CEO MESSAGE

The distribution of this fourth quarter report concludes the first year of the 2017‐2021 Council Plan. Over the past year we have achieved a range of important initiatives and infrastructure projects to support our diverse and vibrant community. Great progress has also been made towards the completion of capital works projects, delivery of community plans and securing funding commitments for our shire’s priority projects.

Reflecting on 2017‐2018

It has been a productive year with many key actions achieved, delivering significant economic, cultural and social benefits for our vibrant community. The fourth quarter proved no exception as we ticked off a number of major items. Some of the highlights include: • Completion of the Australian Kelpie Centre in

Casterton’s CBD in June 2018, celebrating the birthplace of the Kelpie and our region’s iconic working dog story.

• Expansion of Council’s trainee program to include two additional trainees, positioned in Children Services and Emergency Management, providing further employment and training opportunities for local youth.

• The Glenelg Shire Health and Wellbeing Plan Action Plan was officially endorsed by Council in February 2018, with work already progressing on the actions as identified in the plan in collaboration with relevant partners and stakeholders.

• Launch of destination branding for Casterton in April 2018 in partnership with Great Ocean Road Regional Tourism (GORRT) and local community leaders. The strategic plan includes priority actions for the short to medium term to increase the town’s competitiveness as a key tourist destination.

• Completion of the Glenelg Shire Planning scheme review in May 2018. This review identified minor corrections and improvements to be the subject of planning scheme amendments in the future.

Going Forward

The list of achievements over this year is testament to the hard work and effective collaboration between the community, councillors, staff, local businesses and government stakeholders. Council looks forward to maintaining the momentum we have established, ensuring we continue to deliver on the identified actions in the Council Plan and create further opportunities for enhance investment, business growth and liveability.

We will also continue to actively lobby at both state and federal levels to secure the necessary capital that will enhance our ability to deliver key projects and initiatives, such as the Bridgewater Bay Master Plan and the Portland Foreshore Master Plan. These projects will provide significant economic and social contributions to the region and ensure our shire can reach its full recreation and tourism potential.

We thank all of those who participated and contributed to build a better Glenelg Shire and we look forward to continuing this journey together.

MAJOR PROJECTS UPDATE

The below table provides an update on major projects and plans as identified in the Council Plan 2017‐2021.

AUSTRALIAN KELPIE CENTRE

This project involves the construction of a new facility including an interpretive display and Visitor Information Centre.

• Construction of the Australian Kelpie Centre was completed in May 2018.

• The Australian Kelpie Centre was opened to the public during the Kelpie Festival 2018.

PORTLAND LIBRARY REDEVELOPMENT

This project involves a redevelopment of the existing library in Portland to provide a more functional and modern space.

• Redevelopment of the Portland Library has commenced and is on track.

This project involves the creation of a masterplan identifying future redevelopment of the Portland foreshore.

Develop an investment prospectus for areas to address industry and agriculture to diversify our economy

Scoping and project planning has commenced for the development of an Agricultural Investment Prospectus.

Meet with government and industry representatives to promote investment and government funding in the shire

Developer Stakeholder Engagement forums held in 2017/18 to build relationships with Government and industry representatives.

Identify a space for start‐ups to use within the shire and work with emerging businesses

Council hosted a meeting with VicRoads South Western Region in July 2017 in Portland. A schedule of regular meetings was arranged. These are to be biannual visits and were then held in Portland in March and June 2018.

Lead the Green Triangle Freight Action Plan Steering Committee – meet at least four times per year for continued advocacy

Council CEO Chaired meetings for Green Triangle Freight Action Plan Steering Committee held in October and December 2017.

Finalise the Glenelg Shire Tracks and Trails Strategy

PERFORMANCE ‐ SUSTAINABILITY

The Glenelg Shire Council promotes and facilitates environmental sustainability within the organisation and community. The main role of environmental sustainability within the organisation is to facilitate natural resource management projects, manage organisational resource/s efficiency (CO2 Emissions and water use), advocate and facilitate climate change adaptation.

Performance Measure 1 Reduce Green House Gas (GHG) emissions

Target: 9%

For the last 6 years Council has, on average, reduced its GHG emissions as part of its operations by 8.9%. From this a target of 9% reduction per year has been set.

This is being achieved by implementing energy efficiency lighting (both internal and street lighting), building efficiency and fleet improvements.

Performance Measure 2 Reduce water consumption

Target: 10%

Glenelg Shire Council has the highest water consumption of all five municipalities within the Wannon Water district. Council has set the target to reduce its overall water consumption by 10% per year.

This is being achieved by education ground staff in reduction of water use, replacement of inefficient water fittings and fixing old and leaking services.

Performance Measure 3 Reduce weed infestations on Council managed land

Target: 100km

Glenelg Shire covers approximately 6,212 square kilometres and manages approximately 2,630km of local road, or around 90% of the length of roadsides.

Council is committed to the management of weed infestations and the early prevention and control of weed species identified in the area. Each year Council allocates and receives funding for the control of weeds within these roadsides and reserves.

L2P Learner Driver Mentor Program

Consultation period Project update

Ongoing The Glenelg Shire Council L2P Learner Driver Mentor Program is currently seeking eligible young learners who need assistance with getting driving practice and mentors.

The Glenelg L2P Learner Driver Mentor Program is delivered by Council in partnership with VicRoads through TAC funding.

Participants use program‐dedicated vehicles to gain the mandatory 120+ hours of driving practice required before they can undertake their driving test.

Listening Post

Consultation period Project update

Ongoing Councillors decided to set up an ongoing ‘Listening Post’ page to provide an online forum for feedback on current issues affecting the community.

The YourSay listening post page has been created to allow the community to have a conversation with councillors any time of the day.

Councillors listened to those who provided feedback during the development of the Council Plan early in 2017 and developed this tool as a way to engage with people in the community on a regular basis.

LEGISLATIVE/GOVERNANCE UPDATES

General Local Law 2018 Review

• Any person in control of a dog must now carry a bag for purpose of cleaning up after the dog. A person in charge of a dog must also carry a lead or similar to bring the dog under control and must be able to control the dog preventing them from being a nuisance or endangering others.

• Yarraman Park declared an area where dogs are prohibited

• The owner of any cat must confine the cat to the owner’s property, either within the dwelling or within another escape proof building between the hours of 7.00pm and 7.00am the following day.

• A person must not use or allow others to use a motorised recreational vehicle, including motor bikes on private land which cause a nuisance to others because of sound, smell, dust, smoke soil erosion or any other factor that causes nuisance.

• Without a permit a person much not: occupy or keep, (other than for storage purposes) any caravan, recreational vehicle (RV) or moveable dwelling on land for more than 30 consecutive days or a total of 30 days within a 6 month period.

• A person collection money (eg. fundraising) or busking must have a permit if on a road or footpath.

Commenced 1 February 2018.

Building Act 1993 • Additional limitations on the issuing of a building permit and clearly denote who has the responsibility and control over a building project.

• The builder named on a permit is required to notify the relevant building surveyor without delay upon complete of a mandatory notification stage.

• Notification to the Victorian Building Authority (VBA) and Council is there is a change of builder within 5 days of builder ceasing to be engaged and a new builder being named on a permit.

• Unregistered or unlicensed plumbers unable to profit from contracts.

• The VBA’s powers to immediately suspend a building practitioner’s registration have been extended to include companies.

increase the payments for registered dogs and cats made by Councils to the Treasurer under section 69(1)(a) and (aa) of the Domestic Animals Act 1994.
