1 PREAMBLE:
Forbes Shire Council is committed to the principles of Equal Employment Opportunity
ensuring that employment is merit based. This position policy applies to the recruitment of
temporary positions within positions as appropriate that may benefit disadvantaged groups
keen to engage within the workforce and so provide an experience stepping stone.
In no way is the intent of this policy to circumvent the principles of EEO rather to lead by
example within the community and provide opportunities where they arise that may not
otherwise be available.
In doing this, Council will work with local employment agencies to provide opportunities to
disadvantaged groups outside of permanent employment that address the short term
needs of the organisation. That is where a position arises on a short term temporary basis
that is unable to be resourced internally local agencies may be approached for this
placement.
It is the intent of this policy to facilitate and foster via the workplace environment an
opportunity to develop and grow the confidence and skills of those individuals placed
within our organisation. The employment agency may also assist as part of this placement
where required in developing the incumbent’s technical skills.
2 MANAGEMENT OF TEMPORARY ENGAGEMENTS:
Where Council engages an incumbent in conjunction with a local employment agency,
fortnightly meetings will be convened with the agency provider and council
representatives. The purpose of these meetings is to ensure clear and open lines of
communication and provide a mutually positive working relationship for all parties.
3 TERM OF ENGAGEMENT:
The term of any one temporary engagement may not exceed 26 weeks in the spirit of this
policy unless otherwise approved and budgeted but shall in no way exceed 52 weeks
pursuant to the Local Government Act, 1993.
4 CONDITION OF ENGAGEMENT:
In undertaking to provide placement opportunities as identified within this policy it is
imperative that all parties understand that where a permanent position becomes available
the incumbent will be required to apply and any subsequent appointments made in
accordance with EEO principles.
