Caleta de Fuste has been an incredibly populartourist destination on Fuerteventura’s East coast formany years. Its close proximity to the airport pro-vides it with easy and convenient access; its pur-pose built nature provides tourists with the facilitiesand entertainment that they want and its safe natu-ral harbour and horseshoe shaped beach hasalways been a popular attraction with families.
However, even though the beach itself is natural,the white sand that makes up the surface of thebeach was imported some years ago and due tobeing very fine sand that was only put on the sur-face of the original beach, much of it has beenblown away over the years leaving the beach witha less than perfect surface layer.
In addition, when the harbour walls were built a fewyears ago to protect the harbour and bay, they alsogreatly reduced the flow of water through the har-bour entrance, with the result that the volume offresh, moving sea water reaching the beach is notsufficient to stop the build up of silt on the sea bed.
For many years the local authorities in
Fuerteventura have lobbied the Spanish govern-ment for funds to correct these issues and rejuve-nate the whole area. Even though the fundingseemed close on a number of occasions, there wasalways a final hurdle that got in the way, or red tapethat could not be overcome.
Eventually the federation of local businesses inCaleta de Fuste, the Asociacion de Empresarios yComerciantes (A.E.C.A) decided that they wouldmake it their mission to secure the funding for thegood of the whole area.
So, working in conjunction with all the relevant localauthorities they have worked tirelessly to lobby thegovernment in the peninsula for the fundingrequired. This culminated in a recent meeting inMadrid where it was confirmed that funding ofaround 4.5 Million Euros has been agreed.
The project that has been approved will see theentire beach of Caleta de Fuste and the sea bedleading out towards the harbour entrance, dug outto a depth of around 1.5 metres. Also the westernside of the beach currently comprises a large rock
formation that acts as a natural barrier to the tidalflow; this will also be dug out to improve the waterflow to the beach and stop the silt deposits frombuilding up on the shore of the beach.
Following this, the entire dug out area will be filledwith white sand of a slightly larger grain, to reducethe amount lost through wind and wave action. Thefinished beach and harbour will then boast pristinewhite sand, over a metre deep, across the entirebeach and even under the water out towards theharbour entrance.
There will also be works along the Eastern side ofthe beach and harbour to improve the appearanceand access. In addition, the coastal path surround-ing the beach and harbour is due to be extended,resulting in a continuous coastal path, all the wayfrom Costa Antigua to the North of Caleta rightround to the Atlantico Centre and Hotels to theSouth of the town.
At the time of writing, companies are being askedto carry out their studies and submit tenders for thework, with this process due to be completed bysummer this year. The actual work on the beach isscheduled to commence at the end of 2008 and willbe completed within 18 months. Obviously a majorconcern is the continued use of the beach and facil-ities whilst the work is underway.
Plans are therefore in place to close down half ofthe beach, carrying out all the works with as littledisruption as possible, leaving the other half operat-ing as a central focus for peoples holidays as nor-mal. When the first half is completed, this will beopened to the public whilst the work begins on theremainder.
The model for this ambitious project is the incredi-bly beautiful and successful Anfi beach in GranCanaria and its completion will undoubtedly trans-form Caleta from a resort that is merely popularwith holiday makers and property owners alike, toone that is positively sought after.

Cape Verde, which was a near-unknown archipela-go a few years ago, continues to emerge as atourist hotspot and popular holiday home destina-tion. It now looks as though an emerging marinaresort will further boost tourism levels.
Brian Langmaid of Investments Worldwide claimsthat the marina community of Porto Murdeira, locat-ed in between Sal’s International Airport and theIsland’s cultural capital of Santa Maria, is set to rivalsome of the most established marina districts insouthern Europe. The 200-berth marina is capableof accommodating the largest of motoryachts, up to100 metres, as well as the water taxis, which deliv-er passengers from island to island.
Langmaid says: “Porto Murdeira is comparable tothe likes of Puerto Banús or Mallorca’s PuertoPortals. It has the Islands’ only licensed casino, onlylegalised marina and top chains are already express-ing an interest in managing the resort’s hotels. With
capital appreciation hovering at 20–25% per annum
this is literally a paradise for property investors.”
Investments Worldwide is currently selling a selec-
tion of apartments in nearby Rosa del Mar, with
property prices currently start from €94,000. The
development also offers easy access to Porto
Murdeira’s own 18-hole golf course. Completion is
scheduled for December 2010.
HILTON HOTEL TO OPEN IN CAPE VERDE
The Hilton international hotel chain will open its first
resort in Cape Verde on the island of Sal. The hotel,
which is slated to open in December 2010, will fea-
ture 268 rooms and suites, three restaurants, a
swimming pool, a deluxe spa and business center
with 14 top-of-the-line conference rooms.

Javier Bardem won his tenth Best Supporting Actoraward of the season for his portrayal of a psycopath-ic serial killer in the Cohen Brothers' 'No country forold men' when this year's Golden Globe winnerswere announced at a press conference held at theBeverly Hills Hilton Hotel in Los Angeles.
The Canarian actor, who was competing against thelikes of Philip Seymour Hoffman (Charlie Wilson'sWar), John Travolta (Hairspray), Tom Wilkinson(Michael Clayton) and Casey Affleck (The murder ofJesse James by the coward Robert Ford), is now astrong favourite for an Oscar.
In a statement, Bardem said "It is a great honour tohave been recognised with this award” and less than24 hours after being named in the same category bythe New York Film Critics' Circle, the Canarian actor,picked up the Best Supporting Actor award from theNational Association of US Film Critics at a ceremonyin Santa Monica (California).
"I'm a very lucky man," said the actor in perfectEnglish during his acceptance speech, "I feel like I'vewon the lottery, above all given that there are somany quality rivals." Bardem won the award for his
portrayal of an implacable serial killer active in Texasduring the 1960s in the Cohen brothers' 'No countryfor old men'.
He has also been nominated for Best supportingactor in the upcoming Oscars for his role in NoCountry for Old Men. His role in the film is as AntonChigurh, a sociopathic killer on the trail of a youngman who has stolen a bag of drug money.
This is the second Academy Award nomination forJavier Bardem. He was previously nominated forBefore night falls in the year 2000 where he wasnominated as, Best actor in a leading role.

Canarian Actor in Oscars Limelight
The giant La Palma lizard Gallotia auaritae wasthought to have died out long ago, but now JoséAntonio Mateo, from the species recovery centreon the Canary Island of La Gomera has discoveredthat the species still at large on the island of LaPalma.
A quarter of a century ago it was thought that theonly giant lizards to survive were on Gran Canaria,
but since then small colonies of the reptile havebeen found on Tenerife, La Gomera and El Hierro.
The reptile found on La Palma, is thought to bebetween 301 and 312 mm long and about fouryears old. Experts think that the lizard is looking fora new home on the island and that a new searchshould be conducted immediately to ensure thefuture protection of the species.

The Madrid Olympic campaign is already hard at
work with it’s second consecutive attempt to bring
the Olympic games to Spain.
Having failed in their 2012 Olympic games bid, they
are hoping to be successful in their bid for the 2016
games.
Mercedes Coughlan, head of the Madrid campaign
recently met with Angel Llanos, the deputy mayor
of Santa Cruz, to discuss ways in which the city
could help promote the new bid.
It is thought that Santa Cruz could be in line to host
sailing events if the Madrid bid is successful.
Tenerife sets its sights on Olympic Gold!
The official Census of the Canary Islands for 2008shows that the population across the Islands hasmore than doubled in just 47 years.
Standing at 966,000 at the end of 1960, the figurefor people legally registered and appearing on theCensus has hit the 2 million mark.
Clearly the true figure of the actual total number ofinhabitants of the islands will be much higher, dueto the number of people who do not as yet appearin the official statistics.
Looking at this dramatic increase it is easy to see
why the demand for property throughout theislands has remained so consistently strong overthe past decades.
Despite the current slow down in property salescaused by recent problems in international bankingthere are no signs that the population growththroughout the islands is set to slow, so fuelled bythis natural organic growth in population, coupledwith a very limited land area for construction,demand for existing housing stock, can only contin-ue to grow and it only follows that prices will con-tinue to rise in line with demand.

Make no mistake, moving to another country to
live is a big undertaking and doing it with a young
family even more so. Anyone who has been fortu-
nate enough to live in the Canary Islands for a num-
ber of years will be able to spend endless evenings
over sunset drinks regaling you with tales of peo-
ple they have met, who have come to live “the
dream” only to find the dream is not quite what
they had imagined when they were sitting back in
their centrally heated suburban living room, with
the rain lashing their windows.
Most of the people that you meet whose dreamdoes not materialise the way they hoped, could alsoregale you with all the reasons that it didn’t workout for them. But, interestingly, very few of thesedisappointed folk will ever put their hand up andsay, “well actually, the reason it didn’t work out wasdown to me!” It always seems to be somebody orsomething else that was at fault.
In my own experience, the biggest issue is what Iwould refer to as “the management of expecta-tions”. What I mean by this is that many people buytheir one-way tickets to nirvana wearing two pairsof rose tinted sunglasses (just in case one pair fallsoff!)
They have unrealistic expectations, which meanoften that ultimately their expectations can never berealised, leaving them feeling deflated and disap-pointed, which sadly in many cases leads to thembuying another one way ticket back to the familiarand secure world of weather beaten windows.
So, how do we manage to move to our chosen landof perpetual sunshine, live the dream, and do sosuccessfully long term? Well the key words are“planning” and “realism” and this is where the“management of expectations” comes into play.
It may sound glaringly obvious, but I promise youso many people miss this. If you have realisticexpectations, you clearly have a far greater chanceof achieving them and hey presto; you are notdeflated or disillusioned.
But first, comes the planning and our case studythis issue is a textbook case of how to go aboutplanning and living the dream.
When David and Elizabeth first met 16 years ago, it
was actually whilst they were both on holiday inTenerife and they ended up falling in love with theCanary Islands as well as each other. But, it was inWalthamstow, East London that they made theirhome and started building their life together.
They were always interested in testing the waters ofliving abroad so when David was offered thechance to work in Canada, they jumped at theopportunity and spent some time living and work-ing in Toronto. This was a great experience for themboth, but they decided it was not the place theywanted to live long term, so they moved back toWalthamstow, picking up their lives and careerswhere they left off.
It was when their son Hayden came along that theyreally started thinking seriously about a permanentmove abroad and by the time that his sister Tabathafollowed 18 months later, their plans were wellunder way.
The first thing that they were clear about was theirreasons for actually wanting to move abroad andstart a new life. Whilst they had an enjoyable, com-fortable life in London, they both agreed that it wasnot the environment that they wanted their two chil-dren to grow up in.
They wanted their children to enjoy growing up in afresher, more relaxed and less consumer drivenenvironment, where they would have the opportu-nity of spending more quality time with them. So,over the course of 3 years, they spent family holi-days, researching and scouting possible locations.
They travelled around mainland Spain, which theyliked, but in the end crossed it off the list due to theseasonal nature and concerns that they may havedifficulty securing regular work during the quieterwinter months.
The Canary Islands appeared the best bet due to theall year round weather and corresponding yearround season, which they hoped would providemore secure work opportunities, but unsure ofwhich Island would suit them most, they had toendure yet more family sunshine holidays, all in thename of research, obviously.
In the end, they both decided that Lanzarote had themix that they were looking for; sufficient development

Planning for Success
and infrastructure to ensure a good range of servicesand opportunities, a laid back attitude that wouldprovide the environment they craved for both them-selves and their children, along with the sense thatthey were joining an up and coming community thatwould continue to grow and prosper over the comingyears.
So with the decision made as to ‘where’, they setabout the ‘how’. Again, this is where we see the ben-efits of managing their own expectations and puttingin place a realistic workable plan. Despite the fact thatthey were both passionate about achieving theirdream, they had learnt enough to realise that theystill needed to take things one-step at a time.
They decided to make the move to Lanzarote, butrather than buying first, they felt they should rent for12 months, to ensure that they liked it and just asimportantly, that they could earn a living. So, havingsold up in the UK, they hoarded their money, puttingaside enough to live on for six months, even if theydidn’t earn a penny during that time.
They chose to rent in Playa Blanca as they felt itoffered the perfect mix of facilities and atmosphere.The children, adapted to their new life without com-plaint, relishing the freedom that can only be foundin climates where wondering what the weather willbe like happens as often as wondering whether youshould offer to pay more taxes.
However, everything in life is a compromise and oneof the compromises of living somewhere like theCanary Islands, when you are not a retired lotterywinner and need to work for a living, is that thechances are pretty high that you will end up doing ajob that is completely different from the one youhave spent years mastering back at home, oftenstarting right back at the bottom of the ladder youhave spent your career climbing.
In David’s case, he went from working within thelocal government in Walthamstow to working in abar in Playa Blanca, which he loves. Elizabeth thenfound work in another bar, but this time workingdays, whilst David works evenings, so that they alter-nate looking after the children.
Outside of work, they made sure that they integratedwith the local English community, but also ensuredthat they were not alienated from their new Spanishneighbours due to four years of studying Spanish atnight school in England as yet another part of theireffective planning and preparation.
At the end of their first year on the Island, they satand discussed their time so far as well as how theyboth saw the future and both being in agreement,they decided to put the next phase of the plan intoaction and set about buying a family home.
Due to the local knowledge they had built up in theprevious 12 months, they were certain that PlayaBlanca was in fact the area they wanted to live in.They had also, over time, come to understand thetype of property that would provide the type of homeenvironment that they wanted.
They knew that they wanted a house or bungalow asopposed to an apartment, so that they could have agarden and the children would have space to play, asthey grew older. They also decided that if they couldafford it, they would like a private swimming pool.
They were aware that there was a development ofhouses and bungalows being built in the area aroundPlaya Blanca that they liked, so set off for a look to getan idea of what was available. They met with theUGR´s developer and spent a couple of hours chat-ting with him at the development site.
At that stage, there was a show house, with theremainder of the site being very much a work inprogress. Some people find it difficult to imagine ahouse that has not been built yet and feel nervousabout making such a large commitment with out see-ing the finished article.
Despite the fact that David & Elizabeth had only justbegun their search, they both instinctively knew thatthey had found their new home. As David explains“We both very much believe in fate and realise thatmany important things that have happened in ourlives, just felt right, and this was no exception, weboth just knew this was the place for us”
Feeling comfortable with the attitude of UGR´s TEAMwas a major contributing factor to their decision.They always felt relaxed and confident in the UGR´sapproach, customer service and attention to detailand the Los Chalets development of only 26 highquality bungalows and chalets, provided preciselythe type of small community that they wanted.
At this stage however with their own house not yetstarted, they had the opportunity to have input in tothe design and layout of their new home as well as
the finish of the interior. They were also delighted tobe able to plan their garden out, including wheretheir private swimming pool would be located.
Having now found the perfect property, they need-ed to secure a mortgage to fund the balance of thepurchase that would be required upon completion,following the payment of their deposit. As part ofthe developers’ service, they offered to deal withthe banks to process the application and secure themortgage on their behalf.
It must be said however that this whole process wasmade simple for the developer and the bank asDavid & Elizabeth had again done the right thing.Many people choose not to fully integrate into theSpanish system in terms of legal work contracts;social security payments and taxation etc, thinkingit will save them money.
However, having fully complied with the necessarydocumentation and red tape since their arrival onthe Island, David & Elizabeth were able to providethe bank with all the correct paperwork needed toreceive a residents mortgage, thereby making whatcould have otherwise been a complicated and timeconsuming process, quick and simple.
They eventually moved into their new home lastAugust and have since then converted the massivegarage into two further bedrooms and anotherbathroom, giving them four bedrooms in total.Again, unlike many people they obtained planningconsent for the conversion, meaning they will haveno problems should they decide to sell their homein the future.
So, does their dream live up to expectations? Aresounding yes! They were passionate about whatthey wanted but never let their hearts rule theirheads. They knew they would have to work hardand make some compromises to achieve what theywanted, but now they have it, is it what they wantand is it worth it?
David has the final word “Well… back in the UK Iwould finish work, queue in the traffic, often in thedark and cold before arriving home…………now, Ican enjoy a walk home in the sunshine and enjoy arefreshing swim in my own pool, before playing withmy children in the garden………….hmmmm? is itworth it??……let me grab a cold beer from the fridgeand sit by the pool and think about that for a while!”

Building the dream
When the time comes to begin the search for that
dream villa in the canaries, there is always a wide
choice available, covering just about every differ-
ent; taste, area, style, budget, design, age etc. But
sometimes, you still can’t find “exactly” what you
had in mind. If you find yourself walking around
villa after villa saying things like, “This would be
perfect if we could just knock that wall down,
move the swimming pool to the side and change
the view!”, maybe it’s time to consider another
option!
Many ordinary house-hunters are now finding that
by buying the right piece of land and having their
villa built to their specification, they can end up not
only with the house of their dreams, but with an
excellent investment as well, as it can work out
cheaper in the long run.
The plot thickens!
As Mark Twain famously wrote, back in the 1800’s
“Buy land, they’re not making it anymore!”. That
was true way back then and its’ even more apt
today, especially on our relatively tiny Islands.
With the development explosion that the Canary
Islands have enjoyed over the past 30 years or so,
most available plots of land today will either be on
the outskirts of a town or village, or even set alone
out in the country somewhere.
It’s worth remembering however, that villas you
see today, close to the centre of many towns,
were actually on the outskirts of the town when
they were built! The insatiable demand and
growth has merely expanded the towns to cover
what was once open ground, and there is no rea-
son to suspect that things will change over the
next 10-20 years, meaning that a plot, out on the
edge of town today, is just as likely to be incorpo-
rated into the main conurbation over the coming
years.
In most areas, planning regulations dictate that
plots in, or close to towns are much smaller than
those in the country side. For example; in a town,
the planning restrictions may require a minimum
plot size of say, 250 or 300 m2 in order to gain con-
sent for a single house, whereas out in the vil-
lages, this minimum plot size may be increased to
1000m2, with 3000 m2 being required on the out-
skirts of a village and up to 5000 or even
10,000m2 being needed for a single house out in
open country side.
Understanding land.
There are three main types of land classification in
the canaries. Rustic, Urbanisable and urban .
Rustic land is very cheap and with good reason; it
is highly unlikely you will ever be able to build any-
thing on it, and if you can, it is more likely to be
you children or even grand children that will bene-
fit, so don’t be tempted by promises from the
owner that you could build on it any time soon!
Urbanisable, means that the land has been classi-
fied for building but with certain conditions. For
example, the government may insist that a school
be built in the area before they will grant planning
or they may require that infrastructure such as
roads, pavements etc be in place prior to approv-
ing consent. This land will be me more expensive
than rustic, but less than full urban land, as you
cannot build straight away and, you may in fact still
have to wait years and invest additional funds into
satisfying the conditions set.
Urban means that the land can be built on, and it
therefore has the highest value. You should obvi-
ously still retain the services of a qualified lawyer
to handle the purchase for you to ensure that
everything is in order. You will then have a ‘Forma
Urbanistica’ which details precisely what you can
and cannot do with the land.
At this stage you will need to retain a qualified
architect to create a ‘project’ for you. The project
must be produced in precise accordance with the
details set out in the ‘Forma Urbanistica’ and it is
an incredibly detailed document, covering every
aspect of the proposed construction, right down
to the types finishes to be used, the type of sani-
tary ware and what cement the builder will be
using! There is a lot of work involved and a lot of
consultation between you and the architect so you
should allow around two months for this process
to be completed.
Once completed and signed off by you, it is sub-
mitted to the town hall for their consideration. The
time that this takes varies between Islands and
town halls but you should allow around three
months. At this point, the town hall will either
approve the project or refuse it. If they refuse it
they will provide their reasons, which will general-
ly be because some elements of the project are
outside of the parameters set in the ‘Forma

Urbanistica’. You will then need to make the necessary
amendments and re-submit.
However, assuming you have stuck rigidly to the set
guidelines they should then pass the project. This how-
ever does not mean you can go ahead and start build-
ing! Now, the project is submitted to the environmen-
tal department, for them to check and make sure that
all environmental issues have been considered and
your project will not breach any environmental guide-
lines. The time taken for this part of the process again
varies, but it is likely to be a few weeks at least.
When you have successfully cleared this hurdle, the
project is then passed onto the legal department to
ensure that all legal requirements have been satisfied
and then finally, your project is presented at a council
planning meeting where it will be approved. Again
timeframes will always vary, but you really need to
allow around six months from when your project is ini-
tially submitted.
The other option that you have is buying land which
already has a project agreed and approved. This will
obviously save you time as well as eliminating doubts
and fears as to whether you may experience problems
or delays with your own project application. It does
however mean that you will be required to build in
accordance with the approved project meaning you will
not have a free hand in terms of design.
Costs
When it comes to land costs it’s impossible to give a
‘ball-park-figure’ as the prices throughout the Canaries
vary so dramatically. You will need to invest consider-
able time researching your chosen area and becoming
your own expert on local land prices, so that you can
tell the difference between a good deal and a bad one
yourself!
With regard to all the other costs, for architects, plan-
ning consents, building costs etc a good rule of thumb
would be around 1000 Euros/m2. That means that if
you were considering building a villa with a construct-
ed area of say 200 m2, your costs on top of your land
purchase price should be around 200,000 Euros. This
would be for an average build without swimming pool
or garden landscaping etc and you would need to allow
a higher budget if wanted a more luxurious finish.
Financing
In an ideal world, most banks would prefer that youbought the land outright and they would then lend youup to 100 percent of the build cost. You could howev-er seek a mortgage on the land of around 60 percent,with up to around 70-80 percent of the build costsbeing lent as well.
Summary
Whilst building your own villa can provide enormoussatisfaction you must approach the whole project withmilitary planning and discipline and never underesti-mate just how challenging it can sometimes be to getevery stage of the process completed successfully.Even in your own country, building a house is no easyundertaking, but in a foreign country, especially if youare not fluent in Spanish, you really will need your witsabout you to stay on top and in control.
It’s therefore absolutely vital, before rushing in andbuying the first plot you see, that you do research onall aspects of your plan and line up a team of serviceproviders that you can work with AND communicatewith.
When it comes to selecting architects and builders,make sure that you see first hand some of their workand also ask to speak with previous clients who theyhave worked with on similar projects. Any reputablesupplier should be happy to do this and most satisfiedcustomers would only be too pleased to show off theirpride and joy.
‘Building your dream’ won’t be easy, but then nothingworth achieving ever is. The rewards are there forthose who are prepared to put in the effort and go andfind them!
