The resulting net satisfaction ratings (% satisfied minus % dissatisfied) were a "good" +36 for Vice-Pres. Robredo, a "very good" +62 (correctly rounded) for Senate President Sotto, a "very good" +53 (correctly rounded) for Speaker Cayetano, and a "moderate" +21 first rating for Chief Justice Peralta. The December 2019 survey also found 73% satisfied and 11% dissatisfied with the performance of Senate, 63% satisfied and 12% dissatisfied with the House of Representatives, 62% satisfied and 13% dissatisfied with the Supreme Court, and 56% satisfied and 11% dissatisfied with the Cabinet as a whole [Tables 3, 4, and 5]. The resulting net satisfaction ratings were a "very good" +62 for the Senate, a "very good" +51 for the House of Representatives, a "good" +49 for the Supreme Court, and a "good" +45 for the Cabinet as a whole.     Net Satisfaction “Good” for Vice-President Robredo,

    “Very Good” for Senate President Sotto, “Good” for Speaker Cayetano,

    and “Moderate” for Chief Justice Peralta

    Social Weather Stations

    The Fourth Quarter 2019 Social Weather Survey, conducted from December 13-16, 2019,

    found 59% satisfied and 23% dissatisfied with the performance of Vice-President Leni Robredo, 73%

    satisfied and 10% dissatisfied with Senate President Vicente “Tito” Sotto III, 67% satisfied and 15%

    dissatisfied with Speaker Alan Peter Cayetano, and 40% satisfied and 19% dissatisfied with Chief

    Justice Diosdado Peralta [Tables 1 and 2].

    The resulting net satisfaction ratings (% satisfied minus % dissatisfied) were a "good" +36 for

    Vice-Pres. Robredo, a "very good" +62 (correctly rounded) for Senate President Sotto, a "very good"

    +53 (correctly rounded) for Speaker Cayetano, and a "moderate" +21 first rating for Chief Justice

    Peralta.

    The December 2019 survey also found 73% satisfied and 11% dissatisfied with the

    performance of Senate, 63% satisfied and 12% dissatisfied with the House of Representatives, 62%

    satisfied and 13% dissatisfied with the Supreme Court, and 56% satisfied and 11% dissatisfied with

    the Cabinet as a whole [Tables 3, 4, and 5].

    The resulting net satisfaction ratings were a "very good" +62 for the Senate, a "very good"

    +51 for the House of Representatives, a "good" +49 for the Supreme Court, and a "good" +45 for the

    Cabinet as a whole.

    Vice-President Robredo stays “Good” at +36

    Vice-President Robredo's net satisfaction rating stayed good, up from +33 in September 2019

    to +36 in December 2019 [Chart 1, Tables 6 and 7].

    The 3-point rise in the overall net satisfaction rating of Vice-Pres. Robredo was due to

    increases in Metro Manila, Mindanao, and the Visayas, combined with a steady score in Balance

    Luzon.

    Vice-Pres. Robredo's net satisfaction rating stayed moderate in Metro Manila, up from +15 in

    September 2019 to +25 in December 2019.

    It stayed good in Mindanao, up from +32 in September to +38 in December.

    It stayed good in the Visayas, up from +46 in September to +48 in December.

    It also stayed good in Balance Luzon, down slightly from +34 in September to +33 in

    December.

    Rural net satisfaction stayed good, up from +40 in September to +45 in December.

    Urban net satisfaction stayed moderate, up from +20 in September to +26 in December.

    By basic demographics, Vice-Pres. Robredo’s net satisfaction rating rose from neutral to

    moderate among class ABC and among high school graduates.

    It stayed good among class D or the masa, among both men and women, among the 18-34

    year olds, and among those 45 years old and above. It also stayed good among non-elementary

    graduates, elementary graduates, and college graduates.

    However, it fell from very good to good among class E, and from good to moderate among

    35-44 year olds.

    Senate Pres. Sotto stays “Very Good” at +62

    Senate Pres. Sotto’s net satisfaction rating stayed very good, up slightly from +61 in

    September 2019 to +62 in December 2019 [Chart 2, Tables 8 and 9].

    The 1-point increase in the overall net satisfaction rating of Senate Pres. Sotto was due to

    increases in all areas except Balance Luzon.

    Senate Pres. Sotto’s net satisfaction rating rose from very good to excellent in Metro Manila,

    up from +68 in September to +78 in December.

    It stayed very good in the Visayas, up from +61 in September to +67 in December.

    It stayed very good in Mindanao, up slightly from +51 in September to +53 in December.

    It stayed very good in Balance Luzon, although down from +64 in September to +60 in

    December.

    Urban net satisfaction with Senate Pres. Sotto stayed very good, up from +64 in September to

    +69 in December.

    Rural net satisfaction also stayed very good, although down slightly from +59 in September

    to +57 in December.

    Compared to September 2019, Senate Pres. Sotto’s net satisfaction ratings stayed very good

    in all basic demographics, except among class ABC where it fell from very good to good.

    Speaker Cayetano up to “Very Good” +53

    Speaker Cayetano’s net satisfaction rating rose from good to very good, up from +49 in

    September 2019 to +53 in December 2019 [Chart 3, Tables 10 and 11].

    The 4-point increase in the overall net satisfaction rating of Speaker Cayetano was due to

    increases in all areas except Balance Luzon.

    Speaker Cayetano’s net satisfaction rating rose from good to very good in Metro Manila, up

    from +48 in September to +54 in December.

    It stayed very good in Mindanao, up from +52 in September to +65 in December.

    It also stayed very good in the Visayas, up from +57 in September to +67 in December.

    It stayed good in Balance Luzon, although down from +45 in September to +40 in December.

    Urban net satisfaction with Speaker Cayetano stayed very good, up from +51 in September to

    +56 in December.

    Rural net satisfaction rose from good to very good, up slightly from +49 in September to +50

    in December.

    Compared to September 2019, Speaker Cayetano’s net satisfaction ratings rose from good to

    very good among class D, among women, among 18-24 year olds, among those 45-54 year olds and

    above, and among college graduates.

    However, it fell from very good to good among class E and among 25-34 year olds.

    It stayed good among class ABC, among men, among 35-44 year olds, and among high school

    graduates and below.

    Chief Justice Peralta’s first net rating a “Moderate” +21

    Chief Justice Peralta’s first net satisfaction rating was a moderate +21 [Chart 4, Tables 12

    and 13].

    It was moderate in all areas: highest in Metro Manila at +27, followed by Mindanao at +26,

    the Visayas at +18, and Balance Luzon at +17.

    It was also moderate in both rural and urban areas, at +23 and +19, respectively.

    It was highest among class D at moderate +24, followed by class E at moderate +17, and class

    ABC at neutral -2.

    It was moderate among both men and women, at +20 and +22, respectively.

    By age group, it was highest among 18-24 year olds at good +41, 35-44 year olds at moderate

    +25, 55 years old and above at moderate +18, 25-34 year olds at moderate +15, and 45-54 year olds

    at moderate +14.

    It was highest among high school graduates at moderate +26, non-elementary graduates at

    moderate +21, elementary graduates at moderate +17, and college graduates at neutral +7.

    Senate stays “Very Good” at +62

    The net satisfaction rating of the Senate stayed very good, up from +56 in September 2019 to

    +62 in December 2019 [Chart 5, Tables 14 and 15].

    The 6-point decline in the overall net satisfaction with the Senate was due to increases in all

    areas.

    It rose from very good to excellent in the Visayas, up from +57 in September to +71 in

    December.

    It stayed very good in Mindanao, up from +56 in September to +62 in December.

    It stayed very good in Metro Manila, up from +58 in September to +63 in December.

    It also stayed very good in Balance Luzon, up from +55 in September to +59 in December.

    It stayed very good in urban areas, up from +56 in September to +61 in December.

    It also stayed very good in rural areas, up from +56 in September to +64 in December.

    Compared to September 2019, net satisfaction with the Senate stayed very good in all basic

    demographics except among class ABC where it fell from very good to good.

    House of Representatives up to “Very Good” +51

    The net satisfaction rating of the House of Representatives rose from good to very good, up

    from +43 in September 2019 to +51 in December 2019 [Table 16].

    The 8-point rise in the overall net satisfaction rating of the House of Representatives was due

    to increases in Mindanao, Balance Luzon, and the Visayas, combined with a steady score in Metro

    Manila.

    The House of Representatives’ net satisfaction rating rose from good to very good in

    Mindanao, up from +45 in September to +60 in December.

    It also rose from good to very good in the Visayas, up from +48 in September to +56 in

    December.

    It stayed good in Balance Luzon, up from +39 in September to +47 in December.

    It also stayed good in Metro Manila, at +44 from September to December.

    Net satisfaction with the House of Representatives rose from good to very good in rural areas,

    up from +44 in September to +55 in December.

    It stayed good in urban areas, up from +40 in September to +47 in December.

    Compared to September 2019, net satisfaction with the House of Representatives rose from

    good to very good in all basic demographics, except among class ABC, among women, among 45-

    54 year olds, and among high school graduates where it stayed good.

    Supreme Court stays “Good” at +49

    The Supreme Court’s net satisfaction rating stayed good, up from +41 in September 2019 to

    +49 in December 2019 [Chart 6, Tables 17 and 18].

    The 8-point rise in the overall net satisfaction rating of the Supreme Court was due to increases

    in all areas.

    The Supreme Court's net satisfaction rating rose from good to very good in Mindanao, up

    from +41 in September to +54 in December.

    It also rose from good to very good in the Visayas, up from +48 in September to +56 in

    December.

    It stayed good in Metro Manila, up from +36 in September to +47 in December.

    It also stayed good in Balance Luzon, up from +39 in September to +45 in December.

    It rose from good to very good in rural areas, up from +42 in September to +55 in December.

    It stayed good in urban areas, up from +39 in September to +43 in December.

    Compared to September 2019, the Supreme Court's net satisfaction rating rose from good to

    very good among class D, among women, among 25-44 year olds, and among elementary graduates

    and above.

    It stayed good among classes ABC and E, among men, among 18-24 year olds, among those

    45 years old and above, and among non-elementary graduates.

    The Cabinet stays “Good” at +45

    The Cabinet's net satisfaction rating stayed good, up from +35 in September 2019 to +45 in

    December 2019 [Chart 7, Tables 19 and 20].

    The 10-point rise in the overall net satisfaction rating of the Cabinet was due to increases in

    all areas except in Metro Manila.

    The Cabinet’s net satisfaction rating rose from good to very good in Mindanao, up from +33

    in September to +51 in December.

    It also rose from good to very good in the Visayas, up from +40 in September to +51 in

    December.

    It stayed good in Balance Luzon, up from +33 in September to +40 in December.

    It also stayed good in Metro Manila, although down slightly from +41 in September to +40

    in December.

    It stayed good in rural areas, up from +33 in September to +47 in December.

    It also stayed good in urban areas, up slightly from +40 in September to +42 in December.

    Compared to September 2019, the Cabinet’s net satisfaction rating stayed good in all basic

    demographics, except among 18-44 year olds where it rose from good to very good.

    Survey background

    The Fourth Quarter 2019 Social Weather Survey was conducted from December 13-16, 2019

    using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro

    Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national

    percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

    The area estimates were weighted by Philippine Statistics Authority medium-population

    projections for 2019 to obtain the national estimates.

    The quarterly Social Weather Surveys on public satisfaction with the Vice-President, Senate

    President, Speaker of the House of Representatives, and the Chief Justice of the Supreme Court, and

    the top four government institutions, are not commissioned. They are done on SWS's own initiative

    and released as a public service.

    The survey questions on public satisfaction with the top government officials next to the

    President are as follows: “Maaari po bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi

    nasisiyahan sa pagganap ng tungkulin ni [NAME] bilang [POSITION]. Kayo ba ay lubos na

    nasisiyahan, medyo nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan,
