T he Austin Chapter has been busy making the closing of
2015 even BETTER. The Austin Chapter’s Annual
Sporting Clays Tournament hit an all-time record high of
21 teams and the First Annual Top Golf Event increased from the
original 5 bays to 13 bays (6 players per bay). Shout out to Randy
Barrington for effectively organizing the Sporting Clays
Tournament. I also want to thank Greg Lockhart and Bryan Haas
for successfully starting the Top Golf event. We need help from
all our volunteers to make this year BETTER!
We will not have any more special events in December, but we are having our first
annual ASHRAE Texas Hold’em Poker Tournament hosted by Dean & Derrick at HTS
on Thursday, January 7th. For registration please contact [email protected].
I would really like to thank all of the members and our sponsors who have contributed
time and donations over the years. I hope that being involved with the chapter is
worthwhile, enjoyable, and educational for everyone and that we continue to meet and
exceed our goals.
Please help us make every meeting, event, or technical session BETTER than the last. If
you are interested in getting involved in ASHRAE Austin Chapter for the 2015-2016 year

ASHRAE DECEMBER MEETING
P lease join us for lunch December 17th at Matt’s El Rancho where we will be looking at
the 2015 Texas Legislative Update presented by our Chapter’s favorite attorney, Ben
Westcott. Ben has presented for our chapter in the past and he always brings us great
insight into the construction world from a different viewpoint than we are used to. This will be
a great presentation that you do not want to miss.

GRASSROOTS GOVERNMENT AFFAIRS UPDATE
Q uick update on City of Austin Lobbyist Reform:
A city commission gave a thumbs up to reforming the city’s lobbying law, aiming to close loopholes
and strengthen enforcement of lobbying regulations that haven’t been significantly updated in four
decades.
The commission supports broadening the definition of who is a lobbyist, requiring disclosure of how
much money lobbyists earn from clients and closing a loophole that allowed people who lobby part-time
to avoid registering.
The proposal has been greeted with strong opposition from the city’s design, development and building
industries.
They argue that the ordinance is overly broad as written and would force “thousands” of architects, engineers and building contractors
working in Austin to register as lobbyists. Beyond objecting to the label of “lobbyist,” they are concerned lobby reform would force
folks who work in these industries to resign from various boards and commissions, robbing those groups of needed expertise (City
code prohibits lobbyists from serving on city boards and commissions).
A gourp of architects, engineers and other building professionals, represented by architect Stuart Sampley and attorney Casey
Dobson, have suggested a scaled down version of the reform. Their idea is to get rid of the “incidental” provision that allowed part-
time lobbyists to not register and include a specific exemption for people who work on the administration of “permitting, platting,
plan approval and technical matters.”
This debate is far from over. The council’s Audit and Finance committee will review the proposal before sending it to the full City
Council in December. There will likely be negotiations between the two sides in the ensuing weeks. And even the council vote isn’t
final. The City Manager will have to develop an ordinance based on what the council voted to support. A final vote on an actual
ordinance would come in early 2016.

Collegiate News
The student branch meeting on December 3rd was canceled due to semester tests. Kevin Schaal’s presentation is
rescheduled for May 5, 2016. Kevin will discuss pump fundamentals & applications.
K-12/STEM News
ASHRAE sponsored a Tech Gingerbread workshop last Sunday afternoon at the Thinkery. The Thinkery is a chil-
dren’s museum in Austin that promotes STEAM education, or Science, Technology, Engineering, Art, and Math.
These workshops provided kids ages 8 to 12 with everything needed to build and decorate a gingerbread house,
combining the science of circuitry with the art of making gingerbread houses. This twist on a classic incorporated
lights and spinning parts with a cool winter themes! Volunteers also assisted by distributing candy, making icing,
and supervising construction of the gingerbread houses. Here is a big THANK YOU to each and every ASHRAE
member who volunteered for this event – we could not have done it without you!

T hank you for making our first annual Top Golf Tournament a great success. We had 13 teams participate, raising $3,900 for Research Promotion. Greg Lockhart w/ Climatec and Bryan Haas w/ Brandt did a wonderful job coordinating everything for the entire event.
Austin ASHRAE Research Promotion funds raised as of 11/30/2015: $7,042 out of $44,000 goal.
