It was agreed t h a t promptac t i on would be taken to f a c i l i t a t e be t t e r co-ord ina t i on between a l le x is ti ng s er vic es and funds would be provided to a s s i s t with t r a in ingprogrammes, th e prov is ion of new equipment and th e r ec ru i tmen t ofadd i t i ona l f u l l t ime profe ss iona l s t a f f . Commun icat io ns were cons ideredo f primary importance and it was decided to e s t ab l i s h an Aust r a l i anwide s t anda rd system encompass ing a l l ex i s t ing se rv i ce s which a reFede ra l and Sta t e pol ice fo rces , metropo l i tan f i r e br igades . countryf i r e au t ho r i t i e s , ambulance se rv ices , rescue se rv ice s and o the rvolunteer emergency s e rv i ce s .

    Basica l ly the r eo rgan i sa t i on seems to fo llow alo ng the l i n e s ofthe old Civ i l Defence Organ isa t ion and it i s i n t e r e s t i ng to note thesame old names a re being used aga in . The s t a t e s have been divided upi n to regions and each placed under th e command of a con t r o l l e r .A sub reg iona l con t r o l l e r i s responsib le to a cen t r a lreg iona l con t ro l l e r . From there it goes to s t a t e l eve l and then on toFede ra l l eve l cen t red 1n Canberra . As was the case with the o r ig ina lorgan i sa t ions each reg ian i s capable of opera t ing on it's own if thecha in of command should break down due to warf a re , c i v i l unres t orna tu r a l d i s a s t e r . Close l i a son has been arranged with a l l branchesof the armed se rv ices and in some i n s tances j o i n t t r a in ing programmeshave been a r ranged on a regula r b as is . H i l i ta ry r e se rv i s t s areencouraged to become voluntary emergency workers in t h e i r l o ca l a rea sas no t only t h e i r knowledge i s of use but it helps d ev elo p mutu al t r u s tbetween the community and se rv i ce personel in gene ra l .

    During the pas t year the Federa l Government has encouragedvolun tary involvement of as many pr iva t e c i t i zens as poss ib l e . In t h i sway a r eg iona l con t ro l l e r a smal l s t a f f can develop a sub s t an t i a lorgan i sa t ion a t very low cos t .

    Fur the r so ca l led cos t sav ings have been made by cen t r a l i s i ngemergency communicat ions in each s t a t e and ' p r i v a t i s i ng ' them byse l l i ng them o ff to an ou ts i de con t rac to r . Sta t e Government hasmoved the communicat ion systems covering Pol ice , Fire and Ambulances e rv i ce s under one roof a t g rea t expense to the tax payer and thenso ld them o ff to a company c al le d 'I nte rg ra ph I nc ' i s aspec ia l i s ed American communicat ions company sa id to be c lose ly connec tedto the United S ta t e s Nat ional Secur i ty Agency (NSA).

    Of f u r t h e r in te re s t is the o r ig in s of some of the profe s s iona ls t a f f members who have been employed to develop and conso l i da te the

    When th e d ep re ss io n h i t Aus t ra l i a in 1929 the Vic tor i an governmentwithdrew its f i n anc i a l suppor t fo rc ing th e s t a f f to work on reducedwages and fo r th e NSCA to depend on p r iva t e con t r ibu t ion made by bigbus iness and some weal thy i nd iv idua l s . The o rgan i s a t ion surv ived and in1934 the government renewed it's con t r ibu t ion a l low ing the NSCA tof u r t he r expand itls ro le in th e community.

    The second World War produced rapid growth in the o rgan i s a t ion andfo r the f i r s t t ime it became involved in mi l i t a ry mat t e r s , a ro l e itm a in ta in ed t hr ou g ho u t it's remaining h i s t o r y . By 1948 th e NSCA had ledto th e development of an en t i r e sa f e ty and s e cu r i t y indus t ry employ ingmore than 300,000 people .

    In 1976 a mys te r ious person named John Fre id r i ch j o ined th e NSCAas a sa f e ty o f f i c e r a t the Sta te Elec t r i c i t y Commis si on powe r s t a t i onin Yal lourn , Vic to r i a . Fre id r i ch was not h is r e a l name and to t h i s dayh is r e a l i d en t i t y has remained unknown. Due to h is high i n t e l l i g en c e .d i l i gence and a good measure of ass i s t ance from seve ra l powerful backers .pr inc ipa l l y the U.S. Cent ra l I n t e l l i g ence Agency (CIA), he quick ly rosethrough th e ranks and, desp i t e the fa c t h is background was a myth, and hed id no t even possess an A u s tr al ia n p as sp ort or va l id b i r th c e r t i f i c a t e ,he became the execu t ive d i r e c to r in 1982. His meteor ic r i s e to powercou ld only be desc r ibed as as ton i sh ing , however as t h e r e was p len ty ofmoney in it fo r everyone t he re were few compla in t s . When an oppos i t ionmember of pa r l i amen t ra i sed a ques t ion abou t th e appointment in the Househe was howled down by the government .

    Fre id r i ch (CIA Code Name 'rAGO') took to h is new job l i ke a duckto w ate r . Money s t a r t e d to flow and th e NSCA plunged i n to anunpreceden ted per iod of expansioJl .

    The NSCA headqua r t e r s were moved from plush o f f i c e s in S t . KildaRoad. Melbourne ( c lo se to the U.S. Consul Genera l ' s of f i ce in A lbe rtRoad which was then th e p r i n c i p a l CIA Sta t ion in Aus t ra l i a ) to Sa l e , acount ry town in G ip psla nd , Vic t o r i a . A complete a i r po r t was bU il t inWest Sale oppos i t e th e R.A.A.F. base s i tua t ed in East Sa le . No cos t wasspared and an e l abora te base which inc luded the l a rge s t hyperba r i c(decompress ion) f a c i l i t i e s in Aust ra l ia and an indoor horse r i d ing a renawas bu i l t in reco rd tim e.     The a s soc i a t i on with th e Eas t Sale RAAF base was a c lose one. Infact two senior RAAF of f icers sa t on the board of the NSCA. East Salei s a secure RAAF base and i s of ten used by NASA (U2 f l i gh t s ) and otherunexpla ined U.S. a i r c r a f t . It i s a l so the r epos i to ry of s ec r e t U.F.O.informat ion and was the base t ha t Frederick Valent ich a t tended fo r aspec i a l course r e l a t i ng to U.F.O. ' s before he disappeared over BassS t r a i t on 21s t October , 1978 while r epor t ing a close encounte r with al a rge U.F.O. They a l so ran t h e i r owni n t e rna t i ona l a i r l i n e which did no t account to anyone and moved peop le ,drugs and money in and out of Aust ra l i a . Fre id r i ch ' s ex pe r sona l p i l o tto ld the au thor t ha t he of ten flew him to a i rpo r t s in va r ious pa r t s ofAust ra l i a vhere he vould t r ans f e r to ano ther a i r c r a f t and d isappear .On one occas ion he flew to Essendon Airpor t in Melbourne where Fre id r i chto ld him to wai t . An execut ive j e t in U.S. colours and the CIA i n s ign iaon the t a i l landed sho r t l y af te rwards and Fre id r ich climbed aboard .Four hours l a t e r the plane re turned and Fre id r i ch va l ked back to h is ownplane and ordered the p i l o t to f ly back to West Sale . Apart frommentioning th e weather he sa id noth ing abou t the s t r ange f l i gh t . Thep i l o t also claimed t ha t he of ten rece ived order s to f ly toge the r with aback up p i l o t to d ese r ted a i r s t r i p s in the Austra l ian outback. He would then f ly Fre id r ich e i t h e r to Richmond RAAF basein New South Wales or back to West Sale . On th ree occas ions he had topick up Fre id r i ch from Pine Gap. Each t ime he flew a lone in a NSCALear J e t and made th e pick ups around 3 A.M. Even a t Pine Gap Fre id r i chwas always va i t i ng a lone on the vacan t a i r s t r i p .

    It was a lso wel l known t ha t the U.S. Airforce conducted j o i n tt r a i n ing e xe rc is es v ith the NSCA and there were s ev er al re po rts of the

Frank Nugan l o s t a grea t aea l of money and t h r ea t ened toexpose th e opera t ion i f he was no t re im b urs ed . T his was a se r i ou s e r ro ras he was sho t dead a few days l a t e r with a .300 magnum hunt ing r i f l e .

    As the Cold War came to a c lose it was decided to dump the NSCA.Suddenly it was revealed t ha t hundreds of mi l l i on s of do l l a r s had beenmisappropr ia ted and Fre id r i ch was blamed. The West Sale base was closedand hundreds of t r a ined and high ly ex perien ced p erso he! were d ismis sed .Fre id r i ch i n i t i a l l y went in to h id ing as he knew f u l l wel l t ha t when suchs e c r e t o pe ra tio ns a re c losed down th e c leaners come in and any po t en t i a lembar rassments are quickly e l imina ted . Fre idr ich played h is cardsco r rec t l y and su rfaced to face charges of bank f raud and o the r commercia lcr imes . While on ba i l he supposedly commit ted su i c ide which, of course ,was most convenient to everyone i nvo lved . However, the re were s t rongi nd i ca t i ons t h a t he was no t dead but had been quickly withdrawn to theU.S.A. j u s t l i ke Michael Hand and a un iden t i f i ed corpse from the c i tymorgue had been put in h is p lac e. S evera l po l i ce o f f i c e r s who t a lkedabou t t h i s were to ld t ha t they would be d is m is se d w ith ou t pension r igh t si f they ment ioned it aga in . Everyone shu t up.

    But what of a l l t ha t t r a ined s t a f f ? Within weeks o f the NSCA c lo sedown many o f them were absorbed i n to o ther government s e rv i c e s and theorgan i s a t ions they had helped to t r a i n . Many o th e rs a re now involved inthe new rap id ly developing Sta te emergency s e rv i c e s . No doubt , l i ke theo ld Civ i l Defence Organisa t ion per sonne l , most of them wi l l have kep tt h e i r American con tac t s and are f i rmly par t of the secu r i t y o ld boysne twork . Never the les s NSCA t r a ined o f f i c e r s a re co ns id ere d the bes t int h e i r f i e ld and a re fu l ly capable of pu t t ing organ i s a t ions t oge the rquickly and e f f e c t i v e l y . This seems to be what they a re doing a t thepresen t t ime .

    There a re in d ic at io n s th at a f u l l y ope ra t iona l , co-o rd ina ted na t ionwide rescue and emergency se rv ice must be ready fo r any even tua l i t y by1998/99 a t the l a t e s t . The reason fo r such haste i s not c l e a r but itappea rs t ha t something i s expected to happen by the end o f the decadeand as fa r as humanly poss ib le the government wants to be ready fo r it.This seems to fit in with o ther prepara t ions being made by the Federa land Sta t e po l i ce force and the armed s e rv i c e s .THINGS MILITARY

    In l a t e 1995 the army moved it's southern armoured div i s ion fromVic to r i a to the Northern Te r r i t o ry . The government s t a t ed a t the t imet h a t as they d id not expec t an invas ion from the An ta rc tic th er e was nopo in t in keeping them in the Southern pa r t of Aus t r a l i a . Does t ha t meanthey expec t an a t t ack from the North?

    In January , 1996 a source in the U.S.A. advised t ha t the army hadplaced a l a rge order fo r Jeeps spec i a l l y prepared to r e s i s t chemicaland b io log i ca l warfare agen t s . The exact number i s not known but it i sunders tood to be in the hundreds . Simi la r veh ic les were used by theAmerican f o rce s in the Gulf War. Why should they be conSidered a v i t a ladd i t i on to th e a rmie ' s i nven to ry of equipment in Aust ra l i a? Del iverywi l l take place over the nex t two year s meaning it wi l l be completed bymid 1998. No mention of t h i s orde r has been made by any of theAust ra l i an media o r any government au tho r i t y .

    A new s i t e i s being s e l e c t ed fo r th e e s t a b l i s hmen t o f a headqua r t e r sand t h i s i s expec ted to be in a secure area (poss ib ly underground) inNew S ou th W ales. As th e new headqua r te r s must be reasonably c lo s e toCanber ra it wi l l probab ly be s i t u a t ed in the ex t en s i ve undergoundfacilities in th e Snowy Mounta ins . In r ecen t years it became necessa ry togrea t l y inc rease th e capac i ty of the se rv ice to con t ro l i l l e g a l f i sh ing ,drug smuggl ing and th e f low o f i l l e g a l immigrants . To ach ieve a muchh igher l e ve l of s u r ve i l l a nc e th e system has been pa r t i a l l y ' p r i v a t i s e d . 'Like the NSCA, a pr iva t e South Aus t ra l i an company which opera tes al a rge number of a i r c r a f t has been con t r ac t ed to un der tak e co ntin uo uss u r ve i l l a nc e from th e North West to th e North Eas t and pa t r o l th e oceand iv id ing Aus t r a l i a from Indones ia and New Guinea. Over th e pas t twoyears the government has been very generous to t h i s con t r a c t o r bydona t ing a sub s t an t i a l number of f ixed wing a i r c r a f t and prov id ingi n t e r e s t f ree f inance fo r th e purchase of new a i r c r a f t from th e U.S.A.and Europe. As th e t r i c k l e of boat people has been i n c rea s i ng over th epas t few years the government appea r s to be ac t ing with some urgency.

    The Navy and th e A irfo rce a re still involved in th e coa s t watch .th e p riv a te c o n tr ac to r being used as t h e i r ex t r a s e t of eyes . This r ea l l y did it and the man's expres s ionchanged from puzzlement to what could only be desc r ibed as abso lu teho r ro r . He shouted a t them to s t ay where they were and grabbed a t at e lephone . At t h i s po in t the two T.V. men dec ided it was t ime to l eaveand they qu ick ly walked around the ob jec t and out th e hanger doors . Theywere a lmost back to the he l i cop t e r area when a car sc reeched to a ha l tin f ron t of them. Out jumped four guards inc lud ing one of th e o f f i c e r swho had met them abou t ha l f an hour befo re . He smi led and asked themwhat they had been doing.     The main purpose of the base appears to be top s e c r e t expe r imen ta t io r1n the area of e l ec t ro magnetism and the ea r t h ' s magnet ic f i e l d .     Another r a t he r amusing i nc iden t occur red in December, 1995.
