S136 as soon as possible in order to complete the certification of your veteran educational benefits in as timely a manner as possible. Thank you for your cooperation.
Student Certification Checklist

VA “ROUND OUT” Semester Certification Statement

A VA student can “round out” a schedule with non-‐required courses to bring her/his course load up to full-‐time status in the semester where the LAST classes needed to complete a degree/program of study are taken. • The colleges of DCCCD partner with financial services vendor Higher One toprocess and distribute refunds and disbursements to all credit students. Although youmight not currently expect a refund/disbursement from DCCCD, we may have a refund/disbursement foryou in the future. After all, it may be necessary to drop a class, a class may be cancelled, or you may simplyreceive a scholarship or assistance you were not anticipating. Selecting your preferred method to receiverefunds/disbursements from DCCCD ensures you’ll always receive your refunds/disbursements in a timelymanner. It can take up to two weeks to receive a Higher One card. Completing this processBEFORE you need the services will ensure receipt of funds in a timely fashion.

1. If you are receiving the Post 9/11 GI Bi l l (CH33), you must submit a copy of yourCertif icate of El igibi l ity (COE) to the Brookhaven Veteran Services Office to avoidpaying tuition before classes begin. If your benefit eligibility is less than 100%, students are financially responsible for the amount of tuition not covered by the VA.
2. If you are receiving the Montgomery GI Bill (CH30), CH35, CH1606 or CH1607, be aware thatas a veteran or dependent, you must pay tuit ion up front or set up a paymentplan BEFORE your VA benefits can be processed.
3. Certifications with the VA cannot be processed until a Program of Study (POS) has beensubmitted through eConnect via the “My Program of Study” link.
4. If your residency is listed as Out of State (3), you MUST submit an Out of State ResidencyWaiver Request form EVERY semester until the criteria for a permanent change in residencystatus has been met, as per the requirements set by the Admissions Office.
5. If you owe money to the college from a previous semester (e.g., tuition balance,class related fees, etc.) you wil l not be al lowed to register for classes for the nextsemester until that balance is paid. (For example, with a tuition balance from the FallSemester, you cannot register for classes for Spring semester until the balance is paid in full.)
6. All student veterans are required to submit electronic Official Mil itary Transcripts tothe Admissions Office. If the official transcripts are not received prior to the beginning of thesecond semester, your request for enrollment certification cannot be processed.
7. The VA will only pay for classes that are REQUIRED for completion of your degree plan.Please follow your degree plan to avoid any delays in processing or an outstanding balance.
8. All developmental courses must be taken on campus. The VA will not certify and pay tuitionfor developmental courses taken online. The VA also requires that the student has taken theTSI test justifying the need for that developmental course.
9. Students are responsible for notifying the Veteran Services Office of ANY andALL withdrawals, added and dropped classes, courses canceled before startof semester, changes to degree plan, repeated courses, and issues withattendance. Fai lure to notify the Veteran Services Office of these changeswil l result in delays in your payments from the VA, and could create a debt tothe VA for over-‐payment of tuit ion or a debt for underpayment of tuit ion tothe college.

The following are the academic and administrative standards of progress pertaining to students using Veteran Educational Benefits at Brookhaven College. Failure to adhere to these requirements will result in loss of eligibility to use veteran educational benefits. Failure to achieve and maintain the required academic standards could result in being placed on academic probation or suspension by the school.
Academic Standards of Progress
Hazlewood Act: Students must maintain Satisfactory Academic Progress (SAP) every semester, and students must move forward in their selected program of study. Students must meet all three of the following criteria to be SAP eligible to use the Hazlewood Act: Have a 2.0 Cumulative (overall) GPA, students must complete 67% of all attempted credit hours, and total credit hours cannot exceed 150% of the minimum number of hours required to complete the selected Program of Study (POS).
GI Bill: Students must have a minimum 2.0 cumulative (overall) GPA every semester and students must be in GOOD academic standing to use their GI Bill benefits.
Administrative Standards of Progress
Program of Study Students are required to select a Program of Study in eConnect in order to receive Veteran Educational Benefits. Students are also required to ensure that the classes they register for are part of their current Program of Study, and update the POS as needed, provided they maintain academic progress, and not exceed the 150% of credit hours required to complete that Program of Study.
Out of State Tuition Waivers Students with a Residency Code of 3 on their registration summary must meet the criteria to qualify for In-State tuition and make those changes permanently with the Admissions Office, or submit an Out of State Residency Waiver Request form EVERY semester until their residency code is changed permanently. The VA will only pay the highest in-state tuition rate, the student will be prevented from further registrations due to a tuition underpayment to the college, and be financially responsible for that difference.
Degree Plan (Admissions Office Requirement) Students are required to submit a completed official degree plan form with the Brookhaven College Veteran Services Office.
Certification Veterans using Chapter 30 (Montgomery GI Bill), Chapter 1606/1607 (Reserve Educational Assistance Program) must self-certify their class attendance at the beginning of every month online using the W.A.V.E. website or by calling 1-877-823-2378.
Registration receipt and Certification Request form completed every semester that a student wishes to use their Veteran Educational Benefits to pay tuition. These forms MUST be submitted to the Veteran Services Office before every semester the student wishes to use their educational benefits to pay tuition.
TSI Testing - Developmental Classes Student veterans can claim the military exemption from the TSI (Texas Success Initiative) test by presenting their DD-214 to Admissions. However, the VA requires that veterans who want to enroll in developmental classes [Developmental Math (DMAT), Developmental Reading (DREA), and Developmental Writing (DWRI)] AND were exempt from the testing take the corresponding TSI test PRIOR TO enrolling in the course to show justification, in order for the VA to pay tuition for that course.
