Director of Mines and Geology, GoAP, Hydembad and G.O.Ms.No: 56, Ind. &: Comm. (M.ll) Dept., dated: 30.04.2016, I hereby approve the Mining Plan {including Progressive Mine Closure Plan) for the period of five years for Black Granite over an extent of 1.918

Hectares in Sy.No.l31/16 of Gotukurn Village, Kuderu Mandai, Anantapuramu District in favour or Sri O. J::tya C handra Reddy.

This approva.l is subject to the following conditions. I. This Mining Plan (including Progressive Mine Closure Plan) is approved without

prejudice to any other laws applicable to the mine area from time to time whether made by the Central Qo,•emment, State Government or any other authority.

2. It is clarified that tltis approval of the mining plan (including Progressive Mine Closure Plan) does not in any way imply the approval of the Government in tenns of any other provisions of the Mines and Minemls (Developmc-nl and Regulation) Act, 1957 or the Mineral Concession Rules, 1960, APMMC Rules, 1966 and any other Jaws including the Forest Conservation Act, 1980 and G.C.D.R, 1999.

3. This Mining Plan was approved as per the quarry lease executive sketch of the subjed area. Any deviation found later, approval authority does not owe responsibility.

4. The approval authority does not owe respoasibility with regard to recovery factor of granite and assessment of reserves, any erroneous certification made by the R.Q.P. if any, since the eva1uation is done on random basis.

After careful examination of the proposals of the Assistant Director of

Mines and Geology, Ananthapuram It is decided In principle to grant a Quarry

Lease the Director of Mines & Geology, Ibrahimpatnam in principle has

decided to grant a quarry lease for Black Granite over a precise extent of

1.918 Hects, in Sy. No.131/16 of Gotukuru(V), Kuderu(M), Ananthapuram District In

favor of Sri B.Jaya Chandra Reddy for a period of 20 years subject to

submission of Approved Mining Plan within a period of 6 months from the date

of issue of notice No.18336/R4-1/2016, dated: 13·07-2017, of DM&G,

Ibrahimpatnam. as per Rule 12 (5) (C) of Andhra Pradesh Minor Mineral

Concession Rules, 1966.

The submission of Mining plan Is a pre requisite for Quarry lease as per

Rule 12 (5) (C) of A.P.M.M.C. & G.C.D.R. 1999. The proposed mining plan

covers a scientific and systematic assessment of the deposit which indicates

the details of conservation of the deposit and protection of environment in and

around the mining area. The survey comprises of Topographical Survey, Large

Scale Mapping with contours.

Government of India under section 18 of "Mines and Minerals" (Development

showing the Sy.No. 313 of the recommended for Quarry lease area Is

from Kammuru due East. QL applied area is approached from Anantapuramu

to Kuderu Road after 14km take right diversion at Kammuru cross by

travelling 2.2km Kammuru village is reached and then take right diversion

towards Kotanka village road after 1.75 km right side QL applied area can be

reached by travelling 1.2km towards Gotukuru road. Kammuru is located

Anantapuramu to Bellary road at a distance of 14 km from Anantapuramu

existing Quarries and allied Small-Scale Industries. The area experiences

Tropical Climatic Conditions, General Monsoons are SW & NE with an average

annual normal rainfall of 506.6 mm and 719.4 Is In the year of 2009·10. The

local day temperature varies from 2s.o•c (Minimum In winter) to 47.0•C

(Maximum in summer) in the Month. Total Population of this Kammuru

Village is around 450 (Source :Census of India- 2011)

2. Geology and Ex ploration: Topogr aphy:

The lease area Is a elevated mound which mostly covered by rock boulders.

These boulders are in irregular shapes and vary In size and shape. The elevated

feature Is a result of weathering and denudation, and rise in height from the general

ground level to about 8mts from 372m to 380m MSL . The area is devoid of any

forest or tree cover. It comprises shrubs only. There are no prominent natural

drainage channels in the area. In general the area is plain studded with hillocks.

Sometimes they may rise gently as continuous hills, presenting a rugged

The Regional area formsr_j~fTt ';Q~~~~e green stone terrain of eastern part of

Dharwar Craton. The gr ~lY~6r1f!'ji~~are ~~~e up of metabasalt, acid volcanic

and banded iron formatio ~xpos·~-9-~~- belts hosting hold mineralization.

These green stone rocks are 1 ' tt:o~fanitic rocks of grey, Brown and black

variet ies.

In this area the granite terrain comprises banded/streaky gneiss ranging in

composition from tonalite to qranodiorite, miqmatitic qneiss and qranodiorite qranite

with compositional variation between granodiorite granite and alkali feldspar granite.

Among these varieties of gneissic granites and dykes are suitable for us in stone

industry.

b) LOCAL GEOLOGY:

The Subject area belongs to small mound rising to a height of about 8· 10 m

with boulders from ground level. The Black Granite is exposed as a Boulder rock in

the centre portion with gentle slopes and Boulders are covering on top portion. The

lease area is mostly consists lot of big dolorite boulders on the surface all along the

trend of East & West. In this area the deposit is having exposures on the surface to

maximum height of 8mts from the adjacent ground level. In this lease area about 5·

6m thick material is containing small, medium size and uneven boulders with

multiple fractures and joint zones. At surface itself the ripple type and migmatite

granite boulders are exposed with a height of 6 to 8 m. however the size of boulders

2.2 QUARRYING CARRIED OUT Details of Quarrying Operations

Lease is yet to be granted. The Preliminary survey has been done. The

Q.L applied area does not contain any forest cover. The applied area does not

consist any wild life.

2.3 RESERVES

Geological traverses in the quarry and the study exposures In the vicinity of quarries

facilitated to access the shape and size of the deposit in the area. It is a slightly

elevated Deposit rising 10 M above ground level within the quarry lease area. The

surface of sheet rock is wavy and irregular.

2.4 Method of Estimation of Reserves

The calculat ion of reserves of prospects, deposit of mine is done at

every stage, right f rom preliminary to lost stage of explorat ion and m ining.

Based on the prospecting work carried out and the present exposure of

the boulders & sheet rock, and the observations made in the adjacent Quarry

the reserves of the area have been estimated by t he following parameters.

The proved zone is 10m and probable and possible zones are Sm each and the

recovery factor Is taken only 20% and it may vary In depth. The reserves are

estimated by the Cross Sectional Method.

following table.

3.0 MINING (a) Open Cast Mining

There are no public buildings, places of importance and historical monuments. However, the applicant will conduct the quarry operations duly adopting the restrictions regarding the safety measures as per the regulations 109 & 127 of Metalliferrous Mines Regulations '1961' and Rules & regulations of APPCB and MOEF.

( I) Method of Mining (Open Cast other than fully Mechanized 1 Semi Mechanized)

The Granite In the quarry lease area is exposed on the surface. Hence, it is proposed to mine the Black Granite by open cast, semi-mechanized methods, by developing the benches of 6 M height with 1.5 M bench width from top of the hillock with shallow drilling and blasting. line will be made. Line drilling method is used for separation of primary blocks.

i) Once the free face Is developed in working place, the primary cuts are taken

up over a maximum length of 10 mtrs to a width of 3 mtrs and to a depth of 6 mts

depends upon the joint; availability. These dimensions are confirmed as for field

studies. Primary block will be cut into secondary blocks by Jackhammer drilling and

wedge cutting and this block will be dislodged from in-situ position by an

excavator.

ii) Line drilling method will be used for cutting the primary blocks which

involve drilling and blasting.

iii) The holes are charged with low explosive cartridge like gun powder and

non-delay detonators for smooth blasting.

lv) The use of delay detonates causes fragmentation and cracks In rocks. The

non detonating cords are Inserted into the holes and the holes are stemmed

with muck and plugged at the mouth and fired.

v) Thus the block will separate from the mother rock, which is pulled off from

the face with cranes or shovel.

d) Handling of blocks within the quarry Blocks are separated from mother rock by excavator and the slope of the ramp is gentle.

e) Transportation of Blocks from quarry to yard and to Destination The rough blocks in the mine area will be handled by using excavator and transported to destinations by trucks.

4.0 MINE DRAINAGE

The general direction of ground water flow is towards NE. The areas of

Gotukuru form a part of the Mid Pennar River Basin. The height of quarry

ranges from 372 - 380 m above MSL.

Ground water table is 100 m bgl in the surrounding areas. The mine lease is

on little elevated area max. mining depth is 25 m I. Hence ground water table

will not have any Impact due to the mining operations.

5.0 WASTE MANAGEMENT PLAN (SOUD &. UQUID)

No industries exist in the vicinity of the quarry lease area. Hence, no treatment

Is required for the run off.

6.0 USE OF MINERAL AND MINERAL REJECT

The district has significant resources of Granite. Black Granite blocks can be

used for Const ruction purpose as flooring material and wall tiles. Some blocks

are used as decorative stones of monumental purpose. Waste Crushed stone

or 'road metal' is used in landscape design and gardening for gardens, parks,

and municipal and private projects as a mulch, walkway, path,

and driveway pavement, and cell infill for modular permeable paving units. As

mineral mulch its benefits include erosion control, water conservation, weed

suppression, and aesthetic qualities. It is often seen used in rock gardens and

cactus gardens.

(j) Occupation Health and Safety

The quarrying in this area does not involve any hazardous methods. The

quarrying is simple and open cast mining method. In this, the possibilities of

small injuries are anticipated. The Applicant is providing First Aid facilities at

quarry site and Office room.

This also consists of issuing PPE (Personal Protective Equipments) to all the

persons working, and those that are needed for the site specific operations.

The following PPE are proposed to be distributed.

• Helmets once in t hree years as needed under Mines Act

• Safety shoe to all the employees twice a year as per the same statute.

• Safety goggles to the Drill operators and Crusher operators which is a

site specific requirement.

• Nose masks once two months (Actually these are the cotton thin towels)

All around the quarry that is in the buffer/safety zone of 7.5 meters as per AP

PCB and MOEF rules, around the quarry attempts will be made to grow plants

with local arrangement of drums filled with mud. Thus it is envisaged that

around 10 plants will be planted and taken care of In one year. Thus the area

available around the periphery will be sufficient for around 15 years.

Although the area in general is fertile the location where the quarry Is situated

is totally rocky. Expect for some wild growing medium sized plants that grow

in the cracks of boulders; there are no notable species in the area. However 2 i

Disaster Management and Risk Assessment To mitigate the emergency, planning is the first & four most thing, i.e. recognizing the accident or possible, assessing the consequences of such possible accidents and deciding on emergency planning I procedures In advance both on site & off site that would necessary to be implemented , t he event of emergency without any delay and confusion. Proper bench design in mines and observing safety measures for transportation, storage, handling of explosives & fuels, etc, good maintenance of vehicles, roads, fire prevention measures shall go in prevent ing disaster I accidents. Quarrying shall be carried out as per MMR 1961 & Rules and regulations applicable the project in charge is having a mobile communication for quick intimation of Information If need arises. The Applicant is committed to Identify the possible causes for potential disaster and draw a code of emergency measures and procedures to deal with such disasters, which is otherwise also advised by DGMS through their Circulars. The quarry is having good communication like telephone & mobile facility. In case of any minor I major accidents within the quarry, the same will be communicated to the Agent by the Mines Manager and intern he will inform to the Revenue Authorit ies, Police, Fire Department, DGMS etc for action. A vehicle is kept all the time at the quarry site for conveyance. At quarry level first aid will provide and person(s) shall be shifted to nearby hospital at Guntur which Is having all basic amenities if in Serious Conditions.

8. Care and Maintenance during temporary discontinuance

The quarry workers are taken on contract basis on need based orders; the

workers always get Employment I Contract in similar quarries existing around.

9. Time Scheduling f or Abandonment

As the quarrying in the lease hold is active proposal of abandonment is

proposed in first 5 years period.

After carefu l examlnotion of the proposals of the Assistant Director of Mines and Geology, Ananthapuramu It Is decided in principle to grant a Quarry lease for Black Granite over an extent of 1.916 Hectares In Sy.No. 131/16 or Gotukuru Village, Kuderu Mondel, AncnthllpurlJmu District In favour Sri B. Jay&chendr.a Reddy ror a p eriod of (20) years subject to cubmiccion of Approved Mining PJ&n within a period of (6) months from tha date of Issue of thts notice under Rule 12(5) {c) of APMMC Rules, 1966 alongwlth consent for establishment from A.P. Pollution Control Bobrd & environmental Clearanco from Ministry of Environment &. Forests as per Environment Impact Assessment Notification through 5 .0 . 1533, dated: 14· 09-2006.
