Commandant’s Message:
Elections are in February. Anyone who would
like to step up and take an office needs to let
Denis Simpson know. The election will be held
at the February membership meeting.
We will need nominations for Marine of the
Year, Associate Marine of the Year,
Americanism Award, and newsletter.
The Department Commandant is looking for
one paid-up member from each detachment to
serve on committees: Credentials, Budget,
Constitution and By Laws, and Resolutions.
Paperwork needs to be submitted by March 11.
We have had three members step up to
organize some of our teams.

We need someone to organize a fishing team,
or a group to have fun. We also have some
model airplane interest in our detachment.

Also, on Sunday, June 25 at 1230, Saint Louis
Cardinals vs Pittsburgh Pirates. $61.00 seats for
only $26.00. All field level seats. Marines will
be honored. Reservations are due May 1, with
payment due by May 15. It would be nice to
have a group to attend. Could be a fun time.

Nomination Instructions
This award shall be presented to a REGULAR
MEMBER of the Department of Missouri,
Marine Corps League who has rendered
service(s) and/or performed a deed(s) above
and beyond the duties and obligations required
of a member of the Marine Corps League, or a
meritorious deed(s) so identified as being
within the scope of these rules shall be of such
substance that the weight will or shall have
brought acclaim and prestige to the member’s
Detachment; or has enhanced and/or furthered
the concepts of the duties of being a citizen of
the United States of America; or a deed(s) of
courage or valor without regard for his/her own
safety.
Letters of nomination must originate only at the
DETACHMENT LEVEL. No individual nor
any subsidiary unit of the Marine Corps League
shall submit a letter of nomination.
All letters of nomination shall include a letter
signed by the Detachment Commandant and
Adjutant, stating that the nominee for the
Department of Missouri Marine of the Year
was approved at a regular meeting of
theDetachment by a majority vote. (In the event
a nominee is the Commandant, the letter of
nomination shall be signed by the Senior Vice
Commandant and the Adjutant. In the event a
nominee is the Detachment Adjutant, the letter of
nomination shall be signed by the Detachment
Commandant and Senior Vice Commandant).
Each nomination submitted shall be placed in a
sealed envelope and addressed to "Chairman,
Department of Missouri - Marine of the Year
Committee". THIS ENVELOPE SHALL THEN BE
PLACED IN ANOTHER ENVELOPE and mailed or
delivered in person to the Department Sr. Vice
Commandant no later than the date of the March
Department Staff meeting prior to the next State
Convention.
It shall be the duty of the Sr. Vice Commandant to
insure that the nominations submitted by the above
deadline are in turn delivered to the previous year’s
Marine of the Year recipient.
The previous year’s MOY recipient shall serve as
Chairman of the MOY committee, which is
comprised of all past recipients of the MOY award.
This committee shall select the next MOY for the
period from June to June. The name of the person
selected should be forwarded to the Department Sr.
Vice Commandant in a timely manner so that the
appropriate plaque can be prepared and presented at
the June Department Convention.

Americanism Award

Elected Positions
Commandant
Leadership of the Detachment. Chief
Executive Officer of the Detachment,
responsible for the activities, financial
standings, and the image portrayed in the
community and the League. Presides over
meetings, formulates and develops programs,
appoints committees, and represents the
Detachment.
Senior Vice-Commandant
Second in command of the Detachment and
logical successor to the Commandant. Provides
support to the Commandant, backs-up the
Commandant in his absence, assists with the
achievement of Detachment goals and
operations.
Junior Vice-Commandant
Primarily responsible for the recruitment and
retention of members. Assists the
Commandant and Senior Vice-Commandant
and presides in their absence.
Judge Advocate
Knowledgeable in National, State, and
Detachment by-laws. Assures that the
Detachment abides by those by-laws. Renders
opinions and rulings during meetings on
procedures.
Trustees
Acts as auditing committee. Conducts at least
one financial audit of the Detachment yearly.
Appointed Positions
Adjutant
Corporate recording secretary for Detachment
meetings and affairs. Maintains
correspondence, documentation, written
communications and provides other staff
assistance. Keeps accurate minutes of
meetings and prepares them for permanent
record of the Detachment.
Paymaster
The Detachment’s Chief Financial Officer. The
Paymaster serves as treasurer, accounts for all funds
received and expended, assists in the annual financial
audits of the Detachment, and files all forms required
by law. Maintains Detachment roster, submits new
member transmittals, roster additions / deletions as
required to the National MCL.
Sergeant-at-Arms
Responsible for setting up and maintaining order at
business meetings.
Chaplain
Provides comfort and special service to members and
families in time of need. Offers invocations and
prayers for meetings, installations, ceremonies, and
funeral services. Visits sick members or corresponds
appropriately. Provides comfort and information to
families of deceased members. Provides notification
to Department, Division, and National on deceased
members. Maintains the record of deceased
Detachment members.
Quartermaster
Maintains the property of the Detachment. Ensures
the Detachment has adequate supplies needed to
perform its function and items necessary for the
membership. Provides Marine, Marine Corps
League, Veteran related, and other items for sale at
Detachment meetings.
Historian
Responsible for the historical records of the
Detachment. Obtains member history for inclusion
in official Detachment historical records.
Newsletter Editor
Responsible for putting together the Detachment
monthly newsletter, publishing it, and disseminating
it to members and other interested parties.
Web Sgt.
Responsible for maintaining and updating the
Detachment website.
Public Relations Officer
Responsible for getting publicity about the
Marine Corps League and the Detachment
publicized and recognized in the public arena.
Eagle Scout Coordinator
Responsible for maintaining the Detachment’s
Eagle Scout program. Presenting MCL
certificates to new Eagle Scouts, and submits
quarterly reports on those presentations to the
Department, Division, and National MCL.

By-Laws
The Sport/Hobby Initiative.
As we start the New Year, The Pvt. George
Phillips Detachment has started a Sport Team /
Hobby Team initiative. Very simply, if you
have an interest in a sport or a hobby and want
to start a group of like-minded Detachment
members to play and/or compete, the
Detachment will fund reasonable
league/tournament/ competition fees. To
obtain Detachment sponsorship, the team must
be comprised of at least 50% paid Detachment
members, and where applicable, the Pvt.
George Phillips Detachment red polo shirt will
be the official uniform to be worn during team
practices/tournaments/ competitions.
The purpose of this initiative is for
camaraderie, fun, and exposure to the outside
world of the Marine Corps League. The only
limitation is your imagi-nation. We have a
start: Dennis Simpson will be exploring a
shooting team to compete in the Marine Corps
League Postal match which runs from March through
October. Joe Gentile has volunteered to lead a
Detachment bowling team. Carl Ramsey has
volunteered to lead a military model building group.
If you have an interest and want to get a group
together, contact Dennis Simpson at
[email protected] and he will put it
out in an e-mail blast. Some suggestions: a fishing
team, a chess club, a softball team, a book club, a
Scotch drinking club (my favorite), a wine club, a car
club, or a food club. We are only limited by our
imagination on this initiative. We have over 100
members who have varied and mutual interests. Step
up and start your engines!

Additional information will be forthcoming about the
shooting team and the requirements for competing in
