5. 2016-2017 Deer Management Recommendations

Staff recommended approval to remove 200 deer from 9 forest preserve areas during the 2016-2017 fall-winter season. Removal will be conducted by certified sharpshooters including both District police officers and volunteers under the direction of the Police Department. Mrs. Ogalla stated, "I know deer management is important and I understand what IDNR has in place. The deer out my way wander from property to property. The problem in my area is all the farms that continue to be taken by condemnation are no longer allowed to be hunted on and so the deer end up in our preserves. The state of Indiana has a program that is probably less expensive and they use hunters rather than sharpshooters. I would like to see us work with IDNR to see if deer hunters can get more tags." Mr. Schultz stated that the District has started discussions with IDNR. The complex in Kankakee Sands is not part of the 2016-2017 program because the District has

been able to achieve goals and that is working in partnership with IDNR. Part of the discussions with IDNR have been about how to craft a program that would allow IDNR hunting on District property. There are issues that have been raised years ago by this Board regarding having hunters on District property and the safety considerations. Kane and McHenry Counties have successful programs using a lottery system and restricting it to a bow hunting operation rather than shotgun. This is something that the District would like to explore going into the future. The Kankakee Sands site is one that lends itself to further consideration for that because now the site has reached its point in density of the deer population. Schultz stated that the District has to keep in mind is the proximity to neighbors and the urban nature of the sites. If there is going to be a Forest Preserve District hunting program, the focus should be on the more rural areas. Mr. Howard stated, "The deer just don't live in the forest preserves; they live in the corn fields and adjacent properties. The District needs to open up communications with Indiana. I would like to see a moratorium on the deer management program. We assume that all the deer live in the preserves and that is not true. I would like to see our numbers and numbers from Indiana as well. We are using taxpayers dollars to exterminate deer; it is a costly process. I have reached out to the Cook County Forest Preserve District and there has been some response." Mr. Maher stated that this same discussion took place six years ago. The District was not just looking at the eastern portion of the county but the entire county. The suggestion about getting input from Indiana is not appropriate. The District's insurance company indicated that our plan was a good plan and a safe one. At some point a political vote needs to be taken and a decision has to be made. Mr. Moran expressed his thanks to Ralph Schultz for providing the information. He agreed that we need to use hunters wherever we can. There are areas that are very urban that would make it difficult to have bow hunting. The deer herd will stay healthy until we eliminate all the browse. Mr. Balich stated that the residents of the Village of Homer Glen have made it clear that they are not going to support killing of any deer. Chair Fricilone stated that the Messenger Woods is not part of the 2016-2017 fall-winter season program. Mr. Howard inquired about the aerial surveys. Mr. Schultz stated that the District conducts aerial counts and deer browse surveys. The aerial counts provide the District with data as to the deer population size. It is important to note that the population sizes reported do not reflect any immigration, emigration, mortality, or births which may have occurred since the time of the aerial survey and that the aerial deer counts represent a conservative population estimate

based on the presence of deer within the preserve or survey area at the specific time of the flyover. The browse surveys gives the District a sense of how damaging the number of deer. The District's goal is to achieve an initial target density of between 20 to 30 deer per square mile. President Hart stated that the dialogue has been great, but she encouraged members to meet with Ralph Schultz after the meeting to answer any further questions regarding the program.

8. Presentation of Draft Will County Bikeway Plan

Director of Planning and Development Andrew Hawkins presented a draft of the Will County Bikeway Plan. He stated that the County of Will secured funding for the development of the 2040 Will County Long Range Transportation Plan (LRTP) through CMAP's Unified Work Plan Program. The Forest Preserve District (District) worked in cooperation with the County and the Division of Transportation during the LRTP process to develop the first Will County Bikeway Plan (Plan).

Will County is the only county in northeastern Illinois that has not acknowledged bicycle and pedestrian transportation in a comprehensive transportation plan. This has resulted in missed opportunities to make critical bicycle and pedestrian connections between communities, over streams and rivers, and between regional and local trails. The Plan is the collaborative effort of the user groups and stakeholders. The identified corridors are of a regional scale over the entire county, indented to function much like the National System of Interstate Highways over the country with additional shorter connections feeding into and connecting to these trails and communities. This is not a District bikeway plan. It is a plan that each of our municipal, county, state and federal transportation, and planning agencies can reference to enhance our county and regional bikeway network over time. While some bikeway corridors already exist in the county, a comprehensive planning guide was needed to improve clarity between multiple user groups and levels of government. The goals of the plan are to expand transportation choices, enhance connectivity, improve safety, enhance bicyclist comfort, and promote bicycling benefits. The draft Plan is being provided to the Committee for review and comment. The draft Plan has been posted on the District's website and will be open for comments until September 30, 2016. Comments on the draft Plan are being solicited from the Board, the public, Will County municipalities and park districts, planning organizations, and advocacy groups. The final Plan will be scheduled for adoption in November 2016. Mrs. Rice expressed concern about the Plan sitting on a shelf and not being utilized. Mr. Hawkins stated that a couple of municipalities have already adopted resolutions of support. Mr. Schultz stated that many communities in the state of Illinois adopted a concept known as "Complete Streets." Complete Streets is a transportation policy and design approach that requires streets to be planned, designed, operated, and maintained to enable safe, convenient, and comfortable travel and access for users of all ages and abilities regardless of their mode of transportation. This Plan also recognizes or codifies some of the practices already in place.

Background

The District contracts tree care and removal services on an as needed basis for trees that are too

large for our crews to remove or maintain, for removal or maintenance requiring specialized

equipment, and during times when our crews are occupied with other work and unavailable to

complete the removal on a timely basis (storm clean-up). The intent of this contracted tree

removal program is to ensure timely responses by the contractor and to ensure that all of the

services requested will be performed without delay in an effort to maintain visitor safety.

District crews will continue with their regular tree and brush removal/maintenance as well as the

ongoing maintenance the tree canopy over trails and preserve access areas.

Available Funding: $80,000.00

Peotone, Illinois, for Salvage, Removal, and Site Clean-up at Riverview

Farmstead

Background

In June 2016, the Board of Commissioners approved the surplus and removal of a vacant house

and garage located along Book Road at Riverview Farmstead Preserve. At the request of the

Mokena Area Historical Society, several items will be removed and set aside during the

demolition process. These items were originally used on structures located in Mokena. The

Board of Commissioners granted permission to bid in August 2016.

On September 23, 2016, the District received three bids for the salvage, removal, and site clean-

up at Riverview Farmstead (results attached). The low bid of $34,985.00 was submitted by Lee

Werner Excavating. This amount includes the removal and salvage of the house and garage in

addition to site clean-up and vegetation removal.

Funding for this project is available in the District’s FY2016 budget.

Recommendation

Staff recommends awarding a contract in the amount of $34,985.00 to Lee Werner Excavating of

Peotone, Illinois, for Salvage, Removal, and Site Clean-up at Riverview Farmstead.

Background

The Lower DuPage River watershed covers 168 square miles and encompasses portions of 13

municipalities located within 4 counties. The watershed has an almost even mix of residential

and agricultural land uses, presenting a unique challenge to managing nonpoint source pollution.

Put altogether, there are large and unique challenges in analyzing and proposing water quality

improvements.

The Illinois Environmental Protection Agency (IEPA) has identified a wide variety of problems

within the watershed including high nutrient levels, sedimentation, siltation, and invasive algae

which can contribute to dissolved oxygen sinks. Currently, IEPA is creating Total Maximum

Daily Loads (TMDLs) for chloride, fecal coliform, dissolved oxygen, and silver at various

locations within the watershed.

The District is a member of the Lower DuPage River Watershed Coalition which was formed in

2012 to provide a local, coordinated effort to address water resource concerns using a science

based approach to identify water quality stressors and develop ecologically and economically

sound approaches to restore stream health.

Since the Lower DuPage River is considered impaired, it is important to stop the degradation

within the watershed. Through several recommended projects, including the Hammel Woods

Dam Modification or Removal project, the stakeholders aspire to improve water quality and the

free migration of aquatic species with the goal of removing the Lower DuPage from Illinois’

impaired waters list.

Memorandum of Agreement 16-03 with the Lower DuPage River Watershed Coalition allows

the Forest Preserve to enter into contract with an engineering firm to initiate the Phase 1

Engineering Assessment for the Hammel Woods Dam modification or removal on behalf of the

Lower DuPage River Watershed Coalition.

Recommendation

Staff recommends the Operations Committee approve Resolution No. 16-11, authorizing

Memorandum of Agreement 16-03 with the Lower DuPage River Watershed Coalition regarding

Hammel Woods Dam Modification or Removal Engineering Assessment.

natural habitats with scenic, ecological and historic values for the inspiration, use and

enjoyment by the general public; and

WHEREAS, the Lower DuPage River Watershed Coalition’s (COALITION)

mission is to bring together a diverse coalition of stakeholders to work together to

preserve and enhance water quality in the Lower DuPage River and its tributaries; and

WHEREAS, the FOREST PRESERVE is a member of the COALITION which

was formed in 2012 to provide a local, coordinated effort to address water resource

concerns using a science based approach to identify water quality stressors and develop

ecologically and economically sound approaches to restore stream health; and

WHEREAS, the COALITION has reserved $50,000 (fifty thousand dollars) for

the purpose of studying the feasibility of dam removal and/or dam modification that

would allow for aquatic species movement from downstream to upstream of the Dam

(hereinafter referred to as PROJECT); and

WHEREAS, the FOREST PRESERVE is prepared to complete the PROJECT

utilizing its professional staff and private contractors on behalf of COALITION; and

WHEREAS, the FOREST PRESERVE and COALITION have developed a

Memorandum of Agreement which provides for completion of the work using the funds.

NOW, THEREFORE, BE IT RESOLVED by the President and the Board of

Commissioners of the Forest Preserve District of Will County, Illinois, as follows:

SECTION I. That the Forest Preserve District of Will County enter into

Intergovernmental Agreement (MOA 16-03) with the COALITION for completion of the

PROJECT.

A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE FOREST

PRESERVE DISTRICT OF WILL COUNTY AND THE LOWER DUPAGE

RIVER WATERSHED COALITION REGARDING HAMMEL WOODS DAM

REMOVAL ENGINEERING ASSESSMENT

This AGREEMENT is made this 13th

day of October 2016 by and between the Forest

Preserve District of Will County, an Illinois body corporate and politic, with its principal

offices at 17540 W. Laraway Road, Joliet, Illinois, 60433 (hereinafter referred to as the

“FOREST PRESERVE” and the Lower DuPage River Watershed Coalition, an Illinois

Not-for-Profit Corporation (hereinafter referred to as the “COALITION”) and together

referred to as the “PARTIES”.

WITNESSETH:

WHEREAS, the FOREST PRESERVE’S mission is to protect, conserve, enhance

and promote Will County’s natural heritage for the educational, recreational, and

environmental benefit of present and future generations; and

WHEREAS, the FOREST PRESERVE’S mission is accomplished by acquiring,

restoring, restocking, improving and interpreting a well-balanced and diverse system of

WHEREAS, the PARTIES desire to initiate the PROJECT in the fall of 2016.

NOW, THEREFORE, in consideration of the mutual covenants and obligations

contained herein it is agreed between the FOREST PRESERVE and COALITION as

follows:

SECTION ONE: The above recitals are incorporated herein by reference as though fully

set forth.

SECTION TWO: The FOREST PRESERVE, in consideration of this Agreement, hereby

agrees as follows:

1. To utilize professional staff and private engineering firm(s) to complete the

PROJECT in accordance with industry standards.

2. To execute engineering contracts with private engineering firms(s) in order to

complete the PROJECT and to make regular payments to such private

engineering firms(s) in accordance with PROJECT specifications.

3. To regularly report to COALITION on PROJECT progress and financial

matters.

SECTION THREE: COALITION, in consideration of this Agreement, hereby agrees as

follows:

1. To pay up to $50,000.00 to the FOREST PRESERVE no less than 30 (thirty)

days following receipt of a PROJECT reimbursement invoice from the

FOREST PRESERVE.

SECTION FOUR: This agreement shall take effect on October 13, 2016 and terminate

on December 31, 2020 or earlier pending PROJECT completion.

SECTION FIVE: If either PARTY wishes to amend the Agreement, the PARTY shall

give written notice to all other PARTIES and all PARTIES shall cooperate to schedule a

meeting within sixty (60) days of receiving such notice and shall cooperate and consider,

in good faith, any proposed amendment to the Agreement. The Agreement may only be

amended in writing and by unanimous agreement of all PARTIES.

SECTION SIX: A PARTY shall be in “Default” of this Agreement if said PARTY fails

to perform or observe any term or condition of this Agreement and fails to commence

action to cure such failure after thirty (30) days’ written notice from the non-defaulting

PARTY.

SECTION SEVEN: If either PARTY shall be in Default and the Defaulting PARTY has

not taken action to cure said Default after thirty (30) days’ written notice from the non-

defaulting party to cure said Default, the Non-Defaulting PARTY shall have the option to

take all necessary steps to cure said Default for the project and at the expense of the

Defaulting PARTY or, in the alternative, to terminate this Agreement. No additional

notice need be given by Non-Defaulting PARTY to the other upon taking action to cure

the default; Non-Defaulting PARTY, should it so choose to do so, shall give additional

notice to the Defaulting PARTY when exercising the option to terminate this Agreement.

SECTION EIGHT: Any notice required to be given by this Agreement shall be deemed

sufficient if given in writing and sent by certified mail, return receipt requested, or by

personal service, to the persons and addresses indicated below or to such other addresses

as either PARTY hereto shall notify the other PARTY of in writing pursuant to the

provisions of this section:

Background

In August 2016, the Forest Preserve’s GIS Technician resigned. The resignation was not

planned and the position was not scheduled for elimination under the Early Retirement Incentive

Program (ERI). Following a review of the job description, relocation of the position between

work groups, and the retirement of staff with planning expertise, the position was renamed and a

new job description that effectively combines the skill sets of a GIS Technician and a Planner

into one position.

This is a full-time position that prepares and coordinates open space, bikeway, and preserve

master plans in addition to planning and zoning reviews. This position also provides assistance

with the District’s Geographical Information System (GIS) in the preparation and maintenance of

maps, drawings, and data requests for District staff and all departments.

Consideration was given to changing the position to part-time to reduce overhead costs,

however, continuity and timeliness in review and project completion could suffer by dividing

work amongst several staff or staggering the work schedule. It is recommended the position be

retained as full- time.

Recommendation

Staff recommends the Operations Committee approve advertisement of the Planner position for

hire.

other departments and teams needing planning and design skills. 4. Provide technical planning and GIS expertise to Staff, superiors, Committees, or other

organizations as assigned to forward the District’s mission. 5. Lead the staff review of proposed adjacent land use proposals, new license requests, annexation

The District has regularly experienced turnover in full-time patrol officers. There is currently an

opening for one patrol officer and Chief Chapman anticipates additional turnover in 2017. The

current eligibility list expired in 2015 and a new list is deemed necessary. The District will limit

applications to 100 individuals and an extensive hiring process will take place that will include a

written examination, background check, physiological testing, power testing, and an oral

interview.

Recommendation

Staff recommends the Operations Committee grant authorization to advertise for patrol officers

and to create an eligibility list of qualified candidates for future hires.

connect county residents with the preserves in their communities through fun and engaging

programming.

The 2017 Schedule of Events includes eight (8) Facility-Based Events and three (3) Forest

Preserve Outreach Event series for a total of 28 individual event programs. It also includes nine

(9) Partner/Community Events scheduled to date, but we expect this number will increase as

requests are received throughout the year. The Forest Preserve participates in 30

Partner/Community Events on average annually.

All of these events are in addition to over 250 public programs that are scheduled in 2017 at

Visitor Facilities and select preserves such as Lake Renwick Heron Rookery, Joliet Iron Works,

Monee Reservoir

In partnership with the Siberian Husky Club of Greater Chicago, Monee Reservoir will host the 23nd annual Musher Mania. Watch sled dog teams in action, pull a sled in the “human mushing,” play on snowshoes, and warm up by a fire while roasting s’mores. Enjoy vendor booths and other on-going activities such as panning for gold and ice-sculpting demos.

Water/Ways Smithsonian

Exhibition

Four Rivers Environmental

Education Center

Water|Ways is a traveling exhibit from the Smithsonian Institute that examines the significance of water in the human experience from many perspectives: historic, environmental, economic, political, artistic, and more. Locally focused exhibits and public programs will be offered during the six week exhibition. The free exhibit is made possible by the Smithsonian Institution’s Museum on Main Street Program and Illinois Humanities.

Jammin’ Family Kite Fly

Plum Creek Nature Center

Synchronized kite dancing, 90-foot flying kites, and candy falling from the sky…who could ask for more? Become reacquainted with the nostalgia of kite flying. Members of the Illinois Kite Enthusiasts will host a fun day filled with kite flying demonstrations and information. Bring your own kite to join in the fun or make one in the nature center.

Adult Fishing Derby

Monee Reservoir

Find the best spot along the shore and try your luck at catching fish at the Adult Fishing Derby, sponsored by Cabela’s. Prizes will be awarded for the most pan fish, biggest bass, and biggest catfish. Pack a lunch and bring your favorite fishing pole - we provide one container of bait. The first 25 registrants receive a free giveaway!

Rendezvous was a time when fur traders converged to celebrate a successful season. Join us as we refresh the 18th century rendezvous and update it for today’s families. Celebrate all the forest preserve has to offer as we connect the past and present with interactive crafts, games, and activities. Bask in live music and be dazzled by gifted storytellers all while enjoying snacks from food vendors.

Experience art, music and nature while strolling paved trails at this unique, all ages event. Watch, listen or participate in a sampling of creative arts inspired by the natural world. Kid’s Fishing Derby

This year’s Kid’s Fishing Derby, in partnership with Cabela’s, promises to reel in plenty of excitement! Find the best spot along the shore as you try your luck at catching fish. Prizes awarded for the largest fish, smallest fish, and most fish caught in three different age categories. Even if the fish aren’t biting, everyone goes home a winner; each participant receives a goodie bag and ice cream!

Hummingbird Fest and Nature

Celebration

Plum Creek Nature Center

This celebration of nature puts the spotlight on hummingbirds. Enjoy presentations, wildlife viewing, and vendors selling garden related items and locally crafted products. Watch and assist Thorn Creek Audubon Society capture and band hummingbirds and record their weight, sex, and other measurements. Adopt a hummingbird through the Lincoln Land Association of Bird Banders. Reconnect with nature while trying your skill at slack-lining, tree climbing, or cycling the trail.

PARTNERSHIP / COMMUNITY / NON-DISTRICT EVENTS Gaining exposure at local community events is a great way to reach the public in their own communities while building an awareness of the District, its programs and its services. Community Outreach events typically involve setting up the District’s information tent and occasionally providing a program or activity, depending on the event. The Schedule will expand as additional requests are received during the year. In 2016, the Forest Preserve partnered with or participated in nearly 30 Community/Partner Events and 12 Non-District Events. Thorn Creek Woods Nature Preserve Management Commission Minutes of the August 17, 2016 Meeting

Members Present: Judy Mendelson, FOTC Alice Hanes, FOTC Marva King, UP Andrew Hawkins, FPDWC The meeting was called to order at 1:05 p.m. Hanes moved to approve the minutes of the July 20, 2016 meeting, seconded by King. The motion passed unanimously. Treasurer's Report Mendelson distributed the Treasurer’s Report showing at total of $42,534.90 available in Money Market and $2,729.06 in Checking accounts as of June 30, 2016. Hawkins moved to accept the Treasurer’s Report seconded by King. The motion passed unanimously. Naturalist Report Richards provided the Naturalist Report for July 2016.

1. There were 504 trail and visitor center visitors in July.

2. There were 11 programs with 103 participants in the various programs in July. 3. Revenues for June Programs totaled $150.00.

Hawkins moved to accept the Naturalist Report, seconded by Hanes. The motion passed unanimously. Forest Preserve District Report Hawkins submitted the Thorn Creek Management Fund Report. The beginning balance July 1 was $5,822.52. One rental deposit in the amount of $122.50 was deposited and there were no expenditures. The ending balance as of July 31, 2016 was $5,945.02. Mendelson moved to accept the Forest Preserve District Report, seconded by King. The motion was passed unanimously. Other Business

1. Forest Preserve District of Will County Illinois Nature Preserve Management Schedule: Hawkins distributed the management schedule and noted that the only modification from the previous year was the inclusion of deer management.

2. Budget Discussion: Mendelson distributed a draft 2016-17 budget. Hawkins was asked to invoice Park Forest and University Park for Annual Management Fees. The 2016-17 budget approval is anticipated at the September meeting.

Executive Session No business. Adjournment The next meeting date was set for Wednesday, September 21, 2016, at 1:00 p.m. There being no further business, Hawkins moved to adjourn, seconded by Hanes.
