At 60 years old, the town was still relatively young. Grover Cleveland was President. At this time, inventions such as radio were being devised by the great minds of the era. The Civil War had long-since ended. Industry was booming. Factories across the United States sprouted up, dedicated to the concept of supply and demand-one of which is depicted above. The image, taken towards the end of the nineteenth century, is that of a shoe factory that once stood in Belvidere. By looking at it, it’s clear to see that many workers in the factory at the time were children. In the 1800s, child labor laws had not yet been set in place. Throughout the later part of the century, regulations on child labor were attempted, but were later deemed unconstitutional. Across the United States, millions of children worked in the harsh conditions of field and factory labor, completing over thirteen-hour- long work days. This became quite common during the American Industrial Revolution, spanning well into the early twentieth century. Many children began working in U.S. factories at as young as seven years old. Due to overworking and poor conditions, many often fell ill and even died. It wasn’t until 1938 that the Fair Labor Standards Act was passed and was enforced nationwide. The law was dedicated to prevent children under the age of sixteen from working. Potentially dangerous jobs, such as factory work or the operating of heavy machinery, is permitted only to those who are eighteen or older now. Our Belvidere North boys didn’t start the season in the fashion of a team bound for the playoffs. The City Reflects on Infrstructure by Sofi Zeman Belvidere’s City Council Committee of the Whole met on Monday evening to discuss new business in the Public Works department. Topics such as streetlight replacement, storm water detention, parking restrictions and an update on the fitness court project were all covered at the meeting. Street Light LED Replacement. The Committee approved a motion to proceed with and apply for a grant to replace current street lights with 165 watt LED lights to promote energy efficiency. The $48,598 grant is provided through Commonwealth Edison and will reduce the city’s cost of the project to $16,200. If funding is approved by the City Council at its regular meeting, the local project would be finished in late March 2018. The labor involved would be done by workers from Belvidere’s Street Department. It’s anticipated that Belvidere’s portion of the cost will be recovered by lower electric bills. IDOT Storm Water Retention. At the meeting, a proposal to place a storm water detention facility along US Route 20 in Belvidere was proposed by the Illinois Department of Transportation District 2 Hydraulics Section. The goal of the project will be to avoid flooding on the south side of Belvidere in the event of a storm. Various locations for the facility have been discussed, such as the Bellwood, Dawngate and former Chrysler detention ponds. The project would be paid for through capital funds and is not expected to exceed $9,520. Parking Restrictions. A parking restriction was set for on-street parking on Corporate Parkway from Crystal Parkway to Tripp Road due to safety concerns. Parking on the south side of Corporate Parkway will be prohibited, due to fire hydrants located along the street. Fitness Court. Placing a fitness court on Whitney and Buchanan is continuing to move forward. On Wednesday, November 15, at a busy meeting, the Boone County Board adopted its Fiscal 2018 budget and tax levy for the year beginning December 1, 2017.

The budget is similar to the prior year. The property tax levy is 3-1/2 percent higher than the previous year, and anticipates raising $11,354,000. Because of new property added to the tax rolls, the rate of increase for individual property owners will be lower.

The total 2018 projected revenues for Boone County within the jurisdiction of the County Board are $25,005,000. We are always told that Thanksgiving is a time to be thankful for all the material wealth we have. We eat too much, drink too much and spend time with relatives that remind us of the old saw that “at least we can choose our friends.”

We all know people who seem to have a little more than us and we all know someone who is suffering. Realistically, that puts us all somewhere “in-between.” We think it can be all-consuming to figure out where we are in the hierarchy, which is what Thanksgiving seems to encourage. Most of the time, it leaves us feeling quite depressed.

Instead, let’s celebrate our relationships, friendships and our interactions great and small. Express your gratitude to the folks who have touched your life for the better.

Your Tesla doesn’t celebrate Thanksgiving. Nor does your bass boat or your diamond ring. Life isn’t about things. It’s about people, and our relationships with each other. Pity the rich hermit who has no friends. Consider the janitor who makes friends with everybody.

But there is a group out there of unsung heroes who also make the newspaper possible. It is amazing the many people we talk to over the course of a week in preparing the paper. Many of those conversations are held on Thursday morning, just before our deadline. Sometimes we need permission to use a picture. As we finalize stories, we often need to check our facts. Sometimes it’s “Googleable,” but more often, it is not. We often rely on librarians. Sometimes we need to call a source or verify a quote. This week was no exception. This morning, Yours Truly telephoned IDOT in Dixon to verify some information. Another call was to Belvidere North High School to obtain a missing football score. Earlier in the week, County Administrator Ken Terrinoni provided a copy of the county budget and explained an item. An employee in the Clerk’s office gave us a copy of the upcoming election schedule. And that’s only a few of the people we relied on just this week.

About 38 percent of the general fund comes from property taxes and an additional 8 percent from sales taxes. The largest category, 53 percent of the budget, funds the sheriff’s office, the jail, coroner and public safety building operations. An additional 17 percent goes to fund Court Administration.

The County Board’s budget does not include the levies and expenses of the school districts, townships and municipalities in the county, which together make up the majority of the property tax levy.

In addition to action on the county budget, the board also adopted a resolution calling for a public safety sales tax referendum at the March 20, 2018 election. The County Board would like to raise the sales tax by one-half of one-percent. This is substantially similar to the referendum last year that was soundly defeated by the voters of Boone County.

This tax increase referendum is scheduled for the same date as the Primary Election for Governor and other offices. Those who want to vote in the referendum, but are not willing to declare allegiance to the Democratic or Republican Parties and vote in the Primary Election, can still vote on the sales tax referendum.

The County Board also approved raising fees for health department services and overweight permits. Overweight permitting will be handled by an outside vendor, Oxcart Permit Systems LLC.

In other action, the County Board approved acquiring right of way at the intersection of Lawrenceville and Poplar Grove Roads for intersection improvements. Other right of way at the intersection that is unnecessary for the improvements is being abandoned.

The speed limit along Squaw Prairie Road between Poplar Grove Road and Grange Hall Road will be lowered to 45 mph as soon as the township erects speed limit signs.

The County Board also approved two separate requests, each of which were to combine two separate lots at Candlewick Lake into one.

Republican Jeanne Ives for GovernorBy Scott Reeder

SPRINGFIELD – State Rep. Jeanne Ives sounds like she’ll be a candidate for Illinois governor.

The Wheaton Republican is one of the most conservative members of the General Assembly and she is hopping mad at Gov. Bruce Rauner who she contends is not trustworthy.

Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t.

“He’s failed the integrity test. No one in the legislature believes a word he says,” Ives said.

If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries.

“The state is broke. We can’t afford to create another entitlement program, yet alone for something as morally reprehensible as abortion,” she said.

But Ives says her objection to Rauner goes beyond this.For example, although he ran on a platform opposing

“crony capitalism” Rauner signed a measure giving a multibillion dollar bailout to Exelon, a power company.

Are you starting to get the feeling that she really dislikes the governor?

Yeah, me too. But it’s one thing to object to what the leader of your

party is doing and it’s another thing to leave your safe seat in the legislature and challenge him.

Ives said she hasn’t decided yet if she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics.

Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy businessman Ken Griffin.

That almost makes David and Goliath seem like an even contest.

team ended their 2016 season with a record of 4-5, and no appearance in the playoffs. Coming back this year, the community was not quite sure what to expect out of North.

The first game of the regular season took place home at Milt Brown Stadium on August 25. The stadium was filled with fans, students and faculty, dedicated to the sole purpose of supporting their team as they took on the Rockford Boylan Titans. At the toss, North started on defense. With each down, Boylan gained yardage, leading to an eventual touchdown. After missing the extra point, the score settled at 6-0. Next, on offense, North’s Mason Stringini completed a one- yard touchdown in the second quarter, giving North the lead over Boylan at halftime.

Week two of the regular season proved to be more successful for the Belvidere North Blue Thunder as they conquered Jefferson High School 38-7, maintaining a lead throughout the entire game.

The following week, Belvidere North appeared at Funderburg Stadium with hopes of defeating the Belvidere Bucs. The crosstown football game, known for being perhaps the most popular Belvidere vs Belvidere event of each year, brought hundreds of Belvidere citizens Belviderians out, taking witness to the anticipation that comes with Friday night football. After losing to Belvidere, 34-24 in the 2016 season, Belvidere North was determined to show Belvidere High School what

the Blue Thunder was made of. On September 8, Belvidere North took back its cross town title after winning over Belvidere High School 47-13, giving the team a new sense of confidence.

“ If we play like this the rest of the way, I truly don’t know who can beat us,” said senior Jack Alenhius.

It was in the weeks that followed that confidence began to slowly wear down. For three consecutive weeks, North Football lost to Rockford Auburn, Hononegah and Harlem High Schools. When the playoffs seemed

farther away than they had ever before, things suddenly took a turn for the better. It was in weeks seven through nine that Belvidere North ended their brief losing streak with victories over Guilford (41-28), Freeport (32-20) and Rockford East (20-6), earning themselves a spot into the playoff bracket. Friday night football switched to Saturday afternoons.

Led by quarterback Callahan Dierks, the Blue Thunder went into the first round of the IHSA playoffs with an opportunity to make up for their previous loss to Rockford Auburn. In the regular season, Auburn dominated North 15-8. With stakes raised, and the idea of a state championship within grasp, Belvidere North beat Auburn 20-7, moving them forward to the next round. Week two of the playoffs made for an exciting game against Grayslake North. Senior Cruz Garza rushed 225 yards and completed a touchdown. A second was completed by Dierks, leading Belvidere to a win over Grayslake by a single touchdown, 14-7. For the second time in school history, Belvidere North was heading to the quarterfinals.

On Saturday, November 11, North faced Hoffman Estates. It was a brisk, late Fall evening. Fans from various schools across the NIC-10 filled Milt Brown Stadium, joining the effort of cheering on what could potentially become a historic day in Blue Thunder history. With determination and high hopes, Belvidere North Football fought hard. It was after a long game, in which Hoffman Estates held a lead throughout the game. Belvidere North lost 35-10, knocking them out of the running and bringing an end to the football season.

Based on this season’s performance, the Belvidere North is expecting to have a successful season come Fall 2018, possibly getting farther than they did this year. On November 18, Hoffman Estates will continue their move towards the Division 6A IHSA state championship when

they face Prairie Ridge High School in Crystal Lake at 4 pm.
