Treaty obligation
Article 208 of the Lisbon Treaty :
“The Union shall take account of the objectives of development cooperation in the policies that it implements which are likely to affect developing countries.”
Ensuring that EU policies are not worsening poverty and human rights

My motivation to work on PCD
•An opportunity to innovate and think outside the box
•The promise of a fairer, more harmonious world
Promoting PCD in the post 2015 framework
• An enabler: none of the SDGs will be achieved to the maximum extent possible without PCD
• A mean to balance the economic, social and environmental dimensions of sustainable development
• A commitment to dialogue and coordination
From PCD to PCSD
A new “D” : 17 SDGs •PCD = a Northern concept / old donor-beneficiary relation•PCSD = universal agenda
A new “C”: multidimensional coherence•Domestic, external, collaborative•No agenda for alignment/harmonization
Role of the EU
•Legitimacy: unique region with a legal PCD obligation The EU should use its role as PCD champion globally in the post 2015 negotiations
Push for PCD as a target AND in the Declaration
•Accountability to deliver EU obligation + global commitments implementation plan
mechanisms: merging with PCD mecha?
