The Form 4 - Audited Financial Statement has been prepared by the candidate and official agent based on the financial reportingprovisions of By-law No. 1012010 of The City of Winnipeg Charter.The Candidate and Official Agent’s Responsibility for the Financial statementThe candidate and official agent is responsible for the preparation of the Form 4 - Audited Financial Statement in accordance with thefinancial reporting provisions of section By-law No. 1012010 of The City of Winnipeg Charter, and for such internal control as the candidateand official agent determines is necessary to enable the preparation of the Form 4-Audited Financial Statement that is free from materialmisstatement, whether due to fraud or error.

Audi1ors ResponsibilityOur responsibility is to express an opinion on the Form 4 - Audited Financial Statement based on our audit. We conducted our audit inaccordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements andplan and perform the audit to obtain reasonable assurance about whether the Form 4 - Audited Financial Statement is free from materialmisstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the Form 4 - Audited FinancialStatement. The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatementof the Form 4 - Audited Financial Statement , whether due to fraud or error. In making those risk assessments, the auditor considersinternal control relevant to the entity’s preparation of the Form 4 - Audited Financial Statement in order to design audit procedures that areappropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. Anaudit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made bythe candidate and official agent, as well as evaluating the overall presentation of the Form 4 - Audited Financial Statement.We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our qualified audit opinion.Basis for Qualified OpinionDue to the nature of transactions inherent in any election campaign, the completeness of income and expenses for the campaign periodare not susceptible of satisfactory audit verification. Accordingly, our examination of income and expenses was limited to the amountsrecorded in the candidate’s accounting records. We were unable to obtain sufficient appropriate audit evidence about the completenessof income, expenses and campaign period surplus (deficit). Consequently we were unable to determine whether any adjustments to theseamounts were necessary.

Qualified OpinionIn our opinion, except for the possible effects of the matter described in the Basis for Qualified Opinion paragraph, the Form 4 - AuditedFinancial Statement of Gord Steeves for the campaign period from May 1, 2014 to March 31, 2015 relating to the election held on October22, 2014 is prepared, in all material respects, in accordance with the financial reporting provisions of By-law No. 10/2010 of The City ofWinnipeg Charter.

Basis of AccountingWithout modifying our opinion, we draw attention to the basis of accounting for the Form 4 - Audited Financial Statement. The Form 4 -

Audited Financial Statement has been prepared by the candidate and official agent and has not been, and is not intended to be, preparedin accordance with Canadian generally accepted accounting principles, is solely for the information and use of the Campaign Expensesand Contributions Officer for the City of Winnipeg for complying with By-law No. 10/2010 of The City of Winnipeg Charter.
