INVITATION FOR BIDS

1. M.P. State Electronics Development Corporation Ltd., Bhopal invites sealed bids, under

Two Envelop Systems, from eligible bidders for installation & Commissioning of Electrical

Installation and Fire Extinguisher at Different location in Madhya Pradesh.

2. Interested and eligible bidders may obtain further information; inspect the site at different

location in Madhya Pradesh and obtain the Tender document from the office of M.P. State

Electronics Development Corporation, Bhopal or can download the Tender Document from our

website - www.mpsedc.com

3. The Tender Document has to be submitted in two separate envelopes as detailed below: a. First envelop should be super scribed as 'TECHNICAL BID'

b. Price bid second envelop should be super scribed as 'PRICE BID' Both the envelopes should be enclosed in one big envelop super scribing as

"Tender Document for Installation & Commissioning of Electrical

Installation and Fire Extinguisher.

4. Tender Document can be purchased on payment of Rs 1000/- (Rupees One Thousand only)

{Non returnable} from our offices. In case of downloaded Documents, the cost of the Tender

Document should be enclosed along with the Technical Bid in the form of DD payable to

MPSEDC Ltd., Bhopal.

5. All further amendments/corrigendum in Tender Document or Bid Schedule, if any, shall be

notified on our website www.mpsedc.com

Earnest Money Deposit (EMD)

The tender should be accompanied by EMD in the form of Demand Draft from any

Nationalise/scheduled bank for Rs 15,000/- (Rupees Fifteen thousand Only) in favor of

MPSEDC Ltd. payable at Bhopal.

Opening of EMD & Technical Bids: EMD & Technical Bids will be opened on 25-01-2014 at 04:00 p.m.

SCOPE OF WORK

MPSEDC is interested to procure Electrical Installation and Fire Extinguisher for SWAN project at different PoPs Location in Madhya Pradesh. Details & specification of electrical installation required are as below: Sl. No. Item Description Qty.

1 Electrical Fixture: Supply, Installation, Testing and commissioning of Mirror optic lighting fixture of approved make suitable for surface/recess mounting complete with anodized high parity aluminum for high optical efficiency reflectors, copper chokes, HPS capacitors, lamp tube holders & fluorescent tubes of 2x36 Watts T/L.

2 Electrical DBs Main DB Design, fabrication, assembling, wring & supply of panel fabricated out of 14/16 gauge CRCA sheet in cubical compartmentalized wall mounted dust and vermin proof with reinforcement of suitable size angle iron, channel, t section and or flat wherever necessary. Cable gland plates shall be provided at the bottom of the panel. Panel shall be treated with all anticorrosive process before powder coating. Each and outgoing feeder hinged door shall be properly earthed with braided copper conductor wire. All outgoing shall be provided with be properly earthed with braided copper conductor wire. All outgoing shall be provided with connectors, 2 Nos. earthing terminal shall be provided. Panel shall be suitable for 415 volts, 3 phase 4 wire, 50 Hz supply systems. Approval shall be taken for each panel in form of shop drawing before fabrication. Galvanized hardware with zinc passivation shall be used in fabrication of panel with: MPEB INCOMMER 1 No KWH meter compartment as per MPEB norms with proper sealing arrangement for MPEB meter,3 Nos. 125 Amp. HRC fuses with fuse fittings, 1 No 63 Amp. TPN MCB, 3 Nos LED type phase indicators with 2 Amp HRC fuses with fuse fitting and Voltmeter with VSS. DG INCOMMER 1 No 63 Amp SPN/TPN MCB, 1 No KWH Meter, 3 Nos. LED type phase indicators with 2 Amp HRC fuses with fuse fitting, Voltmeter with VSS, 1 No 100 Amp 4 pole onload changeover switch, 100 Amp bus Al bus bars. Ammeter with ASS and CT’s, outgoing 18 Nos. 6 to 32 Amp SP MCB’s as per SLD provided. Circuit diagram of Main DB is enclosed.

9 Switch Board for AC: Switch board for AC supply complete with housing, one MCB 20A and single phase industrial socket. The quality of components to be used shall be approved by MPSEDC before installation.

11 Fire extinguisher: Supply and installation of 4.5 Kgs Carbon Dioxide (CO2) type fire extinguishers (Portable) suitable for Data processing enters, Networking Labs, Telecommunication rooms, DG, Electrical Panel etc. Product quoted should be certified by BIS.

1. The Supply and Installation of Electrical Installation and Fire Extinguisher are

required to be installed at different PoPs Location in Madhya Pradesh. List enclosed.

2. The Electrical Installation be heavy duty type and suitable for 24 hr. operation.

3. The Bidder is advised to visit the site and access the requirement of materials

for installation of Electrical Installation and Fire Extinguisher. All expenses

towards fabrication work, civil work, additional accessories, and electrical work

including material required for installation shall be provided by the Bidder.

4. The Bidder will be required to ensure trouble free operations of the Electrical

Installation and Fire Extinguisher at the rated performance with minimum

break down during warranty period.

ELEGIBILITY CRITERIA

1 The Bidder should have in the business of Electrical and DG Set operation and

maintenance for at least 3 year with an average turnover of at least 25 lakh.

2 The bidder should be an ‘A’ Class electrical contractor.

3 Bidder should submit last 3 year audited balance sheet.

BID EVALUATION CRITERIA 1. After opening the Bids shall be examined whether the EMD is in order and the

Bidder meets the minimum eligibility criteria as specified above.

2. Those bidder’s whose EMD is in order, meet the minimum eligibility criteria,

submitted all the required documents and meet the Technical requirements shall be

considered for opening of Financial Bid.

TERMS & CONDITIONS

1. Bids shall be valid for a period of not less than 120 days from the date of opening

of bid (envelope number one). Bids submitted without EMD shall be rejected. 2. Bids will be opened in the presence of bidders representatives, who choose to

attend on the specified date and time.

3. Sealed bid can be sent either by post or by messenger.

4. Facility: Bidders should specify his capabilities & facilities for sales, repairing and

maintenance of Electrical Installation and Fire Extinguisher. 5. Bidders will be responsible for covering all risk under workmen Compensation Act

(WCA) for your employees/machinery on site for installation & commissioning jobs.

MPSEDC will not be responsible for any damages whatsoever on this account. 6. In case the repairs are not possible on site & required to be repaired outside our

premises, all expenditure on this account would be borne by the Bidder. 7. Payment Terms: Payment will be made on successfully installation &

commissioning, issue of the satisfactory report by concern district e-

Governance Manager and no advance payment will be made. 8. In the event of dispute, Managing Director of MPSEDC shall be the sole arbitrator

and his decision shall be final & binding on both the parties.

9. The successful bidder shall be required to submit 10% of total amount of invoice as Performance Guarantee within 10 days of order, as security towards performance guarantee, which will be released on expiry of the 6 month period. Incase, the

Performance Bank Guarantee is not submitted an amount of 10% shall be deducted from the bill and released only after 6 month Period.

10. MPSEDC does not bind itself to accept the lowest or any other offer and reserves the right to accept or reject any or all the offers either in full or in part without

assigning any reason.

11. The Corporation is free to change the quantities for which the bid is called and the

payment will be made for actual quantity installed.

The Bidders are required to submit the following information, documents, etc for

Technical evaluation:-

1 Authorisation/Dealership certificate letter from the manufacturer.

2 The list of major contract executed i.e. giving details of type of

Work, name & address of clients, value of job & duration including

Photocopies of major orders with completion certificates.

3 Copies of balance sheets of the last three year (2012-13, 2011-12 and

2010-2011)
