WHEREAS by the Extradition Acts, 1870 to 1906, it wasamongst other things enacted that, where an arrangementhas been made with any foreign State with respect to thesurrender to such State of any fugitive criminals, His_'tilajcsty may, by Order in Council, direct that the saidActs shall apply in the case of such foreign State; andthat His Majesty may, by the same or any subsequentOrder, limit the operation of the Order, and restrict thesame to fugitive criminals who are in or suspected ofbeing in the part of His Majesty's dominions specified inthe Order, and render the operation thereof subject tosuch conditions, exceptions, and qualifications as may be

deemed expedient.And whereas a Convention was concluded on the twelfth

day of April, One thousand nine hundred and five, be-tween His Majesty and the President of the UnitedStates of America, for the mutual extradition of fugitivecriminals, which Convention is in the terms following :

His Majesty the King of the United Kingdom of GreatBritain and Ireland and of the British Dominions beyondthe Seas, Emperor of India and the President of theUnited States of America, being desirous of enlargingthe list of crimes on account of which extradition may be

ranted under the Conventions concluded between theUnited States and Great Britain on the twelfth July, Onethousand eight hundred and eighty -nine, and the thirteenthDecember, One thousand nine hundred, with a view tothe better administration of justice and the prevention ofcrime in their respective territories and. jurisdictions, haveresolved to conclude a Supplementary Convention for thispurpose, and have appointed as their Plenipotentiaries, towit :

His Britannic Majesty, the Most Honorable HenryCharles Keith Petty - Fitzmaurice, Marquess of Lansdowne,His Majesty's Principal Secretary of State for ForeignAffairs ;

And the President of the United States, the HonorableJoseph Hodges Choate, Ambassador Extraordinary andPlenipotentiary of the United States at the Court of HisBritannic Majesty ;

Who, after having communicated to each other theirrespective full powers, which were found to be in dueand proper form, have agreed to and concluded the fol-lowing Articles :

ARTICLE I.

The following crimes are added to the list of crimesnumbered one to ten in the first Article of the said Con-vention of the twelfth July, One thousand eight hundredand eighty -nine, and to the list of crimes numbered elevento thirteen in Article I. of the Supplementary Conventionconcluded between the United States and Great Britainon the thirteenth December, One thousand nine hundred,that is to say :--

14. Bribery, defined to be the offering, giving, or re-ceiving of bribes made criminal by the laws of bothcountries.

15. Offences, if made criminal by the laws of bothcountries, against bankruptcy law.

ARTICLE II.The present Convention shall be considered as an in-

tegral part of the said Extradition Conventions of thetwelfth July, One thousand eight hundred and eighty-nine,and the thirteenth December, One thousand nine hundred,and the first Article of the said Convention of the twelfthJuly, One thousand eight hundred and eighty-nine, shallbe read as if the lists of crimes therein contained hadoriginally comprised the additional crimes specified andnumbered fourteen and fifteen in the first Article of thepresent Convention.

The present Convention shall be ratified, and the rati-fications shall be exchanged either at Washington orLondon as soon as possible.

And whereas the ratifications of the said Conventionwere exchanged at Washington on the twenty-first day ofDecember, One thousand nine hundred and six.

Now, therefore, His Majesty, by and with the adviceof His Privy Council, and in virtue of the authority com-mitted to Him by the said recited Acts, doth order, andit is hereby ordered, that from and after the twenty -second day of February, One thousand nine hundred andseven, the said Acts shall apply in the case of the UnitedStates and of the said Convention with the President ofthe United States of America.

Provided always that the operation of the said Actsshall be and remain suspended within the Dominion ofCanada so long as an Act of the Parliament of Canadapassed in 1886, and entitled " An Act respecting the Ex-tradition of Fugitive Criminals," shall continue in forcethere, and xo longer.

Conditions. Any tender that may be received without therequired deposit, or not on a proper form, will be liableto be deemed informal, and rejected as such. at the office of the Deputy Postmaster- General, Perth,until noon on Tuesday, the 14th May, 1907, for the con -veyance of mails, as under, for a term of one, two, orthree years, from the 1st June, 1907, viz.:

Every tender must be accompanied by the written con-sent, duly witnessed, of persons proposed as bondsmen, toexecute the necessary bond for the due performance ofthe contract in the event of such tender being accepted.

Tenders must be accompanied, in cases where. theamount thereof exceeds 25 per annum, by a depositequal to 5 per centum on the annual amount of such ten-der up to ¿1,000, and 22 per centum on any furtheramount beyond J1,000, such deposit to be in cash or inthe form of a cheque. indorsed by the manager of the

The rate of wages paid by the contractor and the working conditions shall be those recognised in the locality inwhich the work is performed.

The Postmaster - General reserves the right of terminat-ing the contract at any time by giving three months' noticeto the contractor.

Special forms of tender, with conditions attached, maybe obtained gratuitously upon arnlication to the Deputypostmaster General, Perth, or at any Post Office in theState, and no tender will be entertained unless on theprescribed form.

Contractors who have carried out a contract satisfac-torily shall, when again tendering for a service that theyare performing at the date of tendering, if all other con-ditions are equal, be allowed a preference over other ten -derers to the extent of 5 per centum.

The Postmaster- General does not bind himself to acceptthe lowest or any tender.

A successful candidate will be eligible for appointmentfor r8 months ensuing the examination, provided he doesnot attain his sixteenth birthday (the maximum age forappointment) in the meantime.

The salary attached to the position is Minimum, /26per annum ; maximum, 2652 per annum, together witha District Allowance at such places as the samè is pro-vided for by Regulation.

Attention is directed to section io of the Post and Tele-graph Act Igor, which provides that candidates appointedto the position of Telegraph Messenger must retire fromthe service immediately on attaining the age of 18 years,unless previously appointed to some other position in theservice.
