"On the first of January 194'1 w~i\l{A \"/0.6 OShed to accept responsibility for 20 000 Yuc,oslnv refugees

~ in the .. ddllle :last. 'i'he ~BY~tian Goverrunent Hgreed to acoo;.IJJodotion in ;~gypt, o.l.ld staff, supplies and sorv lees wore ... 1nde available by the British Axi.JY. Later the total ceiling or refugees \Vas increased to 25

had actually ar1•ived in 8gypt. CEWp spo.oe hns provided no dii'ficulty and aufi'ioiont stores are being m1de available to equip the cwups. The British AI.•ruy has ~cen ablo to supply administrative personnel, but there hns been great difficulty in providing aufi'icient transportation and it has been Ll.L)oasible to find adequate medical staff.

In the mi6dle of ·~ny a request was l'eoeived by ;.Ib;Hi~A to take rell.1J()USibili ty for further nw;;bers of refugees, bringin~tho total ceiling up to 40,000, In view of the proposed take over of •dl!;HRA by illmRA as of ,Jl:\y lst 1 it •:,as neoesoary to get. from orrzy sources to enable refugees to be received, Until more doctors and nursez can be made available either frou civiliE>.n or military sources in practice uhe limit of reception must stand at 40,000,

I;ti may be assmned thnt no objection is lil~ely to arise frol..i the Bgyptian GoverllLlent to increases in the nur.J.ber of Yugoslav refugees aoCOl:llUOdated in ;;;gypt. Tho limit to reception o~· refugees is likely to be set primarily by the availability of statt, especially of medical staff and also increasingly by the sl1ortage of supplies, _/l'he British lu:l..Y is no longer to malte available J.P.I,P, tents for the expected arrivals and at an early date other supiJlY shortages will J.W.ko themselves a_parent, ·;;it.h the increase of the number of refugees the transport position is also likely to cause considerable di!fi• oulty."

The ul6dlcal Division of Ul'nu\A has also orally emphasized to this :~baasy tl~t<. t the proble.:J.s of obtaining sufficient medical, sanitation and nursing personnel, medical and sanitation supplies (especially tho latter) as \'/ell ns ... ransportation ~:nd tents, at present preclude ;the acceptance b:,t IDl.a\1\ of r.J.ore than the 40,000 refugees specified by l.ir, 4Jiatthews. It is further reported tlll t tlle refugees no\'/ in .C:gypt, both adults o.nd children, ~:.nd the Alo1erioan and ilritish workers a1o1ong thonl have already, due to tho lao.-: of proper sanitation sup:plie s, been exposed to unhealthful conditions, nnd that uany refugees, especially children, are today suffering frorll various diseAses brought about by these conditions.

,: 'J.'ho .Jed\oal Division further point.s out in this

general connection tha.t UUHHA's assumption of responsibility for these refugees vras .:aade conditional on its obtaining nssistanoe in both personnel arid supplies from the British snd Ar.lerioan Armies, '!'he British AJ:my has, it is said, supplied \''ith considerable difficulty a certain nUhlber of personnel and considerable supplies. On the other hand the .Am~.doan Army has advised tllat it has no authority to i'urnish either per~onnol or supplies ror this purpose.

A-21, June 7, 19?,·1. Frou: !'uaerican 3r.!bassy near Government of Yugoslavia,

Accordingly, it has been suggested that it would be of considerable nsolstance if the ;·:ar Deport1aent VTere approached with a view to its authorizing UBAl!'L.lli to furnish sanitation r'nd 1.10dical supplies against payment, and also any personnel that may be available, if neoessrry~ such supplies being limited to only t~bse not available frofu the British Army. It, in addition, the Amerionn Army could supply ~eans or transportation and E,P.I,.l'. tents this would help tho tasL. of the Uiffi.tU\ considerably. I understand ti;a t the USt\Fiiill has already cabled r:ashington regarding these UNRHA. requirements but has as yet received no directives,

A further question v:hich has arisen is that of stateless refugees, since the ..,;gyptian Government 1 s regula·cions ao to guarantee of repatriation aftor ~llo war navy prevent suoh porsons being received in .ugypt, Yugoslav Jens are not affected by this difficulty but l afa inforrJed that Jm'rfi of liunga1•ian and othor enewy origin are clussified·by the Egyptians in this catogo1•y and refused admission to camps 4ere.
