Preamble

The Mediterranean region, unlike other regions, is characterized by a special and unique architectural and urban heritage that, throughout the ages, represents a locally and globally cultural heritage. It is in fact a cultural achievement that crystallizes the features of the Mediterranean civilization in its glorious era as it carries the living traits of this distinctive character in all walks of life. Thus, any loss of one of these prominent features causes deep grief in the soul and is considered one of the biggest losses. In spite of the vastness of the Mediterranean basin, and its architectural and urban wealth, it is almost neglected and untapped, especially in the Arab world, despite the many attempts and interventions to preserve these monuments and heritage, which are still sterile operations as they do not adopt practical objectives that ensure the maintenance and sustainability of this heritage and its identity. Besides, when dealing with this matter, we often find that the researchers and specialists in the field deal with the subject in a purely technical method without taking into consideration the relationship between the physical and the social organization of the communities that inhabited the area in olden times. Moreover, there is no clear policy for dealing with this urban and architectural heritage, rehabilitating and employing it, and there is a lack of standards through which the architectural and urban heritage is evaluated in order to reach the most successful solutions to rehabilitating it without damaging the archaeological, historical and civilizational value, especially in the Arab world. No monument is lost without losing a brick of the blocks of our civilizations.

Theme of the Conference

The theme of this conference is the study of the architectural and urban heritage of the Mediterranean region through its archeological, engineering, technical and scientific characteristics, without neglecting the role of architecture and urbanization in its different social and cultural aspects from a cultural, scientific, cultural and anthropological point of view because the architectural and urban heritage is similarly considered a cultural and anthropological area that composes and establishes very important subjects for the study of human sciences that seek encoding the symbols and phenomena of the objects by approaching the real space that is pregnant with the original meaning.

The Problem of the Conference

We have already raised problem of lacking a clear policy and practical and scientific mechanisms to preserve the architectural and urban heritage of the Mediterranean basin with the aim of rehabilitating and integrating them into our physical reality in order to meet the needs of the local inhabitants of the region without harming its heritage value and original nature by creating a kind of balance between adapting the characteristics of the sites and their facilities to match their desires and preserving this cultural heritage and not harming its value and importance, and exploiting it. Based on this principle, the problem of the forum is as follows: What are the mechanisms for preserving the architectural and urban heritage in the Mediterranean region, and how to integrate it into the physical reality, evaluate it and developmentally benefit from it?

Objectives of the Conference

The main objective of the conference is to study the possibility of adapting the characteristics of the urban and architectural heritage of the Mediterranean region to meet the needs of its inhabitants and the requirements of the era in the first place, without harming its heritage value and trying to come up with a general policy for its rehabilitation and evaluation and how to integrate it into the material reality and daily life. By working to achieve the main objective, other sub-objectives are highlighted:

Operational objectives: To preserve the sustainability of architectural and urban heritage in all its

parts. To raise the inhabitants' awareness of the importance of this heritage, and

encourage themto return to the heritage areas, or to use them in a positive manner and to preserve and maintain them.

To preserve the heritage environment, prolong the life of the sites and monuments, maintain the traditional urban fabric and preserve its original architectural character.

Scientific Objectives: To do research on the reality of heritage and archeology and its academic

position, promote integration and interaction between them, and reflect on ways to develop them to achieve common scientific and humanitarian goals.

To provide opportunities for researchers and those interested in scientific research in the fields of heritage and archeology in all fields to exchange knowledge, and experience about the aspirations of sciences and their contribution to growth and development in this field.

To establish a continuous and renewed scientific mobility towards the creativity and innovation in the social sciences and their related fields.

To promote and develop an Arab -Western cooperation at the level of higher education and scientific research.

To enhance research and creative values of postgraduate students, and develop the values and culture of scientific research, creativity and innovation to instill and promote the values of scientific competition, productive team work and build bridges of scientific communication between researchers.

Conference Themes

Theme1 : The importance of architectural and urban heritage and specifying its

identity We are trying to understand this architectural and urban heritage, which is an important part of the national and local identity of the Mediterranean region, and an important chapter of its history which remains a fertile field for research, inquiry and writing, in order to firstly preserve it from extinction and secondly to introduce it to the generations. The region is considered not only mere landmarks and sites, but also one of the most important sources of thought and culture of peoples and civilizations. It is like a time machine that carries us through different ages and civilizations. This appreciation of this heritage, represented in the simple landmarks or locations can not reach that height and attain these goals except through what it constitutes and contains of the historical, cultural, artistic, sociological and anthropological dimensions, which fulfill and achieve the objectives. Focusing on this, we find that the concept of this heritage extends to more than its being of mere architecture and urban importance. Theme 2: The use of modern techniques and technologies in architectural and

urban heritage Modern techniques and technologies have had an important role in the field of conservation, maintenance, restoration and rehabilitation and all that is involved in the field of architectural and urban heritage. Knowing the characteristics of the geographical, climatic and technical areas, and analyzing them scientifically and in laboratories, in addition to documenting and classifying them by the latest techniques and technologies such as 3D imaging and others, enables us to choose the appropriate modern treatment methods to avoid damaging the original archaeological material on the one hand, and on the other hand, helps us to choose new materials and modern alternatives with the same characteristics of the originally used natural materials to be used later, so as not to be an additional harmful element to the monuments and heritage sites.

Theme 3: Management of architectural and urban heritage

The policy of preserving, rehabilitating and reintegrating the architectural and urban heritage in its physical reality is actually applied by governmental and non governmental organizations and bodies of the countries of the Mediterranean region. This policy is represented by various legal, administrative, economic and investment mechanisms and strategies designed for the management of the

architectural and urban heritage for the purpose of integrating them into the physical reality and satisfying the requirements of the countries of the region under study to reflect the wishes of their peoples and the requirements of the modern era and their sustainable development without harming their historical, archaeological and heritage value.

Theme 4: The preparation of a database and inventory of architectural and urban heritage

Since our era is characterized as the age of information ,the development of technology and informatics which intervenes all areas of our life, the necessity to keep pace with this progress and exploit it to achieve the greatest possible benefit , and based on the principle of reserving the architectural and urban heritage, its values , significance and rehabilitating ,evaluating and preserving it , we must record and document it using modern technological and digital methods, through the development of a digital atlas and a general and comprehensive database containing all the details of this heritage in an organized format that preserves all the details and reasons using the most important techniques and technology such as the modern monitoring techniques, three-dimensional laser scanning, satellite imagery, GPS and GIS.

Theme 5: The experiences of countries in rehabilitating and evaluating

architectural and urban heritage Some countries have recently witnessed a boom in projects and experiences related to the preservation of heritage and the attempt to sustain it through various methods, techniques and strategies. Therefore, we are trying to review the experiences of all the governmental and non-governmental bodies and institutions in the development of heritage areas and also the role of the international and regional organizations, the civil society organizations and the individuals in this field together with citing the field studies and comparing the experiences of neighboring countries in the same field to learn their lessons of success.

Terms of Participation and Publication

1- The paper submitted (or the submitted paper), must be original, not

already presented at other conferences, and not had been published. 2- The paper must be recent and does not accept articles that have already

been presented at previous conferences and seminars, accepted for publication in scientific journals or a transcript of an essay or previously published research.

3- The paper must be in one of the themes of the conference. 4- Abstracts should not exceed (250) words, including : The subject of the

research, its main objective, the problem and main results, The keywords are in (05) words.

5- The Research must be in one of the conference languages, with a summary in a different language.

6- The number of the research pages must not exceed (25) pages; (A4) size, including the search summary.

7- The number of participants should not exceed two per each research. 8- The paper must be typed in Word; for Arabic language, use the

Traditional Arabic font, text size (16), margin size (11), For other languages, use Times New Roman, Size of the (12) text, size of the margin (10).

9- The participation form must be attached to the researcher's scientific biography.

10- The list of sources and references must be added at the end of the research in alphabetical order.

11- Submit the participants' abstracts on time, to the following e-mail : [email protected]

13- Submit complete papers after the conference for publication, after correcting and modifying any remarks required by the scientific.

6- The conference administration shall award the participants with researches and papers accredited Certificates of Participation approved by all the international bodies organizing the conference

7- The conference management shall give participants by mere attendance Certificates of Attendance approved and accredited by all the international bodies organizing the conference.

8- A prize shall be awarded for the best research submitted by bodies and institutions, university professors and postgraduate students.

9- The researches accomplishing the required terms shall be published in a special paper and electronic issue of scientific journals according to the research specialization and theme as follows:

Conference Fees

Participants from Tunisia and Algeria: Professional participants and other bodies: 550 Tunisian Dinars. University professors and researchers: 450 Tunisian dinars. For postgraduate students and postgraduates: 350 Tunisian Dinars. Participants from outside Tunisia: Professional participants and other bodies: € 500. University professors and researchers: € 400. Postgraduate students and postgraduates: € 300. Attendees at the conference without residence € 150. There is a reduction of EUR 50 for participants who pay the fees before 18/08/2018. The full fee, less 50 Euros, shall be refunded to all those who paid it and

decided to cancel their participation before the conference . The conference fees will include the conference briefcase, the certificate of attendance and participation and will cover the cost of accommodation, catering and hospitality during the conference days from 17/11/2018 to 23/11/2018, and also the field visits to the most important urban and architectural sites of the region. The participant will be provided with an e-mailed brochure explaining how to pay the fees after accepting his/her participation.
