FORT MCMURRAY LOWER TOWNSITE:

Fort McMurray’s Lower Townsite (LTS) is the historic center of town and the location of municipal and provincial government offices. The neighbourhood is bounded by the Athabasca River on the west, the Clearwater River on the east and the Hangingstone River on the south. Memorial Drive and a natural escarpment close out the boundary between the Hangingstone and the Athabasca rivers. Proximity to an extensive river system provides unparalleled access to nature, but also places the property within the 100 year floodplain. In 2007 the LTS comprised approximately 18% of the urban population. The 2015 census reported about 15% (11,703 residents) of the urban population lived in the LTS. In 2009, the Lower Townsite Area Redevelopment Plan (ARP) was approved by municipal council. The ARP provided a comprehensive plan and development strategy to guide development in the area through to 2030, with specific attention to sustainability, intensification, land use integration, transportation and connectivity, infrastructure and servicing, and flood abatement. The plan was subsequently determined to be too ambitious for the community and zoning overlays prevail today, which impacts new development.
