Background information

In a climate in which many innovative technology start-ups invest a lot of time and resources in R&D, it is common for some companies to consider developing a technology without even having identified a specific market need to which the technology can respond, or for the results of technological developments not to fit a market-ready product. This is primarily due to the fact that a robust, pre-validated business strategy, i.e. before the product or service portfolio is put together, is often lacking. In addition, too much time, money and effort is often spent on strategies that turn out to be ineffective.

More and more starting entrepreneurs indicate that they need support from experienced entrepreneurs or entrepreneurs with similar backgrounds, to gain experience and maturity (daily management and adjustment of the business strategy, long-term vision and operational choices, looking for investors and funding, good management practices, market penetration, internationalisation, etc.).

Based on these observations, Innoviris has decided to offer a Proof of Business (POB) tool via this form, possibly in combination with a Proof of Concept (POC), to Brussels technology companies planning to launch their first innovative product/service on the market.

Aim and philosophy of PROOF OF BUSINESS

The main purpose of this funding programme is to demonstrate that the business component is in line with the development of a first innovative product/service and that the product/service is well integrated into the overall business strategy, with a view to growth and long-term sustainability. For one (or more) specific need(s) previously identified on the market, the programme therefore aims to validate the working hypotheses used to demonstrate the relevance of a value proposition and the credibility of a business model linked to the development of a technological product or service, in order to effectively meet this need.

In concrete terms, financial support is provided in the form of a subsidy of 50 to 70% (depending on the size of the company) of the expenditure, linked to a budget of up to 100,000 euros justified by the applicant company. This budget is intended to cover the costs of demonstrating the POC/POB in relation to the development of a first technologically innovative product/service, regardless of its nature (ICT, health, environment, chemistry/biotech, etc.).

The proposed work programme must include the tasks linked to the demonstration of a Proof of Business (POB), possibly supplemented by tasks linked to the demonstration of a Proof of Concept (POC), if this does not already exist. In other words, as indicated above, this programme can only provide financial support for the demonstration of the economic relevance of products/services that are sufficiently technological and innovative to proceed with the drawing up of a POB.

The proposed work programme must last at least 3 months, but not more than 9 months

Tasks and assignments accepted for a proof of business/proof of concept within the funding programme

The following tasks are eligible:

- For the (possible) Proof of Concept part : demonstrate the technical feasibility and viability of an innovative technology, method or idea aimed at developing a technologically disruptive product/service:

o Development of a prototype

- For the Proof of Business part : validation of the global strategy/business model linked to a developed innovative product/service, in particular:

o Market research and establishing the commercial offering of the product/service and its integration into the overall business strategy

o Preparation of a distribution network for the developed product/serviceo Testing and validating priceso Starting up pre-orderso Validation of the POC (Proof of Concept) among test groupo Etc.

The following tasks are de facto excluded: development of a minimum viable product (MVP), global market study (macro), start-up of production, protection of intellectual property, accounting/marketing, etc.

Eligibility conditions for aid

In order to be eligible for financial support from the BCR under this funding programme, the applicant must:

have as the underlying objective of their application the development of an initial technologically innovative product/service (no portfolio for existing product/service);

demonstrate genuine anchoring in Brussels;

demonstrate the beneficial impact of the project on the economy, employment and the environment of the BCR;

justify the incentive effect of the support on the implementation of the defended work programme;

have met all the obligations relating to previous aid granted by the BCR;

prove that it can take on part of the proposed financing budget.

Selection/evaluation of applications

- Applications are collected and submitted to a panel of experts, which meets about three times a year, for evaluation.

- The composition of the jury is, in principle, as follows:- - an Innoviris technical advisor, responsible for assessing the innovative technological character of

the product/service and the overall relevance of any proposed POC, as well as the tasks associated with it in the work programme.

- - an Innoviris financial advisor, a CEO of a Brussels company and an expert from the financial and technological world (representative of a business angel, venture capital company, bank or other financial institution), who are jointly responsible for assessing the relevance of the POB approach

and the related tasks in the defended work programme.

The panel thus composed will evaluate the projects and of course has a duty of confidentiality, which it observes by means of a confidentiality obligation that can be requested from Innoviris.

Each application must be defended by an oral pitch by the team responsible for the implementation of the defended work programme for the jury, followed by a round of questions. At the end of the session, a deliberation will take place behind closed doors and a decision will be taken on whether or not to fund the project.

As the decision on whether or not to fund the project is taken at the end of each jury meeting, it is crucial that the information provided in this form is complete, detailed and substantiated.

Finally, it should be noted that this financial support cannot be combined with the funding programme for feasibility studies, which is also provided by Innoviris.
