds and resources.

The Department had many accomplishments/achievements for the fiscal year 2013-2014 to include:

• Provided comprehensive budgetary presentations to the Boards of Education, Finance and Selectmen.

• Provided comprehensive monthly reporting and forecasting to the Boards of Finance and Education regarding expenditures and revenues.

• Worked within the shared services framework with the Town and Board of Education with a goal of maximizing resources and identifying and implementing savings.

• Produced comprehensive and professional Annual Report.

• Issued audited financial statements for the fiscal year ended June 30, 2014 with unqualified audit opinion.

• Issued State and Federal grant audit reports with no compliance or internal control findings.

• Produced for the third year a “Citizen’s Guide to the Budget” which was mailed to every household. The Guide was prepared in coordination with the Boards of Education, Finance and Selectmen and provided detailed information on the budget process, budget terminology, how the mill rate is calculated and the proposed budget expenditures and revenues.

General Information

P.A. 74-55 Elderly Tax Relief Act

Qualifications: 1. The applicant, or spouse living with

applicant, must have been 65 years of age or over at the close of the preceding year.

2. The applicant must: a. Own and reside at the property for

which tax relief is sought, or b. Hold a tenancy for life, or for a

term of years in such home, which tenancy makes applicant liable for the payment of property taxes under Section 12-48 of the Connecticut General Statutes, or

c. Share in such ownership. 3. Applicant must have resided in the State

of Connecticut for at least one year before filing a claim.

4. Income Requirements: Income requirements are indexed each year. 2014 income requirements are as follows: applicants must have a total income which does not exceed $34,100 for a single person, $41,600 for a couple (joint income), including Social Security and Medicare.

5. Applicant shall have received no financial aid or subsidy from federal, state, county, or municipal funds.

P.A. 74-123 Total Disability

Qualifications: 1. Proof of receipt of permanent total

disability benefits from the Federal Old Age, Survivor's and Disability Insurance Program (Forms SSA 2458-Soc. Sec. Office).

2. Award certificate or payment check showing disability.

3. Can apply for additional benefits, requirements same as Elderly Tax Relief except age.

EMERGENCY MANAGEMENT

East Haddam’s Emergency Management is responsible for preparing the town to respond to a large scale emergency or disaster. The group is made up of members from all of the first responder agencies, town officials and volunteers with expertise in specific areas. We meet regularly to work towards ensuring East Haddam is prepared for any emergency we may face.

East Haddam Emergency Management formed a radio sub-committee to improve communications for emergency responders within East Haddam. This sub-committee hired a consultant who has completed evaluating our current system, reviewed the needs of all the public safety groups and is now in the final system design phase. East Haddam applied for and was issued licenses on four radio frequencies to be used as part of the new system. The sub-committee has prepared a funding request for this multiphase/multiyear project and expects to bring it to the public for approval in early 2015.

In 2013-2014 East Haddam Emergency Management completed a mandatory review and update to the town’s Emergency Operations Plans. Additionally, emergency personnel assisted in the revision of the emergency plans for the East Haddam School District.

Emergency Management currently has a Citizens Emergency Response Team (CERT) of over 60 people as well as approximately 100 other residents who have signed up to assist during emergencies. Several volunteers have been trained in shelter management, distribution of supplies and first aid/CPR.

Residents are reminded that East Haddam has a state-of-the-art emergency notification system to alert citizens about emergencies and other important community news. The emergency notification system enables East Haddam Emergency Management to provide essential information quickly in a variety of situations, such as severe weather, fires, floods, unexpected road closures, or evacuation of buildings or neighborhoods. INLAND WETLANDS AND WATERCOURSES

COMMISSION MISSION/AUTHORITY

The East Haddam Inland Wetlands and Watercourses Commission was established by Town Meeting and applicable ordinance on June 20, 1974. It is charged by State Statute (CGS Section 22a-36 through 45) and such ordinance to preserve and protect the town’s wetlands and watercourses from random, unnecessary, undesirable and unregulated uses, disturbance or destruction, the protection of which is in the public interest and essential to health, welfare and safety.

Our wetlands and watercourses are essential to a safe and adequate water supply; to hydrological stability and control of flooding and erosion; to the recharging and purification of ground water; and to the existence of many forms of animal, aquatic and plant life.

LEVEL OF ACTIVITY/ACTIONS TAKEN

The numbers of subdivision reviews completed and permit applications accepted were lower than in previous years. It is presumed that the down turn in activity is largely tied to the down turn in the economy and the apparent stagnation in the housing market. This slowing of activity has given the Commission time to focus on regulation updates, to bring us in line with state statute changes, and allowed us to consider changes requested by the Eight Mile River Wild and Scenic Coordinating Committee that would establish stream crossing standards/guidelines.

LOWER CONNECTICUT RIVER VALLEY COUNCIL OF

GOVERNMENTS (RiverCOG) RiverCOG, one of nine Regional Planning

Organizations in Connecticut, is governed by its member towns: Chester, Clinton, Cromwell, Deep River, Durham, East Haddam, East Hampton, Essex, Haddam, Killingworth, Lyme, Middlefield, Middletown, Old Lyme, Old Saybrook, Portland, and Westbrook. RiverCOG weaves together shared programs of member municipalities within collective guidance provided by the RiverCOG Board, as recommended by the State Plan of Conservation.

RiverCOG provides support for effective planning practices and land use strategies, assisting member municipalities as requested. It conducts research on regional issues, such as tourism and economic development; coordinates shared services; serves as a clearinghouse for regional information; and acts as a liaison with other regional entities and the state government. The Regional Planning Commission supports RiverCOG with inter-municipals referrals and the long-range plan. The RPC includes a representative and alternate from each municipal Planning Commission in the region and meets monthly on the fourth Monday of each month.

River Metropolitan Planning Organization (RiverMPO), a subset of RiverCOG, enacts and fosters the planning requirements of the U.S. Department of Transportation; a complex process of public outreach and long-range planning for transportation improvements in the region. This year, RiverMPO received its official re-designation from the Governor, making it one of the first MPOs in the United States to formally re-designate and merge two MPO organizations.

Through meeting space or staff support, RiverCOG hosts regional initiatives such as: Gateway Commission, Shoreline Basic-Needs Task Force, Coast Guard Auxiliary, and Regional Agricultural Commission. The agency has begun to expand shared-service programs and investigates unique opportunities for shared cost savings between two or more member towns. The RiverCOG continued an annual “dues” schedule at last year’s rate as programs continue to expand for the new organization.

RiverCOG officers are Cathy Iino (Killingworth), Chairperson; Dick Smith (Deep River), Vice-Chairperson; Susan Bransfield (Portland), Secretary; and Ed Meehan (Chester), Treasurer. RiverCOG welcomes Paula Fernald as its new Financial Administrator.

With unexpected passing of Executive Director Linda Krause, RiverCOG has named Deputy Director Jean Davies as Acting Director until the position is filled. OPEN SPACE COMMITTEE At a Town Meeting on June 25, 1998, residents of East

Haddam, interested in protecting East Haddam’s rural character and retaining our quality of life, voted to enact an Open Space Trust Fund ordinance to set aside funds to help acquire important, agricultural lands and natural resource areas. The ordinance established a commission to review, select, prioritize, and protect these lands.

On January 6, 2003, the town of East Haddam, through a referendum vote (778 to 135), approved a $5 million dollar bond authorization to be used to purchase land or conservation easements on key parcels of land.

On April 9, 2013, the residents of the town of East Haddam approved the acquisition of the Zeiller and Pages parcels. State grants and other contributions totaled over 50% of the cost of the purchase.

In the spring of 2014 the Open Space Committee submitted grant applications to the Department of Energy and Environmental Protection for the Lena and Zeleznicky properties. The Committee anticipates that the grant announcements will be made in the fall of 2014.

Planning and Zoning Commission is charged with recommending and regulating the most desirable use of land within the town. Zoning regulations are in place to provide guidance for residential, recreational, commercial, industrial, and conservation land use.

The Commission also makes recommendations regarding the infrastructure system of the town, including principal roads and bridges, and general location and improvements concerning parks, public buildings, playgrounds and other public structures. All subdivision of land must be approved by the Commission and new businesses are reviewed through the special exception process and site plan review.

The Commission is guided by the Connecticut General Statutes, town zoning regulations, and will refer to the Plan of Conservation and Development when applicable. These regulations were developed to encourage the most appropriate use of the land in accordance with the comprehensive zoning plan, their purpose is to lessen congestion in the streets; to secure safety from fire, panic, flood and other dangers; to promote health and the general welfare, to provide adequate light and air, to prevent the overcrowding of land, to avoid undue concentration of population, and to facilitate the adequate provisions for transportation, water, sewerage, schools, parks and other public requirements. They were enacted and are continually amended with reasonable consideration as to character of the district and its peculiar suitability for particular uses with a view to conserving property values, and encouraging the most appropriate use of land throughout East Haddam.

Zoning regulations are enacted with reasonable consideration for the protection of historic factors and for the protection of existing and potential public surface and ground drinking water supplies and proper provisions for sedimentation and erosion control. The regulations also encourage energy- efficient patterns of development, the use of solar and other renewable forms of energy, and energy conservation.

During the fiscal year 2013-2014 the Planning and Zoning Commission processed 3 subdivision applications, 3 were approved, creating 4 new building lots. The Commission also approved 18 Special Exception/Site Plan applications, 2 lot line revisions, and 102 zoning permits, including 16 single family dwellings.

The Planning and Zoning Commission meets the second and fourth Tuesday of each month in the Town Grange at 7:15 pm, with the exception of holidays.

PUBLIC WORKS Once again the devoted staff in the Public Works

Department provided quality and professional public service to the resident of East Haddam and distinguished themselves in fiscal year 2014 with many accomplishments.

The Transfer Station continues to serve the public in an orderly and efficient manner. The total combined tonnage of municipal solid waste and bulky waste handled at the Transfer Station totaled 3,799 tons. This is a 3.1% decrease from fiscal year 2013. Recycling tonnage for the year totaled 878 tons. This is a 3.4% decrease from last year. With the continued effort of every resident the Town can continue to increase recycling and save the Town in disposal fees.

The following is an overview of some of the work accomplished by the Highway Department during the year: �� Boardman Road and William F. Palmer Road were fully

reclaimed, graded and paved with three inches of hot mix asphalt.

�� Rehabilitation of the Haywardville Road Bridge. This project involved a twin culvert rehabilitation in which existing twin 96” failing steel culverts were lined with corrugated HDPE pipes. The new liners have improved hydrological capacity, their installation was environmentally low impact and provided a fish-friendly solution.

�� Again this year the town crew placed asphalt to shim and repair roads instead of chip sealing. More than 3,500 tons of hot mix asphalt was applied during the months of July/August/September 2013 and June 2014. Roads receiving this treatment included sections of Alger Road, Smith Road, Sheepskin Hollow Road, Stockburger Road, Cherry Swamp Road, Mill Road, Foxtown Road, Neptune Avenue and Broom Road.

�� A John Deere tractor with a flail mower attachment was purchased which greatly improved our ability to safely and efficiently maintain the town’s right of ways.

�� One new truck was obtained to replace aging equipment. �� Annual maintenance of 119 miles of town roads was

completed in accordance with a schedule of regular work. This program includes sweeping, line painting, mowing, street sign replacement, grading of more than 15 miles of unpaved roads, tree trimming, pothole patching and cleaning of approximately 1,700 catch basins. We also continue to assist other departments throughout

the year including the Board of Education, Parks and Recreation, Agriculture Commission and the East Haddam Land Trust.

There were 20 winter storm events during the year. The first storm occurred on December 2, 2013 and the final storm occurred on March 31, 2014. Total snowfall for the year was approximately 49 inches.

I would like to thank the Public Works staff for their continued commitment, proficiency and dependability in maintaining and improving our infrastructure. We look forward to continuing to work with and serve the residents.

RECREATION COMMISSION

East Haddam Parks and Recreation strives to serve all community members by providing diverse recreational activities including leisure services, classes and programs for all ages and abilities.

The Recreation Commission works closely with many community businesses and organizations to ensure that quality recreational activities and programs are available to all community members. We would like to thank the following organizations for their support and collaboration: East Haddam Land Use Department, Youth and Family Services, Local Prevention Council, Board of Education, Public Works, Police, The Goodspeed Opera House, The Gelston House, Ace Audio, Eastern Tent Rental, Olsen Sanitation, Liberty Bank, Franklin Academy and Shagbark.

Our summer "Music on the River" free concert series has grown to be one of the most popular in the state! We were featured in the Hartford Courant, interviewed on WLIS Radio and the concerts were raved about on WWUH and UCONN Radio! We would like to thank our many generous donors, as the concerts are completely funded by private donations.

The Recreation Department employed one full time Director, Tiffany Quinn; 48 seasonal employees; and worked with over 100 volunteers! The special people that volunteer truly make our programs so successful. A special thank you goes out to Shagbark for sponsoring our youth soccer and basketball programs by donating a T-Shirt for every child registered in these programs. The Senior Center Quilters made a beautiful quilt which the Recreation Commission presented to Fred and Johanna in recognition of their 22+ years of generosity and support.

REGISTRARS OF VOTERS

The East Haddam Registrars supported a municipal election on November 5, 2013, at the Nathan Hale Ray High School. 1,775 voters of our 5,772 registered voters or 31% exercised their voting rights. This election day was the first time in the State of Connecticut, that citizens were allowed to register and vote on the same day, election day!

May 14 brought Students in Government Day, in which students have an opportunity to view the workings of the Registrar’s office.

A failed Budget Referendum was held May 20, 2014. 928 citizens turned out, with 434 voting Yes to 494 voting Nay. A passed Budget Referendum was held on June 19, 2014. At that time, 1,053 turned out, with 571 voting Yes, to 482 voting Nay. Registered voters as well as property owners may cast ballots in a referendum.

As of June 2014 East Haddam had 5,716 registered voters, with 1,712 registered as Democrats, 1,273 registered as Republicans and 2,683 are unaffiliated. There are 48 voters who are registered in other parties such as the Green, Independent, Libertarian or Working Families.

Registrars also conducted the yearly canvass which checks and updates the voter list to make sure it is correct. The list is also updated weekly from information and requests provided by citizens to the Secretary of States Office (SOTS), the Department of Motor Vehicles and our Town Clerk, as well as to our office.

We attended ROVAC and Middlesex County education opportunities as well as those provided through conference calls by the SOTS.

Our official polling place continues to be the Nathan Hale-Ray High School.

Registrars obtained and trained poll workers; and supported moderator training.

Others who helped with our election events were the East Haddam Town Crew, poll workers, and our sign volunteers led by Trish Tarnowski. We are thankful for all who helped.

RESIDENT STATE TROOPER/ EAST HADDAM POLICE

The East Haddam Resident Troopers Office/East Haddam Police would like to welcome back Trooper First Class Patrick Hawes. Trooper Hawes had been temporarily reassigned to other duties within the State Police. Trooper Hawes has served as the East Haddam Resident Trooper for several years and was missed during his absence.

In addition to providing routine police coverage, East Haddam Officers provide marine coverage during the summer months, as well as coverage for sporting events, school functions, parades, and other events as requested by local residents and civic organizations. Additionally, our office sponsored the 19th annual Project Halloween, 8th annual Toy Drive, provides free fingerprinting to residents and continues to assist residents with child car seat inspections.

The mission of our department is to enhance the overall security and quality of life by promoting a partnership between the community and law enforcement. East Haddam has seen a 75% reduction in burglaries and a 20% reduction in larcenies for 2013-2014 as compared to 2012-2013. There are many reasons for this decrease including the addition of full-time East Haddam Officers and the excellent partnership our department continues to build with the entire community.

Our department continues to partner with East Haddam Youth and Family Services to administer the Drug Free communities Grant. Additionally, East Haddam Officers serve on the East Haddam Juvenile Review Board and the Local Prevention Council.

SENIOR SERVICES

The Senior Services Department works to help support our senior community in many ways. During the past year, there were over 16,000 sign-ins at the Senior Center (almost 50% over last year). People with transportation needs are driven to doctor appointments and to surrounding communities for shopping. The senior bus was utilized for recreational events that included trips to theatres, concerts, museums, dinner shows, sporting events as well as day cruises to sightseeing venues in Connecticut and out of state.

The Meals on Wheels (MOW) Program delivered over 5,000 meals to the home bound. Daily lunches (over 2,200) were also provided on weekdays at the Senior Center Café. The Center is also a resource for Medicare counseling, benefits screening, tax preparation, financial planning, fuel assistance and AARP driving classes. The Center promotes “good health” screenings (blood pressure checks, hearing and vision assessments) and educational seminars regarding wellness (dangers of stress, coping with chronic illnesses, Medical Directives, etc.).

The Senior Center hosted many events during the year, such as pancake breakfasts, picnics, pot luck suppers, holiday parties, craft and tag sales and bake sales. Twice a year, the Center hosts a blood mobile.

Weekly activities include exercise programs, crafts, as well as organized card and board games. The walking path located in Heritage Park has become very popular and is used by community members of all ages.

Intergenerational programs are important to the seniors. During the school year, high school students visit the Center on a weekly basis, socializing and participating in projects. This summer, we were fortunate to have an intern for two months. Every spring, we appreciate the efforts of the VoAg students who beautify the grounds.

It is the spirit of community and volunteerism of our residents that gives us the ability to provide these valued services. Jovita Cozean was named “Senior Citizen of the Year” in recognition of all she does for our community. Many thanks to all our volunteers for the support!

SHARED SERVICES Shared Services consolidates the common areas of

finance, facilities and technology for the Town and Board of Education at a lower cost to the East Haddam taxpayers while delivering quality services to citizens and staff. Shared Services works closely with all areas of Town Government and the Board of Education to best serve the residents of the Town of East Haddam. 2013-2014 accomplishments include: �� Facilities Director wrote and the town was awarded a

$525 thousand grant for school security which was implemented over the 2014 summer.

�� Facilities, Finance and Technology worked together and the town was awarded a $311 thousand grant for school technology infrastructure which began implementation over the 2014 summer.

�� Technology Department upgraded the digital infrastructure in several town building to include wireless access and VPN connectivity between sites. Additionally, all computers were updated to the latest operating system.

�� Finance Director worked closely with First Selectman Mark Walter and State Representative Melissa Ziobron to increase the state grant reimbursement of the 4-8 Middle School by $215 thousand to the town.

�� Facilities Director provided oversight to the $200 thousand STEAP grant for improvements and renovations to the Town and Grange Hall property.

�� The town received a periodic review by Standard and Poor’s coordinated via the Finance Director. The Town maintained our AA+ bond rating with a stable outlook.

�� The Technology Department implemented a new student information system.

�� Facilities Director added the responsibility of oversight for the Animal Control Department as well as a grounds and maintenance employee.

�� Extensive grounds work has been done to both Board of Education and Town properties. The Little League fields have experienced a major overhaul as well.

�� The annual town audit was completed with an unqualified audit opinion and the town was deemed in compliance with all state and federal grant requirements.

�� The Finance Department is in the process of upgrading the accounting system for the Board of Education (to the system the town uses) which will provide greater financial oversight and enhanced tools for school administrators.

�� Upgraded to a new version of Everbridge—for both the town and education emergency notification system. Facilities, Finance and Technology worked in tandem to install a new town VOIP system which provides a professional phone system with voice mail and the latest technology and features.

The Shared Services Department looks forward to working cooperatively with the town and Board of Education to realize savings and to be better stewards of the town’s assets.

TOWN CLERK The Town Clerk’s Office is one of the most

visited offices in Town Hall. It serves as the center for permanent records for the residents of the community and its government. The town’s most important documents are entrusted to the Town Clerk. Whether it’s a marriage license, the birth of a child or buying the home of your dreams, the Town Clerk’s Office will have what you need. Additionally, military discharges, notary public registrations, liquor and burial and cremation permits, trade name certificates, meeting schedules, notices, agendas and minutes of the numerous Boards and Commissions are filed with the Clerk. The Town Clerk’s Office issues various licenses such as dog, sporting and marriage. We endeavor to serve all of our customers with efficiency and professionalism. The Town Clerk’s Office plays a major role for elections and referendum. The functions of the Office are governed by State Statute; the Town Clerk’s Office is a major collector of revenue for the State of Connecticut as well as for the Town as indicated below:

Highlights for the 2013-2014 year include: �� The Town Clerk served as recording secretary to

the Board of Finance. �� Recorded 2,334 documents on the land records

(not including maps) �� The Town Clerk serves as one of three

administrators maintaining the town’s website. �� Applied for and received a $4,000 grant from

the State of Connecticut through the Historic Document Preservation Grant to preserve town meeting records 1921-1957.

�� Continued an initiative to back scan images and tie them to the land record. This is a very labor intensive preservation project that has no costs associated with it. As of June 30, 2014 images are available back to 1997.

�� Maintain 24/7 online accessibility to land records at uslandrecords.com.

�� Promoted dog licensing through the top dog contest in coordination with the middle school.

�� Organized a Freedom of Information seminar with FOIA Education Officer Tom Hennick.

�� Recorded 71 births, 77 marriages and 92 death records.

WATER POLLUTION CONTROL AUTHORITY

The East Haddam Water Pollution Control Authority serves the community in four main capacities. One is the oversight of the operation and maintenance of the East Haddam Village sewer treatment plant and collection system. The 2013-2014 fiscal year was the 14th year of full operations of the town’s sewer collection and treatment system. The flows averaged 14,000 gallons per day; which is just over 25% of system capacity. Peak daily flows reached as high as 34,000 gallons per day or 62% of the system’s capacity. Over 96% of the pollutants are typically removed. Sludge is taken to Cromwell for disposal.

The second function is to review septic systems for large facilities that produce flows of over 5,000 gallons per day. It is the Authority’s charge to ensure proper measures are in place for the continued proper operation and maintenance of these facilities.

The third is to work in conjunction with the other Commissions and Boards to review plans and proposals along with analyzing existing systems for their impact on East Haddam’s natural resources. The Commission has endorsed a sewer avoidance program that is consistent with the Plan of Conservation and Development. Sewer avoidance programs have been considered a useful and necessary tool to avoid urban sprawl inconsistent with historical or desired development patterns. The Authority concluded that sewer avoidance is appropriate as a policy for the entire town, but in particular, the many important ecological and recreational water resources areas including the Salmon, Eight Mile and Connecticut Rivers, Lake Hayward, Bashan Lake, Moodus Reservoir, and Pickerel Lake.

The fourth duty of the Authority is its membership in the Southeastern Connecticut Water Utility Coordinating Committee process. This Committee’s charge, as designated by Connecticut Public Act 85-535, is to insure a safe and adequate supply of water for all residents and to develop plans that meet the community’s needs. The town of East Haddam has been awarded with an Exclusive Service Area Declaration. The Authority will oversee the development of a water supply plan that covers the next fifty years.

On July 12, 2012 the East Haddam Water Pollution Control Authority revised the sewer use and operation fees and adopted the Sewer Use and Pollution Control Regulations.

The Authority meets on the first Tuesday of alternating months at the Town Office Annex at 7:00 pm.

ZONING BOARD OF APPEALS The Zoning Board of Appeals for the fiscal year of

2013-2014 heard four cases compared to the 13 cases heard the last fiscal year. There were four requests for variances as noted below: �� Side yard setbacks to construct garages (2). �� Minimum lot area to convert from seasonal to year

round use (2). None of the above cases were appealed in court. No

meetings were held in the months of July, August, September, November, December, March, May and June.

After nearly 54 years of service to the town, Mildred Quinn has stepped down as recording secretary for the Zoning Board of Appeals. We would like to acknowledge her many years of service to the town.

Resolved, that a grant in the amount of $4,000 is hereby accepted from the State of Connecticut, State Library for the purpose of historic document preservation and appropriated to Fund 14–Historic Document Preservation Fund; and that Mark B. Walter, First Selectman is empowered to execute and deliver in the name and on behalf of this municipality, a contract with the Connecticut State Library for an historic document preservation grant.

Mrs. Denette advised that town meeting books from 1921 to 1957 will be preserved. Mr. John Blaschik inquired whether it was a conflict for Mrs. Denette to Moderate on an item for the Town Clerk’s office. No personal benefit was being received by Mrs. Denette with the acceptance of the grant.

There being no additional comments, the Moderator called for a vote. The motion accepting the $4,000 grant from the Connecticut State Library for Historic Document Preservation carried unanimously via voice vote.

Edward Blaschik motioned to adjourn the special town meeting at 8:05 pm. The motion carried unanimously.

Item 7: Mr. Denette motioned, Mrs. Malavasi motioned that the legislative body herein assembled accept a grant in the amount of $60,661.32 for the Federal Emergency Management Agency Disaster No. DR-4106-CT grant for the February 2013 severe winter storm from the state of Connecticut Department of Emergency Management and Homeland Security. Opportunity for comment and question was offered, none was held. The motion accepting a $60,661.32 grant for the February severe storm carried unanimously via voice vote.

Item 8: Mr. Parker motioned, Mr. Walter seconded that the legislative body herein assembled approve a transfer in the amount of $51,500 to the capital projects and reserve fund from FEMA grant proceeds in accordance with the approved 2013-2014 capital budget for the following items: town office building generator, light tower for the fire department and emergency and police radios. Opportunity for discussion was offered, none was held. Motion approving a $51,000 transfer to the capital projects and reserve fund from FEMA grant proceeds carried unanimously via voice vote.

Mr. Malavasi motioned, Mr. Parker seconded to adjourn at 8:06 pm. The motion to adjourn carried unanimously via voice vote.

Special Town Meeting March 12, 2014

Town Clerk, Debra H. Denette called the Special Town Meeting to order at 8:00 pm at the Town Grange, Town Street, East Haddam. Seven people (7) people were in attendance. The Pledge of Allegiance was recited.

First Selectman Mark Walter motioned to nominate Mrs. Denette as Moderator. Scot Mackinnon seconded the motion. Additional nominations were solicited, none were offered. Ed Blaschik motioned to close nominations, Emmett Lyman seconded the motion. The motion closing nominations carried unanimously via voice vote. The vote

appointing Mrs. Denette to serve as Moderator, carried unanimously via voice vote.

The Moderator briefly defined the rules of conduct and presented the call of the meeting, she requested that the call be amended to correct an error, specifically to replace the reference to map #2731 to map numbers #4478-4479 under item 1. Dave Denette motioned to amend the call as noted above. Mr. Lyman seconded the motion to amend the call. The motion amending the call carried unanimously via voice vote. Mr. Denette and Mr. Lyman than motioned and seconded respectively to accept the call as amended. The motion accepting the revised call carried unanimously.

Opportunity for discussion was offered. Mr. Walter stated that this is a very generous gift from the owners of INCORD, Inc. Mr. and Mrs. Bob Martin and Mr. Ed Ritz. There being no further discussion the Moderator called for a

vote. The motion to accept a gift in the amount of $25,000 in support of the Harris Property/East Haddam Center for Community Agriculture carried unanimously with gratitude.

Item 3: Mr. Mackinnon motioned, Mr. Lyman seconded that the legislative body herein assembled consider and act upon the following resolution as recommended by the Board of Selectmen:

RESOLVED: That the Purchasing Ordinance adopted by Town Meeting, September 11, 1996, is hereby amended to follows:

All contracts for, and single purchases of supplies, materials, equipment and contractual services (except utilities, gravel and materials necessary on an as needed basis) shall be based, when possible, on competitive bids if such purchase price exceeds [DELETE: seven thousand five hundred dollars ($7,500.00)] [ADD: fifteen thousand dollars ($15,000)]. If the purchase can reasonably be anticipated to fall between [DELETE: five thousand ($5,000) and seven thousand five hundred dollars ($7,500)] [ADD: seven thousand five hundred dollars ($7,500) and fifteen thousand dollars ($15,000)] the purchase order shall be accompanied by documentation for 2 price quotes. This documentation shall be maintained in Town records for one (1) year. If such purchase price exceeds [DELETE: seven thousand five hundred dollars ($7,500.00)] [ADD: fifteen thousand dollars ($15,000)], the Selectmen, when possible, shall invoke an advertised\sealed bid process.

The First Selectman, acting on behalf of the appropriate agency, shall solicit sealed bids by the sending of notice to perspective suppliers and by advertising in a newspaper having a general circulation in said Town of East Haddam. The First Selectman may place advertisements in other periodicals, trade magazines, etc., but may not exempt above said newspaper. Each sealed bid shall be publicly opened at the time stated in the notice soliciting such bid. Bids selected by this process shall be publicly awarded at a Board of Selectmen's meeting.

All purchases or contracts above [DELETE: seven thousand five hundred dollars ($7,500.00)] [ADD: fifteen thousand dollars ($15,000)] shall be based on at least two (2) competitive bids. When at least two (2) such bids shall not have been received, the Board of Selectmen may, at the request of the town agency represented, void the bid and direct said agency to identify and negotiate with at least two (2) suppliers (one of whom shall be the sole bidder of the voided bid if there was

only one (1) such bidder) for the best price and product for the Town of East Haddam. Such negotiated purchase or contract must be approved by the Board of Selectmen before placed into effect.

If the low bidder is not a local business (as defined hereinafter), then the next low bidder, provided it is within ten percent of the next low bidder, may at its option, if it is a local business, match the bid of the low bidder. The Board of Selectmen retains the sole judgment, within its discretion, to determine what constitutes low bidder and next low bidder, after due consideration to base bid, allowances and alternates to a bid, as they may apply. For the purpose of this provision only, "local business" is defined as a business or individual which is assessed real, personal, or motor vehicle taxes in East Haddam on the previous October 1 to the date of the bid opening.

Also, in lieu of the standard competitive bid process, any agency of the Town of East Haddam may:

1) With prior approval of the Board of Selectmen use one (1) or more of the following options:

a) A Request for Proposal (RFP) - Vendors of goods or services will be asked to submit a proposed solution or solutions (including costs) to a problem or issue described in writing by the town. Prices are finalized by negotiation.

b) A Request for Qualifications (RFQ) - Vendors of professional services will be asked to present their qualifications for resolving the problem or issue at hand. Price will be negotiated with the vendor deemed best qualified.

c) Simple negotiations with appropriate legitimate suppliers.

d) An Agent of Record - the Town retains an agent to seek out and evaluate proposals and to bring forward a recommended course of action.

All such purchases or contracts shall be approved by the Board of Selectmen before awarded or placed into effect.

2) The town agency, at its discretion, may award such purchase or contract to the legal State low bidder, a supplier which has been selected by the State of Connecticut's purchasing procedure following a competitive bid.

If after the awarding of any bid or its appropriate alternative as described herein, changes in the scope of work or specifications

become necessary, they shall be done only through a work change order system as developed by the First Selectman. All payments for such changes shall be made with the appropriate distinctions as such.

The Board of Selectmen reserve the right to accept or reject any and all, or any and all parts of any bids and may waive any informalities in the bidding.

Copies of said ordinance are on file in the Town Clerk’s Office during regular business hours.

Opportunity for discussion was offered. Mr. Walter advised that the ordinance has had no change since 1996 and the thresholds are becoming increasingly burdensome to work within. It was noted that the entire ordinance book is being “codified”. Mr. Blaschik questioned why this ordinance was singled out. There being no further discussion, the Moderator called for a vote on acceptance of the increases to the purchasing ordinance as noted above. The motion accepting the ordinance carried unanimously via voice vote.

Item 4: Craig Mansfield motioned, Mr. MacKinnon seconded that the legislative body herein assembled consider and act upon the recommendation of the Board of Finance to approve a transfer in the amount of $204,258.00 from the General Fund (781-579790) to the Board of Education Capital Reserve Fund (25-115160-25790).

Mr. Walter deferred to Mrs. Varricchio to speak to the request. Responsive to inquiry from Mr. Denette, Mrs. Varricchio reported that this transfer represents unspent funding on the Board of Education. Returning unexpended financing has offered an incentive to the school system to be more frugal. This practice was put in place in 2010. There being no further discussion, the Moderator called for a vote on the transfer of $204,258.00 from the General Fund to the Board of Education Capital Reserve Fund. The motion carried unanimously via voice vote.

Item 5: Mr. Mackinnon motioned, Mr. Lyman seconded that the legislative body herein assembled consider and act upon the recommendation of the Board of Finance to approve a transfer of an amount not to exceed $261,363.00 from the Board of Education Capital Reserves (25-115160-25790) to the Capital Projects Fund for Board of Education for the purpose of matching grant funds for the School Security Grant (account 25-578888).

Mr. Walter deferred to Mr. Mansfield who advised that this grant is a 50% matching grant

for security upgrades at all three schools. Mr. Blaschik inquired whether the needed upgrades really cost $500,000.00. Mr. Mansfield responded affirmatively. There being no further questions, the Moderator called for a vote. The motion authorizing the transfer of $261,363 carried unanimously.

There being no further business to discussion Mr. Blaschik motioned to adjourn at 8:15 pm. Mr. Mackinnon seconded the motion, the motion carried unanimously via voice vote.

Special Town Meeting May 6, 2014

Town Clerk, Debra H. Denette called the Special Town Meeting to order at 8:03 pm at the Town Meeting Hall, 492 Town Street, East Haddam. Approximately fifty (50) people were in attendance. The Pledge of Allegiance was recited.

Edward Blaschik motioned to nominate Deb Denette as Moderator. Rob Smith seconded the motion. Additional nominations were solicited, none were offered. Mr. Blaschik motioned to close nominations, Mr. Smith seconded the motion. The motion closing nomination carried unanimously via voice vote. The Town Clerk called for a vote appointing Deb Denette to serve as Moderator, the motion carried unanimously via voice vote.

The Moderator briefly defined the rules of conduct and read the call of the meeting. Mr. Smith motioned to accept the call as read. Patrick Lacy seconded the motion. The motion accepting the call as presented carried unanimously via voice vote.

Mrs. Denette noted that item #1 has been removed by the Board of Selectmen to referendum;

All those persons qualified to vote in town meetings of the Town of East Haddam, Connecticut, are hereby further notified that pursuant to Section 7-7 of the Connecticut General Statutes, the Board of Selectmen of the Town of East Haddam have removed the above item on the call of this Special Town Meeting for submission to the voters of the Town of East Haddam who are qualified to vote at Town meetings for "yes" or "no" vote by voting machine on the following question:

Shall the Town of East Haddam budget of $29,731,259, as recommended by the Board of Finance for fiscal year 2014–2015 be approved?

Item 2: Mr. Bruce Dutch motioned that the legislative body herein assembled vote on the recommendation of the Board of Selectmen that the polls shall be open at six o’clock am to conduct the referendum on May 20, 2014. Mr. Randy Dill seconded the motion.

The Moderator called for a vote to open the polls at 6:00 am for the May 20, 2014 referendum. She advised that a Nay vote would open the polls at 12:00 noon, as per State Statute. The motion opening the polls at 6:00 am carried unanimously via voice vote.

Item 3: Mr. Harvey Thomas motioned, Mr. Todd Gelston seconded that the legislative body herein assembled act upon the recommendation of the Board of Selectmen and Board of Finance to accept a grant in the amount of $500.00 from the Kitchen Gardeners International, for the “Green Committee-Food Bank Victory Garden (revenue account 75-431520-G1401 and expense account 35-541750-G1401).

Opportunity for comment was offered, none was brought forward.

The Moderator called for a vote to open the polls at 6:00 am for the June 19, 2014 referendum. She advised that a Nay vote would open the polls at 12:00 noon, as per State Statute. The motion opening the polls at 6:00 am carried unanimously via voice vote.

Mrs. Denette advised that she would arrange for the printing of the ballot first thing in the morning and that absentee ballots would be available by Wednesday.

The meeting adjourned to referendum upon a motion made by Emmett Lyman, seconded by Sue Link and carried unanimously at 8:33 pm.
