Insteadofpiecingoutaschool’sInstructionalMaterialsAllotmentovertwoyearsofthebiennium,thebill,authoredbyRep.GaryVanDeaver,wouldgiveschoolsaccesstoalltheirIMAinthefirstyearofthebiennium. That’simportantinbiennialikethisone,whenthehugeProclamation2015isalmostassuredtosoakupmuchofthetwo-yeardistributioninthefirstyear.

Sometimesthey’refinishedwithinthe140daysthatthestateconstitutiongivesthemfortheirRegularSession.Sometimesthey’renot,andtheyhavetoreturnforaspecialsession.Ortwo.
