The Department of the Interior and Local Government (DILG) Region 13(CARAGA), in commemoration of the 21st year of the Local Government Code conductedthe Regional Forum on Local Governance on October 19, 2012 at Dottie’s Place Hotel,Butuan City. Local Chief Executives in the region, Regional Line Agencies (RLAs), CivilSociety Organizations (CSOs), academe and DILG personnel convened in the forum tocelebrate the two (2) decades of local autonomy in the Philippines.
The regional forum is pursuant to Presidential Proclamation No. 63, series of 1992which declared the month of October of every year as the Local Government Month, thesecond week, as the Local Government Week and the 10th of October as the LocalGovernment Day.
DILG Regional Director Lilibeth A. Famacion, in her welcome message said thatcollective efforts will set the direction for good governance as the principles ofparticipation, accountability, responsiveness and transparency are being uphold and putinto action.
Butuan City Mayor Ferdinand M. Amante, Jr., who graced the event through hismessage emphasized the essence of local autonomy in the country as local governmentshave exercised certain basic powers to provide for the best interest of their constituents.
The forum proper started with the region’s stake on Sustainable Developmentfocusing on its three pillars, namely: social, economic and environmental aspects. It waspresented by the Assistant Regional Director of the National Economic and DevelopmentAuthority Caraga Regional Office – Ms. Mylah Faye Aurora B. Cariño. She presented thestatus of Caraga in terms of development and areas of improvement where the regionneeds to recover and focus its attention such as the presence of low water quality andforest degradation.

It is now high time to place greatweight on our commitment to
service. It’s no longer gauging on what we can dobut on what more we can still give on top of whatwe already accomplished. This we can do if we havethe drive for excellence.
In government service, reality dawns upon usall that the more we do, the more we find fulfillmentin our line of work. But as civil servants, we areconfronted by many challenges. These challenges,most of the time will weaken our desire to work.Even then, these challenges must not be the reasonto fail the people who placed their trust in us since a“public office is a public trust”. The primordial reasonwhy we are called civil servants is because we areobliged to serve the public with utmost integrity at alltimes. Hence, our role is significant.
With the Department’s mandate of being aprimary catalysts for excellence in good governance,we shift our position from being an ordinary civilservant to an extraordinary servant of the people.There must be attitude and skills intertwined. Thebenefit and welfare of the community is ourend-goal. We should not waste the people’s confi-dence as we deliver our truest service.
Local government units have the importantrole in nation-building. People look-up on each of theofficials with overwhelming expectations as much asthey believe on government employees. Beingrepresentatives of the people, the responsibilityattached to the position could make or break thelives of those we serve.
Thus, to serve our purpose, we must notsettle on what is being done already, but on what isstill to be done to address the problems that beset uslike the never-ending poverty, environmentalconcerns and stained governance that has beenhampering the progress we have long been aspiringto happen. Let us always be reminded that goodgovernance rests on the principles of transparency,responsiveness, accountability and people’sparticipation. If these principles are followed withgood intentions, it’s never too difficult to work withdrive for excellence.

The alliancebuilding was held at Almont Ho-tel’s Inland Resort, Butuan Cityon August 23, 2012.
