She is absolutely delighted to have been chosen to serve as Deputy Mayor by her fellow councillors for a second time and is looking forward to assisting Michael Weaver during his year as Town Mayor. Nicola moved to Harpenden with her husband, Tim, in 1987. They have a son and daughter who both attended St Nicholas School, where Nicola served as a school governor for many years, including three as the Chairman of Governors. She has also been a volunteer with Victim Support and the Children & Family Services Team, and served on many committees in the town. She is very keen to do all she can to support Michael Weaver’s two charities this year. A NEW TERM, A NEW TOWN MAYOR! H arpenden’s Town Mayor for 2011/12 is Councillor Michael Weaver – Michael was born in London in 1939. Educated at the University College School in Hampstead and graduating at the London School of Economics, he qualified as a Chartered Accountant with KPMG in 1965. Moving into this area in 1968, many residents will remember him as running the popular store, C & A, in the High Street for 35 years. He and his wife, Rosalind, have brought up four children, all educated locally who are now successfully pursuing their own careers. In 1979 he was President of the Chamber of Commerce and is still an active Director. He is also a Director of St Hilda’s School. Elected eight years ago as a Town Councillor, after retiring from C & A, he has served on nearly all Council Committees and was Deputy Town Mayor in 2006/7. He has chaired the key Policy and Finance Committee which he is very pleased to say has delivered a 2.25% cut in the local precept for the current financial year. Apart from finance, he has involved himself in a very wide range of other community and charity interests. Passionate about keeping our shopping centres vibrant and viable, he has promoted events like the Christmas Carnival for several years. He says “The High Street is the centre of our community and its viability is key to the well-being of our town.” Always a sporting enthusiast, he has run three London Marathons and in 2001 achieved a life long ambition in climbing Mount Kilimanjaro with his son, all of this in aid of charity. He is an enthusiastic supporter of the town’s rugby club. Once a keen tennis and hockey player, he follows all sports but, unfortunately, has had to become a spectator more than a participator due to a major back operation two years ago. With a genuine love and feeling for our town and supporting the current drive for localism he feels Harpenden should take back all the services that it can realistically or more economically run itself. He takes great pride in our Town and says “I feel deeply honoured to have been elected Town Mayor. I will simply do my best, working as hard as I can for the community as a whole.” Michael’s chosen charities to support during his Mayoral year are the Herts Air Ambulance and the Harpenden Seniors Club (formerly the Day Centre).

AWARDS OF MERITEach year the Town Council recognisesoutstanding contributions to the community overmany years by presenting Awards of Merit toindividuals who have been nominated forexceptional work for the people and communityof Harpenden. One of this year’s nominees ColinHarries received his award at the Annual TownMeeting in April, the other two, Les Casey andIrene Russell receiving theirs at the Annualmeeting of the Town Council in May.

TOWN MAYOR’S CHARITY PRESENTATIONThe outgoing Town Mayor, Councillor Daniel Chichester-Miles, was delighted to presentcheques to his nominated charities; Harpenden Mencap and the Samaritans - Luton, South Bedsand Harpenden branch, at the Annual Town Meeting on Monday 11 April held in Park Hall. The Town Mayor had raised £4,250 for the two charities during his year in office and eachcharity received a cheque for £2,125.Key money raising events throughout his year were:• The Quiz night held in July 2010 which sold out very quickly. There was a fish and chipsupper, and raffle at the end of the evening. The Quizmaster Ginny St John Glew is well-known in Harpenden for her fun and innovative quizzes and the addition of a teddy bearauction, kindly organised by Chris Canfield, helped collect the fantastic sum of £1,300.

• St George’s School Jazz Band kindly provided the music at the Jazz Evening, which washeld at the Harpenden House Hotel in November and raised over £1,400.

• The Ghost Walk was very popular and two walks were organised in January, which lookedat haunted properties in the town centre. There were some sad anecdotes as well as somehumour in places. The walks were suitable for a wide age range and several family groupsattended providing some great feedback afterwards.

And finally, in February, the Town Mayor welcomed Bonita Norris, who gave a talk abouther climb to the top of Mount Everest in 2010. Bonita, kindly sponsored by VocaLink, gavea fascinating talk.The Town Mayor commented: “I have held four very successful events during my year in office and Iwould like to thank everyone for their support and generosity. I would especially like to thank St George’sSchool Jazz Band, Harpenden House Hotel, Chris Canfield, Mr and Mrs Brisco, Bonita Norris,VocaLink, local businesses, the Samaritans (local branch), Harpenden Mencap and the HarpendenTown Councillors and Officers – whose input and support has been much appreciated and has raisedimportant monies for these two very worthwhile charities”.

An event that has been running in Harpenden for over 25 years,the Common is the perfect location for a wide variety of localartists to exhibit their work including paintings, jewellery, greetingcards, ceramics and fine art photography. Twenty per cent of allsales or commissions will go to Cancer Research UK.

Harpenden’s Highland Gathering will be held on Sunday 10 July2011 in Rothamsted Park, Harpenden from 10.00am to 5.00pm.It is a major family outdoor fun event for Harpenden and it raisesthousands of pounds for worthwhile charities. The event isclaimed to be the largest Highland Gathering in the UK outsideScotland. The organisers, Harpenden Lions Club, describe it as amajor community event and a “fun day out for all the family witha Scottish flavour”. All the traditional attractions of the Highland Gathering will againbe there - pipe bands, highland dancing, marching, heavy eventsand competitions. Highlights of the busy day include HighlandGames Heavy Events, The Black Watch re-enactment, Dog andDuck display, Falconry display, Roundwood School gymnasticsdisplay, Jazz Band and there will be six Pipe BandsThe 1st Battalion 42nd Highland Regiment, The Black Watch, willdress in the uniforms of 1815 and put on a display complete withreal firing muskets. Fund raisers for schools, charities orcommunity groups – especially thosewho enjoy walking - will have a newopportunity this autumn.The Harpenden Sponsored Walk, to beheld on Sunday 25 September, offerstwo routes of different distances, bothstarting and finishing at RothamstedResearch car park. The event is beingstaged by Harpenden Village RotaryClub which organises the annual andhighly successful Classics on theCommon car meeting.Seventy five per cent of the sponsorshipmoney raised by each walker will go tothe walker’s own good cause with theremaining 25 per cent donated to Rotaryfor distribution to its charities.For more information on the eventplease email: [email protected].

Fundraising Opportunities

VOICE YOUR CHOICETHE RESULTS ARE IN!The votes have been counted and the results are in for the Voice your Choice initiative.Almost 1,000 households and businesses voted for their four favoured projects, which weresuggested by Harpenden residents and businesses to improve Harpenden. Residents, community groups and businesses were invited by the Town Council to putforward proposals to improve Harpenden. One hundred and fifteen projects were receivedand 37 feasible initiatives were taken forward for residents to select from. The projects werevery varied and included play area improvements, town centre enhancements, youth projectsand community initiatives.It was one vote per household or business located within AL5, prioritising their favouredprojects from 1st to 4th position.The projects were scored by adding up the total number of points the project received withthe following weighting: four points for a 1st place, three points for a 2nd place, two pointsfor a 3rd place and one point for a 4th place.

There was £26,000 on offer and the projects that will receive funding are:1st PLACE ROTHAMSTED PARK PLAY AREA (£15,000)

To provide play equipment for older and disabled children.2nd PLACE HELP US PRESERVE YOUR RESERVE –

BATFORD SPRINGS NATURE RESERVE (£2,000) The Batford Springs Volunteers will renovate the central area of the reserve and renew the picnic tables.

3rd PLACE CINEMA RETURNS TO HARPENDEN (£5,000)The Harpenden Film Society will use the grant to go towards a fixed professional screen and additional sound equipment to improve the quality of the screenings in the Public Halls.

4th PLACE HARPENDEN CHRISTMAS LIGHTS(will receive £4,000 of the requested £15,000).To replace the Christmas Lights in Harpenden Town Centre.

Other projects which were popular but did not receive funding included:Cycle Access to the Nickey Line, Re-birth of 2nd Harpenden Scout Group in Batford, AEDsin Harpenden Town Centre, Outdoor Fitness Equipment for all, Enhancement of the PublicHalls area and Club Nights for Teenagers.Oliver Randell from the Batford Springs Volunteers said “We would like to thank the peopleof Harpenden for voting for us. It is wonderful that there is so much support in the Town forthe work we do and for Batford Springs Nature Reserve. We have been working hard to raisethe profile of the Springs. Visit our new website for more information on the work we do,www.batfordsprings.org.uk. The grant to replace the picnic tables and to carry out plannedrenovation and conservation work will make a real difference for the community to enjoy.”Voice your Choice has not only let the community decide what projects should be fundedbut has also:• promoted community projects to a wider audience. • shown the Town Council (and other local authorities) what is important to the residents.• gives an evidence base for further funding from local authorities, companies or grantmaking bodies.

Watch out for the next edition of Forum as the Town Council has received interest fromgrant-making organisations and companies offering extra funding towards some of theprojects, hopefully there will be more good news in the September edition.

So this means whenyour neighbour submits aplanning application (or anyother application in the town issubmitted) the Town Councilwill consider the applicationbefore passing a recommendationto the Planning Authority atSt Albans District Council.St Albans District Council(SADC), as the PlanningAuthority, strives to determine allplanning applications within aneight-week cycle. This periodcommences when a planningapplication is submitted toSADC. As part of the processHarpenden Town Council isconsulted on all applicationswithin the Harpenden area.SADC also consult with theimmediate neighbours of theapplicant, with the consultationperiod lasting for a threeweek period. The Town Council’s PlanningCommittees meet on afortnightly basis to consider allHarpenden applications withinthe consultation period.Residents can contact HarpendenTown Council to view planningapplications and to enquire whenthese are due to be considered byeither of the Town Council’sPlanning Committees. Residentsare encouraged to advise theTown Council of any concernsthat they might have regardingplanning proposals they feelaffect them. It is suggested copiesof letters sent to the planningdepartment at St Albans DistrictCouncil are also forwarded toHarpenden Town Council.These can then be considered bythe relevant planning Councillorswhen viewing the planningapplication. Recommendations on allapplications are sent to SADCfor inclusion in the Officersreport to the Planning(Development Control)Committee North fordetermination. They determine all non-contentious applications, whichis approximately 90% received bythe Planning Authority.The Planning (DevelopmentControl) Committee Northdetermines the remaining 10%of applications in the HarpendenArea.SADC Councillors, howeverhave the power to “call in” anyapplication they consider needsfurther investigation. This processensures an application isdetermined by the PlanningCommittee and not determinedby a Planning Officer. Should a resident have concernsabout an application and wishes itto be considered by the PlanningNorth Committee, they candiscuss it with a Planning NorthDistrict Councillor and requestthat the application is “called in”on their behalf. The PlanningNorth Committee meetings areheld every three weeks currentlyat the St Albans District Counciloffices. Harpenden’s very own nature reserve atBatford Springs is a magnificent natural oasisthat features relatively rare habitats such asreed beds, chalk streams and damp woodland.At the same time, it provides a variety ofopportunities for local people to experiencenature at first hand and to relax and unwindafter the stresses of another hard week.A good starting point to find informationabout the reserve is at the Batford SpringsVolunteers’ (BSV) website atwww.batfordsprings.org.uk. Another startingpoint if you are taking young children along tothe reserve is to pick up one of the quizzesabout it, available from the two pubs or thegeneral store nearby (the Amble Inn on StationRoad, the Gibraltar Castle on the Lower LutonRoad or the General Stores on the corner ofStation Road and Marquis Lane).The BSV are currently designing sixinformation boards, which are planned forinstallation on the reserve in the summer.These will provide information about flora andfauna and also some of the man-made features.Just recently, 11 young people from theUniversity of Hertfordshire gave up their owntime to come and help us performconservation management activities on the

reserve. They were a wonderful crowd and dida fantastic job. BSV also has an excellentongoing relationship with a number ofschools and young people’s organisations,particularly the Lea School and the 4thHarpenden Scouts.

Unfortunately, one area over the years whereBSV believes the reserve has not enjoyed thelevel and quality of support it had hoped isfrom the landowner, St Albans DistrictCouncil. BSV has often felt rebuffed bybureaucracy, poor communications and a lackof any closeness to what is needed. Two yearsago, BSV began to seek devolution of the landto the Town Council, with which it hasalways had an excellent relationship. WhileSt Albans has been amenable to this proposaltwo years on as I write this, little headway hasbeen made. BSV will continue to fight fordevolution in the hope that at some point,St Albans will recognise the benefit. If yousupport the devolution of the reserve to theTown Council, perhaps you could let BSVknow by e-mailing one of the addresses on the‘Contacts’ page of their website(www.batfordsprings.org.uk).

Organised by the Town Council, Harpenden school children wereasked to create a garden inside a cereal box using only ‘junk’materials that would normally be thrown away. The winning garden was created by Holly Berwick from CrabtreeJunior School and was entitled “The Funky Junk Garden”All of the winners and runners-up were presented with their prizes and certificates by Harpenden Town Mayor CouncillorMichael Weaver on the 20 May.Councillor Michael Weaver said: “This year’s entries wereoutstanding and my congratulations goes to all of thewinners. CLASSICS ONTHE COMMON This year’s classic car meeting on Harpenden Common is on Wednesday, 27 July. Harpenden Village Rotary Club, theorganisers, suggest that residents should ifpossible avoid using the Harpenden-St Albans

road (A1081) between 2.00pm and dusk asthere will be considerable congestion withclassic vehicles entering and leaving theCommon opposite the Silver Cup. As usual,there is no entry charge for the public but, inreturn for the chance to enjoy the spectacle of

1200 classic vehicles, the Rotary Club askseveryone to respond as generously as possible

when approached by their members fordonations. The three charities that will benefit

most from the money raised will be the National

Control of Dogs on the CommonHarpenden Common is a lovely space toenjoy all year round. Whilst used in manydifferent ways, perhaps one of the mostfrequent informal uses is walking andexercising the dog. Users of the Common for this purpose areasked to respect others, especially withregards to the control of their dogs.The Common, by its very nature, is awonderful place to allow dogs to expendtheir endless amounts of energy.However some dog owners do not have anacceptable level of control of their dog

with other users of the Common bearingthe brunt of unruly dogs. The Town Council welcome dogs on theCommon. We provide dog waste bagdispensers and a number of waste bins,encouraging owners to clear up after thedogs when using the Common. We knowhow successful these facilities are by theiruse. Please continue to use them and askothers to do the same. Please keep yourdog under control at all times. Pleaserespect other users to ensure the Commonis a safe and enjoyable place for all.
