‘Taboo’ fuel theft issue costs operators millionsBy Liesl Venter

Shippers are ultimately paying the price for fuel theft in higher rates, according to industry sources.

Fuel theft, much like corruption in African countries, does not exist.

And talking about it makes the non-existent problem even

worse, say those in the know.“What would be the point,”

says one freight forwarder, who wanted to remain anonymous. “Everyone knows it happens, so it just gets budgeted for ahead of the truck leaving the yard.”

According to Sean Jackson, managing director of Trucktek, ascertaining

the exact extent of the problem is difficult for this reason. “Getting the figures from players in the industry is problematic as no organisation will readily give out the information. They see it as compromising their operations.”

On the other side of the coin trying to quantify the amounts

of fuel being stolen is just as difficult because anyone buying stolen diesel is unlikely to give an indication of how much they have bought.

But the figures are staggering. A company operating a fleet of 100 trucks is losing an average of R1 million a month due to fuel theft, one operator told FTW.

“You should be costing a minimum of 50 litres per truck per trip,” he says. “The black market for diesel is an industry of millions of rands. And sadly there is very little you can do to stop it. So most operators just ensure the loss is made up in rates and pricing.”

Tariff Amendments – Aluminium – 24 July 2009The reduction in the rate of customs duty on aluminium bars, rods and profiles. The General, European Union (EU) – 5%, and the European Free Trade Area (EFTA) – 3.8% rates of customs duty are reduced to free of customs duty.

The reduction in the rate of customs duty on aluminium wire. The General – 5%, EU – 1.9%, and EFTA – 3.8% of customs duty are reduced to free of customs duty.

The reduction in the rate of customs duty on aluminium plates, sheets and strip, of a thickness exceeding 0.2mm. The General – 10%, EU – 3.8%, and EFTA – 7.5% rates of customs duty are reduced to free of customs duty.

The reduction in the rate of customs duty on aluminium foil (whether nor not printed or backed with paper, paperboard, plastics or similar backing materials) of a thickness (excluding any backing) not exceeding 0.2mm. The General – 10%, EU – 3.8%, and EFTA

– 10% rates of customs duty are reduced to free of customs duty.

The withdrawal of rebate provisions (manufacturing rebate) in respect of aluminium products used in the manufacture of tubes and pipes; machinery and mechanical appliances and implements; and slide fasteners.

Price discount considered to entice citrus to rail‘TFR needs firm commitment on volumes’

One year into the Tonnage Off Tar (ToT) initiative, which seeks to shift transport of citrus from road to rail, grower response has been erratic but developments like a possible price discount for citrus shippers are brightening the programme’s prospects.

“Volumes are relatively low but already five routes are being used to transport citrus to the ports,” Justin Chadwick, CEO of the Citrus Growers’ Association (CGA), told FTW.

The routes are from Tzaneen to Durban (bearing the largest volume), and breakbulk from Letsitele to Durban, Letsitele to Maputo, Sundays River to PE and Hoedspruit to Maputo. Chadwick said new routes were in the planning phase.

Over 12 000 pallets (840 000 cartons) of this year’s citrus crop were transported by rail by the first week of July.

The initiative emphasises the environmental benefit of transporting bulk products like citrus by rail. To transport the same volume of citrus by road would have required 430 reefer

trucks. Rail transport reportedly emits two-thirds of the greenhouse gases emitted by trucks.

For more growers to get on board a discount would be helpful and talks are under way to make this happen.

“Transnet Freight Rail requires commitment from the growers. They have given us a dedicated train from Tzaneen to Durban. They give the trains priority treatment because they carry perishables. It’s 38 carriages. Some weeks 30 carriages are filled, or 32, but one week it was down to 19. TFR needs to know what volumes to expect from a business standpoint,” said Chadwick.

One firm, Progressive Logistics, has invested in box lifters and other infrastructure and was responsible for arranging from TFR a dedicated citrus train from Tzaneen to Cape Town. CGA is working with the firm as the only logistics company specialising in citrus rail transport, but for purposes of competition would like to see other agents involved in the work.

“There are huge opportunities to move more citrus volumes onto rail. We’ve just scratched the surface,” said Chadwick.

September 7 will see the launch by the AP Moller-Maersk Group of a new logistics brand.

The company will merge its supply chain management activities branded Maersk Logistics and its freight forwarding activities branded Damco, under the single brand name ‘Damco’.

It’s all in the interests of simplifying and streamlining, says new CEO of Maersk Logistics and Damco, Rolf Habben-Jansen.

“A new single brand will drive a lot of complexity out of our organisation and free up capacity,

which we will use to focus on what our customers want to buy. It must be simple and easy for our customers to deal with us.”

Damco’s 10 000-strong customer base spans a wide industry spectrum including multinationals from the retail, apparel, electronics and chemicals industries, as well as small independent importers and exporters.

The company will offer a broad range of logistics services from forwarding and time-sensitive reefer logistics to advanced supply chain management solutions and consultancy.

There’s been a change at the helm of CMA-CGM Agencies in SA, as Rhett van Zyl takes over as MD from Philippe Fozzani – who has relocated to Mayotte to establish a trade link for the line with the Comores.

“Obviously,” said Van Zyl, “the intention is to grow the business in Southern Africa.

“CMA-CGM is one of the world’s largest container shipping lines, but the presence of CMA-CGM and sister line Delmas (the African specialist in the group) in Southern Africa could be bigger. And that’s my task.”

Van Zyl has lots of plans for possible new routes and services, but all of these have to be modelled to suit the lines before any designs can be revealed.

But, Van Zyl added, while the line is examining a lot of possibilities, much of this information still remains confidential.

“It’s early days yet,” he said, “but my mandate is to develop the line’s profile in the region.”

Worst of the meltdown appears to be over – SA Reserve BankBy Liesl Venter

All indications are that the worst of the global economic meltdown is over and business should already be thinking in terms of recovery.

This was the word from XP Guma, deputy governor of the

South African Reserve Bank, at the second annual Doing Business with India conference in Sandton last week.

Guma said it was important that recovery plans were sustainable and not short-lived in order to put South Africa back on a path of growth.

“There is no doubt that the country was adversely affected, but not in our financial sector - rather in the real economy.”

He said the country’s financial sector managed to escape the brunt of the recession for several reasons, including the precautionary

‘TPT needs to tell the full story’I refer to the article headlined “30 second truck Stop” ( FTW July 17, 2009).

I would like to place on record that Durban ALREADY has such a wonderful gate at Pier 1 – with another coming on stream by January 2010 at Durban container terminal (DCT).

But what our chief operating officer of Transnet Port Terminals (TPT) forgot to tell his audience about was what is often hours of staging BEFORE this facility – and then the wait to get loaded at the tower!

While not wanting to appear negative at the positive things being done to improve service at the terminals, let’s not get ahead of ourselves with rosy smoke-and-mirror presentations to the public that raise what I believe to be unreal expectations from

their transporters to improve service levels and more importantly lower prices within the logistics chain.

Any regular reader of FTW will know about the frequent articles reporting on protracted delays at terminals (and many unhappy road transporters). Lots of hard work still lies ahead in the years to come (yes, readers – years), before, I believe, we will start to see positive vehicle turnaround times and possibly a more realistic decline in transport prices that do not have this “built-in” hidden cost to the logistics chain to cover these protracted delays.

“30-seconds” indeed. In a pig’s eye. Let’s keep it real.

Small, but potent. That is possibly the best way of describing Zeeland Freight Services which in less than a year has managed to break into the South African freight forwarding market.

“In Mauritius especially we are building a name for ourselves. We are taking anything from raw materials to complete manufactured goods into Mauritius, and since South Africa is possibly the nearest source of raw materials, developments by the hotel groups create much opportunity for us.”

Van Dyk, who moves cargo by sea, land and air, believes that Zeeland Freight Services’ hands-on approach is what makes the difference.

As everyone in the SA airfreight industry rushes to link up to the SA Revenue Service’s (Sars) new electronic data interchange (EDI) system for customs’ cargo releases, Airlink is the proud bearer of the title of being the first airline to be up-and-connected.

Airlink and its cargo-handling sister company, Airlink International Cargo (AIC) – which also acts for Air France/KLM cargo subsidiary, Martinair – have both linked in to the Sars set-up via the Compu-Clearing freight system, according to AIC MD and chairman of the Air Cargo Operators’ Committee, Alwyn Rautenbach.

“It’s an historic number one for us,” he told FTW, “and it’s working well. We can now arrange customs releases directly with Sars, and enjoy all the benefits of this instantaneous connection.”

And the big bonus, Rautenbach added, is the sheer speed of clearance using this Compu-Clearing facilitated link-up.

“It now takes us about an hour to get a release,” he said, “as opposed to anything up to a day under the old manual system.”

And Compu-Clearing chairman Arnold Garber described the difference between the new EDI system and the old paper-laden routine as “magical”.

“With the old manual system, Sars used to do the release and put the document for each into its airport pigeon-hole. With

hundreds of items released each day, the agent had to dig through a mountain of paper to find the appropriate documentation for his consignment(s).

“This all took time, and time is money. But, with the new electronic release, customs immediately notifies the release agent (usually the airline) and the forwarder together, and the agent can print out the appropriate release document on his own PC at his own premises before he goes to collect his goods.

FTW also talked to the two big cargo handlers, Swissport and Express Air Services – who both have numbers of airlines on their books – and some of the air cargo carriers.

Everyone told us they were keenly complying with the Sars demands, and going through the procedure of becoming approved release agents, but gave FTW the impression that the paperwork process was a bit cumbersome and slowing down the process.

According to Rautenbach, the date to be ready for is August this year. “I expect the EDI system to become mandatory from that date,” he said.

‘Taboo’ fuel theft issueAnd while most deny they

have a fuel theft problem, Jackson says this is just not true. “I don’t believe there are too many transport operators who can honestly say they don’t have fuel theft. One can only observe how the anti siphon device market is growing to see the scale of the problem.”

According to Gavin Kelly, operations manager of the

Road Freight Association (RFA), there are various views about how big fuel theft really is. “Some operators do not experience a problem based on the programmes in place while others still struggle. The RFA has not had reports from operators regarding rampant fuel theft – neither has there been a call for research into ways to counter such a threat.”

Fuel management remains critical in the operation

of business. “With fuel constituting up to 40% of the operating cost of a fleet, a management plan is crucial,” says Jackson.

Kelly agrees saying companies should do a risk analysis to identify where the opportunities exist to steal fuel while also having a shrinkage analysis done. “Then one can look at the various options available to curb fuel theft.”

Heavy ocean swells and winds notwithstanding, the South African Air Force rose to the occasion last Thursday (July 23) to rescue the entire complement of the listing bulk carrier, Ioannis NK, only two hours before she went down in 400 metres of water off the Cape West Coast.

Built in 1977 and carrying 22 500 tons of sugar and 22 tons of fuel oil, the 23 791 dwt Panama-registered, Greek-owned, vessel was en route from Brazil to India when her master sent an early morning distress call to the Maritime

Rescue Co-Ordination Centre to report his vessel was taking on water and listing.

This scrambled Smit to dispatch its powerful deep sea salvage tug, Smit Amandla, a team of four NSRI surface swimmers on board, and two air force Oryx helicopter, to find the vessel listing 45 degrees.

She later sank, more than 150 nautical miles off Cape Town.

Smit communications spokesperson, Claire Gomes, says the cause of the sinking has yet to be assessed but structural damage may have been at the heart of the disaster, with salvage unlikely.

Rail body deliberates over way forwardThe current management committee of the Container Rail Operators’ Forum (Crof) is busy breathing new life into the body, according to a discussion with chairman Georgi Georgiev of Grindrod Intermodal.

The present task is to re-establish a comfortable

relationship with Transnet Freight Rail (TFR), and this is still in the early stages, he told FTW.

The forum committee is also considering various issues – and grading these in order of priority.

Meantime, activities will remain “on a low gas”, according to Georgiev.
