  • UPDATED: Interim Guidance on Card Extensions during COVID-19 Outbreak

March 31, 2020 Purpose: To provide additional flexibility for providers, AHA Instructors, and Instructor candidates during the COVID-19 pandemic. NOTE: This guidance on card extensions supersedes the guidance outlined in the March 13, 2020, document, “Interim Guidance on Extensions for AHA Instructor & Provider Cards during COVID-19 Outbreak.” AHA Instructor and Provider Card Extensions Per the statement regarding further extensions of AHA course completion cards beyond 60 days past the recommended renewal day (in interim guidance released on March 13, 2020), and given the ongoing threat of exposure to COVID-19, with many communities under shelter in place orders to minimize the spread of the disease, the AHA is extending AHA Instructor and Provider Course Completion Cards for 120 days beyond their recommended renewal date, beginning with cards that expire in March 2020. Please see the AHA’s guidance below, and disseminate to anyone who has a business need for this information (e.g., students, employers, medical or safety regulators, etc.). For Instructor Cards expiring beginning in March 2020:

    • AHA Instructor cards will be valid for 120 days beyond their recommended renewal date.

    • Instructor candidates will also have 10 months from the completion of their Instructor course to complete monitoring.

    • Management of this extension, and any record-keeping, will be the responsibility of the Training Center.

For AHA Provider Cards expiring beginning in March 2020:

    • AHA Provider Cards will be valid for 120 days beyond their recommended renewal date.

    • Management of this extension, and any record-keeping, will be the responsibility of the Training Center.

AHA Policy on Expired Cards for Update/Renewal Courses:

    • Over the next 120 days, for providers whose cards have expired due to inability to complete training during the COVID-19 outbreak, the AHA will allow Instructors to provide remediation during update courses.

  • your cooperation.

Rapid Testing UpdateThank you to the Lab team for their tremendous work in getting our in-house testing upand running. The in-house testing began this week for inpatients and EmergencyDepartment patients who will be admitted to the hospital. So far we have tested morethan 22 patients across the system, and the average turnaround time is 2 hours. Welook forward to expanding our in-house testing in the near future as allocations of testingon the reagents are slowly eased and lifted. MyHealth Online and TelehealthWe are significantly expanding our use of telehealth in both the inpatient and theoutpatient setting. In order to schedule outpatient video visits, patients must have anactive myHealth Online account, which will enable scheduling, appointment reminders, and instructions on how to start the video visit. We are asking all staff to emphasizewith their patients the importance of creating a myHealth Online account. We appreciateyour cooperation and efforts to encourage our patients to sign up and take advantage ofthe benefits of myHealth Online. To assist patients with sign up, we have taken thefollowing measures.

HealthLink Automated Email:Patients who have an upcoming scheduled visit but no active myHealthOnline account will receive an automated email from HealthLink with anactivation code and sign up instructions. The process should take no morethan 2 minutes. To support this effort, we are asking staff to verify thepatient’s email information in their demographics upon check in.

Hospital and Clinic Staff:Staff can send activation emails directly to patients during registration. Byquickly verifying their email address, they can send patients a link thatinstantly activates their myHealth Online account in a few easy steps.

Families First Coronavirus Response Act (FFCRA)You may have heard about the Families First Coronavirus Response Act (FFCRA), whichprovides for two new types of paid leave: Emergency Paid Sick Leave and ExpandedFamily and Medical Leave. Under the FFCRA, eligible County employees, includinghealthcare workers and first responders, can receive 80 hours of Emergency Paid SickLeave to be used for COVID-19 related reasons or to care for family member under theage of 18 due to school and daycare closures where telecommuting and childcare are notavailable. Please contact your manager or the Employee Services Agency for furtherinformation. Employee Work Clearance for Testing Outside of Employee HealthPlease remember that all healthcare workers who receive COVID-19 testing outside ofEmployee Health must notify their manager, who must then contact Employee Health. Employee Health will contact the healthcare worker to determine work clearance.

  • Food DonationsThe VMC Foundation has received an outpouring of support from the communityinterested in donating food for our healthcare workers while at work. We are verygrateful for this generosity and support. We are coordinating efforts to be able to sharethese food donations with different departments as well as different shifts throughoutthe system, and our goal is to rotate these deliveries to various teams throughout theweeks ahead. The donated items will be individually wrapped for easy grab and go style, and delivered to the hospital directly. EAP Virtual Mindfulness WebinarsEAP is offering Virtual Mindfulness Meditation webinars twice a week to help copeduring this difficult time. The attached flyer provides more information. Extensions for American Heart Association CertificationsThe American Heart Association has issued extensions for AHA Instructor and Providercards during the COVID-19 pandemic. The extension is for 120-days beyond renewaldates. Staff may continue to work with an expired BLS, ACLS or PALS during thepandemic. While the HeartCode and HealthLearning system courses for ACLS, PALS andBLS remain operational, the Education Services Staff are not readily available to helptrouble shoot log on and technical issues with the system. For the duration of theoutbreak, only staff who are already very comfortable and experienced with the onlinesystem should enroll and use the manikins. Please contact your manager with anyquestions. CDC Rapid Sentinel Surveillance Study for COVID-19You may recall that several of our urgent care clinics participated in a CDC lead sentinelsurveillance project in early March during the initial outset of the COVID-19 crisis whenlittle was known about community transmission in the county. This project wasprompted by a single case on February 27 that suggested community transmission (noknown exposure by travel or close contact with a patient with confirmed COVID-19).From March 5-14, patients with ILI symptoms without any exposure risk were firsttested for influenza. A random sample of those that tested negative for influenza wheresent to the Santa Clara County Public Health Department for COVID-19 testing, and 11%of these tested positive for COVID-19. This result confirmed the presence of communitytransmission in the county. The result of this sentinel study provided data driveninformation to the CDC and the Public Health Department. On March 16, the Santa ClaraPublic Health Officer and other jurisdictions ordered all residents to shelter in place andall schools, businesses, and government agencies to cease nonessential operations. Thisnonpharmaceutical intervention to date has had a positive impact on flattening theCOVID-19 curve in our County, saving lives. Social Distancing Measures at Home and Work

  • Whenever possible in our work settings, and as members of the community, it remainscritically important in order to slow the spread of COVID-19 that we all comply with thePublic Health Officer’s social distancing requirements. Please remember to always: (a)Maintain at least six-foot social distancing from individuals who are not part of the samehousehold or living unit; (b) Frequently wash hands with soap and water for at least 20seconds, or use hand sanitizer that is recognized by the Centers for Disease Control andPrevention as effective in combatting COVID-19 (alcohol-based sanitizer with at least60% ethanol or 70% isopropanol) ; (c) Cover your cough and sneeze with a tissue orfabric or, if not possible, into your sleeve or elbow (but not into hands); and (d) avoid allsocial interaction outside the household when sick with a fever or cough. Thank you fordoing your part to keep us all healthy. Healthy Regards,Paul
