Executive Summary
Project Brief
Price & Myers were commissioned by Catalyst Housing and Transport for London to produce a
Flood Risk Assessment (FRA) and Sustainable Drainage Report for the proposed development
at the Rayners Lane Station Car Park, within the London Borough of Harrow (LBH).
The site is situated within a Critical Drainage Area (CDA) and part of the site is in Flood Zone 3a
for Surface water, as defined by the Local Authority. Therefore an FRA is required to assess
the risk of surface water flooding. Furthermore as a result of the development proposals, levels
will be raised in the north-west corner of the site, where there is high surface water flood risk.
Therefore the FRA also assesses flood water storage compensation.
The purpose of this report is to summarise flood risk from all sources, focussing on surface
water flooding and floodwater storage, taking into consideration the land raising. The
proposed drainage strategy for the site is then outlined including a detailed SUDS assessment.
Key Findings
A CCTV drainage survey was completed in October 2019. Surface water from the site was
found to discharge to the ‘Sites of Importance for Nature Conservation’ (SINC) land, where
Smart’s Brook is located. Surface water drainage that serves the retail units to the east of the
site was also found to run through the site. Thames Water (TW) have confirmed that this is not
their asset, therefore TW approval is not required. This surface water drainage will be diverted
to avoid the proposed building footprint and will be maintained by Catalyst Housing.
A foul water drain serving adjacent properties runs through the eastern portion of the site,
close to the vehicular entrance. This drain clashes with the proposed tree pits. Therefore, a TW
sewer diversion application has been submitted to divert this foul water drain run.
The north-west corner of the site is at high risk of surface water flooding and levels will be
raised at this location. A flood compensation scheme has been designed to ensure that surface
water is not displaced elsewhere, on a level for level, volume for volume basis. Therefore, it is
demonstrated that the development proposals will increase flood storage provision, reducing
surface water flood risk at the site location and the surrounding areas. Calculations are
provided within this report.
The site is underlain with London Clay which has very poor porosity properties. Therefore,
infiltration systems are not appropriate at the site location.
Drainage Strategy Summary
The existing surface water outfall to Smart’s Brook could not be located and this will be
investigated further for re-use. However, the initial assessment concludes that a new
connection to Smart’s Brook may be required. The existing outfall will be repaired and if this is
not possible, a new outfall will be constructed. Any new outfall structures require LBH
approval.

In regards to foul water drainage, as advised by the London Borough of Harrow (LBH) the
preferred option is to pump foul water drainage from the site to the TW public sewers in High
Worple. This does not affect the neighbouring SINC land.
TW may prefer a gravity drainage connection, as the public sewer in High Worple is small in
diameter (229mm). The pumped solution would result in higher peak flows to the public
sewers in comparison to a gravity drainage system. Therefore, an alternative foul water
drainage option has been developed going through the SINC land, in case further investigation
and assessment indicates that this option is feasible and acceptable to the Local Planning
Authority.
The SUDS Hierarchy has been applied to the development proposals and following SUDS
systems will be incorporated: blue roofs, permeable paving, below ground cellular storage and
tree pits for surface water storage. A flow control will be used to restrict surface water runoff
rates to 5 l/s per ha (4.90 l/s for this site), which is less than the Greenfield runoff rate for the
site. Surface water will be restricted to 4.90 l/s up to the 1 in 100 year plus 40% climate change
storm event.
The proposed development will be at low risk of flooding from all sources considering the
mitigation measures and the development proposals significantly reduce surface water runoff
rates from the site. Therefore, the proposals will reduce flood risk at the site location and also
in the surrounding areas, including the neighbouring SINC land.

1 Introduction
Price & Myers have been commissioned to undertake a Flood Risk Assessment (FRA) for the
proposed development at the Rayners Lane Station Car Park site, within the London Borough
of Harrow (LBH).
This report has been carried out in accordance with the National Planning Policy Framework
(NPPF) and the accompanying Planning Practice Guidance (PPG) “Flood Risk and Coastal
Change”. This report also incorporates advice and guidance from the Environment Agency
(EA), the West London Strategic Flood Risk Assessment (SFRA, February 2018), the Harrow
Local Flood Risk Management Strategy (LFRMS, May 2016) and Surface Water Management
Plan (SWMP, October 2011) as well as CIRIA documents.
The NPPF states that an appropriate FRA will be required for all development proposals of 1 ha
or greater in Flood Zone 1 and for any development within Flood Zones 2 or 3. The EA’s
indicative floodplain map shows that the site is in Flood Zone 1 and the site area is greater than
1 ha.
Part of the site falls within Flood Zone 3a for surface water, as defined in the SWMP and the
site is also situated within a Critical Drainage Area (CDA). Levels will be raised where there is a
high risk of surface water flooding. Therefore, an FRA is required.
This FRA will therefore focus on flooding from surface water and flood water displacement.
This report will also summarise flood risk from all sources and outline the proposed drainage
strategy for the site, including a detailed SUDS assessment.
The Harrow SUDS Proforma can be found at the end of this report, in Appendix J.
1.1 Policy Overview
1.1.1 National Planning Policy (2019)
The National Planning Policy Framework states:
“Major developments should incorporate sustainable drainage systems unless there is clear
evidence that this would be inappropriate. The systems used should:
a) take account of advice from the lead local flood authority;
b) have appropriate proposed minimum operational standards;
c) have maintenance arrangements in place to ensure an acceptable standard of operation for
the lifetime of the development; and
d) where possible, provide multifunctional benefits.”

Planning Practice Guidance, ‘Flood Risk and Coastal Change’ states:
“The decision on whether a sustainable drainage system would be inappropriate in relation to
a particular development proposal is a matter of judgement for the local planning authority. In
making this judgement the local planning authority will seek advice from the relevant flood risk
management bodies, principally the lead local flood authority, including on what sort of
sustainable drainage system they would consider to be reasonably practicable.”
Planning Practice Guidance, ‘Flood Risk and Coastal Change’ refers to the ‘Non-statutory
technical standards for sustainable drainage systems’. This guidance, produced by DEFRA,
states the following:
“For developments which were previously developed, the peak runoff rate from the
development to any drain, sewer or surface water body for the 1 in 1 year rainfall event and the
1 in 100 year rainfall event must be as close as reasonably practicable to the greenfield runoff
rate from the development for the same rainfall event, but should never exceed the rate of
discharge from the development prior to redevelopment for that event.”
1.1.2 Regional Policy
The current London Plan (2016), Policy 5.13 states:
“A Development should utilise sustainable urban drainage systems (SUDS) unless there are
practical reasons for not doing so, and should aim to achieve greenfield run-off rates and
ensure that surface water run-off is managed as close to its source as possible in line with the
following drainage hierarchy:
1 store rainwater for later use
2 use infiltration techniques, such as porous surfaces in non-clay areas
3 attenuate rainwater in ponds or open water features for gradual release
4 attenuate rainwater by storing in tanks or sealed water features for gradual release
5 discharge rainwater direct to a watercourse
6 discharge rainwater to a surface water sewer/drain
7 discharge rainwater to the combined sewer.”
The draft Intend to Publish London Plan (2019), amends the drainage hierarchy slightly,
splitting attenuation above and below ground. Whilst the Secretary of State has issued a range
of directions on this document, these directions do not relate to this policy.
“ 1. rainwater harvesting (including a combination of green and blue roofs) 2. infiltration techniques and green roofs 3. rainwater attenuation in open water features for gradual release 4. rainwater discharge direct to a watercourse (unless not appropriate) 5. rainwater attenuation above ground (including blue roofs) 6. rainwater attenuation below ground 7. rainwater discharge to a surface water sewer or drain 8. rainwater discharge to a combined sewer”.

1.1.3 Local Policy
Harrow’s Core Strategy (2012) states that “proposals should aim to achieve Greenfield run off
rates. It is recognised that the feasibility of achieving greenfield run off rates in new
development will be influenced by a range of considerations, including site conditions and
financial viability”.
The West London SFRA (February 2018), Table 4-1 ‘Planning Application and Development
Requirements for Major Developments’ states that “The drainage strategy requires information on the proposed SuDS and surface water runoff discharge destination in line with Policy 5.13 of the London Plan. It also requires supporting calculations on the greenfield and proposed development's peak discharge rates and water storage volumes for different rainfall events. These calculations need to ensure that proposed developments are designed to the Non-statutory technical standards for sustainable drainage systems”.
Section 4.2.4 of the West London SFRA refers to the LBH ‘Standard Drainage Requirements’.
This states the following:
“The development is subject to a limitation on a discharge to no more than 5 l/s/ha from all
impermeable areas, consequently there will be a storage implication and the system should be
checked for no flooding for a storm of critical duration and period of 1 in 100 years”.
Section 5.3.2 of the West London SFRA sets out the requirements for developments within
Flood Zone 3a for surface water:
“Where development is proposed for sites within Flood Zones 3a (surface water), evidence
must be submitted to demonstrate that:
1. There will be no increase of flood risk to properties outside of the development boundary.
2. Consultation has been undertaken with the relevant LLFA to consider potential wider
impacts or benefits the development could have on the local surface water catchment.
3. Relevant strategic documents (such as the Thames CFMP, LFRMS and SWMP) have been
reviewed.
4. The LLFA has been consulted to determine if the development should contribute to any
catchment wide flood alleviation schemes being considered by the LLFA (such as a S106
contribution to wider catchment flood risk management infrastructure).”

2 Site Description and Location
The site is located within the LBH and is situated to the west of Rayners Lane Underground
Station. The site postcode is HA2 9SJ, with National Grid Reference (NGR) TQ127874, with the
following eastings and northings: 512712, 187494. The nearest watercourse to the site is
Smart’s Brook that runs within the Sites of Importance for Nature Conservation (SINC) land.
Smart’s Brook in turn discharges to Yeading Brook to the west of the site (a tributary of the
River Crane). The site location can be seen below in Figure 2.1 below.

The site is currently in use as a station car park comprising 251 car parking spaces and the
remaining site area is formed of SINC land. Whilst the SINC land is included within the red line
boundary for this application, the proposals within the SINC are limited to drainage works only.
The site is bounded by Transport for London (TfL) railway lines to the north and residential
gardens to the south and west. Rayners Lane Underground Station and retail units bound the
site to the east.
The development site area assessed for the purposes of surface water runoff calculations in
line with standard methodology and practice is 0.965ha. This area is indicated with a red line
Figure 2.2 overleaf. The SINC land, indicated with a blue line, will drain as existing.

The development site falls from east to west, towards the SINC land with levels ranging from
50.68m AOD to 45.01m AOD and the full topographical survey can be found in Appendix A.
The SINC land is accessible from the car park, although it is overgrown and in most areas it
was inaccessible. The Environment Agency LIDAR data was used to assess levels within the
SINC land as spot levels were verified on site where there was access to do so. The LIDAR data
and levels verification can be found in Appendix A.
2.1 Existing Drainage
The TW public sewer records (Figure 2.3 and in Appendix B) show that there are foul and
surface water public sewers in High Worple, beyond the site’s access road to the south. The
TW records do not show any foul water drainage within the site boundary. Several surface
water public sewers discharge to Smart’s Brook upstream of the site.

A below ground CCTV drainage survey was carried out in October 2019 (refer to Appendix C)
and this found that the existing car park is served by a piped surface water drainage water
drainage system that drains unrestricted flows to the SINC land, where Smart’s Brook is
located.
The surface water outfall within the SINC land was not identified, as the SINC land was
overgrown. The final drain from the car park was found to have standing water in it, that
prevented these runs from being surveyed. The outfall downstream of the site should be
cleared to enable these runs to be fully surveyed.
It was found that a surface water drain running through the site serves the adjacent properties
to the east of the site. This clashes with the proposed buildings, therefore this sewer is to be
diverted. TW have confirmed that this is not their asset. Therefore, the shared surface water
drainage will remain private and will be maintained by Catalyst.
A 150mm diameter foul water drain was identified in the CCTV drainage survey, that runs
through the south-east entrance of the site. The drain serves the neighbouring properties to the
east of the site. It is therefore classified as a public sewer and it requires diversion, to avoid
clashing with the proposed tree pits. At the time of writing, a TW sewer diversion application
had been submitted for the foul sewer diversion.

3 Development Proposal
It is proposed that the existing car park is developed to provide new residential
accommodation (Use Class C3) and Sui Generis unit at ground floor and public car park along
with associated works. 128 residential units are proposed in total, in four blocks (A to D).
Blocks B, C and D are all six storeys in height and Block A is five storeys. 75 car parking spaces
are proposed along with 82 TfL Cycle Hub spaces. The existing vehicular access will be
modified to serve the new apartments, commuter car parking and the crane access required by
London Underground. No blocks have basement levels and Figure 3.1 shows the development
proposals. The full plans can be found in Appendix D.
It should be noted that no built form is proposed within the SINC land, to the west of the
development area. Therefore this area has not been considered in this section.

A small area in the north-west corner of the site will be raised as part of the development
proposals. The existing levels in this area range from 45.010m– 45.500m AOD and this will be
raised to 45.800m– 46.050m AOD, to ensure the building is not at risk of surface water flooding
and to allow access into the building at this location.

4.1 Flood Risk from Watercourses
4.1.1 Main Rivers
The EA’s indicative floodplain map shows that the site is located in Flood Zone 1, an area at
low risk of flooding from watercourses. Developments in this flood zone do not have any
restrictions, provided they do not increase the risk of flooding elsewhere.

Furthermore, the West London SFRA shows that the site is not at risk of flooding from any of
the main rivers identified (Upper Colne, River Lee, Silk Stream, River Brent, River Crane or
River Pinn).
Therefore, it is concluded that the flood risk from main rivers at the site location is low.
4.1.2 Ordinary Watercourses
The SINC land to the west of the site is known to have flooded in recent years and this was
identified through the public consultation process. When the SINC land was visited on the 20th
January 2020, there was evidence that the SINC land had flooded recently, as plants covered
with silt were observed during the site visit. Smart’s Brook is located within the SINC land and
it is culverted to the north and south of the site location (refer to the TW sewer records in
Appendix B). The SINC land is overgrown and difficult to access. Therefore, any drainage
features within the SINC are not maintainable at present.

The West London SFRA states that “the risk of flooding from ordinary watercourses is covered
within the ‘surface water’ terminology. This aligns with the inclusion of ordinary watercourse
flood risks within the EA’s Risk of Flooding from Surface Water mapping”. Therefore, the
surface water flood maps have been used to assess the risk of flooding from Ordinary
Watercourses (Smart’s Brook).
The surface water flood maps obtained from the West London SFRA (Figure 4.2) shows the 1 in
100 year flood extents. The surface water flood maps were overlaid onto the topographical
survey to obtain the 1 in 100 year surface water flood level within the development area. This
was found to be 45.500m AOD.

The finished floor levels of block D in this area are raised above this design flood level to
46.050m AOD. To gain access into the building, external levels will also be raised in this area
from 45.010m – 45.500m AOD to 45.800m – 46.050m AOD.
As agreed with LBH, a flood compensation scheme has been provided for displaced flood
water between the levels of 45.010 and 45.500m AOD on a level for level, volume for volume
basis. The table below states the volumes of displaced floodwater in 200mm increments.

The flood compensation tank has been designed in accordance with CIRIA C624 and the
storage tank will provide at least the storage volumes in Table 4.1, to match the site’s existing
flood water storage capacity. The vertical impermeable geomembranes within the

compensation tank will allow flood water to overtop, once flood water reaches the full height of
the impermeable membrane. This ensures that the volume in the crates behind the
geomembrane remains available for the flood water level it is designed to store water for,
ensuring a level for level flood compensation is provided.
Once the flood water level drops, surface water pipes beneath the tank will take this flood
water to the final private manhole within the development site. This discharges directly to
Smart’s Brook. Therefore, flood water will be returned to the floodplain and the tank will be
emptied for any subsequent flood events.
Manhole covers above access hatches will be provided above each section of the flood
compensation tank to ensure access for cleaning and routine maintenance. Refer to Appendix E
for the initial surface water drainage sketches that show the flood compensation tank
arrangements.
The majority of the proposed storage crates are located within the existing floodplain aiming to prevent flood displacement in the first instance. The voids in the crates will allow water to be stored on site at the same location where it is currently stored. Flood water displacement will occur only where the building is proposed. Therefore, surface water storage crates are provided outside the floodplain to compensate this displaced floodwater.
It should be noted that the surface water flood water maps show that there is no connectivity between the watercourse’s floodplain and the site in the 1 in 30-year storm event within the development area. This shows that the ponded water on site is due to the drainage’s inability to transfer surface water from the site to the watercourse. The flood maps also confirm that the watercourse floods a part of the SINC land in this storm event, confirming that there is not sufficient capacity in its channel to accommodate the flows from the incoming drainage pipes. Therefore, floodwater will drain back to the watercourse through the site’s existing drainage system after the flood event. In the proposed scenario, while some of the floodwater will be able to return directly to the watercourse via the 50mm crates (particularly during storm events with a return period higher than 1 in 30 years), most of it will be temporarily trapped on site (as the flood maps currently show). The proposed outlet pipes for the compensation tank mimic existing conditions, allowing flood water from the crates to return to the watercourse after the flood event.
The existing outfall from the car park to Smart’s Brook could not be identified during the SINC
land site visit. This indicates that surface water from the car park either discharges directly to
the SINC land, or that the pipe is below the water level and possibility below the watercourses
bed (partly or overall). It is also possible that the surface water drain has collapsed or is
overgrown and is not functional. As part of the proposals, this outfall will be repaired if
possible, or replaced.
The existing car park currently discharges unrestricted flows to Smart’s Brook. The existing
runoff rate from the car park is 71.07 l/s for the 1 in 1 year rainfall event and 226.91 l/s for the 1
in 100 year rainfall event. It is proposed to attenuate surface water from the car park to 4.9 l/s,
up to the 1 in 100 plus 40% climate change storm event. This is 46 times less than the existing
rate, for the 1 in 100 year storm scenario. Therefore, the development proposals will
significantly reduce surface water runoff rates from the site, reducing flood risk within the SINC
land.

To conclude, the land raising and compensatory flood storage, the surface water outfall repair
and SUDs will reduce flood risk from Ordinary Watercourses from ‘high’ to ‘low’.
4.2 Flood risk from Groundwater
Groundwater flooding occurs when water originating from sub-surface permeable strata
emerges from the ground, typically after prolonged rainfall.
GEA Ltd carried out ground investigation works at the Rayners Lane site and this report has
been submitted with the planning application. Beneath a rough asphalt surface course and
subbase, made ground was found to depths of 0.7m to 1.40m below ground level. Beneath
this, a thin layer of firm black, brown and dark grey silty gravelly clay was found across the site
and this was underlain with London Clay.
London Clay generally has a low hydraulic conductivity and therefore does not allow free
movement of groundwater. Furthermore, the SFRA shows that the site has less than 25%
susceptibility to groundwater flooding or increased potential for elevated groundwater, see
Figure 4.3 below.

As no basement levels are proposed and the SFRA classifies this area as the lowest risk
category, it has been concluded that the flood risk from groundwater is low.

4.3 Flood Risk from Surface Water and Overland Flows
Surface water flooding occurs when intense rainfall is unable to soak into the ground or enter a
drainage system due to blockages or the capacity of the system being exceeded. Overland
flows can also be generated by burst water mains, failed dams and any failure in a system
storing or transferring water.
The EA’s indicative Surface Water Flooding Map, Figure 4.4 below, shows that the majority of
the development site is at “low” and “very low” risk of surface water flooding. The SINC land
is at high risk of surface water flooding, although no built form is proposed in this area. The
map shows that the northwest corner of the development site is at “high” risk of flooding from
surface water, where levels are locally lower. Figure 4.5 overleaf shows that this area of high
surface water flood risk corresponds to the area denoted as Flood Zone 3a for surface water.
This area will be raised above the 1 in 100 year flood level (45.500m) and a flood compensation
scheme has been designed to ensure that flood water is not displaced elsewhere.
The existing car park is formed of hardstanding, generating high overland flows. This causes
surface water ponding, where the levels are locally lower within the development site. A new
positive surface water drainage system will be installed that can accommodate the 1 in 100
year storm event, plus 40% increase due to climate change. SUDS measures, such as blue
roofs, permeable paving, below ground cellular attenuation and tree pits will reduce overland
flows and surface water flood risk.
Proposed levels have been designed to ensure that in an extreme storm event (greater than the
1 in 100 plus 40% climate change), there are no localised low spots that would be prone to
ponding. Overland flow paths will direct surface water towards the SINC land, where levels are
lower.

To conclude, the land raising and compensatory flood storage, levels design and SUDS
measures will reduce flood risk from surface water and overland flows from ‘high’ to ‘low’.

4.4 Flood Risk from Reservoirs
The EA provides information on flood risk from reservoirs. Figure 4.6 below shows that the site
is not at risk of reservoir flooding.

4.5 Summary of Flood Mitigation Measures
New surface water drainage will be installed for the proposed development, that can
accommodate the 1 in 100 year plus 40% climate change storm event. Surface water will be
restricted to 5 l/s per hectare (4.90 l/s for this site). The car park currently discharges
unrestricted flows to the SINC, therefore the proposed development will significantly reduce
surface water run off rates and SUDS will reduce overland flows.
The surface water flood maps show that the 1 in 30 year flood extents within the development
site does not have connectivity to the Smart’s Brook floodplain. Therefore, this flooding is
generated from the car park and the proposed SUDS measures within the development site
will reduce this significantly.
Levels will be raised in the north-west corner of the development site, where there is a high risk
of surface water flooding. This will ensure the proposed building is not at risk of flooding. A
flood compensation scheme has been designed, to match the site’s existing flood water
storage capacity.
The proposed levels have also been designed to ensure there are no localised low spots, prone
to surface water flooding. In an extreme rainfall event (greater than the 1 in 100 plus 40%
climate change), surface water will flow towards Smart’s Brook, where levels are lower.
The outfall from the existing car park to Smart’s Brook was found to be flooded. This will be
investigated further and at the time of writing, the relevant conversations were underway and
ongoing. The surface water drain will be repaired if possible, or replaced. This repair or
replacement will reduce flood risk.

5 Surface Water Run-off Assessment
5.1 Existing Run-off
The total site area is approximately 1.61ha, however there is no built form within the SINC land
and this will drain as existing. Therefore, this area has not been considered in the surface
water run off calculations. The development area is 0.965 ha of this 0.784 is impermeable.
The existing run-off rate for the design storm events was calculated using the modified rational
method for the impermeable site areas, as shown below:

5.2 Climate Change
The current EA guidance states that for the years 2070 to 2115 there is a 50% chance the peak
rainfall intensity will increase by 20% or more and that there is a 10% chance it will increase by
40% or more. For this residential development, which is classed as ‘More Vulnerable’, with a
design life of 100 years an allowance of an additional 40% is considered appropriate. This
climate change allowance was confirmed to be appropriate through pre-planning consultation
with the London Borough of Harrow. SUDS will be used to reduce peak surface water flow
rates and this is detailed in Section 6.
5.3 Proposed Run-off
The development proposals will increase impermeable areas on site to 0.85 ha. The Lead Local
Flood Authority has confirmed that surface water runoff rates should be restricted to 5l/s her
hectare and for this site, this is 4.9 l/s. The design rainfall event is the 1 in 100 year plus 40%
climate change.
As requested by the LLFA, the following rainfall characteristics were used in the MicroDrainage
calculations (refer to Appendix F):

Volumetric Run-off Coefficient is 0.95 for winter and summer.
UCWI of 150 is appropriate when calculating Percentage Runoff (PR) for storage purposes.

6 SUDS Assessment
In accordance with the London Plan, EA guidelines, the SFRA, and CIRIA documents, surface
water run-off should be managed as close to its source as possible. The London Plan states
that all new developments should aim to reduce run-off to greenfield rates “utilising SUDS
unless there are practical reasons for not doing so”.
The LLFA have stated that surface water should be restricted to 4.9 l/s; this is less than the
greenfield runoff rate for the site (7.39l/s, refer to Appendix F).
The possibility of implementing SUDS at the site was assessed using a hierarchy of preferred
surface water management methods. The following paragraphs discuss the various methods in
order of that hierarchy and evaluate the site’s suitability for each method. Refer to Appendix E
for the initial surface water drainage sketches, showing the arrangement of SUDS.
6.1 Store Rainwater for Later Use
Rainwater harvesting promotes the storage and re-use of rainwater collected from roofs and
hard surfaced areas. This type of system contributes to the reduction of runoff rates and
volumes within a development. However, the capacity of rainwater harvesting systems to
attenuate rainwater depends on the water use within the buildings these systems serve. If there
is no activity in the building and the harvester is full, no attenuation will be provided during a
subsequent storm event. In the worst case scenario, the rainwater harvester will provide no
attenuation.
As blue roofs are being incorporated, there is insufficient space at roof level to accommodate a
rainwater harvesting system. If the blue roofs were replaced with a rainwater harvesting
system, a below ground storage tank would be required to store grey water and a pump would
be required to take grey water up 6 storeys to the flats. It would be difficult to specify and
accommodate such pumps within the building. Considering energy consumption of the pump
and associated risk of failure, the sustainability benefits of the system were not considered to
outweigh the disadvantages, concluding that rainwater harvesting was not deemed
appropriate for the new development.
6.2 Infiltration
The site is underlain with London Clay which is impermeable. Therefore, infiltration systems
are not appropriate at the site location.
6.3 Attenuation
It is proposed to attenuate surface water runoff using blue roofs, permeable paving and tree
pits. 1,292.6m2 of blue roofs will be provided, that are 120mm deep. Permeable pavements will

be used for all car parking bays, excluding areas where HGV access is required for London
Underground. Eleven tree pits will provide 3.6m3 of surface water storage each and all of the
aforementioned systems will provide additional surface water treatment benefits.
The remaining attenuation volume will be provided in 2 below ground cellular attenuation
tanks (with a total volume of 412m3). There is insufficient space within the site to
accommodate open water features although raingardens have been incorporated into the
development proposals.
6.4 Discharge to Watercourse / Surface Water Sewer / Combined Sewer
Attenuated surface water will discharge to Smart’s Brook, at a peak rate of 4.9 l/s up to the 1 in
100 plus 40% climate change storm event. The existing outfall will be investigated for re-use
and if it is not possible to repair, a new outfall will be constructed. The least intrusive route
from the development site to Smart’s Brook has been agreed with the Ecological Consultant,
should a new outfall be required. Refer to Appendix G that further details the surface water
drainage connection options.

7 Surface Water Maintenance Strategy
The successful implementation and operation of a SUDS system depends on a robust and clear
maintenance strategy being implemented. The following measures should form part of the
site’s proposed management plan.
It is envisaged that the site drainage will be private and will be owned and maintained by
Catalyst. However, all shared drainage will be constructed to adoptable standards. SUDS will
be maintained by Catalyst and the following will form part of the overall maintenance regime
for the site.

Effective SUDS design must assess all foreseeable risks during construction and maintenance.
These must be mitigated during the detailed design stages where effective design will aim to
avoid, reduce and mitigate risks.
This process will also require input from the principal contractor who will ensure the
construction of SUDS components are carried out in a safe and sustainable manner.

8 Foul Water Assessment
As outlined in Section 2.1, the site has no foul water drainage at present, with the exception of
the foul water public sewer that crosses the entrance to the site. This discharges to the TW
foul water sewer within High Worple. This is at the high point of the site therefore a gravity
connection to the public sewers is not possible at this location.
As advised by LBH, the preferred foul water drainage option pumps foul water drainage from
the development to this existing connection to the public sewers.
The foul water public sewer in High Worple is small in diameter (229mm). Therefore, TW may
not approve a pumped solution to the public sewers, as this will result in higher peak flows to
the public sewers in comparison to a gravity drainage system. Therefore, the alternative foul
water drainage option has been developed that passes through the SINC land. This would
allow a gravity connection to the foul water sewers in High Worple. Refer to the Drainage
Connection Options report in Appendix G for further details.
For the purposes of this application, the pumped solution has been progressed and this has
been agreed with LBH.
All proposed shared networks will be designed to Adoptable Standards as outlined in Sewers
for Adoption – 7th Edition and in accordance with Build Regulations Part H.
The proposed peak foul water flows from the site are calculated using the figure of 4000
l/dwelling/day as outlined in Sewers for Adoption 7th Edition.
The development will include the construction of 128 residential dwellings which, assuming
total gravity connection, equates to a potential proposed peak foul water flow of:
4000 l/dwelling/d x 128 dwellings x 3 =17.7 l/s
Note: A peaking factor of 3 is used as it is assumed that the building is in use for 8 hours over
a 24 hour time period.
A ‘Pre-development Enquiry’ was submitted to TW to confirm capacity exists within the
receiving public sewers. Their response, contained in Appendix H, shows that the existing foul
water public sewer can accommodate the foul water discharge from the proposed
development with a gravity drainage solution. Further consultation is required with TW to
confirm if the pumped solution is acceptable.
A sewer connection application to TW will be required at the detailed design stages (under
Sections106 of the Water Industry Act 1991) for consent to connect to the public sewers.

9 Conclusions
The EA’s flood map for planning shows site is situated in Flood Zone 1 and is at low risk of
flooding from main watercourses.
The north-west corner of the site is at high risk of flooding from surface water (Surface Water
Flood Zone 3a) and Ordinary watercourses (Smart’s Brook). The entire site is situated within a
CDA, as defined by the local Borough.
The following flood mitigation measures will be put in place, to reduce flood risk from Smart’s
Brook and from surface water flooding:
• Levels will be raised in the northwest corner of the site, to ensure the building finished
floor levels are above the 1 in 100 year flood level
• A flood compensation tank has been designed to ensure the existing floodplain volume is
maintained
• The existing surface water connection to Smart’s Brook will be repaired, as this was found
to be flooded. If this cannot be repaired, a new fully functional connection from the site to
Smart’s Brook will be formed.
• Blue roofs, permeable paving, below ground cellular storage and tree pits will be used to
attenuate surface water to 4.9l/s, up to the 1 in 100 year storm event, plus 40% climate
change.
The above mitigation measures will reduce surface water and ordinary watercourse flood risk
from ‘high’ to ‘low’. The site is at low risk of flooding from all other sources. Additionally, the
above mitigation measures will also deliver an improvement within the SINC land.
Further investigation is required to confirm if the existing surface water outfall to Smart’s
Brook can be re-used. Any works in close proximity to Smart’s Brook requires LBH consent.
The preferred foul drainage option will pump foul water drainage to the high point of the site,
as agreed with LBH. This will then discharge to the public sewers in High Worple. If TW confirm
a pumped solution is not acceptable, a new gravity connection to the foul water sewer could be
constructed, through the SINC land, that eventually discharges to the public sewer in High
Worple. LBH approval would be required in this instance.
A Section 106 agreement (under the Water Industry Act 1991) is required from TW for all new
connections, prior to construction. All works within the SINC land should be carried out in
accordance with the Ecological Consultants recommendations.
Therefore, the proposed redevelopment has an acceptable flood risk within the terms and
requirements of NPPF. The proposed development surpasses the draft London Plan
requirements, that states developments should discharge at greenfield runoff rates. The
proposed redevelopment also meets LBH requirements, as stated in the West London SFRA
and the Harrow ‘Sustainable Drainage Requirements’ document.

All sales are made in accordance with Thames Water Utilities Limited (TWUL) standard terms and conditions unless previously agreed in writing.
1. All goods remain in the property of Thames Water Utilities Ltd until full payment is received. 2. Provision of service will be in accordance with all legal requirements and published TWUL policies. 3. All invoices are strictly due for payment 14 days from due date of the invoice. Any other terms must
be accepted/agreed in writing prior to provision of goods or service, or will be held to be invalid. 4. Thames Water does not accept post-dated cheques-any cheques received will be processed for
payment on date of receipt. 5. In case of dispute TWUL`s terms and conditions shall apply. 6. Penalty interest may be invoked by TWUL in the event of unjustifiable payment delay. Interest
charges will be in line with UK Statute Law ‘The Late Payment of Commercial Debts (Interest) Act 1998’.
7. Interest will be charged in line with current Court Interest Charges, if legal action is taken. 8. A charge may be made at the discretion of the company for increased administration costs.
