Ms. Debra Rossi Remedial Project Manager United States Environmental Protection Agency Region III 1650 Arch Street Philadelphia, Pennsylvania 19103-2029 RE: Army Creek Landfill - New Castle County, Delaware
Leachate Sampling from Gas Vents Dear Ms. Rossi: Ruth Associates, Inc. (RAI) has prepared this document summarizing leachate sampling from gas vents at the Army Creek Landfill. Leachate sampling was performed on April 20 and 21, 2015 in general accordance with the scope of work proposed in our February 18, 2015 letter to you. On April 20, 2015, the depth to liquid and depth to bottom were measured in the following gas vents: GV-48, GV-51, GV-43, GV-58, GV-33, GV-57, GV-60, GV-29, GV-46 and GV-53, the locations of which are shown on the attached figure. The following gas vents contained less than 0.5 ft. of liquid; therefore, no attempt was made to purge and collect samples from them: GV-43, GV-58, GV-33, GV-57 and GV-60. The following vents contained 0.5 ft. or more of liquid: GV-48, GV-51, GV-29, GV-46 and GV-53. Samples were collected from GV-48, GV-51, GV-29 and GV-46. An attempt was made to evacuate the liquid in the well with a peristaltic pump, however, the thick consistency of the liquid and the presence of solids prohibited used of the peristaltic pump. The vents instead were evacuated with a disposable polyethylene bailer. Each of the four vents was bailed until there was less than 0.5 ft. of liquid or three volumes of liquid was purged. Each of the vents was allowed to recharge overnight, and a sample was collected on April 21, 2015. A polyethylene bailer was used to collect a sample and it was poured directly into 40 mL VOAs preserved with hydrochloric acid. The samples were immediately placed on ice and kept under chain of custody until delivered to QC Laboratories the same day. A duplicate sample was collected at GV-51, a Field Blank was collected, and a Trip Blank was included with the samples. Each of the samples was analyzed for 1,4-dioxane via USEPA Method 624. RAI had initially proposed to have these samples analyzed via USEPA Method 8260, however upon receipt and inspection, the laboratory elected to perform the analysis via USEPA Method 624. It was also anticipated that the reporting limit would be approximately 60 micrograms per liter. However, the consistency of the sample matrix and the possible presence of other analytes caused the laboratory to dilute the samples resulting in a higher reporting limit.

The 1,4-dioxane results have been tabulated and are presented in the attached Table 1. The analyte was not detected in any of the leachate samples, the Field Blank or the Trip Blank. Please do not hesitate to contact us if you have any questions. Sincerely, RUTH ASSOCIATES, INC.
