Foreword
The regular availability of Granite (Building Stone) aggregate in required quality has
a very vital role in the infrastructure development of the nation along with other
construction material. Granite (Building Stone) mining has been categorized as
mining of minor mineral & is usually operated in small leased out area & for small
lease period.
The recent directive of Hon’ble Supreme Court of India dated 27.2.2012 has made
Environmental Clearance mandatory of the mines of even less than 5 ha in area.
The Ministry of Environment &Forest, GOI, New Delhi, vide notification dated
18.5.2012 have set out the directions accordingly.
In order to comply with the statutory directives, the project proponent approached
& retained M/s Overseas Min-Tech Consultants., Jaipur as Environment Consultant
for preparing various documents related to their quarry for getting Environment
Clearance from Govt. of Kerala.
This document has accordingly been prepared for seeking Environmental Clearance
from SEIAA, Govt. of Kerala, for Granite (Building Stone) Quarry (having mine
lease area of less than 5 ha).
The cooperation extended by the owners & staff of Granite quarry, during the
process of preparation is gratefully acknowledged.

Part of the deposit is covered with soil cover of
1.5 m to 2m in thickness. The O.B will be

earmarked for the purposes & shown on working
plan, and the same is enclosed with
quarry/mining plan.

water
The storm water will run away through the
seasonal streams. Garland drains will be
constructed along the periphery of the pit.

Power is not required for the project.
Requirement of water will be meet out from the
nearby tube well and waterlogged pit.

QUARRY/ MINING PLAN
1.1 GENERAL
Quarry lease for extraction of Granite as building stone (minor mineral) over an area of 2.0766 hects Block No. 1, survey. No. 125/2-9,2-1, 2-8,2,126/1-1,1-2,2-3,2-4,9,4 at Village- Veliyannor,Taluk-Meenachil, District- Kottayam, Kerala. has been granted to M/s KKJ Group International (India) Pvt. Ltd., by department of Mines and Geology Kerala vide its order no.412/2010-11/5408/M3/2010 Date: 04.10.2010 for a period of 12 years. Consent to operate to produce 1400 tones of Granite per day from the area has been granted by Pollution control board of Kerala, validity of the consent was up to 31.12.2014. As per notification of MoEF Environmental clearance is mandatory to operate the quarry and quarry pln is one of the document therefore for obtaining environment clearance from MoEF the quarry plan (being part of the document) is prepared.
M/s KKJ Group International (India) Pvt. Ltd., a company registered under the company Act 1956 having its registered office at “Ashiana Towers, KKJ Town Ship, Perumpadavom P.O, Elanji, Ernakulum (Dist), Kerala, India-686665. Party have adequate experience and qualified personals along with mining machinery to operate the quarry.Party also has one more Quarry of minor mineral at village Mannakd.
The entire land of proposed quarry site is private land owned by the proponent copy of the sale deed is enclosed as annexure-1. The estimated project cost is 3.0 crore, life of the mine with proposed rate of production will be 8 years.

1.4 GEOLOGY AND EXPLORATION:
1.4.1 Topography
Topographically the proposed area is hilly terrain, trending NNE-SSW,the heighest elevation of 85 RL lies in NNE corner of the area and the lowest elevation is of 15 RL( the area comes under resricted so toposheet of the area is not available so the MRL of the area is not given). The drainage of the area is controlled by seasonal channels along the hill slope towards North wich joins to seasnal nalla. The contour map/surface plan of the proposed area is enclosed as plate no.3.
1.4.2 Geology
1.4.2.1 Regional
Regionally crystalline rock of Precambrian period & sedimentry rocks of Tertiary and quaternary period are noticed.The sedimentry formation occurs in the coastal plains.
1.4.2.2 Local
Granite rock(Charnockite) blackish in colour is exposed in the entire proposed area, no other rock unit is seen. The granite is compact little bit brital in nature, coarse grained composed of quartz,hornbland and feldspar Biotite is also seen. Exposures of Granite is seen at places, whereas most of the area is covered with soil varies in thickness from 1.0 to 1.5 m, the soil is brownish in colour it is fine to medium grained in the low laying area it is sandy also.Geological plan of the area is enclosed as plate no.4.
1.4.2.3 Prospecting
Geological map of the area have been prepared on the basis of the formation seen on the hill top, hill slop and in the channel cuttings. Granite rock is the country rock of the area spread over square of kms, therefore exploration work by trenching or drilling has not been under taken,

1.5 RESERVE
The area is hilly terrain having steep and moderate slop therefore the reserve have been estimated by cross sectional area method. Cross sections at an interval of 40 and 50 m have been drawan for the purpose of reserve estimation.The reserve have been estimated by using fallowing formula.
V= A X D. V X 2.6= Tonnage. Where V is volume, A is Cross sectional area along section line, D is the influence of the section, 2.6 is the specific gravity.

Granite is exposed at various places in the area,the lowermost exposure is seen at 20 rl, therefore reserve up to this level has been taken in to proved category and up to 20m below the level of proved category has been taken in to probable category.
Proved reserve 1763521 tonnes. Probable reserve 1061066 tones. Total................... .2824587 tones.

1.5.3 Mineable reserve:-
Total Geological reserve is 2824587tonnes I. Less reserve trapped in 7.5m Barreir zone 718819
Reserve trapped to maintain the pit slope and 1567717 tonnes. Below UPD.
Mineable reserve : 538051 tones. Considering 95% recovery of saleable rock the recoverable reserve : 511148 tonnes.
1.6 MINING
The area is hilly terrain, Granite occurs in the entire proposed area, Granite being low cost minor mineral open cost mechanized mining is the best choice, therefore the area will be worked by opencast method and it is proposed to continue the mining operation by the same method. Proper benches of 5M height and width will be maintained thus overall pit slope will not be more than 450. The salient features are furnished as under. 4.1 Site preparation
To remove the soil cover and expose the rock. Remove the loose boulders with help of excavator and to prepare free face for drilling. To develop haul road from the proposed quarry using natural gradient of the hill for
movement of tippers. To give proper layout to the top bench. Once the site is prepared; production will be commenced by drilling holes of 32 mm
diameter and 2.5 M in depth using jack hammer and compressor. The drill holes will be charged with explosive, and blasting will be done, size of the
boulders so generated by blasting will be reduced by using rock breaker. The blasted material will be transported by road for the end use by the contractors.
1.6.2 Drilling and blasting Granite is compact rock, at places it is fractured also. Production from the fractured zone will be obtained with the help of excavator, whereas from compact zone the production will be obtained by drilling and blasting. Drilling will be done by jack hammer with the help of air compressor.
Hole location will be properly dressed by excavator to remove the loose boulders for efficient drilling and avoiding jamming of drilling hammer and bits.
Drill holes of 32mm diameter and 2.5 M in depth will be done. To reduce the noise level the holes will be blasted by using nitrate mixture and
millisecond delay detonators.

To maintain the bench height of 5 M sub bench of 2.5m will be formed first, later on two benches will be merged and one bench of 5m will be formed and maintained
The spacing and burden will be kept at 1.0 M. About 30 to 50 hole will be blasted in one blast. Yield per hole will be = 2.5 x 1 x 1=2.5M3. Number of blasts per day will be 1 blast of 36 holes.
1.6.2.1 Requirement of explosive
Yield per kg of explosive= Charge per hole will be 375 gms. And yield per hole will be 2.5 M3 Yield of explosive =about 6.6 M3 per Kg. OR 17.16 tones/Kg. For 70000 tones production per year OR 5833 tones per month the requirement
of explosive will be 340 kgs per month
1.6.2.2.1 Precaution during blasting
Handling of explosive and blasting will be done by Mine mate. After completion of drilling all the equipments will be removed from the blasting site. A code of signals as declared by the mines manager are displayed on suitable location.
Sirens will be blown before charging the holes. All the approach to the blasting site will be guarded by trained persons with red flags in
hand to prevent entry of man and animal.
Type of explosive to be used: Nitrate Mixture The applicant have explosive license from department of explosive (copy of the license is enclosed as annexure-4), the explosive will be stored in portable magazine of 100 kg capacity which is situated in the survey no.59/2-1(adjoining to the quarry lease area). 1.6.3 Transportation of mineral
The material will be transported to the end user by tippers/ trucks.
1.7 DEVELOPMENT AND PRODUCTION PROGRAMME The area is covered with soil cover of 1.0 to 1.5m, site will be prepared first by removing top soil and removal of rubber plantation. Loose boulders will be removed with the help of excavator, drilling and blasting will be used where ever necessary. It is proposed to produce 70000 tones of Granite per year from the area it is expected that 95% of the RoM will be the saleable material The year wise generation of waste is tabulated as under.

1.9 MINE DRAINAGE
The drainage of the area is controlled by seasonal channels along the hill slope towards South which joins in the seasonal nala.
Due to two monsoon season the water table in the plains is shallow. The subject area is hilly terrain therefore the water table in the area is below 50m. the quarry working will not touch the water table, and therefore there will not be any water percolation in the quarry except the rain water. The rain water will be pumped out through a sump. The pumped out water will be collected in to settling tank and finally it will be discharged to the seasonal nullah.
1.10 DISPOSAL OF WASTE
The average annual production of top soil and waste will be 1837 & 1285 M3 respectively. the waste material which will be generated during plan period will be used to maintain the mine road and balance will be stored on dumping yard. In the conceptual period the waste will be used to reclaim the mined out pit and the top soil will be spread over the benches and reclaimed pit so that the area can be used for rubber plantation.
1.11 USE OF MINERAL
Granite is being used as building stone(minor mineral) for construction of building, road, dam, bridges etc Flaw less or the Granit free from hair cracks and good looking in colour is used for preparation of floor tiles, and making dimension stones. Granite of the subject area will be used as minor mineral.
1.12 CONCEPTUAL MINING PLAN
The entire proposed area is covered with Granite (building stone), Geological reserve of 2824587 Tones have been estimated in the area out of which 538051 tones is mineable reserve. The production from the quarry will be 70000 tones per year, life of the quarry at this rate have been estimated as 8 years. At the end of life of the mine the ultimate pit bottom level will be 0.0 rl i.e. 15 M below lowermost level of the lease area. After extraction of Granite up to ultimate pit bottom limit quarry closure activity will be commenced, the overburden will be backfilled in to pit, soil will be used to spread over the backfilled area and on the mine benches to restore the area for Rubber plantation. The pit position at conceptual period is shown in plate no.8

1.13 BENEFICIATION
It is quarry of minor mineral the product Granite which will be produced from this quarry is suitable for construction purpose only, therefore beneficiation is not proposed except sizing.

1.15 PROGRESSIVE MINE/QUARRY CLOSURE PLAN.
M/s KKJ Group International (India) Pvt. Ltd. is ownership firm having its registered office at Ashiana Towers, KKJ Town Ship, Perumpadavom P.O, Elanji, Ernakulum (Dist), Kerala, Proposed production capacity is 70000 tones of granite per year from the area.
The estimated project cost is 3.0 crore, life of the mine with proposed rate of production will be 8 years. The applicant has valid quarry lease for the said period from the department of Mines and Geology, government of Kerala. As per notification of MoEF Environmental clearance is mandatory, accordingly the proposal for obtaining Environmental clearance from MoEF is prepared, the quarry/mining plan is part of the document to be submitted to SEAC/SEIAA, Kerala for consideration and approval please. 1.15.1 Land use pattern

1.15.2 Closure activity
The proposed area is a hilly terrain having the elevation of 85 rl and the ground level is 15rl,mining is will be done from top, three quarry pits will be developed by developing benches of 5 X 5m. closure/back filling activity will be commenced from 6th year in pit no1 by using the waste material generated during mining activity, soil will be used to spread over the back filled area of the pit and also on the mine benches. Rubber plantation exist in the area therefore it is proposed to do Rubber Plantation again on the reclaimed area. Reclamation will be done simultaneously with the mining operation so that re-handling of the top soil can be avoided. Proper fencing will be provided to the mine pit as safety measures.

Stone (hereinafter called the said rnln€tal) and to do all acts ncccssaiy for the extraction of
the said mineral including the electton on the said lands, buildings and plant required for
the purposes and also to take lead and carry away over thc said lands and to dispose of the
said minerals extracted as a{oresaid.
2. The lessee shall during the subslitence of this lease have the liberty to work the said
mineral and remove the same flom the-quarry hold on permits issued by the comPetent
authority or any other olticer authorisecl by him in this rcgard The permits shall be
issued only on the basis of prepaid royalty at the rates specified in schedule I to these
Rules. The royalty rates shall be subject io revision from time to time as the Statc
Govefrment maY order'

5. All sums found due under or by vlttue of this deed ftom the lessee may be lecoveled
from him jointly and severally Itom them an<l his ProPertics movable and immovable

6. The lessee shall at the lessee's own exPense erect and at all timcs maintain and keeP in
repair boundary marks and pillars along the boundalies of the said lands according to
thc demarcation shown in the Plan hereto onncxed
7. No quarrying operatrons or workings shall be carried on or Permitted to be callied on
by thc lessec in or under the said lands at any Point within a distance of 75 meters from
any railway line except with the Previous permission in wliting of the railway
administration conccmed; and from any briclSe on thc National Highway or 50 meters
from any rcscrvoir, canal oi other public works such as public roads and buildings or
inhibited sitc, burial Sround, etc, shown on thc Plan thereto annexed except with the
oreviotts pcrmission inwriting of thestate Government ol otherwisc than in accordance

attached to such permission. The rdld distance of 50 meters shall be measurcd in the
case oI a railway, rescrvoir, or canal horizontally from the outer edge of the bank or
outer edge of the cutting, as the case may be and in the case of a building horizontally
from the plinth thereof. In the calc of village roads no workings shall be carded on
within a distance of 10 mete6 of tha outer ddge of the cutting except with the previous
permission in writing of the Statc Government. For the purposes of this clause the
expression 'railway' and 'railway admlnistration' shall have the same meaning as defined
in subsections (4) and (6) of section 3 of lndian Railway Act, 1890 (lX of 1890),

9. If a working place is found to be unsafe all persons shall be withdrawn by the lessee
irrunediately from the dangerouS alea and all access to such working place excePt for
the purpose ofremoving the dangerofsaving life shall be prevented by securely fencing
the full width of all entrances to the place.
10. The lessee shall at all reasoMble times allow any officer authoriscd by the Central
Government or by the State Government in that behalf to inspect the said lands, and the
buildings and plants erected thereon and thc lessee shall assist such Persons in
conducting the inspection and alford them all injormation thcy may reasonably require,
and shall conJorm to and observe all orders which thc Central and State Governments as
the result of such inspection or otherwise, may flom time to time Pass.
10A The lessee shall bc rcsponsible for implementing the provisions of the various labour
laws applicable, from time to time, to the quarry.

11A. Where the lease or anv ri8ht, titlc or interest therein has been assigned' sublet or
transferred as provicled in rule 34 read with condition 11, then the person in whose
favour such assignment, sublelre or transfer has been made shall be responsible
for implementing the provisioru of the.various labour laws applicable' from time
to time, to thc quany.
12. The lease may be surrendered by the lessee at any time after 3 months notice in writing
to the comPetent authority

term of 12 (trvelve) years he shall give three months Previous notice in writing of
such desire to the comPetent authodty and if the lcssee has duly observed all the
conditions of this lease, comPetent authority may a8ree to renew the lease for such
fulther term and on such terrns and conditions as the State Government/comPetent
authority may determine which shalt be in accordance with the provisions of these
rules.
15. If the lessee shall at any time during the said term use the said lands or any Part
thereof in any manner other than as authorised by this lease or fail to ca rry on quarrying
operations conhnuously without sufficient cause of which the comPetent authority
shall bc thcjudge or shall commit a breach oI any of the conditions of this lease it shall
be lawful for the comPetent autholity to cancel this lease and take Possession of the

16. If at the expiration of three calendrr months aJter the expiry of the lease or its sooner
determination, there shall remain ln or uponthe said lands, any engines, machinery,
plant buildings, structures and other works erections and convcniences the said
minerals or othcr property which the lessee is entitled to remove from the said lands,
the same shall, if not removed by the lessee within one calendal month aJter notice in
w ting requiling their removll b€ given to the lessee by the State Goverrunent/
competcnt authority be deemed to become the propelty of the State Government in
such manner as they may deem flt without liability to Pay any comPensation or to
account to the lessee in respect theteof.
17. This lease subject to all rules and rcgulations which may from time to time be issued
by the State Govemment regulatlng the working of the quarries and other matterc
affecting sa{ety, health and conv€nience of thc lessee's employees oi of the Public,
whether under the Indian Mines Act or otherwise.
18. The lessee shall without delay send to the Distdct Collector and the comPetent autho ty
or the officer authorised by him in this regard rePort of any accidentcausigg loss of life
or serious bodily injuries or seriously affccting or endangering life or ProPerty which
may at any time occu! at or in the said lands in the course of operations under this
lease.
19. The lessee shall fumish such rePorts and returns relating to outPut labourers emPloyed
and other mattcrs as the State Government may Prescribe.
20. The lessee shall make and pay such reasonable satisfaction and comPensation as may
be assessed by lawful authority in accordancc with the law in force on the subject for
all damagc, injury or disturbance which may be done by him in exercise of the powers
granted by this lease and shall indemnify and shall keep indemnifiecl fully antl
completely thestate Government against all claims which may be madc by any person
