FRAMEWORK OVERVIEW HealthTrust Europe’s Patient Warming Systems and Consumables framework is a renewed version of the previous Fluid Warming Systems framework agreement, which has been broadened in scope to include Patient Warming Systems (e.g. Forced Air Warming Systems and self-activating heated blankets). These devices are predominantly used within theatres but also used pre and post-operatively. The purpose of the patient warming systems is for use where patients are at risk of hypothermia and may not be able to regulate their own body temperature e.g. during surgery. Reducing the risks of hypothermia and keeping patients warm throughout perioperative periods facilitates increased wound healing, more rapid recovery from anaesthetic and speedier return to normal mobility. This consequently sees a reduction in post-operative complications such as chest infections, pressure sores, DVTs and becomes a more cost effective method of prevention.

HealthTrust Europe (HTE) procured this framework agreement in compliance with the restricted procedure set out in

the Public Contract Regulations 2006, and the EU Combined Directive (2004/18/EC). A Contract Notice (2014/S 155-

278319) was published on 14th August 2014.

The framework agreement is a direct award with 7 suppliers who offer Blood and Fluid Warming Systems and/or

Patient Warming Systems. The contracts are valid from 25th April 2015 to 24th April 2017 with an option to extend for

a further 2 years.

The forced air warming and fluid warming products offered within this framework agreement comply with the suggested methods recommended within NICE guidelines 2008 Inadvertent Perioperative Hypothermia for Adults in order to prevent patient temperatures dropping below 36 degrees centigrade.

ACCESS TO THE FRAMEWORK

The framework can be accessed via direct award. The customer must contact the Customer Care team to log their interest and then the category manager will make contact to discuss the requirement.

Call Off Contracts

The call off process is formalised by issuing an order to the supplier identified as offering best value for money. In all instances HTE should be informed once an Authority has entered into a contract with a supplier under this framework agreement. To ensure compliance to the framework agreement an order form / access agreement should be exchanged and completed between the Authority and HTE and the chosen supplier/s.

What do I do if the supplier that my organisation uses is not on the framework? Please email HTE’s Customer Care team at [email protected], providing as much information as possible regarding the products required (i.e. supplier name, product brand, code, description, current rates paid excluding VAT). The Helpdesk will liaise with the Category Lead to address your requirements. The Category Lead will verify whether your requirements can be met by another supplier on our framework.

How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (2014/S 155-278319) on 14th August 2014 under the restricted procedure. Each of the successful bidders has been rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation. How long is the framework valid for? The framework agreement is for 4 years valid until 23rd April 2019, at which time it will be replaced with a new framework agreement. Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
