2000 Annual Report of theALP Programme by GunillaNatvig, Administrative Officer

Background

The mission of the Advancement ofLibrarianship Programme (ALP) is to fur-ther the library profession, library insti-tutions and library and information ser-vices in the developing countries ofAfrica, Asia and Oceania, and LatinAmerica and the Caribbean.

Within the special ALP areas, theMedium-Term Programme (MTP) goalsare to assist in continuing education andtraining; to support the development oflibrary associations; to promote theestablishment and development oflibrary and information services to thegeneral public, including the promotionof literacy; and to promote the introduc-tion of new technology into library ser-vices.

The scope of ALP is wide. Cooperationwith relevant IFLA professional bodiesand with regional and internationalorganizations is therefore essential forthe implementation of the programme.

ALP achieves its goals through a care-fully planned programme of differentactivities in close cooperation withIFLA´s Regional Offices, IFLA´s RegionalDivision and its three sections, and otherpartners. This cooperation includes activ-ities such as fund-raising, scholarshipsand attachment programmes, confer-ences, seminars and workshops, pilotprojects, publications and databases.

Staff and Finance

IFLA, Uppsala University and twenty-four Nordic library associations and insti-tutions fund the International Focal Point(IFP) for ALP at Uppsala UniversityLibrary. DANIDA pays for one half-timeposition and for translations and publi-cations. SIDA funds are also used for thesecretariat. To this should be added con-tributions in kind from Uppsala Univer-sity Library.

Birgitta Bergdahl, Core ProgrammeDirector was granted an early retirementas from August and Birgitta Sandell wasappointed new Director of the Pro-gramme. Gunilla Natvig, AdministrativeOfficer, worked at 50 percent throughoutthe year. Peter Borg was working asAdministrative Assistant at 40 percentfrom February to June. In DecemberKarin Lindblom took up the same duty.

Professional Activities

The sponsors in 2000 were SIDA, DANI-DA, FINNIDA, the Finnish Library Asso-ciation, NORAD and two Swedish libraryassociations. In addition, those responsi-ble for projects in the regions con-tributed with their own resources andraised considerable funds from externalsources.

ALP Meetings and Seminars

There was money left from the DANIDAcontribution towards JICPA (JointIFLA/ICA Committee on Preservation inAfrica) for the period 1997-1999, whichmade a fifth meeting of the JICPA Com-mittee possible. This meeting took placein Rabat, Morocco January 31-February2.

Regional workshop on the evaluationfor the provision of school libraries inthe SCECSAL Region. The workshop wasorganized by Enoch Chipunza, Zimbab-we Library Association and took place inHarare, Zimbabwe in November. Theobjectives of the workshop were to shareinformation on the current situation inschool libraries in the region of Eastern,Central and Southern Africa with theintention to come up with recommenda-tions for the improvement of schoollibraries. SIDA funded the workshop. Afinal report from the workshop is expect-ed shortly.

Networking for library developmentin the Arab states. The seminar was heldfrom 2-4 March in Beirut, Lebanon. Over100 participants from Lebanon and theMiddle East region attended. Severalpapers dealt with the possibilities andprospects for cooperation between

libraries in the region. Question sessionsduring the seminar were lively withdebate on topics such as censorship ofthe Internet in some Arab countries, therole of the private sector in developingnetworks and the need to attain regionalself-sufficiency in document supply.Amelia McKenzie and Hilda Nasser orga-nized the seminar and the majority offunding support was received fromSIDA.

Workshop to design a para-profession-al programme for distance education inthe Caribbean region. The workshoptook place in Puerto Rico, March 13-15.Twenty representatives from fourteencountries in the Caribbean and LatinAmerican region participated in theworkshop. It was organized by BlancaHodge and Marie-Françoise Bernabé andheld at the Graduate School of Libraryand Information Science, University ofPuerto Rico. The idea of the workshopemerged from a previous seminar enti-tled "Tools for Library Development"held in Martinique 1997. This workshopidentified the need to strengthen collabo-rative ties in the region was, in order tosupport distance education for the work-ing personnel in the different librariesand documentation centres. At the end ofthe workshop a committee was selectedto develop the specific content of the var-ious modules and select learning strate-gies and this committee met in PuertoRico, November 23-30. Another commit-tee was designated to develop the projectto be presented to different fundingagencies. SIDA funded the workshops.

Tools for the professional develop-ment of library workers in the informa-tion age. This workshop took place inViña del Mar, Chile, 17-21 July. It wasdesigned along the same lines as theevent in Martinique in 1997, "Tools forlibrary development", and its objectivewas to carry out a regional diagnostic ofthe situation of libraries and librarians inthe region, analysing the necessities andproposing area of future regional cooper-ation. Three delegates were invited fromeach of the countries in the southerncone region of Latin America: Peru,Bolivia, Argentina, Uruguay and Chile.

The proceedings were published in theIFLA ALP Project Report Series (No 19),and can be requested from the ALP sec-retariat in Uppsala. The workshop wasfunded by SIDA.

Latin American meeting on the atten-tion to indigenous communities throughlibrary services, 15-17 November in Mex-ico. Sixty people representing differentinstitutions with an interest in indige-nous issues attended the first two days,which were open. Fourteen participantsfrom Brazil, Chile, Colombia, Costa Rica,Ecuador, Mexico and Venezuela partici-pated in the closed session. A workinggroup was formed and a declaration withproposed guidelines for library service toindigenous communities in Latin Ameri-ca was adopted. Each group memberwere responsible for disseminating thedeclaration amongst libraries and insti-tutions. The workshop was funded bySIDA.

Meeting of ALP Advisory Committee.The ALP Advisory Committee, consistingof the chairs and secretaries of the threeregional sections and of IFLA's regionaloffice managers, met at Uppsala Univer-sity Library, 12-17 October to discuss thefuture of Division 8, to evaluate the ALPprojects and plan the activities for thecoming two years. Ross Shimmon, Secre-tary General of IFLA participated on oneday during the discussions about Divi-sion 8. The evaluation of the projects waspresented at a meeting with ALP NordicSupport Group. SIDA funded the meet-ing.

Birgitta Sandell participated in themeeting "Donors Briefing on the Revital-ization of Public Libraries in Africa"organized by the Carnegie Corporation,11-12 May in New York.

IFLA General Conference inJerusalem

DANIDA Travel Grants

In 1998 DANIDA allocated a yearly sumof DKK 900,000, for the setting up of aConference Travel Grant to enable librar-ians from developing countries to attendthe IFLA General Conferences. To startwith, the grant runs for a three-year peri-od and the IFLA Jerusalem Conference2000 was the second conference to whichthe grant could be applied. The sponsor-ship covered registration, travel, accom-modation and a daily allowance. Twenty-five people from the regions were sup-ported to attend the conference.

Nine of the DANIDA grantees wereselected and invited to attend the satel-

lite workshop in Haifa: "Marketing andCommunication for Libraries", in addi-tion to the general conference. Two per-sons were also selected to attend the"Preservation of Newspapers' Sympo-sium" in Paris.

Speakers Grants

With money from SIDA ALP could sup-port three people who had been selectedto present papers at the Conference inthe Open Sessions of the Regional Sec-tions. Ms Nurilya Davletyarova, NationalLibrary of Kyrgyz Republic presented herpaper "Integration of Central AsianLibraries into the International LibrarySociety". Ms Ana Lorena EchavarríaSolis, University of Costa Rica presentedher and Alice Miranda's paper "La Bib-lioteca Global y la Identidad Cen-troamericana". Unfortunately, KennethNwalo, Nigeria was not granted a visa,and his paper "Managing Informationfor Development in the 21st Century:Prospects for African Libraries, Chal-lenges to the World" was presented byGabriel Alegbeleye.

Birgitta Sandell and Gunilla Natvigparticipated in the Jerusalem Conferenceand took part in the Regional StandingCommittee meetings.

IFLA Regional Standing Committee Meetings

The annual meeting of the RegionalStanding Committees in their ownregions are most important for the devel-opment of ALP.

Birgitta Sandell participated in themeeting of the Section for Asia andOceania in Beirut, Lebanon and in theAfrica Section meeting in Rabat, Moroc-co. Gunilla Natvig participated in theLatin American and the Caribbean Sec-tion meeting in Puerto Rico.

Scholarships and Attachments

Scholarships in Information Technologyto the Asian Institute of Technology(AIT), Bangkok, Thailand

Two scholarships were awarded forthe three-month training course in Mod-ern Information Technology in 2000 atthe AIT, namely to Ms Lilia F. Echiverri,Philippines and Ms Zhang Jingbo, China.Unfortunately, Ms Echiverri could nottake up her scholarship and Ms MaliwanNoibuatip, Thailand replaced her. Therecipients of the 1999 awards, Ms Oyun-tulga Mandshir, Mongolia and MsNguyen Hong Hanh, Vietnam, also

attended the course in 2000. These schol-arships are funded by SIDA.

In Service Training, Attachments forMiddle or Senior Staff

Three persons were selected for attach-ments in 2000 at institutions in theregion: Shivayogi Bhusaraddi, India, MsMary Warus, Papua New Guinea and Md.Nasiruddin, Bangladesh. Host institu-tions were: Thai Library Association,Bangkok and the Srinakarinwirot Uni-versity, Bangkok This project is fundedby two Swedish library associations andby the Finnish Library Association withadditional money from FINNIDA.

The candidates for both programmeswere selected by the Advisory andAppraisal Committee of the RegionalStanding Committee for Asia and Ocea-nia.

The Bart Nwafor Staff DevelopmentProgramme in Africa started in 1997with funding from NORAD. The Region-al Office for Africa is responsible for theprogramme and ALP IFP holds and dis-burses the funds and gives a statementof accounts to NORAD. Selected for 2000were: Getaw Smumye, Ethiopia, ViscountBuer, Ghana, Hauwa K. Ismaila, Nigeriaand Walter Omona, Uganda. Host institu-tions were East African Community Sec-retariat, Tanzania and University ofNairobi Library, Kenya.

Other Ongoing Projects

In cooperation with the IFLA AfricaRegional Section and IFLA´s RegionalOffice for Africa, ALP participated at theZimbabwe International Book Fair, inHarare, 4-7 August. Stan Made, Chair ofthe IFLA Regional Standing Committeefor Africa, was responsible for the standand the exhibition. The stand was paidfor by money from SIDA.

Establishment of a centre collectingand distributing school material in theIvory Coast. The objective of this three-year project is to develop young people'sreading skills, to make books accessiblethrough reading centres and try to makethe use of libraries indispensable in theeducational system. The target group isschool children and teachers.

The project is partly funded by SIDA.

Educational kit for para-professionalsto promote reading. This educational kitis meant for distributing in Colombiaand the neighbouring countries. ALP ispartly supporting the project, withmoney from SIDA.

Minor Field Studies (MFS). SIDA hasa cooperation programme with Swedishuniversities, Minor Field Studies (MFS),and the ALP secretariat is administeringthis programme within the library field.The programme aims at giving Swedishstudents the opportunity to carry out atwo months study in a developing coun-try. In 2000 one student carried out astudy on "The use and development ofinformation technology at two universitylibraries in Costa Rica". Host institutionwas the Library School, UniversidadNacional in Costa Rica. Another studentcarried out a study in Hanoi Vietnam,"Developing Press Ethics: a study of thecreation of an ethic code in VietnameseMedia".

DANIDA Travel Grant ReportYear 2000

Introduction

In October 1998, the Danish Ministry ofForeign Affairs, DANIDA, allocated a

generous grant, DKK 900,000 per year,for the purpose of setting up a Confer-ence Travel Fund to be used by librariansfrom developing countries to attend theIFLA General Conferences. The grantruns for a three-year period to start withand the IFLA Bangkok Conference 1999was the first conference to which theDANIDA Travel Grant (DTG) wasapplied and the IFLA Jerusalem Confer-ence 2000 would be the second. As in theprevious year the sponsorship coveredregistration, travel from the nearestinternational airport to Jerusalem,accommodation and a daily allowance.The grantee was responsible for the costsof personal arrangements, for health andtravel insurance, and for expenses enroute. The ALP-secretariat in Uppsala,Sweden had the administrative responsi-bility.

Announcement

At the end of October the grant wasannounced through IFLA's listserv IFLA-L and other lists in the regions. Calls forapplications were also made in the IFLARegional Newsletters, IFLA Journal andon the IFLA web site. Application formswere available in English, French andSpanish at the web site and distributedon demand, both in printed and an e-mail version.

Criteria

Criteria for the allocation of the DANI-DA Travel Grant to participate in IFLA'sGeneral Conference were the same asthe previous year. Priority was given toyounger professionals; applicants whoare not regular IFLA conference atten-dees; wide geographical distribution,good general quality of application, evi-dence of dynamism and commitment,professional background and experience,and commitment shown in letter ofapplication and a well presented CV.

Selection

The deadline for applications was 1 Feb-ruary 2000. As the Committee is operat-ing in close cooperation with IFLA'sRegional Offices and the Standing Com-mittees of the Regional Sections, validapplications were sent to the appropriateIFLA Regional Offices (Bangkok, Dakar,São Paolo). The first selection was doneat the Regional meetings in Africa andAsia and Oceania. In Latin America andThe Caribbean the manager of theregional office and the chair and secre-tary of the section were requested tomake recommendations regarding selec-tion and prioritization of the applicants

as their standing committee meeting wasto be held later in March.

The same DANIDA Grant SelectionCommittee met this year 7-8 March foran orderly final selection. The committeeconsists of the following members:

Only candidates mastering one ormore of IFLA's working languages wereconsidered.

The candidates should not havereceived earlier DANIDA or similar sup-port for attending the IFLA conferencesof 1997 (Copenhagen) and/or 1998 (Ams-terdam). Applicants who might haveother possibilities of support for partici-pating were not considered. The commit-tee also looked for a balance betweensectors of library and information workand a geographical balance. Anticipatedripple effects were also considered.

Two hundred and sixty-three validapplications were received by the dead-line. Of these applications, twenty-sevencandidates were selected for support:eleven from Africa, nine from Asia andOceania and seven from Latin Americaand the Caribbean. The selected candi-dates came from twenty-seven differentcountries. The number of grants wasdetermined by calculations based onestimated prices of accommodation,flight tickets, conference fees and also aper diem. The amount for each of thethree regions is about the same.

This year we had no applicants fromthe Arab world. We had some applicantsfrom Muslim countries and one wasawarded a grant but in the end hedeclined to come even if he had beengranted a visa. Another grantee could notcome because of no diplomatic relationsbetween the countries.

Administration

All the applications were registered andbasic personal data extracted from theapplications. Immediately after the

St. Louis County Library and St. LouisPublic Library 17 - 22 September 2000. INTAMEL's latest Annual Conference, inSeptember 2000, was based on theneighbouring host libraries of St. LouisCounty Library and St. Louis PublicLibrary, Missouri. Library Directorsattended from twenty cities and metro-

politan areas in twelve countries, includ-ing Amman, Brasov, Budapest, Minskand Singapore. Two of these were finan-cially supported by INTAMEL scholar-ships. In all there were forty attendees,half of whom moved on for the optionalweekend programme in New Orleans.

The conurbation region of St. Louis,with a population of 2,520,000 spreadover 6,397 square miles, is served bywhat seems a complex network compris-ing several public library systems. St.Louis County Library (SLCL) is the

largest circulating library in the State ofMissouri, while St. Louis Public Library(SLPL) has one of the finest archival col-lections in the USA. Jefferson and St.Charles counties have separate librarysystems and, in the State of Illinois,across the Mississippi River, the Lewisand Clark Regional Library System sup-ports township libraries in two counties.

Of the eighty-five municipalities with-in St. Louis County, nine maintain publiclibraries independent of SLCL which,with nineteen branches and a large fleet

process of selection, letters of regret weree-mailed, faxed and/or mailed to theapplicants who were not selected for agrant, and successful grantees wereinformed in a letter of approval, likewisee-mailed or faxed and in all cases alsoinformed by airmail. Most of the candi-dates had e-mail connections which facil-itated communications. We had askedthe candidates to reply to the invitationas soon as possible, but not later than 10April. By this date only one candidatehad not been reached even after repeat-ed efforts.

The ticketing and accommodationwere handled in Jerusalem by the Pel-tours-Te'um Congress Organizers, head-ed by Ms Hanna Barragh and Ms EvalineSoussan. They spent a lot of time andenergy on getting good prices and find-ing reasonable travel routes for eachgrantee. The ALP office had also contact-ed agencies in Sweden to compare theprices. The best option was to use GalaxyTours in Jerusalem. Eight personsarranged for their own tickets and werereimbursed in Jerusalem. There wasintensive communication between thePeltours Secretariat in Jerusalem, theALP office in Uppsala and the partici-pants, concerning flight tickets; date ofarrival and departure, route of travel,number of stopovers, availability of tick-ets, and visas etc. In some cases we hadto ask the grantee again to buy his/herown ticket and get reimbursed inJerusalem as the difference was quiteconsiderable. It could be USD 3200 for aPTA ticket and only USD 1400 if the tick-et was bought in the country. Normallythere is no big difference, but sendingtickets to some countries is for some rea-sons very expensive, to some others it isnot even possible.

Many people had expressed their con-cern about getting visas this year andtherefore ALP contacted the IsraeliEmbassy in Stockholm. They suggestedthat the local administrator should turnto the Ministry of Interior and ask forvisas for the grantees. Peltours Organiz-ers agreed to do so. A list of the granteeshad already been sent to Peltours for theregistration. The Foreign and InteriorMinistries needed supplementary infor-mation, passport information and a mes-sage was sent to the grantees, askingthose who wanted help with arrangingvisas to send this information to Pel-tours. All grantees on this first list whohad given the information were requiredto get the visa and those who had a pass-port, did get a visa. Some other granteeswho were not on the first list were notgranted any visa.

Nine of the DANIDA grantees wereselected and invited to attend the satel-lite workshop in Haifa: "Marketing andCommunication for Libraries", in addi-tion to the general conference. Two per-sons were also selected to attend the"Preservation of Newspapers" sympo-sium in Paris.

As volunteers are not used in Israel,the grantees could not be met at the air-port as in Thailand, and the ALP staffand other colleagues had meetings andcould therefore not be there. Informationhad been sent out, explaining how to getto Jerusalem and the hotel but in a fewcases the information had not reachedthe grantees. Everybody arrived safely inJerusalem.

Handing out per diems was also dif-ferent this year. Usually they are handedout to the grantees by volunteers whenthey are met, or when they arrive to thehotel, This time ALP staff had to try to

catch them at the hotel during sparemoments when they were free frommeetings. At the end of the 'NewcomersSession' it was announced where theDANIDA Grantees could meet the ALPstaff to receive their per diems and gethelp with different matters. In HaifaChristina Tovoté, member of the sectionof Management and Marketing, distrib-uted the per diems.

A reception was organized at HotelMercure where the grantees stayed. Wewanted to meet them all and have moretime to talk and give them the opportu-nity to ask questions, and for thegrantees to get to know each other. Asmaller delegation from the Danish com-munity was also invited. Some practicalmatters were also handled such as reim-bursing those who had bought their owntickets.

Conclusion

Events like this are of great importanceas they give young professionals theopportunity to take part in internationallibrarianship. During the conference andafter, many acknowledgements andexpressions of gratitude were received.For many grantees it was the first timethey were outside their country and theywere very keen to learn and make newcontacts. Many of the grantees said thatthey had made new friends that hadbecome friends for life. In a report agrantee tells us about a meeting she hadorganized for librarians in her institu-tional network, to talk about her experi-ence as being a DANIDA grantee andsharing information from Jerusalem. Shesays: "The experience is definitely a wayto enhance our professional lives andways of cooperation." It was a worth-while venture for the grantees.

of mobiles, serves a population of843,000, while SLPL, with sixteenlibraries, serves 334,000 residents in acity which has suffered massive popula-tion loss over the last twenty years.

Many current issues were raisedthrough papers and presentations fromseveral delegates and host colleagues.Delegates also enjoyed talks by the Mis-souri and Illinois State Librarians, SaraParker and Jean Wilkins, who outlinedthe vision and programs of their respec-tive services.

From Toledo-Lucas, Ohio, ClydeScoles discussed public libraries and thepolitical process, referring not to partisanpolitics but to the more generic art ofinfluencing government policy. "Whetherwe work in large or small libraries, weare all part of the political environmentof funding issues, governance issues, per-sonnel limitations and press relations.We operate in a world of challengingconstraints and relationships … [which]can be managed productively."

Role definition and the communica-tion of adequate and appropriate infor-mation are two important factors to thedevelopment and maintenance of a pro-ductive working relationship with aboard or other governing body. Many ofthe problems that arise between direc-tors and boards may be the result of aconfusion of roles. "Vision, courage, sta-mina and the ability to communicate areessential in the political process" wasClyde's conclusion: "Working withtrustees, elected officials, the press andso many others in our communities issimply to find a shared path to the pub-lic good."

Leslie Holt (SLPL) described ProjectREAL (Read and Learn), a two-year pro-gram that had been funded by the USDepartment of Education. The goal wasto develop a public library based familyliteracy program to serve people who areat risk of not developing effective litera-cy skills. Project activities included:homework helpers; volunteers to helpwith special programs and storytelling tochildren; 'research families' who agreedto be part of in-depth research andreceived invitations to library programs;parent training, workshops and a 'par-ent's club' program for parents of youngchildren; teacher training and work-shops; pre-school caregivers' training; ahome reading kit to encourage familiesto read and use the library regularly; spe-cial family programs to encourage andimprove home reading; school and pre-school visits, delivering deposit collec-tions, storytelling and reading; improve-

ments to toy and book collections; publi-cizing library services to at-risk familiesand recruiting users for Project REAL;setting improved standards of service;research and dissemination.

Project REAL came up with thesefindings:

– Of parents, 100 percent valued thelibrary's services, 83 percent valuedreading and read to their children ona regular basis, and 95 percent hadlibrary cards and stayed active libraryusers for two years. Parents identifiedlibrary materials, staff helpfulness,family friendly programs and libraryfacilities as having value to them.

– Of teachers, 84 percent actively usedProject REAL materials three or moretimes a week, 66 percent reportedchildren used project materials formore than 30 minutes a week, 80 per-cent reported children became betterreaders because of Project REAL, 75percent reported children enjoyedreading more, and 83 percent reportedthat it improved their teaching. Teach-ers reported quality of materials avail-able, interaction with library staff andteacher training as values of the pro-ject.

– Of pre-school/care providers, 82 per-cent reported enhanced learning intheir classroom because of ProjectREAL, and 77 percent reported thatchildren read or looked at books moreoften and enjoyed reading more. Careproviders identified the quality andvariety of materials available, interac-tion with library staff and profession-al training as values of the project.

Frans Meijer (Rotterdam) updated col-leagues on Transformation 2000+, a con-tinuous process of adaptation andrenewal involving a strategic investmentin restyling and redesigning the layout ofthe Central Library and branch libraries,staff training to effect a change of cul-ture, ICT infrastructure, and marketingthrough research into customers' needs,query profiles, and target group policy.

The objectives are to improve publicaccessibility (in physical and psychologi-cal terms of image), enable the public tocope for themselves and promote a self-service concept, strengthen the library'sinformation, cultural and educationalfunctions, concentrate on core business,outsource other functions, and modern-ize the library's image. Strategic objec-tives for the period to year 2004 covermeasured increases in sixteen areas,including visitors and users, customersatisfaction, accuracy of information pro-vided, self-service, usage in deprived

areas, budget for new activities, stafftraining, and productivity.

George Durnell, David Marjamaa andother colleagues gave detailed andimpressive presentations on SLCL'sTechnology Development 1997-2000, cov-ering project management, systemadministration, networking, staff helpdesk, Internet and telecommunicationservices, materials management, costsavings, statistical improvements, and amajor staff development programme.This includes the Cybermobile, a con-verted bookmobile with network capa-bilities, travelling around the Countywith hands-on computer training ses-sions for staff.

At SLPL, Waller McGuire introducedthe library website's "Electronic CityHall" (City Charter, Board Minutes, cityinformation etc.), and the Gates Lab atCentral West Library. Glenn Holt sum-marized the Value of Public Library Ser-vices project, which researched and cal-culated a conservative lower bound ofthe monetary benefits that users getfrom using library services, and devel-oped a communications mechanism thatconveys the monetary value of libraryservices to officials and civic leaders.

Visits included SLPL's impressivelyrestored Carnegie Central Library, BuderBranch (1998, a major redevelopment ofa former bank), SLCL's HQ library andFlorissant Valley Branch, Lewis andClark Library System (which providessupport and service for 150 memberlibraries in eleven county areas in Illi-nois), DRA (Data Research Associates,leading library automation company),research libraries of the Missouri Botan-ical Garden and Missouri Historical Soci-ety; and in New Orleans the MainLibrary, the expansive East Bank Region-al Library of neighbouring JeffersonParish, and the wonderful Hogan JazzArchive at Tulane University in NewOrleans.

LIBER Licensing Principlesfor Electronic Information

In 1997 the university libraries of theUKB (the Dutch Association of Universi-ty Libraries, the Royal Library and theLibrary of the Royal Dutch Academy ofSciences) and the GBV (GemeinsamerBibliotheksVerbund: the German Associ-ation of Research and UniversityLibraries in North and Middle Germany)published licensing principles in order todefine a common policy and formulatesome general principles to meet the pub-lishers' strategy with respect to access toelectronic journals and license agree-ments. These principles were broadlyacknowledged by research librariesinside and outside the Netherlands and

Germany. They played an important partin the drafting of the Licensing Princi-ples of the International Coalition ofLibrary Consortia (Statement of CurrentPerspective and Preferred Practices forthe Selection and Purchase of ElectronicInformation).

Because the situation of researchlibraries in Europe strongly resemblesthe Dutch and German situation, theLigue des Bibliothèques Européennes deRecherche (LIBER) decided to draft aEuropean version of the Dutch-GermanLicensing Principles. at its Annual Gen-eral Conference in Paris, July 1998. Thisdraft was endorsed by LIBER at its Gen-eral Assembly in Prague on 9 July 1999.LIBER requests all its members to follow

these principles and to make them wide-ly known in their own working environ-ment and their own countries.

ciation of Metropolitan Libraries (insteadof Metropolitan City Libraries). Membersagreed that the population size for mem-bership eligibility should be retained at400,000 but that exceptions could contin-ue to be made. It was also agreed that,because of the workloads involved, aseparation of the Secretary and Treasur-er roles should be discussed at the 2001meeting. The dues for 2001 will beincreased to USD 125 after several yearsat USD 75. Two scholarships of up toUSD 2000 each should be the aim for the2001 Conference in Amman, and more ifpossible.

For most INTAMEL members, com-munications are being transformed bythe widespread use of e-mail, the settingup of the listserv INTLIB, and the reacti-vation of the INTAMEL web pages onIFLANET. INTLIB was set up in July2000 and is already proving its value.The aim is to encourage communicationbetween members and to enableexchange of experience. Of INTAMEL'sninety-plus membership, eighty are sub-scribers to INTLIB. The implications ofincreased use of electronic communica-tions for the publication in printed formof Metro, the INTAMEL newsletter, were

also raised at the Business Meeting andwill be further discussed this year.

BOBCATSSS 2001

From 29-31 January 2001 the 9th BOB-CATSSS symposium was held at Vilnius,Lithuania. The symposium, entitled"Knowledge, Information and Democra-cy in the Open Society: the Role of theLibrary and Information Sector" wasaiming at students (and staff) of libraryand information sciences facultiesthroughout Europe.

The special characteristic of the BOB-CATSSS concept has always been thatthe complete organization of the confer-ence (preparation, programme develop-

ment, publicity, sponsoring, registration,reservations, room allocation, reportingetc.) is being done by students. They havealways operated in teams of two groups:one from of an Eastern and one from aWestern European faculty, this year the'library schools' of Oslo and Vilnius.

Approximately 250 participants fromtwenty-five different countries had regis-tered. Taken into account a number of'no shows', the actual number of partici-pants was certainly more than 200. Theprogramme consisted of three plenarysessions (including Opening and Clos-ing), approximately sixteen slots of fourparallel sessions, including five work-

shops. Most of the 'open sessions' werepresentations by groups of students oftheir own 'research' or 'best practice'.

The keynote address of Marianna TaxCholdin (Mortensen Center, USA): "WhatEvery Librarian Should Know AboutIntellectual Freedom", will be publishedin a forthcoming issue of IFLA Journal.IFLA's Professional Board had agreed tosupport the symposium with a modestsum, which was used for the productionof the Proceedings.

The 10th BOBCATSSS symposium willbe held 28-30 January 2002 at Portoroz,Slovenia.

LIBER Licensing Principles

Guidelines and checklist for university,research and national libraries in Europeformulated by LIBER, the Ligue des Bib-liothèques de Recherche Européenne.

Current situation

For many years now, libraries have beensuffering under the "journals crisis", fac-ing not only a constant increase in thenumber of journal titles but also a struc-tural increase in the prices of journalsvarying from 7 percent to 15 percent ayear.

In order to deal with this develop-ment, libraries have:

– tried to increase their budgets in vari-ous ways

– developed a policy of cancellation oftitles; and

– decreased their budgets for newbooks, which has caused severeimpoverishment of the collections ofmany libraries.

It is clear that this is actually a dead-end street since limited increases inlibrary budgets can in no way keep pacewith the price developments of scholarlyand scientific information.

Opportunities

Libraries welcome the developments thatare made possible by information tech-nologies, in particular the accessibility ofelectronic information through the Inter-net.

They perceive this development as animportant opportunity

– to improve international communica-tion between researchers

– to provide efficient end-user access torelevant products of scientific work inelectronic form

– to create more cost-effective access toscholarly and scientific journals.

Obstacles

In addition to the structural problems,mentioned above, libraries are noticingsignificant trends as some publishers tryto erect barriers to the storage and accessof information, and present licenseagreements for the electronic access tojournal titles in which additional fees arerequested, document delivery is hin-dered, and non-cancellation clauses areintroduced.

The library position in copyright lawin the digital age is being threatened.The rights libraries have in the printed

environment are being challenged by thepublishers.

Some publishers are building largedatabases with 'their' materials. A possi-ble scenario is the provision of directend-user access to this information, atprices that go far beyond the currentInter Library Loan prices. This couldendanger the free flow of information,scientific communication, and publiceducation.

In many cases, the technical conceptsof publishers (and their intermediaries)are not (yet) compatible with each otherand neglect the need for an integrated,homogeneous and supplier-independentaccess to information.

Preamble

Libraries recognize the role of publishersin printed and electronic publishing, andexpect in their turn that the role of thelibraries will be recognized by the pub-lishers.

Both in the printed and in the digitalenvironment, there is a need to main-tain a balance between the rights ofauthors, of copyright holders and thelarger public interest, particularly edu-cation, research and access to infor-mation, as reflected in the Berne Con-vention (WIPO Copyright Treaty).

The use of electronic information canreduce publication costs, facilitate distri-bution, and improve scientific communi-cation.

Currently libraries and publishers arein a transition phase that requires con-siderable investments, both bylibraries/universities and by publish-ers. Libraries are willing to cooperatewith publishers to develop electronicpublishing.

Cooperation between libraries andpublishers should be encouraged inorder to stimulate optimal disseminationof scientific information in the electronicage and to develop acceptable conditionsand arrangements for electronic publish-ing with long-term application.

The Library Approach

LIBER wishes to define a common poli-cy and formulate some general princi-ples for the European university,research and national libraries in orderto meet the publishers' strategy withrespect to access to electronic journalsand license agreements. This policy andthese principles are fully in accordancewith the ICOLC principles, which LIBER

fully supports. The policy and principlesformulated by LIBER especially meet theEuropean situation.

I. General Principles

1. Libraries in Europe will act on anational or an international level andin changing compositions act as con-sortia / closed user groups in negoti-ation with the publishers and inter-mediaries.

The members of the consortia willonly enter into new bilateral or mul-tilateral agreements with publishersin line with these principles.

2. The consortia/closed user groups aimat providing electronic access to thescholarly journals they currently sub-scribe to.

For that purpose, they are preparedto make license agreements withpublishers.

3. Priority will be given to the digitalformat acquisition of those resourceswhich offer economies of scale bybenefiting the largest number of fac-ulty and students.

4. Libraries intend to keep as many(printed and/or electronic) subscrip-tions as possible, but will from nowon not accept non-cancellation claus-es or comparable conditions.

II. Access and Use

5. Libraries should be able to provideaccess to their students, faculty andsupporting staff, irrespective ofwhere they are located, and to theirother regular and registered userson-site.

6. Licenses should permit the "fair use"of all information for non-commer-cial, educational, instructional, andscientific purposes by authorizedusers, including unlimited viewing,downloading and printing, in agree-ment with the provisions in currentcopyright law.

7. Libraries should be allowed to makeprint, fax or e-mail copies of the datadelivered by the publisher for non-commercial interlibrary lending pur-poses, within the fair-use guide-lines/the legal copyright regulations.They are prepared to discuss specificconditions for interlibrary lending inthe electronic environment.

8. The libraries will not provide exter-nal users, not being members of thelicensee's institution, off-site with

open access to full-text materialsdelivered by publishers.

9. The license agreement shouldinclude permanent rights to informa-tion that has been paid for, includingreimbursement if a journal that ini-tially was included in the agreementis subsequently cancelled.

One copy of the files may be preservedby the licensee for archiving and for usein perpetuity.

III. Storage, Formats and Integration

10. Publishers are asked to deliver theelectronic files of the full text journalarticles/journals to which the partici-pating libraries of the consortiumsubscribe. The data will be storedaccording to the preference of theindividual library: locally, distributedat servers of the consortium partners,centrally at a server designated bythe consortium partners or at a pub-lisher's server, or in a combination ofthese possibilities.

11. The licensed content should be acces-sible from all currently supportedcomputing platforms and networkedenvironments; this access must bebased on current standards as usedby libraries (e.g., Z39.50).

12. The electronic data (bibliographicdata, abstracts, and full text) shouldbe delivered in formats: e.g., realPDF, HTML, or SGML, according tothe preference of the libraries.

13. Licenses should not limit thelibraries' right to integrate the datainto their local infrastructure andinformation services.

14. Libraries are not in favour of propri-etary solutions by publishers orintermediaries. They emphasize adistinction between content and pre-sentation, a separation of data andapplications, in order to have fullopportunities to integrate the elec-tronic data with current library ser-vices both at a central level and at alocal level.

IV. Services and Costs

15. Libraries expect publishers andintermediaries to deliver the biblio-graphic data and abstracts of thejournals they subscribe to thelibraries/the consortium of

libraries/the libraries of the closeduser group in electronic form.

In the information age, the electronicdelivery of these data can be consid-ered as an integral part of a regular"journal subscription/electroniclicense".

These data should, in principle, beprovided without additional costs.

16. The electronic data (bibliographicdata, abstracts, and full-text) shouldpreferably become available prior tothe printed edition but at least simul-taneously.

17. If the electronic files are required inaddition to the printed version, theconsortium members are prepared totemporarily pay a modest additionalfee for the electronic files of the jour-nals they subscribe to, if the elec-tronic version contains informationwith a clear added value comparedwith the printed version.

18. If libraries only want to have an elec-tronic license and give up the papersubscription to the journal, the max-imum price should in general notexceed 80 percent of the printed sub-scription price.

– the flat-fee purchasing of a pre-selected number of articles froman identified list of less frequentlyused journal titles, and

– transactional (pay-per-view) deliv-ery of articles from infrequentlyused journals.

V. Information on Use

20. The anonymity of individual usersand the confidentiality of theirsearches must be fully protected.

21. It is imperative that a license agree-ment with publishers guaranteesindividual libraries the right and theopportunity to monitor the use andto gather the relevant managementinformation needed for collectiondevelopment.

22. The libraries of the consortium areprepared to share this managementinformation on a global level withpublishers.

VI. Others

23. A license agreement should requirethe publishers to defend and indem-nify the libraries, not holding themliable for any action based on a claimthat use of the resource in accor-dance with the license infringes anypatent or copyright of any thirdparty.

24. License agreements based on theseconsortium principles should be gov-erned by appropriate national law.

New Swedish LA Initiatives

The Swedish Library Association isproud to announce two new pilot initia-tives. For the next year, the participationof officers of the IFLA Roundtable for theManagement of Library Associationswho are unable to financially supportattendance to meetings will be funded bythe Swedish Library Association. Thisinitiative speaks to affording peoplewithout the financial resources or insti-tutional support the opportunity to takeon the duties of elected offices. It ishoped that this is the first of other initia-tives to financially support the participa-tion of officers in all Divisions, Sectionsand Roundtables who are unable toobtain their own funding.

The Swedish Library Association isalso funding a one-year IFLA member-ship for the Pacific Islands Association ofLibraries and Archives (PIALA) in aneffort to bring an international libraryassociation with some members fromdeveloping countries into IFLA.Although IFLA membership costs havebeen significantly reduced in many cate-gories, there is still work to be done forinternational library associations.

With the Swedish Library Associationfunding PIALA for this year, it is hopedthat IFLA will recognize the need forwork on this category of IFLA member-ship, so that other international libraryassociations with members from devel-oping countries can enjoy the samereduced rates in the future.

Interlending and DocumentSupply

The IFLA Offices for UAP and Interna-tional Lending have published thepapers of three recent meetings, held inPretoria, South Africa, and Bangkok,Thailand.

The Sixth International Conference onInterlending and Document Supplybrought leading experts from all over theworld to South Africa, to discuss latestdevelopments in the field and commonconcerns. Almost 200 librarians fromtwenty-five different countries, includingAfrica and the developing world, met toconsider all aspects of document deliveryand interlending, under the theme,'Empowering Society Through the Glob-al Flow of Information'.

The globalization of information is atrend which seemingly threatens to dis-empower the developing world. Yet,properly harnessed, it could be the gate-way to the information superhighway,even for disadvantaged countries. Therecent developments in information tech-nologies are also having a profoundimpact on interlending and documentsupply (ILDS) services. Although somemaintain that old style library serviceshave been superseded by new technolo-gy, it is clear that an extensive need fortraditional services still exists and has tobe addressed.

The Conference provided a soundingboard for these issues with opportunitiesto be informed and learn from othersand, with good representation from mostparts of the world, it provided a compre-hensive overview of the major develop-ments and best practice in this field atthis stage. The challenge to the delegatesand readers of the proceedings is to findfrom these developments those that willcontribute best to the improvement oftheir own interlending and documentsupply, as a means for excellent serviceto their users.

Two related workshops were held dur-ing the IFLA Conference in 1999. Thefirst, sponsored by the Section on Docu-ment Delivery and Interlending, took asits theme 'The Role of Document Deliv-ery and Interlending in South East Asia'.Three speakers, from Thailand, Malaysiaand Hong Kong, gave presentations onthe state of interlending in their owncountries, and these were followed by adiscussion of interlending in libraries inSouth East Asia.

The second, run by the IFLA Core Pro-gramme for UAP (Universal Availabilityof Publications) was organized as a fol-low-up to an earlier seminar which tookplace in 1995, also in Bangkok. Repre-sentatives from seven South East Asiancountries were able to present anoverview of resource sharing and librarydevelopment in their own countries, andparticipants were encouraged to considerhow these developments might beimproved. The papers from the 1995workshop were published under the title:From Palm Leaves to PCs: library devel-opment in South East Asia, edited bySara Gould and Judy Watkins, 1995.

The UAP Workshop held in 1999, andreported on in this publication, was ableto build on that earlier seminar. Wherepossible, the same speakers returned inorder to report on progress since 1995,and once again, presentations are includ-ed from seven countries, together withan overview of the UAP Programme andsome information about the IFLARegional Section for Asia and Oceania.

Gates Foundation Activities

Public Library Network in Chile

The Government of Chile, through theDirectorate of Public Libraries, Archivesand Museums (DIBAM) and the Sub-Directorate of Public Libraries, coordi-nates a network of public libraries thatspreads from Putre as far as PortoWilliams, including Easter Island. Mostof these libraries are municipal, holdingagreements with the DIBAM (delivery ofmaterial, skill-building and networkcoordination).

Seventy-six percent of the communi-ties in the country have libraries con-nected to this network, while 10 percenthave libraries without such an agree-ment with the DIBAM, and 14 percentare lacking in libraries. The institution iseager to achieve integration with the net-work, in the middle term, of all the com-munities in the country so that eachcommunity has at least one library. Dur-ing the last ten years the DIBAM,through the Sub-Directorate of PublicLibraries, has made a sustained effort toincorporate all the communities in thecountry to the network that it coordi-nates, based on a definition of the publiclibrary as a space for the community tofind culture, education, information andrecreation. In this sense, and in keepingwith the basic principles set down byUNESCO, the public library is convertedinto one of the pillars of the community'sdevelopment and contributes towardscreating conditions for greater equality,freedom, participation and democratiza-tion of Chilean society.

The 'Network of Public Libraries forthe New Millennium' project, whichenjoys the contribution of the Bill andMelinda Gates Foundation, will furtherthe concept of the library as a space forencounter, develop with the very tools ofthe new technologies of information andcommunication spaces for all the coun-try's inhabitants to engage in virtualencounters without any distinctionbetween "age, race, sex, religion, nation-ality, language or social status", accord-ing to the UNESCO Manifesto on PublicLibraries.

This initiative will be made possiblethanks to a contribution by the GatesFoundation of USD 5 million, and adonation by Microsoft Chile of USD 1.2million.

The success of this project depends toa great extent on the pledges of variousagencies to collaborate, among them theregional and local governments, andabove all the citizens themselves, sincethey are the ones called to lend senseand continuity to the efforts made byDIBAM and the Bill and Melinda GatesFoundation for equipping all thelibraries with the modern technologicaltools that are part of the new realityfaced by culture, information, educationand leisure.

A week after the earthquake in El Sal-vador you must be familiar with thedimensions of this latest tragedy sufferedby the Salvadoran people. As membersof the academic community of CentralAmericans and Central Americanists wewrite to request your help to rescue theBiblioteca Gallardo whose structure hassuffered serious damage.

As you may know, the library's collec-tion includes volumes published as farback as the XVI, XVII and XVIII cen-turies, miniature books, autographs, ex-libris, and manuscripts. The collectionhas no less than 80,000 volumes, makingit one of the two most importantlibraries in the country alongside theNational Library of El Salvador. The Bib-lioteca Gallardo, a private institutionunique in its kind in El Salvador, is oneof the key centres that protect the histor-ical documents of El Salvador and, there-

fore, of Central America. Its destructionwould be a loss to the heritage of allCentral Americans and structural dam-age has put its collection in serious dan-ger.

This is an emergency, the aftershockscould bring the building down whichwould represent the end of many irre-placeable books and documents. The firstpriority is to stabilize the structure sothat the staff can safely enter the build-ing to put the books in boxes for theirremoval. A suitable storage place hasalready been identified to keep thebooks safe during the building's recon-struction. It is urgent to raise funds tobegin the stabilization work which isscheduled to begin in a few days. Thenext steps will be to repair the booksdamaged by roof debris and fallen walls,and the development and implementa-tion of a reconstruction plan.

When confronted with misfortuneslike this earthquake, it is difficult to finda balance between human needs and cul-tural heritage, but we beg you to keep inmind that there are very few institutions

in El Salvador that pay attention to thesekinds of problems. If people in academiclife do not take action, no one will do so.The support of people like yourselveswill be crucial to take the steps necessaryto repair the facilities of the library.

We suggest a contribution of USD50.00 per person, but any amount will bewelcome. In addition, we would also begrateful if you could forward this mes-sage to at least five people in your elec-tronic address book. To this end we aresending Spanish and English versions.

Movie Premiere for the Blind

On November 26th the film "Stardom"starring Dan Ackroyd was premiered inToronto, Ontario Canada with adescribed version for both blind andvisually impaired audiences. Hosted byAlliance Atlantis, the CNIB Library forthe Blind, and Audiovision Canada, MarcRosen of Audiovision Canada noted itwas a historic moment with several firsts- first for a described movie aired in atheatre and a first described movie for apremiere. Toronto's blind communityturned out in full support to mark thishistoric event. Rosemary Kavanagh, theChair of IFLA's Section of Libraries forthe Blind, emphasized the importance ofmaking the event a social statement onthe inclusion of blind and visuallyimpaired people in their culture and aswell the arts and entertainment in thecommunities in which they live.
