WELCOME TO KIRKNIEMEENSafety and environmental protection comprise our most important principles in all

of our operations at the Kirkniemi paper mill. Through this safety guide, our aim is to

ensure that everyone working in the mill area receives information about our operating

methods and knows how to act correctly in their work and in case of any accidents.

Kirkniemi paper mill is situated by Lake

Lohjanjärvi approximately 10 km south-

west of the Town of Lohja. The mill

manufactures coated publication papers

on three paper machines with a total ca-

pacity of 740,000 tonnes per year through

continuous production. Exports comprise

more than 90% of all production.

Raw materials used in production include mechanical spruce pulp produced at the mill,

chemical softwood pulp, water and various #llers and coating pigments. Furthermore,

production uses a number of auxiliary and additional chemicals.

In addition to paper machines and the pulp manufacturing plant, the mill area includes

a raw water station, departments for debarking and repulping, a product warehouse,

ef$uent treatment plant and the power plant.

Safe working

This safety guide includes instructions and regulations that everyone must follow in

the Sappi Kirkniemi mill area, regardless of their employer.

Our contractors are to ensure that all employees under their management and

supervision are familiar with the content of this guide and work in accordance with

its regulations. All employees of each contractor must know their contact person

at the mill who is responsible for offering work-speci#c guidance. Working at Sappi

Kirkniemi must follow the general induction and work-speci#c instructions offered for

contractors.

Before starting work at Sappi Kirkniemi, all contractors’ employees must attend

a general induction event organised by the mill. Because our working environment,

methods and instructions are under continuous development, the induction event

must be attended at least every three years.

If you feel insecure or consider your induction to be incomplete, contact your su-

pervisor or your Sappi Kirkniemi contact person.

In addition to the management of mill-speci#c

safety issues, the general understanding of occu-

pational safety is also considered to be important

at the shared workplace. As a result, our contrac-

tors’ Finnish employees are required to have a

national occupational safety card

Do not start working if you are uncertain of your safety!

The employee’s own employer is obligated to arranging proper personal

protective equipment (PPE’s) and tools or other equipment for

working in a safe and healthy manner.

Accessing and exiting the mill area

Individuals who visit the mill area on a regular basis can open the gates using their per-

sonal remote controller which can be provided for contractors for justi#ed reasons.

Individuals who visit the mill area randomly and drivers of transportation vehicles and work

machines need to register at the mill gate where they need to provide a reason for their visit, prove

their identity and the name of their contact person. Hosts will meet their visitors at entrances.

Information about everyone coming to work at the mill must be known by the mill’s con-

tact person in advance in order to grant access passes. If there are any problems, individuals

need to contact their supervisor who will settle the problem with the mill’s contact person.

Contractors’ personnel are required to furnish their out#ts with a label, including

their name and the name of the company they represent.

The wood yard area can only be accessed with a permit granted by the wood

and chip receiving point! Everyone accessing the wood and chip yard,

product warehouse and ef$uent treatment plant must read

the speci#c area’s special instructions beforehand.

Traf#c regulations and signs must be followed in the parking and mill areas.

As there are many heavy vehicles in the area, pedestrians and bicyclists need

to observe special caution and use pedestrian routes whenever possible.

The mill area contains railway level crossings where special attention

must be followed, together with a special duty to yield.

The mill area exercises limited rights of traf#c, covering only the necessary

goods traf#c. Vehicles must be parked in separately designated parking

areas. The mill area contains a recording camera surveillance system.

Gate guards have the right and obligation to verify that no materials are transported

from the mill area without permission. They also conduct random inspections. If the

gate light is on, those passing through the pedestrian gate must stop and those pass-

ing through the vehicle gate must stop their vehicle in the designated place and wait for

the gate guard to carry out an inspection.

Transportation of goods is subject to a transportation permit which is to be left at the gate.

Stop and think before you act!

Your contact person will give you worksite induction with regard to the worksite and

any associated hazards. Before starting the work, its risks must be assessed. You can

use your employer’s own written assessment form or Sappi’s “Pre-work risk assess-

ment” booklet. The #lled risk assessment form must be shown whenever asked.

Pay attention to chemicals and process materials at high pressures and tempera-

tures, as well as to machinery and conveyors that may operate through automatic/

remote start-up. If you observe any hazards or faults, report them immediately to your

contact person. By reporting any faults, you improve safety.

In addition to generally used PPEs, always use the PPEs speci#cally required for

your work. Make sure that all of the tools you use are in proper condition. Eliminate the

hazard of working at heights using falling protection. To prevent others from entering

the danger zone, use warning signs and tapes.

Maintaining cleanness and ordering is everyone’s obligation. This makes the working

environment more functional, pleasant and safe, while reducing accidents caused by

falling and slipping and improving #re safety.

Hot work

Sappi Kirkniemi follows a hot work supervisory plan, which speci#es the protection

methods, equipment and tasks. In particular, cables must be fully protected against

sparks.

Before starting hot work, contractors of the Kirkniemi mill must provide the contact

person with their written commitment to following the hot work supervisory plan and

appoint a person responsible for hot work.

The commitment must be issued in writing and a copy of it is to be sent to the #re department.

Performing hot work requires quali#cations in hot work safety.

The quali#cations are indicated in on a personal hot work card.

Because hot work involves the risk of #re,

alternative working methods should always be considered.

Hot work performed at a temporary hot work is always

subject to a written hot work permit granted by a person em-

ployed by the Kirkniemi mill. The site must contain at least one

hand-held extinguisher with a capacity of 12 kg. The other 12 kg

extinguisher can be replaced by two 6 kg extinguishers or a hose reel.

If required, the gas content at the site must be measured and the area must

be ventilated. The measurement will be performed by the #re department’s personnel.

The equipment used in hot work must be in the condition required by governing safety

regulations and equipped with safety devices prescribed in insurance companies’ safety

guidelines. If hot work requires the disconnection of the #re detector or extinguishing

system, the #re chief must be noti#ed of the incident. The #re department’s personnel will

perform the disconnection and reconnection after hot work.

If hot work causes a false #re alarm because the employee has not followed the hot work

supervisory plan or the insurance company’s safety guidelines, the Kirkniemi mill will

charge any costs arising from the #re alarm from the contractor performing hot work.

It is strictly forbidden to remove portable #re extinguishers from their places

at the mill and carry them to the temporary hot work site.

Kirkniemi departments contain hot work trolleys equipped with the #re extinguishers

required for temporary hot work. After the completion of hot work, the trolley must be

returned to its designated place.

The mill contains hot work fabrics for protecting temporary hot work sites. They

are freely available to everyone working in the area. If there are not any fabrics, the #re

chief must be noti#ed of the situation.

The mill’s #re department provides more information about all issues related to hot work.

Smoke detectors are sensitive to giving a fire alarm.

Smoke detectors detect smoke, vapour, dust and fume!

If your work produces smoke, etc., notify the #re department of the

situation! Call 010 464 2582 or 010 464 2617.

Environmental protection

Mill operations in Kirkniemi are subject to permits. The environmental permit contains

regulations governing the treatment of ef$uent and discharges into the watercourse, waste

management, the use of chemicals, storage and emissions to the air. The permit obliga-

tions cover all operations in the mill area, including subcontracting.

Environmental protection must be taken into consideration in all work-related planning.

Information is provided by the mill’s contact person.

The mill’s water system consists of two separate sewer networks. Process ef$uent

is conducted to the ef$uent treatment plant through sewerage. The gully has been

equipped with gratings or concrete covers with holes. Only water can be drained into

the sewerage without proper permission. Pure cooling and sealing water are conducted

to Lake Lohjanjärvi through fresh water channels that are mainly located under the

$oor. No foreign substances can be drained into the fresh water channels. As they are

discharged directly to Lake Lohjanjärvi within a few minutes.

If you see that a foreign substance has accessed the channel or sewerage,

immediately notify the power plant (010 464 2363) and your contact person of the incident.

There are shelves containing material for oil destruction operations in the departments.

This material is freely available to all. If you see that an oil destruction material is run-

ning out, notify the #re department of the incident so that it can #ll the supply.

There are special instructions for working at the ef$uent treatment plant.

Process ef$uent is treated at the Kirkniemi mill in three phases: mechanical, biologi-

cal and chemical. The treatment plant’s biological treatment phase is susceptible to

detrimental substances. Substances incorrectly drained into the ef$uent sewerage may

generate a failure and, in the worst case, all purifying microbes may die.

Substances hazardous for biological puri#cation include oils used at the mill, acids,

alkalis, dyes, biocides, as well as washing and defoaming agents.

Waste management and recycling

All waste produced in the mill area is to be placed in designated waste containers. All

waste containers clearly indicate the waste fractions that can be placed into them. The

containers are located in areas where they best serve waste sorting in mill operations. If

required, waste containers can be relocated to a work site but must be returned to their

original places after working.

All oily cotton waste or oily paper comprises hazardous waste and must be placed

into containers for solid oily waste. Waste management is the responsibility of each

individual working at the Kirkniemi mill.

Contractors are responsible for maintaining ordering among their personnel in all prem-

ises where their personnel are working, moving or staying. If the housekeeping obliga-

tions agreed upon are not followed properly, the speci#c supplier can be ordered to

perform #nal cleaning or any cleaning costs can be invoiced from the supplier.

Safe tools

According to the Finnish Occupational Safety and Health Act, only machines/tools that

are in compliance with the regulations governing them and suitable and purposeful for

the task at hand may be used. Make sure that the tools you use are safe and suf#cient

so that you can work without any interruptions.

If required, regular inspections of tools must be up to date. For example, lifting tools

are inspected regularly every year but users must inspect them visually every time

before their use.

incidents with you in accordance with the mill’s practices in order to improve the

safety of our shared workplace.

Everyone is obligated to participate in the post-incident investigation in order to

General alarm signal

General alarm signal refers to imminent danger threatening the population. It is a con-

tinuous ascending and descending signal or a warning announced by the of#cials. All

clear is a continuous and even signal, indicating that the danger has passed.

If you hear the general danger signal or gas danger signal, go indoors as soon

as possible. Meeting places in the production facilities include control rooms and

operating of#ces, and the 3rd $oor and upper $oors in the of#ce facilities.

The Sappi Kirkniemi personnel will provide

instructions during a danger.

Fire alarm

The #re alarm is an even signal of one minute.

Gas danger signal

Gas danger signal refers to an imminent danger threatening the personnel within the

mill area. It is an discontinuous signal of one minute.

If a hazardous gas has been found to access outside the mill area, a discontinuous

signal of one minute will be sounded again inside the mill, accompanied by the varying

general danger signal through the public alarm system upon the order of the rescue

services on-duty #re chief.

All clear is a continuous and even signal, indicating that the danger has passed. The

signal is the same for indoor and outdoor alarms.
