The area used for cereal production (incl. grainmaize) is about 57 million ha and decreasingslightly across the EU since 2008. Even if there areregional differences, common wheat (Triticumaestivum), grain maize (Zea mays) and barley(Hordeum vulgare) are the most important cerealsgrown in the EU. The three crops accounted formore of 85% of the cereals produced during thelast decade and covered more than 78% of thearea used for cereal production. Although theproductivity of European and global agriculturehas been vastly improved through focussing on arelatively small number of crop species, thisstrategy has left agriculture with dependence onhigh inputs, leading to environmental damage.Moreover, the reduced genetic variation causedby the breeding for high yields can make cropsmore vulnerable to biotic and abiotic stresses thatare likely to increase with climate change, andthese problems cannot be solved simply by mostuse of pesticides.

Many of the other diverse cereal species (spelt,einkorn, and emmer) were domesticated duringthe Bronze Age and although they are no longergrown as major food crops, they have remainedpart of the cultural heritage of several Europeancountries. There is no data available for the last fiveyears on the area under cultivation or productionof emmer, einkorn or spelt in the EU. This illustratesthat there is hardly any economic interest in thisancient crops in the EU. However, these minorwheat species have received renewed interestmainly due to their suitability for low input and theorganic production where they grow well, and as asource of new genetic diversity for modern wheat.

Rye and oats are cereal crop species which havealso been traditionally grown in several Europeancountries; however, due to the changes inagriculture as well as consumer demand duringthe last 70 years, both crops have almost beenreplaced by common wheat. But given that both

cereals are known to have health benefits, there isa strong argument to encourage their greater usein the European diet and cultivation by EU farmers.

The expansion of minor cereals use in Europecould be a benefit for:• The environment and crop diversity;

• The economic viability particularly of small andmedium enterprises (SME) and farmers;

• The diversity and nutritional quality of cereal-based foods offered to consumers.

Minor cereals have not been studied to the samelevel as major cereals using modern researchmethods. Although there are benefits, underutilisedcrops like oats, rye or spelt have been hardlydeveloped as commercial crop varieties and noinvestment in using the genetic diversity in breedingprogrammes, in promoting the crops amongfarmers and in optimising the crops of industrialprocesses were undertaken. Some of the cropvarieties are stored in genebanks and rarely furtherused or developed by breeding. By doing so, theplants do not further adapt to new growingconditions.

Breeding • Integration and exploitation of available germplasm for each minor cereal speciesand their wild relatives

• Identification of chromosome segments responsible for disease and quality traitsby association mapping.

• Identification of different alleles for sequenced resistance genes by sequencing

• Comprehensive phenotyping and genetic characterisation, including the identifica-tion of duplicate genotypes

Agronomy • Utilization of new breeding strategies for minor cereals, and adaptations of research methodology specifically for minor cereals, e.g. in relation to agronomicmanagement, grain processing, nutritional quality, health promoting effects etc.

• Identification of genotypes with promising traits for yield, resistance to importantfungal diseases, improved nutrient use, quality, suitability for food processing andother beneficial traits

• Optimisation of agronomy of selected minor cereal genotypes in four Europeancountries representative of diverse climatic zones, through on-station and on-farmfield trials, with a focus on organic fertilisation and advances in agronomic management

Processing • Investigating the diversity of micronutrient, phenolic and antioxidant content in minor cereals, any potential harmful/antinutritive components through thehigh-throughput profiling analysis, and possible beneficial effects on humanhealth through the bioassays using human cell cultures

• Development of know-how in milling and other food preparation methods suitablefor minor cereals for improving quality, consumer acceptance, processability andstability

Marketing • Understanding how new products based on minor cereals can be best introducedto the market, taking into account regional differences within Europe with a programme of case studies

Demonstration • Demonstration of project results through farmer-participatory field trials and production and quality evaluation of new food products using minor cereals

This article is focused on the findings of socio-economic sciences research led by Swiss HealthyMinorCereals partner FiBL ( http://www.fibl.org ) surveying the trends andhabits of consumers in selected countries relatingto minor cereals, to better understand how tomarket these crops and their products.

According to the EU statistics, high cereal productionis leading to saturated markets for wheat, barley, ryeand oats. An exception is durum wheat; the onlycereal with a consistent supply deficit in the EU. Assaturated markets promote diversification, therecould be a market chance for currently underutilisedcrops, and there are a few examples e.g.

• Spelt in Switzerland, has become the mostimportant minor cereal;

• Old cereal varieties like Schlägler Roggen,Purpurweizen, Schwarzhafer, mainly producedby organic farms, in Austria;

• Emmer, einkorn and spelt (also called farro) areminor cereal crops produced in Italy and tradedby using a Protected Designation of Origin label;

• Organic spelt, rye and oats in the Czech Republic.

Across Europe, diverse products made from oats,spelt and rye are available on the markets e. gbread, flour, pasta, beer, pastries and breakfastcereals. Especially for spelt, emmer and einkorn,the domestic production might not meet themarket demand. Old cereal varieties or newly bredvarieties of minor cereals are found mainly incombination with an organic label and varieties.

Farmers will only produce new cereal crops andvarieties if there is a chance to market themsuccessfully. Marketing needs adapted supplychains an infrastructure. That might not be thecase in all regions of the EU.

However, one important driver for cropproduction is consumer’s interest in the product.Based on our analysis of the small amount ofscientific literature available on consumer trendsconcerning cereals, we see that there is a marketpotential for currently underutilised crops inEurope if the production could be linked totradition, regions, health, taste or sustainability(Table 1). However, some trends are ambiguousfor cereals, especially the trend for gluten-freeproducts and the fact that they are traded globally,so the link to local production is difficult toestablish (Table 2). Based on the literature review,we come up with the following general guidelinesfor marketing of minor cereal crops:

• European consumers link healthiness tonaturalness and a low degree of processing;

• Whole grain products are especially demandedby consumers who seek a healthy lifestyle andnutritional benefits;

• Traditional rye bread is not associated with healthbenefits whereas whole grain products are;

• The demand for gluten-free products isincreasing as the awareness of coeliac diseaseand gluten sensitivity is rising. Marketing oat products as gluten-free might beadvantageous;

• Information increases the acceptance ofunfamiliar food. Hence, to support theintroduction of new products or dishescontaining minor cereal as rye, oats or spelt, it isimportant to inform consumers sufficiently;

• It might be easier to introduce new products ordishes on the market if they are similar toproducts/dishes consumers are familiar with;

• Health claims alone do not convince consumers;

• Consumers who prefer “tasty” products to“healthy” products might be less interested inproducts labelled as healthy. Consequently, thelabelling of cereal products may not only befocused on health and nutrition. It might hinderconsumers preferring tasty food from purchasingthese products;

• Emmer products may be successfully introducedon the market when linked to history, folkloreand region, as the case of Italy shows;

• When minor cereal products are marketed asregional and traditional – traditional rather in thesense of traditionally produced in the region -, it isimportant to consider that consumers associatethese products with naturalness but also familiarity;

• Foods markets in Central and Western Europeancountries differ. Consumers do not have thesame prerequisites. Price, as well as food qualityplays an important role in Central Europe;

• As consumers are increasingly interested invariety and speciality, ancient grains becomemore popular, too. This trend is directly linked toproducts of currently underutilised cereals andit constitutes a big market potential.

We then explored how currently underutilisedminor cereals products are differently marketedacross Europe, in a series of case studies.

In Switzerland, with a highly segmentedmarket, there are several examples for the

successful trading of minor cereals. In most of thecases, an Interest Group (IG Dinkel, IG Emmer-Einkorn, Gran Alpin) organises the collection andtrade with the cereals. Trends used in the marketingare biodiversity, regional provenance, tradition,health, ancient grains and sustainability.

In the UK, we found similar marketapproaches but using fresh, seasonal,

local & high-quality products in the marketing.

In Germany, an example of initiatives insupport of minor cereal production is the

city of Nürnberg. The city supports emmerproduction and processing with professionalmarketing support for producers, bakers,breweries, retail sector. The main attributes for themarketing are regional production and economy,sustainability, organic, tasty.

In Austria, the initiatives GOURMETREGION AUSTRIA, which is a registered

trademark of Agricultural Austria Marketing GmbHand the Federal Ministry of Agriculture, Forestry,Environment and Water, includes some activitieswith minor cereals, e.g. Schlägler Roggen, spelt(Mittelburgen), Waldstaudekorn (rye). They usethe traditional, regional agricultural products andspecialities.

Hence, on a regional level, we identified a consumerinterest in special foods that could be seen as amarket potential for currently underutilised minorcereal crops like oat, rye, spelt or emmer andeinkorn. However, the infrastructure for seeding,harvesting, collection and processing (milling orbacking) of these crops might often not be available.

Although consumers are interested in regional,traditional, healthy and sustainably producedcereals, this potential cannot only be achieved byinvesting in plant variety breeding. Rather, it alsorequires an investment in an adapted infrastructuresuch as mills, collecting points and processors, whichcan connect producers with interested customers.

The role of water and agriculture sustainabilityis a complex policy issue and must beapproached in a holistic way. We know that a

clean and reliable water supply is absolutelyfundamental to human, animal and plant health.

We know that agriculture is a water-intensiveindustry. We know that as the global populationcontinues to increase, there will be more mouthsto feed from a farming point of view. And we knowthat farming and food production need to do meetthis challenge while also doing more to fight climatechange, preserve biodiversity and maintain theenvironment.

So how do we make progress? The first step is tocreate a broad awareness among policymakersand stakeholders about the magnitude of thechallenge.

Thankfully, there are positive signs that water andagriculture are growing in importance on theinternational agenda. The Agriculture Ministers’Declaration at the 2017 G20 meeting underlinesthat agriculture and forestry can provide valuablesolutions for water sustainability.

Water and agriculture are also at the core of the 2030 Agenda for Sustainable Development. TheSustainable Development Goals on sustainablewater management (SDG6) and sustainableagriculture (SDG2) outline some of the challengesinvolved, and present some useful targets.

Sustainable water management is the explicittarget of Sustainable Development Goal (SDG) 6,

which calls for a global agriculture able to enhancefarming productivity while reducing the impact onthe availability and quality of water.

At European level, we take these internationalcommitments seriously and we are in the processof formulating a roadmap for action. And it is clearthat we have to act now. We cannot wait, thechallenges are pressing and we all have an interestin tackling them immediately.

For this reason, EU Environment CommissionerVella and I established a Task Force on Water todevelop a long-term alliance between differentCommission services. The task force looks atvarious ways of improving water status in the EU ina cross-sectoral manner and with immediate effect.

Joint work has been initiated to improve theimplementation of existing legislation, to boostnecessary investment and spread best practicewith a view to improving water sustainability in EUagriculture.

The Water Task Force spearheaded the CommissionStaff Working Document on “Agriculture andSustainable Water Management in the EU”,published on 28th April 2017.

This document shows in a clear and specific way the Commission’s commitment to achievethese goals. It finds that current EU agriculturaland water legislation provides a wide range ofadequate policy tools for improving water status,boosting investment and increasing knowledgeand innovation roll-out.

Dedicated rural development measures can doimportant work by supporting environment andclimate action, Water Framework Directive-targetedmeasures, knowledge transfer, and especiallyinvestment support.

But using existing legislation is not enough.Sharing best practice and boosting innovation andrelated investment is the key to success.Numerous EU research and innovation funds arealready supporting projects to improve both thequantity and quality of our water supply. We havecompiled a detailed report outlining farm leveladaptation strategies which already exist or canbe developed to deal with water scarcity.

We have invested in new technologies such asrobots measuring water consumption in wineproduction, 3D sensors to measure plant growth,and Unmanned Aerial Vehicles (UAVs) for precisionagriculture applications such as water stressmonitoring, detection of nutrient deficiencies andcrop diseases.

And this year we are backing new projects totackle the pollution of water sources frompesticides and fertilisers used in farming systems.

In addition, my services in DG AGRI havedemonstrated a clear commitment to theCommission’s Circular Economy Action Plan.Water reuse is an area that can have both qualityand quantity implications. The minimum qualityrequirements currently under preparation aim tosupport the reuse of treated wastewater in safeand cost-effective conditions.

All these measures have a role to play, but themobilisation of additional funding for necessaryinvestment is crucial.

On top of the Structural Funds, the potentialprovided by new financial instruments should beseriously explored. In this respect, the newagriculture window under EFSI 2.0 is an opportunityto be seized. Work is currently ongoing to identifya portfolio of investments and projects.

But whatever we do, there is one obvious fact that we must not forget: We need to work withfarmers and incentivise their ability to achieveenvironmental and climate targets. This meansgiving them better tools both from a policy andpractical point of view.

This is why the Commission has taken concreteaction to support data-driven farming andprecision agriculture as one important step indealing with the problem.

Water efficiency and water can only be fullyaddressed by making proper use of newtechnologies, such as big data, remote sensors,and artificial intelligence. These will help farmersto maximise both the economic output andenvironmental performance of their farms.

It is absolutely crucial that we ensure thesustainable use of fertiliser and pesticides,including proper management of manure andslurry. Many of the challenges we face related to

water stem from an inappropriate use of inputs.

Therefore, I deem it absolutely essential toenhance our policy tools in relation to inputs.Proper nutrient management on farms is vital andwill receive more attention in the future CAP thanis currently the case.

New solutions In this respect, I am happy to announce that variousCommission services are collaborating to set up aplatform for on-farm nutrient management.

This tool will be directly accessible for farmers andintegrates information from various sourcesincluding satellite data. On this basis farmers can make informed decision about nutrientrequirements for each land parcel.

This will enable not only a more efficient nutrientuse overall but can also have the positive knock-on effects of boosting water use efficiency andemissions reduction.

If we can apply this tool on a majority of farmsacross Europe, it will be a major achievement anda game changer in farm management practices.And I am happy to announce another majorachievement: we are setting up a Knowledge Hubon Water and Agriculture.

Whatever we do, information is the key to success.Knowing where the real problems are crucial if wewant to develop appropriate solutions. Therefore,one of the first steps of our water task force wasto make sure that all relevant and existing data iscompiled and accessible to the wider public. Thisis why we set-up a Knowledge Hub on Water andAgriculture in partnership with the European JointResearch Centre.

This Knowledge Hub will link and integrate existingsources of information and generate newknowledge as well. The information will be widelyaccessible via an internet portal. It can thereforebe used by the Commission, by Member Stateadministrations, as well as by stakeholders to

identify the best solutions for developing targetedand tailor-made policy tools in the field of waterand agriculture.

As you can see, my colleagues and I have workedhard over the past two years to place watersustainability at the core of our work. TheCommission is pleased to be leading from thefront in this shared challenge, but we need ournational, regional and local authorities to also takeup the fight.

I therefore call on all participants to highlight thesepossibilities at national level and encourage yourMember State authorities to actively engage withthe Commission services in these endeavours.

This is an issue that concerns all of us, and it isonly when all of us are working together that wewill begin to make real headway. It is a field whichwill remain relevant – today and in the future.

Water sustainability will remain a central challengefor the future CAP. But as I hope I have outlined, wecan already make real progress with the tools wecurrently have and this is what we should focus on.
