There is absolutely no excuse for Subic’s air to go the same way and it can’t afford to. Clean air is what makes Subic attractive to tourists and investors. It’s not just a matter of cosmetics. The more one learns about pollution the scarier it gets. That cloud of diesel smoke that makes your eyes water and your head hurt when you’re behind a belching bus or truck is putting you at roughly 10 times more cancer risk than all other air pollutants combined. That’s hardly a surprise because the US has listed up to 40 cancer agents in diesel emissions including arsenic, benzene and formaldehyde. And there’s another 400 plus components in diesel fumes we haven’t got around to yet. Why give up cigarettes? Then there’s the sulphu that comes out as Sulphur Dioxide, SO2. It eats metal and stonework. Do you really need to be told what it does to your lungs? And when there’s moisture around it becomes sulphuric acid, and every time it rains it doesn’t rain pennies from heaven but a dilute form of one of the world’s most hazardous liquids. The new development, GreenwoodsPark I on Rizal Highway, is targetted at small-scale retail and specialty stores, tourism-relatedbusinesses and entertainment.

Robbie Jung, one of the project coordinators,says that Korean businessmen are currentlylooking for other venues for their businesses andthat Subic Bay Freeport’s attraction is its quiet,secured, central locatation, and its workforce.

Several companies have already startedconstructing facilities inside the park, which isdue to open in April 2003.

Family tourism is the focus of the 2B Peso SubicCoastal Development project designed by urbanplanning company Palafox. The project, part ofthe developing Central Business District, will takeup some 20 hectares and include Moon BayMarina, a water theme park with swimming pools,boat rides and water slides.

The first phase of the development program,costing P40 million, includes the construction of

Some154 delapidated houses in Binictican andKalayaan areas are to be rehabilitated under anew lease agreement between the SBMA andseveral development companies. Model unitsare expected to be ready for showing by the endof this year.

Three developers are currently involved in theproject, Jobbee Realty Corporation, PhenomenalSubic Inc. and EMS Corporation. Contracts areto be finalized with two others, Beverly Hills SubicInc. and Nadia International Inc.

The units will be aimed at retired people and atforeign students learning English at Freeport-based educational facilities.

Under the agreement, the SBMA gets a 50 per-cent share from the total gross revenue of eachhousing unit that may be leased either on a longor short term scheme.

Bay Walk, Water Park, an apartelle-type hotel,and landscaping work that would make the areamore attractive.

The project will developments an area extendingfrom Scuba Shack to the Camachile Picnic Areaall the way to the former PX Club duty free shopto the boundary of Kalaklan River where adecorative lighthouse will be constructed.

Senate President Franklin M. Drilon has filed Bill2399 fiscal and administrative changes in thecurrent Omnibus Investments Code to make thePhilippines more competitive.

Current several government agencies handleinvestment promotion programs as well asincentives to the Board of investments (BOI), thePhilippine Economic Zone Authority (PEZA), theSubic Bay Metropolitan Authority (SBMA), theClark Development Corp. (CDC), and severalother agencies mandated under various laws toestablish, maintain and manage specialeconomic free port zones in the Philippines.

“The system of having different agenciesadminister and implement various incentiveslaws creates a perception among foreigninvestors that the Philippines does not haveunifled and responsive investments promotionprograms and policies,” Drilon said.

“Hence, to establish uniform, harmonized,simplified, and consistent investment policiesand programs to make the Philippines morecompetitive globally, it is imperative that only onegoverning statute regulate the incentives grantedby the government,” he pointed out.

The incentives under the Drilon bill include:Income Tax Holiday (ITH):

- Four years for all activities in the InvestmentPriorities Plan (IPP) and domestic orientedactivities located within the National CapitalRegion (NCR).

- Six years for export or domestic activities thatproduce or render new or distinct product orservice and an additional two years for locatorsoutside NCR.

- Eight years for domestic activities withbackward and forward linkages or strongpotential for export development and listed in theIPP.

- An additional four years for strategic projects.Strategic projects shall be determined andapproved as “strategic” by unanimous decisionof an inter-agency committee composed of the

Department of Trade and Industry (DTI), NationalEconomic Development Authority (NEDA), andthe Department of Finance (DoF).

Net Operating Loss Carry-Over (NOLCO):

- Loss incurred within the first five years fromthe start of commercial operation may be carriedover for the next five years following such loss.

- Enterprises availing of ITH/NOLCO additionaldeductions must first secure prior certification ofentitlement from the concerned IPA.

- Filing of the internal tax receipt (ITR) for theconcerned registered enterprises shall beautomatically extended for a period of 60 daysfrom the statutory filing without penalties,interests, and surcharges. Five percent ongross income earned, in lieu of local and nationaltaxes for enterprises located in the Ecozones.Accelerated depreciation of plant, machinery,and equipment using a depreciation rate twiceas fast as the normal rate.

Capital Equipment incentives:

- Tax- and duty-free importation of capitalequipment for export-oriented enterprises.

- Domestic-oriented enterprises shall be entitledto importation of capital equipment subject to onepercent duty and the prevailing value added tax(VAT),

- Tax credit on domestic capital equipment.

Raw material Incentives:

- Tax credit shall be based on actual taxes andduties paid.

- Actual sales of BOI-registered domesticproducers supplying to domestic companiesenjoying tax and duty exemptions on theirimportations of capital equipment or machineryand raw materials shall be eligible for tax creditincentives.

- Application for tax credit must be acted uponwithin 90 days from official acceptance,otherwise, it shall be deemed automaticallyapproved.

Incentives on Breeding Stocks and GeneticMaterials.

Deferred imposition of the Minimum CorporateIncome Tax (MCIT) - the two percent MCIT shallbe imposed to registered enterprises after fullavailment of all income tax-based incentives.

Additional incentives for Ecozones:

- Exemption from real property tax on machineryand equipment.

- Exemption from customs and internal laws andregulations or to local tax ordinances onmerchandise brought into the zone.

- Exemption from local taxes and licenses to theextent of their construction operation orproduction inside the zone.

Incentives to Foreign Nationals: Foreignstockholders of BOI-registered enterprises withinvestments of $150,000 are entitled to anindefinite special investors’ resident visa andforeign nationals granted with special non-immigrant visa are entitled to the followingincentives:

- Exemption from obtaining alien certificate ofregistration and emigration clearance certificate.Exemption from securing alien employmentpermits and all types of clearances, permits,licenses required by any governmentdepartment or agency.

IN JUST 14 years, or by 2016, Filipinos wouldhave reached the 100 million mark with half ofthe population at 21 years old or below,according to the National Statistics Office (NSO).The NSO based its projection on the results ofthe 2000 census on population and housing,which placed the annual population growth rateat 2.3 percent, described as one of the highestin the world. The NSO warned that at that rate,the population would double in less than 29years, or by 2030. As of May 1, 2000, the NSOreported that total population stood at 76.5 millionor 7.8 million bigger than that registered in 1995.Males outnumbered their female counterpartswith sex ratio of 101.43 males for every female.The reports said of the total population in 2000,an estimated 38.5 million or 50.36 percent weremales while 38 million or 49.64 percent werefemales. Sex ratio in 1995 was recorded at101.4, which indicated there were more malesthan females in the age group 0-19 and 25-54years. On the other hand, females dominated inthe rest of the age groups. The NSO identifiedLuzon as the most populous region comprisingmore than half (55.97 percent) of the country’spopulation. It was followed by Mindanao (23.70percent) with six regions and the Visayas (20.30percent) with only three regions. Of the 16regions comprising the Philippine archipelago,Southern Tagalog (Region 4) was the biggest interms of population size. Southern Tagalogregistered a total population of 11,793,655persons, accounting for 15.42 percent of the

Philippine population. The National CapitalRegion (NCR) followed with 9,932,560 percentor 12.98 percent of the total population. CentralLuzon (Region 3) re-gistered the third largestpopulation with 8,030,945 persons or 10.50percent of the total population. These threeregions comprised 38.90 percent of the totalpopulation. rate higher than the national level of 2.36 percent.These were Autonomous Region in MuslimMindanao (ARMM), 3.86 percent; SouthernTagalog (Region 4), 3.72 percent; Central Luzon(Region 3), 3.20 percent; Central Visayas(Region 7), 2.80 percent; and SouthernMindanao (Region 11), 2.60 percent. On theother hand, NCR had the lowest growth rate with1.06 percent. Among the 78 provinces in thecountry, Pangasinan in Region I (Ilocos Region)was the largest in terms of population size, with2.43 million persons residing. This was followedby Cebu (2.28 million persons), Bulacan (2.23million), Negros Occidental (2.14 persons) andCavite (2.06 million). These were the provinceswhich surpassed the two millionth populationmark. Of the 21 provinces with more than onemillion population, 13 provinces were in Luzon,five in Visayas and three in Mindanao. “Enough to make a big man cry,” says Tom Lutz,president of SBMCI, of the PhP120m that has beenpoured into the Subic Bay Medical Center since itsacquisition last year. Opening in mid-February withan initial 50 beds the medical facility represents amajor, and for Subic Bayinvestors welcome,investment in the freeport’shealthcare facilities.

Originally a US Navy hospital,and operated for severalyears by another company,the 110,000 square metre, 50bed facility was acquired byHealth Visions Corporation,the holding company, in 2002.HVC already manages theTotal Life Care MedicalCenter in Olongapo,Philippine InternationalHospital in Angeles City andSt. John the Baptist ofMarikina hospital in MetroManila, with two morefacilities scheduled in Manilaand Cavite over the next fewyears. Each of the hospitalsoperates independently.

With the takeover came morethan a facelift. To bring themedical center up to international standards theoriginal 50-bed facility was been virtually gutted fromfloor to ceiling and completely refitted. “We decidedto take everything out and start again,” says Lutz, “Theroofing in particular was a large cost.”

Attention has been paid to interior design, too, withcool, modern colours and painting replacing thetraditional ominous institutional decorations. In fact,little remains of the old hospital interior other than theoccasional, defunct and now non-working US Navyfire alarm, preserved, says Lutz “because we don’twant to lose sight of history.”

The new hospital will open with 50 beds, rising to 130over the following 18 months, including eight VIProoms. There are eight main operating rooms togetherwith several smaller rooms for minor procedures,supplied with centralized oxygen and vacuum lines.Supporting the medical care is what is claimed to bethe largest analytical laboratory in the country. Theentire facility is air-conditioned and has its owngenerator.

Currently some 100 doctors have been accredited tothe hospital, with up to 30 in place at any one time.Many of the doctors also work at St. Luke’s in Manila,“They come here for two days a week and we sharemany positions with St. Luke’s,” says Lutz.

Care will be provided by 60 nurses and work on a 32-

room nursing college is expected to begin this yearas will a medical school.

In addition, a team of ex-pat volunteers will beavailable to ensure liaison between patients and

hospital staff and administration.

The center’s emergency room has four stations, eachwith it’s own defibrillator and respirator equipment.

Lutz expects the medical center to work closely withother healthcare providers, including the SBMAdispensary, “We’re very happy to have them as friends,they’re very responsible people,” he says.

A well-stocked, and secure, temperature-controlledpharmacy, with its own vault for controlled substances,will also supply other hospitals in the Health Visionsnetwork. Says Lutz: “We are the only hospital with alicense to import pharmaceuticals – we pushed veryhard for it.”

A broad range of services will be offer5ed, “We canhandle any case we want” says Lutz. An outpatientsdepartment, oncology, ob-gyn, pediatrics, dentistryand ophthalmology are among the facilities availablecovering most major and minor procedures. Havingit’s own Cath Lab, spiral CAT scanner, MRI machinesand a heart-lung machine, Subic Bay Medical Centerwill be able to offer heart surgery such as angioplastyand heart by-passes as well as most major surgicalprocedures.

An eye center will offer laser surgery for, for instance,glaucoma by refractive correction will still be referredto Manila.

A major area is expected to be cosmetic surgery,

backed by a rotating cosmetology team. “People cancome here for treatment like facelifts and be able torecover in private, without having to worry aboutpaparazzi photographers or other people seeingthem. And they’ll be able to take advantage of other

facilities around Subic, so it’s veryattractive,” says Lutz.

Given the hospital’s superb location,it may not only provide healthcarelocally but also attract patients fromas far away as Thailand where some150,000 people a year go for medicalcare combined with a holiday.

For those who favour ‘alternative’therapies a Wellness Center that willprovide treatments such asacupuncture and health spas. Thepresent Institute of Natural Health willbecome part of the new three-storeycenter. Says Lutz, “It’s going to be anice facility.”

Emergency transport services includefourteen ambulances, some for theFreeport itself while others will be pre-positioned between Iba and Bataanto provide rapid response: “As part ofthe agreement to take over thehospital we promised rapid responsetimes, so we have to comply. We’ll

provide the service even if the patient doesn’t want tocome to the Medical Center here. We’re currentlytalking to the powers that be to be part of the 911response”, says Lutz.

For long distance, a light aircraft is already on standbyat Subic Bay International Airport and a medivachelicopter is scheduled to arrive early this year.

Particularly good news is that the medical center is inthe process of establishing its own HMO, which, saysLutz: “Will be affordable for almost everybody.”

Room prices will be higher than most local hospitalsbut competitive with Manila. Executive rooms, withmany of the facilities of a good hotel suite, will bebetween 4,500 and 5,000 pesos a day. The 10 SuiteRooms will be 3,500 to 4,000 pesos a day while moremodest Private Rooms of which there will be 60, willbe 1,500 to 2,000 a day. Ward beds will be about 700to 800 pesos a day.

Sitting in the beautiful surroundings of the rainforest,far from the blare and cacophony of the freeport’s busyareas (And delightfully far away from the noxious airof Manila), the new Subic Bay Medical Centerpromises to be just what the doctor ordered.

workers handling them haveto comply with an immenselist of safety precautions. Oneof the compounds in dieselemissions is 3-nitrobenzathrone, one of themost dangerous canceragents known.

Once in the lungs, theparticles stay there a longtime, corroding the cells andeventually producingtumours.

Particularly dangerous aresoot particles smaller than 3.5microns in diameter. A micronis, well, small and, just tospice things up, 90 per centof those diesel soot particlesare smaller than 1 micron.

Diesel exhaust is believed to exacerbate asthmaticconditions, and while children make up only 25% ofthe US population, they account for nearly 40% of allasthma cases. Diesel exhaust may increasevulnerability to allergens. Minor allergic reactions, topollen for instance, may turn into major inflammatoryand allergic responses when pollen and dieselexhaust exposures occur together.

WHAT does all of this polluted air do to the body?

One of the most well known studies on the effects ofair pollution on the body is the 16-year HarvardUniversity “Six Cities” study, undertaken in 1974-1992,which positively associated PM-10 exposure withdeath from lung cancer and cardiopulmonary disease.

Notably, the concentrations of inhalable particles (PM-10) in the six US cities studied were much, much lowerthan what we are exposed to in Metro Manila.

A March 1995 American Cancer Society study foundan association between chronic exposure to fine-particle air pollution and premature death in a studygroup of more than half a million people in 151 cities.

Children more susceptible

Children under the age of six are especially vulnerableto the negative effects of air pollution. Because of theirphysiology, children are much more likely than adultsto develop smog-related lung damage.

When children exercise, they tend to breathe throughtheir mouths. Mouth breathing bypasses the naturalfiltering of air pollutants by the nose and allows largevolumes of polluted air to affect the more sensitiveareas of children’s lungs, which are still developing.

Dozens of studies link airborne fine particle, such asthose in diesel exhaust, to increased respiratorydiseases, chronic obstructive lung disease,pneumonia, heart disease and up to 60,000premature deaths yearly in the US.

Health risks from diesel exposure is greatest forchildren, the elderly, people who have respiratory

problems or who smoke, people who regularlystrenuously exercise in diesel-polluted areas, andpeople who work or live near diesel exhaust sources.Studies have shown that the proximity of a child’sresidence to major roads is linked to hospitaladmissions for asthma, and there is a positiverelationship between school proximity to freeways andasthma occurrence. Truck and traffic intensity andexhaust measured in schools were significantlyassociated with chronic respiratory symptoms.

Want some ‘big picture’ stuff? Heavy-duty trucks aloneemit almost 400 million metric tons of heat-trappinggases annually, accounting for a high percentage ofPI carbon emissions. Yup, that’s global warming stuff.

To cut to the chase, smoke belching is damaging yourhealth, your children’s health and even damaging thefuture of your grandchildren. And it’s damaging Subic.

Over the next few years heavy traffic on Freeport roadswill increase, especially when the container portopens. Detecting smoke belching is hardly rocketscience and formal emission testing is reliable, easyand cheap.

Subic Bay Freeport must be a no-go zone for smokebelchers. They can and should be stopped at thegates. No warnings, no fines, just refused entry. Then,maybe, we can all breathe a little easier.

Children spend more time outdoors than any othersegment of the population.

Research findings also suggest that, even if childrendo not show symptoms while exercising in unhealthfulair, they are likely to suffer a loss in lung functioncompared to youngsters who grow up where the airis less polluted.

Dirty buses

Apprehension levels for smoke-belching vehicles arevery poor. While a “100 percent increase” in monthlyapprehensions for smoke-belching has been recentlyclaimed by the MMDA, from about 900 to 1,800apprehensions a month, this means that only 30 to60 vehicles are apprehended each day out of the 2.5million to 3 million vehicles on Metro Manila’s roads.

The net effect on air pollution levels is negligible atbest.

For buses, the reported apprehension rate is about18 per day on average. Out of the more than 5,000buses plying Metro Manila’s roads each day, theapprehension rate is perhaps only one out of every300 buses.

The Clean Air Act, which was signed into law in June

1999 and implemented, offers some degree of hope,but only if its provisions are seriously implementedeffective January 2003.

The government, however, lacks the technical,financial and human resources to fully implement theprovisions.

Partnership

Another movement is underway. On June 8 2001, thePartnership for Clean Air was launched, an allianceof multi-sectoral organizations which aims to increaseair quality awareness in Metro Manila through acoordinated effort, and push for the implementationof the Clean Air Act’s most urgent provisions.

While it is still inviting more members, the Partnershipis now composed of the DENR, Petroleum Instituteof the Philippines (PIP), Transport Organizations forClean Air (Toca), Citizens’ Coalition Against Pollution(Cocap), Kapisanan ng mga Brodkaster sa Pilipinas(KBP), Philippine Chamber of Commerce and Industry(PCCI), Association of Accredited Advertising

On January 11/12 Subic Bay Yacht Club hostedthe 6th Philippine Hobie 16 National and OpenChampionships with racing staged off their CubiPoint facility.

19 teams entered from around the Philippinesand Hong Kong. 11 qualified for the Nationals(both crew being Philippine Nationals) and 6 forthe masters division (Helms aged 45+).

What made the PSA teams wins, in both theNationals and Open divisions, all the morecreditable was that this was Ridgely Balladaresand Rommel Chavez’s first time to race in theHobie 16, this partnership being more used tothe 470 class in which they have representedthe Philippines at recent S.E.A. games.

1. Test and tune up you car. There are privateinstitutions that have the equipment for vehicleemission testing such as the Ateneo de ManilaUniversity and the Philippine Business for SocialProgress (PBSP). The Ateneo facilities require onlyP50 fee. If the company you belong to is a member ofthe PBSP, ask your management to avail of theemission testing facilities of the PBSP. 3. Organize locally. Raise the issue of air quality and

pollution and place it on the agenda in communitymeetings in your village and barangay, in civicorganization gatherings, at your workplace or in yourschool, and in your church. Individually and in groups,you can take steps to reduce local sources of airpollution, file complaints against erring companies andvehicles, and address illegal garbage burning in yourcommunities. Know your rights to cleaner air and availof free legal advice through the volunteer lawyers atthe www.hangin.org web site

Protect yourself and your family. Avoid excessiveexposure to air pollution if possible, with specialattention to young children who are especiallyvulnerable. HEPA air cleaners used in the home andworkplace can remove a significant level of soot anddust particulates, but unfortunately they are expensive.There are also air cleaners for the car that improve tosome degree the air you breathe in your car. Get outof town when possible. Test yourself and your familyfor the health effects.

Assets, Liabilities and the Ultimate Secret

Subic Bay Freeport investors live in a globalmarketplace and the moving image is an important partof reaching that marketplace, whether for promotion,education or training. In a moment or two I’ll give youthe ultimate secret that will make your moving imagepowerful and cost effective.

Today it’s called multimedia, but it does much the samejob as the centuries-old Magic Lattern, its video. It bringstogether visual and audio information to get across yourmessage and is a powerful business resource. Like alltools, used properly it enhances your business, usedbadly it’s a cost you can’t afford.

One thinks of video as a sort of universal language, butthere are cultural pitfalls for the unwary. In the 1980s aUS soft drink company decided to launch its product inan African market. The company’s marketing folk cameup with what was, to an American, attractive imagery –a father and son in a boat in the middle of a lake, sittingback to back, supping the fizzy stuff.

What was wrong? Well, in Africa, the least pleasantplace to be on a sunny day is on a boat in the middle ofa lake. Plus, for a son to sit with his back to his father,in that particular marketplace, is a grave insult.

Much closer to home, think about beaches. The chancesare that if you’re a Filipino you’ll react more positivelyto imagery of beaches filled with people than emptystretches of sand. If you’re European or American, you’llprobably react more positively to pictures of empty,untouched beaches than to ones filled with people.

Since production costs depend on how the video isused, let’s take a look at some of the ways moving

imagery is used:

TV Advertising

A simple, cheap, graphic ‘card’ might be appropriatefor advertising a local restaurant, for instance, on alocal cable station. National, or international, advertising

need a lot more impact and technical quality,which is why TV advertising is the Grand Prixof video. On a per second basis, televisionad production costs are significantly morethan, say, a corporate video, for much thesame reason as a McLaren F1 racing carcosts hundreds of times more than your KiaPride.

Until recently, the only TV advertising choiceswere either very expensive nationalbroadcasters like GMA or ABS-CBN or localcable stations. Now, however, ABS-CBNmakes regional spots available in its nationalbroadcasting coverage, which makes TVadvertising economically possible for mostsmall to medium sized businesses servicinglocal clients and customers. ABS-CBN nowhas a local office in Olongapo.

How much is it going to set you back? If your market islocal or regional you’re unlikely to be willing or able topay the 3M pesos to 10M pesos that a nationaladvertiser might pay for production. Modest packagesare available in 75,000 pesos to 300,000 pesos bracket,excluding air-time, for professional work. If you’re offeredsignificantly lower figures, make sure the equipmentbeing used is of broadcast quality and that there are nohidden extras.

Corporate Video

Also called a ‘Corporate AVP’, this is a bit of a catch-all.It’s vitally important that you have a clear idea of what itis expected to do for your company and how it shouldenhance your business.

A key consideration is the type of audience you want toreach. An employee orientation video may have adifferent approach to one intended for a shareholder’smeeting, and both will be different to one made to informdistributors and clients or customers about the companyand even more so for a video introducing a new productor service. A public utility may have to justify its budgetin the public arena. In every case, however, theproduction will be your company’s face to the world.

Think also about how your production will be viewed. Isone person going to pop a CD or DVD into a computerand watch it? Is it going to be watched by a group on aTV screen? Is it going to be watched on a web browserover the internet or be downloaded? Each of these mayrequire a different approach and it is important that thosemaking your video know what is involved.

Most important is that the creative team making the

video is a ‘fit’ with your company. Does it understandyour company, your needs and what you expect ofthem? When you hire a new key executive you don’tjust want to know what they’ve done, but what they’regoing to do for your company and the same applies tothe creative team. They should have done theirhomework and be asking the sort of questions a keyexecutive would be asking about your business.

The cost of a corporate video or multimedia productionvaries enormously but a workable rule of thumb isbetween $1,750 and $2,500 per finished minute, aboutthe same as a high-end brochure. Again, you get whatyou pay for and a significantly lower figure may indicatethe use of non-professional equipment such as camerasand editing facilities.

Training videos

Training productions, video and multimedia, cover a lotof ground but the common thread is a high level ofinformation being delivered effectively to the audience.The information is expected to be remembered andacted upon.

Typical uses include showing how to maintain technicalequipment, to use specialized instruments and so on.Medical students may learn new techniques throughvideo or multimedia. A restaurant chain or franchisemay use them to ensure consistency of service acrossdifferent locations.

This type of material can be used in a classroomsituation as a resource for instructors or as part of astand-alone computer-based training system It is also,of course, very portable – you can send a video by postbut instructors usually won’t fit into the envelope. Training videos generally cost far less, on a per minuteor per second basis that other type of production butrequirements vary too much to give reliable guidelinesfor every case.

An asset or a liability?

Video imagery has long been a staple of the businessenvironment. “Show, don’t tell” is, after all, a basic ruleof salesmanship and education and the moving imageis an effective way to get your message across. Thebottom line is that video can be an asset for yourbusiness and like any asset it must perform.

Oh, yes, that Ultimate Secret I promised: Respect youraudience. It’s that simple. When your audience feelsrespected, it will like you. And that’s good for business,your business.

I enjoy reading the newsletter very much. Iparticularly like the stories that are relevant tolife here in the Freeport. Below are a few pointsto ponder. If any of your readers know theanswers to these questions, or if they havequestions like this, I wish they would write intoyou so they could be published and become partof the discussion.

The Binictican Racing Circuit: Where doesWinstar hire its drivers? From the Formula 3Racing circuit in Cubi? Invariably the mostdangerous drivers in Binictican are the Winstardrivers. Does anyone know WHY they are tryingto break the land speed to the main gate? What’sthe emergency?

Open Fire Burning: That’s why they call it the“fire” department. Any idea why it is okay for theBinictican firemen to start trash can fires in orderto burn the leaves from their yard? If otherresidents did that (and many do) it would be a

violation. Even during fire safety month, when“Learn Not To Burn” slogan signs cover theFreeport, they were burning their leaves in theyard. On the bright side, if the fire gets out ofhand, they are equipped to handle it.

Move over Kids, We’re Playing Basketball: Iwonder how much it cost to put in the newbasketball court on Binictican Drive across fromthe SBMA Housing office? The swing sets fromthe dilapidated playground, which has neverbeen well-maintained, have now been shovedaside so the teenagers and adults can playbasketball. There is still not a single playgroundin Binictican which is painted, repaired and hascut grass – but the boys have a new basketballcourt.

No Parking (except for Police): Are SBMApolice required to follow the same traffic andparking laws as the rest of us? We all know thatpolice can violate traffic laws in the commission

of their duties, but does that include parking theirvehicles and motorcycles in the right turn lanenear the guard house when going from Binicticanto Royal? It’s illegal to park there but they aredoing it for convenience sakes, not as arequirement of enforcing the law. They have alsobeen coming to rolling stops at the formerlysacred full stop STOP signs. Once the policestop following the laws, it doesn’t leave muchincentive for the rest of them to obey.

Geoffrey Thomas WaiteJune 1st 1950 - January 17th 2003

With great sadness the Subic Bay Chamber of Commerce announces the suddenpassing of Geoff Waite at his home on January 17, 2003, at the age of 52.

His combination of a dedicated, passionate commitment to the defense of theenvironment, especially within the Freeport, and practical solutions to the

challenges facing it, is a firm part of the legacy of his time in Subic Bay.

Born June 1, 1950 in Washington state, US. Geoff was a great original and oneof the founding fathers of the international Subic Bay community. He came tothe Philippines as Managing Principal for Dames and Moore on Phase 1 of the

the Ninoy Aquino International Airport and transferred to Subic Bay Freeport in1995 as a consultant with a World Bank-funded project with the SBMA Ecology

department. At the end of his tenure he elected to stay in Subic Bay, and becameGeneral Manager of Environmental Innovations Co. Inc., traveling widely as a consultant,

especially in the Middle East.

Our condolences go to his wife, Annie, his daughters Izun and Caroline, son Adam and his brother Bruce.

Cellphones are not the problem, nor will they ever be, nor will whatever technological descendant oftheirs makes instant wireless communication easier. The problem lies with the common indecencyof people. In a society where individual rights are always put first, too few realize that their rights endwhere the rights of an another begin. What I am attempting to say is that people are just not considerateenough of the feelings of others. Today, people only think of themselves, “Numero Uno”, first andforemost, instead of considering the feelings, or opinions of others. This problem is much moredeeply rooted than cellphones. People are inconsiderate when they drive, inconsiderate to theirneighbours, inconsiderate of other people’s beliefs, inconsiderate of others’ right to privacy, is atrend that comes hand in hand with urbanization. So, then what is the answer? Everyone must lookout for each other, instead of themselves.
