WHERE FUN HAPPENSThe CommunityIdeally situated on the central Gulf Coast, the City of Freeport, Texas, is approximately 60 miles south of Houston and 45 miles southwest of Galveston in Brazoria County. Freeport is home to 12,153 residents who enjoy beautiful beaches, outstanding offshore fishing, and a welcoming, small-town atmosphere, and is part of the Brazosport, Southern Brazoria County area.

Freeport is home to Port Freeport, one of the most accessible ports on the Gulf Coast. The Port first came into being more than 100 years ago when the first jetty system was built in Freeport. Since that time, it has become one of the fastest growing ports on the Gulf Coast and is a leading economic catalyst for the Texas Gulf Coast. The port currently ranks 26th among U.S. ports in international cargo tonnage handled. With a current channel of 45-foot depth and just three miles from open Gulf of Mexico waters, Port Freeport is achieving remarkable profits, enjoying growth at a phenomenal rate, and creating thousands of jobs in Brazoria County.

Freeport is a great place to live, work, and raise a family. Brazosport ISD, an award-winning school district, serves several communities including Freeport, and encompasses 200 square miles in Brazoria County. Brazosport College, conveniently located in nearby Lake Jackson, offers science and liberal arts associate degrees.

Freeport offers numerous family-oriented water and outdoor activities, including beach combing, water skiing, jet skiing, inshore fishing, offshore fishing, surf fishing, deep sea diving, and swimming. Freeport has 3.5 miles of beach along the Gulf of Mexico, and the City prides itself on providing a litter-free and clean beach for all families to enjoy.The City hosts several fishing tournaments each year for children and adults.At Bryan Beach, you can enjoy a stroll along the beach looking for sea shells or, for the more adventurous, jet skiing or wind surfing is available.

The City's public beaches, municipal golf course, and park events attract thousands of tourists to Freeport each year. Truly an outstanding birding location, Freeport ranks as one of the top areas in the nation for a number of species.The Freeport Municipal Park is home to many family-oriented events each year, including the Texas Joy Ride Rod Run, a unique event in which hundreds of antique cars come from all over the United States to participate in the competition and enjoy a fun weekend in the park.

The City has a median household income of $42,520 and a median home value of $112,000.

Governance & OrganizationFreeport is a home rule city operating under the council-manager form of government. The City Council consists of a mayor and four council members who serve two-year staggered terms and are elected on a ward system. The City Council is the City’s legislative body and appoints the City Manager who is responsible for the general administration of the City on a daily basis. The City Council appoints the City Attorney, Police Chief, and Municipal Judges. The Council also appoints the members of all the various boards and commissions, who volunteer their time and energy to the City.

Leadership & InnovationThe new City Manager will find Freeport a welcoming community with great potential for growth and the usual challenges facing communities of similar sizes. The City Manager will need to develop a thorough understanding of the processes and functions of each of the City’s departments and work closely with the Council, community organizations, citizens, and other governmental agencies to develop short and long-range strategies for addressing current and future challenges and making the best use of resources.

The City has a great deal of industrial property but has experienced slow growth. The incoming City Manager will be tasked with identifying strategic approaches to boosting economic growth and development throughout the community. Additionally, the City Manager will implement plans to address the City’s current and future housing and infrastructure needs to ensure that growth is sustainable and to maintain the City’s high quality of life.

Ideal CandidateThe City of Freeport seeks a creative, visionary, and results-driven municipal government professional who will take the organization to the next performance level. The ideal candidate will be a positive leader with a customer service focus who will build trust, inspire and motivate others by example, promote teamwork, and unite the organization with a shared sense of purpose. A strategic thinker with exceptional planning skills who can guide the City on the path to sustainable growth is strongly desired.

The new City Manager will possess a thorough understanding of municipal management practices, processes, and procedures and a general knowledge of municipal law. An ability to identify and co-opt best practices, embrace emerging technology, increase professionalism, and promote innovation will be extremely important.Experience with industrial agreements and obtaining grants is strongly desired.

Ideal Candidate, continuedDeveloping and implementing policies that spur economic development within the community will be a top priority for the new City Manager. The selected candidate will work diligently to leverage the City’s assets and will ensure the efficient use of available resources. Economic development experience and a proven track record of working with major developers are essential qualifications.

The chosen candidate must be an exceptional communicator with excellent interpersonal, listening, problem-solving, presentation, and media skills. The new City Manager should be effective at building trust and rapport with the City Council, City staff, residents, and community stakeholders. A City Manager who is able to present well-developed ideas and solutions to the governing body in a direct and confident manner, while maintaining respect and integrity, will be successful.

The selected individual will create and maintain a high-performance culture in which all employees flourish. The new City Manager will be a mentor with a collaborative management style who can build consensus and encourage collaboration within and across departments. The chosen candidate will be able to delegate with clarity and authority, hold staff accountable without micromanaging, and set clear expectations.

The next City Manager will be a visible and active member of the community both personally and professionally. The ideal candidate will be a role model for City staff and will value input from citizens and community groups, with a willingness to forge new relationships and build on existing relationships. An outgoing people person who passionately embraces Freeport’s culture and genuinely supports its traditions will be successful.

EDUCATION & EXPERIENCEThe selected candidate must hold a bachelor’s degree in public administration, business, or a related field and have at least five years of experience as a City Manager, Assistant City Manager, or senior government administrator. A master’s degree is preferred. Within six (6) months of appointment, the City Manager must establish and thereafter maintain a place of residence within the City for the duration of his or her employment by the City in such capacity.

Compensation & BenefitsThe salary range for this position starts at $160,000, depending on qualifications and experience. The position includes major medical and life insurance paid by the employer, with retiree insurance benefits of up to $750 per month paid towards the monthly premium. Voluntary dental and vision insurance are available for purchase by employees. The City provides 13 paid holidays per year, along with sick, vacation, and bereavement leave and offers free access to the City’s Recreation Center and Municipal Golf Course for both employees and their immediate family members. The City participates in the Texas Municipal Retirement System (TMRS) which includes an employee deposit rate of 7% with a City match ratio of 2:1 and five-year vesting. The City also offers additional retirement options through the ICMA Retirement Corporation.
