「科学」の基盤は「信頼」です。その「信頼」を脅かす「データの捏造・改ざん」などの研究不正行為や研究費の不正使用が近年、社会で多く取り上げられ、問題となっています。

そこで、日本における科学者の代表機関である日本学術会議は、2013年1月に声明「科学者の行動規範－改訂版－」を出し、同年12月に提言「研究活動における不正の防止策と事後措置－科学の健全性向上のために－」を公表しています。

また、文部科学省においても「研究活動における不正行為への対応等に関するガイドライン」を策定。従来より制定されている「研究機関における公的研究費の管理・監査のガイドライン」と共に、国内研究機関への対応を求めています。

これらは、科学者自らがあらためて誠実な研究活動のあるべき姿や、健全な科学の発展のために身につけておくべき心得などを理解してもらうよう公表されています。

What Supports All Scientific Research

Trust is the foundation of science. Research misconduct that threatens trust, such as fabricating and falsifying data and the unauthorized use of research funds, have been frequently identified in society in recent years and have become a problem.In response, the Science Council of Japan (SCJ), a major institution of scientists in Japan, issued its Statement : Code of Conduct for Scientists –Revised Version– in January 2013, followed by a declaration on Measures to Prevent and Deal with Research Misconduct: Toward the Healthy Progress of Science in December of the same year.Furthermore, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) formulated the Guidelines for Responding to Misconduct in Research. Along with the Guidelines for Managing and Auditing Public Research Funds at Research Institutions, it urges research institutions in Japan to undertake action.These were published for scientists to renew their own understanding of the way honest research activities should be and the knowledge they should have for the sound development of science.＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊

東海大学の研究にかかわる規程等

東海大学では、建学の精神に則り教育および研究を展開するにあたり、「東海大学教育および研究に携わる者の行動指針」により倫理規範を示しています。

また、文部科学省の２つのガイドラインをふまえて、以下の規程等のもと、教育・研究活動を実施することとしています。

なお、「研究者」とは、教員に限定したものではなく、研究活動を行う者すべてを指します。

Rules and Regulations Relevant to Research at Tokai University

To undertake education and research in accordance with the spirit of its founding, Tokai University has laid out its code of ethics in “Code of Conduct for Those Involved in Tokai University Education and Research* ”.In addition, based on two guidelines from the MEXT, the university conducts education and research activities in accordance with the following rules and regulations.As a note, the term “researchers” not only refers to faculty members but also all individuals engaged in research activities.＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊＊

Proper Handling of Information5. When planning, filing an application for, implementing, and reporting on education or research,

educators and researchers shall act in accordance with the code and carefully handle materials, information, and data. Furthermore, they shall not engage in misconduct such as fabrication, falsification, and plagiarism.

Compliance with Laws and Regulations6. When implementing education or research, using research funds, etc., educators and

researchers shall comply with laws and regulations, relevant rules, and the university bylaws

研究活動における不正行為とは

①・②・③は特定不正行為として文部科学省のガイドラインでも定められています。

特定不正行為を行った場合には、懲戒処分や研究費の返還、競争的資金への応募資格の一時停止などの措置がとられます。

その他、「二重投稿」「不適切なオーサーシップ*」なども、研究者倫理に反する行為として認識されています。

•存在しないデータ、研究結果等を作成すること

①捏造（Fabrication）

•研究資料・機器・過程を変更する操作を行い、データ、研究活動によって得られた結果等を真正でないものに加工すること

②改ざん（Falsification）

•他の研究者のアイディア、分析・解析方法、データ、研究結果、論文又は用語を、当該研究者の了解もしくは適切な表示なく流用すること

③盗用（Plagiarism）

*オーサーシップとは・・・論文の著者として表示されること

研究者倫理に背馳し、研究活動及び研究成果の発表において、その本質ないし本来の趣旨を歪め、科学コミュニティの正常な科学コミュニケーションを妨げる行為

Definition of Misconduct in Research Activities

①, ②, and ③ are also defined as specified misconduct in the guidelines of the MEXT.Those who engage in specified misconduct will be subject to measures such as disciplinary action, repayment of research funds, temporary suspension of eligibility for competitive funding, and so forth.In addition, conduct such as multiple submission and inappropriate authorship1) are viewed as acts that go against researchers’ ethics.

•To make up non-existent data, research results, etc.

①Fabrication

•To manipulate research materials, equipment, or processes to turn the data and results obtained through research activities into something untrue

②Falsification

•To use other researchers’ideas, analysis methods, data, research results, papers, or terms without obtaining consent or giving appropriate credit

③Plagiarism

1)“Authorship” means being listed as an author of the paper.

Conduct that goes against researchers’ ethics, distortion of the essence or original intention of research activities and the reporting of research results, and interference with normal scientific communication

研究費の不正使用とは

その他、納品物と異なる物品を記載した虚偽の請求書を業者に作成させるなど書類の書換えも、研究費の不正使用として扱われます。

「研究費」は、研究の目的以外に使用することは、いうまでもなく許されませんが、研究に使用するからといって、どんな使い方をしてもいいというわけではありません。

•架空の取引により大学に代金を支払わせ、業者に預け金（プール金）として管理させること

①預け金

•実体を伴わない出張の旅費を大学に支払わせること

②カラ出張

•実体を伴わない作業の謝金を大学に支払わせること

③カラ謝金

故意若しくは重大な過失による競争的資金*等の他の用途への使用、競争的資金等の交付の決定の内容やこれに付した条件に違反した使用

*競争的資金とは・・・国が定める、公募による研究資金制度

研究不正行為や研究費の不正使用は個人・組織・学術研究などあらゆる信頼を損ねることにつながります。

正しい知識を持ち、責任ある研究活動の実施を心がけましょう。

Unauthorized Use of Research Funds

In addition, rewriting documents, such as having the vendor prepare a fallacious invoice listing items that are different from the delivered items, will be treated as an unauthorized use of research funds.While it is obvious that the use of research funds for a purpose other than research is not allowed, this does not mean you can use funds any way you want as long as such use is for research.

•Making the university pay a price while having the vendor manage the money as a deposit (pooled money) by creating a fictitious transaction

•Making the university pay for the expenses of a fictitious business trip

•Making the university pay an honorarium for a fictitious work

③Fictitious Honorarium

The use of funds such as competitive funds2) for other purposes, either deliberately or due to gross negligence, or use that violates what was determined upon the decision to allocate competitive funds or associated conditions

2)“Competitive funds” refers to those from public research funding programs designated by the national government

Misconduct in research and the unauthorized use of research funds lead to compromising all kinds of trust, including in regard to individual, organizational, and academic research.Let’s try to have the right knowledge and engage in responsible research activities.

研究不正

シェーン事件ドイツの若手研究者シェーンに

よる論文捏造事件。

物性物理学の分野における大発見を次々に行い、論文を発表。ノーベル賞を受賞しうるとされていたが、発表した論文に掲載されていたデータに捏造があったとして、ほぼすべての論文が撤回された。

旧石器捏造事件考古学者の藤村新一による、旧

石器時代の遺物や遺跡の発見が捏造であった事件。

考古学研究において期待される石器を次々と掘り出し「神の手」と称された。しかし、発見された石器は、本人が別の遺跡調査で集めた縄文時代等の石器であり、本人の手によって埋められたものであった。

Cases of the Unauthorized Use of Research Funds

Research Misconduct

Schön ScandalThis scandal involved papers fabricated by a young German researcher, Jan Hendrik Schön. He made a series of major discoveries in the field of condensed matter physics and published papers. It was said that he could win a Nobel Prize; however, almost all of his papers were withdrawn after the data included in the published papers were deemed to have been fabricated.

Japanese Paleolithic HoaxThis scandal emerged when the Paleolithic relics and ruins discovered by the archaeologist Shinichi Fujimura turned out to be fabrications.He excavated a series of stone tools desired in archaeological research, calling them the “hands of God.” However, it turned out that the discovered stone tools were the Jomon-period stone tools collected in other excavations that he implanted with his own hands.
