INVITATION FOR EXPRESSION OF INTEREST (EOI)

The agro vision of Government of Gujarat envisages improving the quality of life of the rural

population by widening their employment opportunities and increasing their income. 63% of the

population of Gujarat, who lives in rural areas, depends for its livelihood on agriculture and its allied

activities. The Government of Gujarat is sensitive to the role of Agriculture in Economic

development with a vision of:

Greater wealth creation for farmers and farm labourers

Offer a sustainable increase in productivity

Ensures Food Security

Offer higher value addition to agricultural produce and exports

To achieve this vision, the Government of Gujarat through its Director of Agriculture and Director of

Horticulture, implements various Agriculture developmental programs and provides financial

assistance to farmer for farm mechanization.

AGR-50/RKVY/SMAM Scheme Detail:

For the purpose of motivating farmers and fast adoption of farm mechanization, Director of

Agriculture, Government of Gujarat is providing financial assistance to the farmers for purchase of

Tractor, Power Tiller and Combine Harvester. The detail of financial assistance is as follows:

sanction of financial assistance.

The following table indicates the average number of beneficiaries who have received financial

assistance under this scheme in 2018-19:

With an objective to see that the farmers get the best quality equipment at reasonable price, the

Director of Agriculture (D.Ag.) has been directed to empanel tractor, power tiller and combine

harvester manufacturers for the successful large scale implementation of this scheme.

The Director of Agriculture on behalf of farmer is calling the best price offer from the tractor, power

tiller and combine harvester manufacturers whose models of tractors/power tillers/combine harvester

are already technically approved by the Department of Agriculture & Co-operation (Ministry of

Agriculture), Government of India. This may also help the manufacturers to increase their market

share in the State considering the large scale implementation of the scheme.

Proposal in the form of EOIs in duplicate is requested in complete accordance with the

documents/attachments as per following guidelines. The agency will have to provide the price offer

as per the format through online system only.

All schemes other than stated above of State and Government of India implemented by Department

of Agriculture and Co-operation are also covered under this empanelment. Only those

manufacturers who will be successful in empanelment at the end of this exercise will be able to

supply tractors/power tillers/combine harvester to the farmers who want to avail financial

assistance under any scheme implemented by Department of Agriculture, Co-operation& Farmer

Welfare. The list of empanelled manufacturer containing details such as model number, its

specification of standard tractor/power tiller/combine harvester, price etc along with their dealer

network in the state will be published in the public domain with an objective to facilitate the farmer

to select appropriate equipment at the reasonable price.

General Instructions

1.0 The manufacturer can download the EOI document free of cost from the website, but will need to submit the EOI document along with the DD for EOI Document Fee at the time of physical submission.

2.0 The manufacturer has to submit best price offer in electronic form only. Offers in physical form will have to be submitted for technical proposal alone. Such submission will have to be accompanied by required forms and documents, and instrument for payment of EOI Document Fee.

3.0 EOI Document Fee and EOI Security shall have to be paid of the amount stated in the Notice Inviting Online Tenders section.

4.0 Technical Proposal: Interested Party shall submit physically their proposal in sealed envelopes super-scribed with due date, time, project and nature of EOI. Original and one copy of TECHNICAL PROPOSAL comprising Annexure 1, 2, 3and 5complete with all technical details asked for. Original printed document shall be considered as authentic. All pages of the offer must be signed.

5.0 The agency shall submit their best possible price offer in electronic format only on website www.nprocure.com after digitally signing the same. No offer in physical form will be accepted.

6.0 Services offered should be strictly as per specifications mentioned in this EOI Document. Please spell out any unavoidable deviations, article-wise, in your proposal under the heading “Deviations”.

1.0 Objective of the EOI

To derive uniform price across the State for different tractor, power tiller and combine

harvester makes & models which have been technically approved byDepartment of

Agriculture and Co-operation, Government of India for the purpose of financial assistance to

the farmer.

To derive the best possible price for different make and model of tractors/power tillers

through price discovery method.

To ascertain minimum standard scope of supply to the farmer across the State of Gujarat

from different manufacturers.

To enable the farmer to get transparent price for the particular make & model of standard

tractor/power tiller/combine harvester which will be uniform across the state.

To ensure that the farmer gets proper after sale service support from manufacturers or its

authorised dealer.

To enable the farmer to get transparent and uniform price for the particular make and model

of standard tractor/power tiller/combine harvester.

Hence with above objectives & to safe guard the interest of farmers, it is envisaged to

empanel manufacturers.

2.0 Terms of Reference for the Manufacturer

i.) At the end of this exercise, a separate list of empanelled manufacturers and their price offer

for each type of tractor/power tiller/combine harvester model and make will be published in

public domain. The best price offer discovered would be applicableupto 31st March 2020.

The new price offer will be called for after that.

ii.) No dealers or traders are allowed to participate in the tender

iii.) The manufacturer should define the standard tractor including Engine HP, PTO HP,

Briefspecification, Standard accessories offered with tractor, tractor brochure, the detail of

test report etc. as per the format given at Annexure-3.

iv.) The delivery of equipment should be given at any of the authorised dealer’s showroom of the

manufacturer as asked by the farmer. The manufacturers should provide the list of their

Authorised dealers / distributors and service stations in the State of Gujarat through which the

equipment and services will be available to farmers. The manufacturer has to submit the

updated list of authorised dealer as and when it is updated to the Authority.

v.) The manufacturer shall provide detailed operational and maintenance manuals (in the local

language) at the time of supply of the equipment and awareness should be created in

beneficiaries to follow the instructions. The manufacturer has to educate the farmer on do’s

and don’ts of operation of equipment.

vi.) The tractor/power tiller/combine harvester supplied must be covered with warranty for one

year from the date of supply against any defective manufacture/workmanship, etc. The

repairs/replacements/servicing shall be attended free of cost within the warranty period.

vii.) The manufacturer/its authorised dealer should complete the RTO registration process for the

farmer and hand over to beneficiary/farmer after successful registration.

viii.) During the empanelment periodno escalation charges will be allowed for supply of Tractors

and Power Tillers.

ix.) The farmer will make an online application to the Authority to avail financial assistance. The

Authority will give preliminary approval to the farmer along with the list of empanelled

manufacturers containing details of model, its specification, standard accessories offered with

the equipment, its price and dealer network. The farmer will choose any of the equipment

mentioned in the empanelled list to avail the financial assistance from the Authority. The

farmer will purchase the tractor/tiller from the manufacturer or its authorized dealer. On

getting the RTO registration, the farmer will submit the required documents to the Authority

for the release of financial assistance. The financial assistance will be released to the farmer.

x.) The manufacturer/its authorised dealer will help farmer to make online application for getting

financial assistance under the scheme. The manufacturer will submit the list of beneficiaries

along with the relevant details on quarterly basis to the Authority.

xi.) The Authority may levy a penalty on the empanelled manufacturer if found that supplied

product or its component are not conforming to minimum standards/specification as claimed.

The cost of such component would be recovered from the bank guarantee submitted by the

manufacturer.

xii.) If at any time it is noticed that the manufacturer has supplied same model of tractor at a lower

price in open market during the period of this empanelment, the Authority shall take suitable

appropriate course of action against the empanelled manufacturer.

xiii.) If the manufacturer or its authorised dealer sells the empanelled model at a price higher than

the empanelled price to the farmer beneficiary under the subsidy scheme, the Authority may

initiate suitable action and it will be binding on the manufacturer.

xiv.) The Authority has right to accept/reject the models offered along with its price offered by the

manufacturer.

xv.) If the interested manufacturer will be backed out at any stage of this exercise, the

manufacturer will become ineligible to participate in any such empanelment exercise to be

carried out by the authority in future.

3.0 Minimum Eligibility Criteria and Selection Process

i. To safeguard the interest of farmer and to streamline the cost and scope of supply of standard

tractor, power tiller and combine harvester the authority on behalf of farmer, is asking the

manufacturer to submit their best possible price offer for tractor, power tiller and combine

harvesterwhich are approved by Department of Agriculture and Co-operation, Ministry of

Agriculture, Government of India as per their list published on date of publishing of this EOI

document.

ii. Manufacturer will define Standard tractor/power tiller/combine harvester by providing

specification and standard accessories as per Annexure-3. Manufacturer has to submit the

specification of the Government of India approved tractor/power tiller/combine harvester

model only which, they would like to offer for empanelment. The list of approved models is

given at Annexure-6

iii. The manufacturer will have to submit a copy of FMTTI test Report for the models which

have been offered for empanelment. Models which are exactly matching with the approved

list of Government of India (Refer annexure- 6) will only be considered for this

empanelment.The manufacturer must submit valid FMTTI test report for each offered

Products/Models. (Reference: Office memorandum dated 19th September, 2018,

Ministry of Agriculture and Farmers Welfare Department of Agriculture, Cooperation

and farmers Welfare Mechanization and Technology Division, given at Annexure-7).

iv. The empanelled manufacturer can apply separately for empanelment of all its new models of

tractor/power tiller/combined harvester as and when the approved list of Government of India

is published. The manufacturer shall submit all relevant documents required and asked in this

EOI.

v. The manufacturer will submit model-wise price for all models for which they are submitting

the specification as per Annexure-3.

vi. The price offer should be uniform across the State for a particular model for tractor, power

tiller and combine harvester.

vii. The manufacturer will provide the list of its authorised dealer network across the State

through which their approved models and its after sales service will be available to the

farmer.

viii. A list of selected manufacturer, their approved models along with the best price discovered

will be prepared and published.

ix. This empanelment will be for one year and can be extended after approval from Government

of Gujarat upto another year or upto the next empanelment exercise whichever is earlier.

4.0 Price Offer

i.) The price offer should cover the price of standard equipment (as defined in Annexure-3),

applicable taxesThe price offer is to be submitted online only as per the format given at

Annexure-4(A)/4(B)/4(C).The price offer submitted by you will be valid upto 31st

March, 2020.

ii.) The manufacturer should submit at least 3 latest invoices* for each model/product proposed

for empanelment. The invoices that have been raised during last twelve months for each

model is required to be submitted.

(Note: * Invoices means Tax Invoice Copy/GST Invoice Copy)

The manufacturer shall categorically confirm strict compliance with the following stipulation

in respect of their offer.

a) Any effort by manufacturer or manufacturer’s agent/consultant or representative

whosoever described to influence the Authority in any way concerning scrutiny/

consideration/ evaluation/ comparison of the EOI or decision concerning

empanelment shall entail rejection of the EOI.

b) EOI should be submitted directly by the Manufacturer.

iii.) Authority reserves the right to seek clarification/ justification/negotiation from the

manufacturer on the price offer in case Authority deems it necessary. Based on the

justification provided by the manufacturer, if Authority feels that the price offer is unrealistic/

unfeasible for the product/s, Authority reserves the right to reject the said price offer. The

manufacturer shall be governed by the decision of Authority.

5.0 Performance Security

The empanelled manufacturer shall submit a Performance Security of Rs. 5,00,000 (Rupees

Five Lacs only)in the form of Bank Guarantee in favour of Director of Agriculture on

successful selection for empanelment. The performance security shall be appropriated against

breach of the terms and condition of this EOI document. The bank guarantee shall be for a

period of one year and should be of nationalised bank.

2. The validity of test report shall be men tined boldly on the cover page as well at inside the report as “THIS TEST REPORT VALID UPTO: day/month/year” before its issue

3. This order will be implemented from the date issue of this letter

4. The grace period of one year validity of test report has been allowed to the manufacturers whose reports expired on the date of issue of this letter and also the test reports whose validity will expire within one year from the date of issue of this letter. This will facilitate manufacture to test their machines and avoid debarment of their machine immediately from validity. The batch testing of the implements and machinery will be done at same test centers where commercial Test carried out.
