Republic of the Philippines Autonomous Region in Muslim Mindanao Department of Agriculture BUREAU OF FISHERIES AND AQUATIC RESOURCES

Page 2: Fisheries Profile 2011

General Information The Autonomous Region in Muslim Mindanao was created on August

1, 1989 by virtue of the Republic Act No. 6734, entitled “AN ACT PROVIDING FOR THE ARMM”. This act covered only the provinces of

Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi. Republic Act No.

9054 otherwise known as “AN ACT TO STRENGTHEN AND EXPAND THE ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO

(ARMM)” was ratified on August 14, 2001, amending for the purpose Republic Act No. 6734. This paved the way for the inclusion of Basilan

and Marawi City in the ARMM.

The ARMM is located southwest of the Philippines, about 1200 – 1240

N and 800 – 500 E. As of December 2006, it has 5 provinces, 1 city, 111 municipalities, and 2,470 barangays. Of these, 50 are coastal municipali-

ties and 511 are coastal barangays. It has a total land area of 27,517.1 square kilometers (sq.km.) based on the 2001 estimated land area certi-

fied by the Land Management Bureau (LMB).

Per National Statistics Office’s 2007 Census of Population, the region

has a total population of 4,120,795. Fishing is one of the main economic activities in ARMM. With this, the region has an estimated 15,718 com-

mercial fishermen and 189,162 municipal fishermen.

The vast territorial water area of ARMM is home to many valuable

species of the aquatic flora and fauna such as grouper, tuna, seaweeds and my other marine products. Large volume of seaweeds production in

the country is being supplied by the region.

With the signing of the Regional Administrative Order No.1 otherwise

known as the Implementing Rules and Regulations (IRR) of the Muslim Mindanao Autonomy Act No. 86 (MMAA #86) or ARMM Aquatic and Fish-

eries Code of 1999 by ARMM Regional Governor Datu Zaldy “Puti” Uy Ampatuan, the Bureau of Fisheries and Aquatic Resources – ARMM has

been given a clear and legal authority in the performance of its mandate

for the preservation, conservation, utilization, and development of the territorial waters of ARMM.

Message

The Bureau of Fisheries and Aquatic Resources – ARMM is a gov-

ernment’s arm in reaching out to the fishery sector of the region. We commit ourselves to deliver public service through provision and imple-

mentation of different fisheries programs and projects in line with the re-

form agenda if the OIC-Regional Governor Mujiv S. Hataman. The theme of the reform is anchored on “Matuwid na Pamamahala Tungo sa ARMM na Masagana’t Mapayapa” .

One of our mechanisms in providing fisheries information is thru

the ARMM Fisheries Profile. It is a compilation of relevant fisheries data that can be useful to our students, researchers, economists, planners, and

other end-users.

This profile highlights the 5-years Fisheries Production Data. This is so because the production data measures the over-all performance of

the fishery sector in a given period.

Fisheries Production revolves in three sectors: commercial, munici-

pal, and aquaculture. Seaweeds, being one of the most valued fishery commodities in the country, is categorized under the aquaculture sector.

With this, I humbly say that for many years up to now, the ARMM has al-

ways been the highest seaweeds-producing region in the entire country.

In making this profile, we in the BFAR-ARMM would like to show off the performance of the fishery sector of this region. It is our humble

way of telling the public in general how important the fishery sector to the

informing society.

At this point, I would like to acknowledge the continuing assis-tance of the Bureau of Agricultural Statistics (BAS), the National Statistics

Office (NSO), and the National Statistics and Coordination Board (NSCB) for their data which we incorporated in this profile. I also commend our

staff from Planning, Monitoring, and Evaluation Division (PMED) who made

this profile possible.

May everyone find this profile useful.

JANICE DESAMITO-MUSALI, AL-HAJJ

OIC-Regional Director
