Pres. Duterte's Net Satisfaction at new record "Excellent" +72

• 52% expect PRRD to fulfill nearly all/most of his promises

• 72% worry a great deal/somewhat about PRRD’s health

• 61% say PRRD’s state of health is a public matter

Social Weather Stations

The Fourth Quarter 2019 Social Weather Survey, conducted from December 13-16, 2019,

found 82% of adult Filipinos satisfied, 8% undecided, and 10% dissatisfied with the performance of

Rodrigo R. Duterte as President.

Compared to September 2019, gross satisfaction with Pres. Duterte rose by 4 points from

78%, gross undecided fell by 1 point from 9%, and gross dissatisfaction fell by 3 points from 13%

[Chart 1, Tables 1 and 2].

This gives a net satisfaction rating of +72 (% satisfied minus % dissatisfied), classified by

SWS as excellent.

This is 7 points above the very good +65 in September 2019, and a new personal record that

surpassed the previous record very good +68 in June 2019.

The SWS terminology for Net Satisfaction Ratings: +70 and above, "excellent"; +50 to +69,

"very good"; +30 to +49, "good"; +10 to +29, "moderate", +9 to -9, "neutral"; -10 to -29, "poor";

-30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable".

52% expect PRRD to fulfill nearly all/most of his promises

The December 2019 survey found 52% of adult Filipinos expecting President Duterte to

fulfill all or nearly all/most of his promises.

The survey asked, "Sa inyong palagay, ilan sa mga pangako ni Pang. Rody Duterte ang

posibleng matutupad? [Lahat o halos lahat sa mga pangako, Karamihan sa mga pangako, Mga

ilan sa mga pangako, Halos wala o wala sa mga pangako] (In your opinion, how many of the

promises of Pres. Rody Duterte can be fulfilled? [All or nearly all of the promises, Most of the

promises, A few of the promises, Almost none or none of the promises])".

To this, 16% answered all or nearly all, 36% answered most, 42% answered a few, and 5%

answered none or almost none [Chart 2].

The latest proportion of 52% expecting nearly all/most of Pres. Duterte's promises to be

fulfilled is 4 points above the 48% (13% all or nearly all, 35% most) in December 2018.

When first asked in June 2016, 63% expected nearly all/most of his promises to be fulfilled,

before it declined to 56% in September 2016 and 52% in March 2017.

It fell to a personal record-low of 35% in September 2017, just after Pres. Duterte’s one-

year mark in office, before recovering to 46% in March 2018, 48% in December 2018, and 52% in

December 2019.

Those expecting PRRD to fulfill almost none of his promises give him a "neutral" net

satisfaction rating

Those expecting at least a few of Pres. Duterte’s promises can be fulfilled gave him higher

net satisfaction ratings than those expecting almost none or none.

Pres. Duterte’s net satisfaction rating was an excellent +87 among those who say Pres.

Duterte can fulfill all or nearly all of his promises, an excellent +90 among those expecting he can

fulfill most of his promises, and a very good +60 among those who say he can fulfill a few of his

promises.

These figures are all higher than their September 2017, March 2018, and December 2018

counterparts [Chart 3].

However, it was a neutral -6 among those expecting almost none of Pres. Duterte's promises

can be fulfilled.

This is similar to the neutral levels of -8 and -7 in March 2018 and December 2018,

respectively, and higher than the poor -29 in September 2017.

72% worry a great deal/somewhat about PRRD’s health

The December 2019 survey found 72% of adult Filipinos saying they are worried

(consisting of 25% worried a great deal and 47% somewhat worried) and 28% saying they are not

worried (15% somewhat not worried, 13% not worried at all) about Pres. Duterte’s health

[Chart 4].

This is similar to June 2019 when 74% were worried and 26% were not worried about the

President’s health.

Higher public satisfaction with PRRD among those worried about his health

Net satisfaction with Pres. Duterte was higher among those who are worried about his

health, at an excellent +79 (4 points up from excellent +75 in June 2019), compared to those who

are not worried about it, at very good +54 (6 points up from good +48 in June 2019) [Chart 5].

61% say PRRD’s state of health is a public matter

The December 2019 survey also found 61% saying “Pres. Duterte’s state of health is a

public matter that is why the public should be informed of everything about this”, compared to 37%

saying “Pres. Duterte’s state of health is a private matter that is why the public does not need to be

informed of everything about this” [Chart 6].

This is similar to September 2018 when 61% said the President’s state of health is a public

matter, and 33% said it is a private matter.

Net satisfaction with PRRD up in areas outside Metro Manila

The 7-point rise in President Duterte's net satisfaction rating from September 2019 to

December 2019 was due to increases in Balance Luzon, the Visayas, and Mindanao, combined with

a steady score in Metro Manila.

Pres. Duterte’s net satisfaction rating stayed very good in Balance Luzon, at a new record

+66 in December 2019, up by 12 points from +54 in September 2019. This surpassed the previous

record very good +65 in June 2019 [Chart 7].

It stayed excellent in Mindanao, at +81 in December, up by 5 points from +76 in September.

It stayed excellent in the Visayas, at a new record +79 in December, up by 4 points from the

previous record +75 in September.

It stayed at the record very good +66 in Metro Manila from September 2019 to December

2019.

Up in both urban and rural areas

Urban net satisfaction with Pres. Duterte rose from very good to excellent, at a new record

+75 in December 2019, up by 9 points from +66 in September 2019. This surpassed the previous

record +68 in June 2017 [Chart 8].

Rural net satisfaction stayed very good, at +69 in December, up by 5 points from +64 in

September. This matches the record very good +69 in March 2019.

Up in all classes especially class E

Pres. Duterte’s net satisfaction rating rose from very good to excellent in class E, at +71 in

December 2019, up by 14 points from +57 in September 2019 [Chart 9].

It also rose from very good to excellent in class D or the masa, at +72 in December, up by 6

points from +66 in September.

It stayed excellent in class ABC, at +76 in December, up by 6 points from +70 in

September.

Up among both men and women

Pres. Duterte's net satisfaction rating rose from very good to excellent among men, at +73 in

December 2019, up by 7 points from +66 in September 2019 [Chart 10].

It also rose from very good to excellent among women, at +71 in December, up by 7 points

from +64 in September.

Up in all age groups

The President's net satisfaction rating rose from very good to excellent among 18-24 year

olds, at +73 in December 2019, up by 9 points from +64 in September 2019 [Chart 11].

It stayed very good among 25-34 year olds, at +67 in December, up by 3 points from +64 in

September.

It rose from very good to excellent among 35-44 year olds, at +78 in December, up by 15

points from +63 in September.

It stayed very good among 45-54 year olds, at +64 in December, up by 1 point from +63 in

September.

It rose from very good to excellent among those 55 years old and older, at +77 in December,

up by 9 points from +68 in September.

Up among elementary graduates and above

Pres. Duterte's net satisfaction rating rose from very good to excellent among elementary

school graduates, at +78 in December 2019, up by 18 points from +60 in September [Chart 12].

It rose from very good to excellent among high school graduates, at +70 in December, up by

3 points from +67 in September.

It also rose from very good to excellent among college graduates, at +73 in December, up by

6 points from +67 in September.

It stayed very good among non-elementary school graduates, at +64 in December, down by

1 point from +65 in September.

Expectation that PRRD can fulfill nearly all/most of his promises rises in all areas

The 4-point increase in the national proportion of those saying Pres. Duterte can fulfill

nearly all/most of his promises was due to increases in all areas.

It rose in Metro Manila, at 47% in December 2019, up by 6 points from 41% in December

2018 [Chart 13].

It rose in Balance Luzon, at 52% in December 2019, up by 3 points from 49% in December

2018.

It rose in the Visayas, at 51% in December 2019, up by 5 points from 46% in December

2018.

It rose in Mindanao, at 54% in December 2019, up by 4 points from 50% in December

2018.

Worry about PRRD’s health is highest in Mindanao

Those worried about PRRD’s health remained high in Mindanao at 77%, followed by Visayas

at 75%, Metro Manila at 73%, and Balance Luzon at 69%.

Compared to June 2019, those worried about Pres. Duterte’s health fell in Mindanao, down by

8 points from 85% [Chart 14].

It fell in the Visayas, down by 4 points from 79%.

However, it rose in Metro Manila, up by 7 points from 66%.

It hardly changed in Balance Luzon, down by 1 point from 70%.

Survey background

The Fourth Quarter 2019 Social Weather Survey was conducted from December 13-16,

2019 using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in

Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national

percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

The area estimates were weighted by the Philippine Statistics Authority medium-population

projections for 2019 to obtain the national estimates.

The Social Weather Survey items on the people’s satisfaction with the President, their

expected fulfillment of his promises, and their concern for his health, were non-commissioned.

They were included on SWS's own initiative and released as a public service.

The survey question on public satisfaction with the President is as follows: “Maaari po

bang pakisabi ninyo kung gaano kayo nasisiyahan o hindi nasisiyahan sa pagganap ng tungkulin ni

RODRIGO DUTERTE bilang Presidente ng Pilipinas. Kayo ba ay lubos na nasisiyahan, medyo

nasisiyahan, hindi tiyak kung nasisiyahan o hindi, medyo hindi nasisiyahan, lubos na hindi

nasisiyahan, o wala pa kayong narinig o nabasa kahit na kailan tungkol kay RODRIGO

DUTERTE? [Please tell me how satisfied or dissatisfied you are with the performance of

RODRIGO DUTERTE as President of the Philippines. Are you very satisfied, somewhat satisfied,

undecided if satisfied or dissatisfied, somewhat dissatisfied, very dissatisfied, or you have not ever

heard or read anything about RODRIGO DUTERTE?].

SWS terminology for Net Satisfaction Ratings: +70 and above, “excellent”; +50 to +69,

“very good”; +30 to +49, “good”; +10 to +29, “moderate”, +9 to –9, “neutral”;

–10 to –29, “poor”; –30 to –49, “bad”; –50 to –69, “very bad”; –70 and below, “execrable.” SWS

considers the movement from one classification to another as either an “upgrade” or

“downgrade.”

On people’s expected fulfillment of the President's promises, the question was: "Sa inyong

palagay, ilan sa mga pangako ni Pang. Rody Duterte ang posibleng matutupad? [Lahat o halos

lahat sa mga pangako; Karamihan sa mga pangako; Mga ilan sa mga pangako; Halos wala o wala

sa mga pangako] (In your opinion, how many of the promises of Pres. Rody Duterte can be

fulfilled?) [All or nearly all of the promises; Most of the promises; A few of the promises; Almost

none or none of the promises])".

On the people’s concern for the President’s health, the exact questions were:

a. “Gaano po kayo nababahala na magkaroon ng mga problema sa kalusugan si Pang.

Rodrigo Duterte? Kayo po ba ay… (SHOWCARD: Talagang nababahala; Medyo nababahala;

Medyo hindi nababahala o talahang hindi nababahala)? [How worried are you that Pres. Rodrigo
