response to the new outbreak of FMD as notified on 23 March 2001 Thedispatch from France of live animals of susceptible species of non-treatedmeat meat products milk milk products semen embryos and ovae isprohibited Also provided no new outbreak is notified as of 2 April 2001and provided the epidemiological surveys carried out conclude that no virusis circulating in suspected holdings and in the protection and surveillancezones in place the Commission will decide to revise the above measuresto the effect that they will be restricted to

- a prohibition of movements of live susceptible animals from theldquoDeacutepartementsrdquo of Seine et Marne Seine-Saint-Denis and Val Drsquooise

d) in the UK draft Decision 2001268EC29 further prolonging the protectivemeasures in place with respect to outbreaks in the UK until 19 April 2001and lifting the ban on the dispatch of meat meat products milk milkproducts semen embryos and ovae originating from susceptible speciesfrom Northern Ireland while leaving it in place for the Newry and Mournedistricts of Northern Irelandrsquos Armagh County where a FMD case wasdetected late February All exports of live animals from Northern Irelandremain prohibited

e) draft Decision 2001263EC30 valid until 12 April 2001 further clarifyingthe rules restricting the movement of live animals in all Member Statesother than the UK In case of the trade of live animals notification of theauthorities of destination by the authorities of dispatch has to be given atleast 24 hours before the transport takes place In case live animals arebrought from farm to farm or from farm to slaughterhouse via anassembly centre the animals must have resided in the holding ofdispatch within the previous 30 days Animals brought from a farm to aslaughterhouse need not fulfil this requirement

d) draft Decision 2001295EC45 on the rules for the releasing of therestrictions imposed in the FMD protection and surveillance zones inNorthern Ireland and the affected Member States except the UnitedKingdom provided that surveys in all the holdings with animals ofsusceptible species within protection and surveillance zones have shownnegative results (based on the clinical examination of cattle pigs sheepand goats and under certain conditions sampling from sheep)

e) draft Decision 2001303EC46 requiring strict precautionary measures inzoos such as closure of animal houses of the susceptible species to thepublic prevention of contact and feeding of these animals by the publicdisinfection controls at the entrance etc and allowing the emergencyvaccination of endangered species in zoos as listed on the red list laiddown by the international Union for the Conservation of NatureVaccination is only permitted when an outbreak of FMD has beenconfirmed within 25 kilometres of a zoo Competent authorities mayextend this vaccination to other animals such as extremely rare breedsor animals used for irreplaceable and important research work Suchanimals may not be traded between member states or enter the humanfood chain

The SVC agrees that in Ireland measures will last until 19 April 2001 if nonew outbreaks are reported and in France until 12 April

Amendment to the OIE code for the attainment of FMD-free status It wasagreed to reduce the waiting period to acquire FMD-free status to 6 monthsfollowing an outbreak controlled without the slaughter of vaccinated animalsproviding serological surveillance using an appropriate diagnostic test hadshown no evidence of circulating virus ( the waiting period remained at 3months after the slaughter of the last confirmed case where stamping out isapplied or 3 months after the slaughter of the last vaccinated animal wherestamping out and emergency vaccination is applied)
