“Pinch punch first of the month, no backs!” The CRoW walk onSunday the 1st March coincided – as is fortunately usually the case -with a nice break in the weather, which allowed the surroundinggreen and yellow countryside (mostly daffodils and gorse!) to be seenin all its wonderful glory. As many of our highly valued Public Rightsof Way (PRoW) had suffered quite a bit from our “rainy season” wedecided that this particular trek would take us along some of ourminor roads and lanes as opposed to footpaths, bridleways, etc.

Hardly a vehicle in sight and just a few cyclists to say hello to, theroute turned out to be something of a loop that, initially, took usdown the Twelveheads Road for about half to threequarters of a milebefore taking a right up past Rising Sun and Wheal HarmonyCottage. At this point we stopped a while to discuss a possible routefor the Redruth to Chacewater railway which, so legend has it, mayhave run near somewhere alongside this road – there certainly seemsto be something worth exploring here? Anyway, we soon came outat the junction opposite Hilltop Cottage and some wonderful views allaround us, especially those looking down to the right and along thePoldice Valley. Noting the sign for Public Footpath 301/41/1, whichmay eventually be opened up to allow access to the Poldice, we tookan immediate left along the road and headed on down towardsTwelveheads itself.

Upon entering Twelveheads proper, everyone commented on what alovely and peaceful place it is. We viewed the now completed andclearly well used Play Park (protected as it is by 4 wooden Deer onthe far bank of the Carnon River!) and equally well used park benchrest area behind the bus shelter. Then we observed the new roadmarkings warning of the many cyclists in the area, especially thosecoming off the Poldice Valley section of the Portreath to DevoranMineral Tramway. Importantly, we also took note of the lovelyhostelry that is ‘Bon Appetit’, which is always a welcome sight to anywalker or cyclist to the area!

Time was against us and so we headed back to Chacewater alongthe Twelveheads Road once more, which offers a wealth of naturalhabitat for creatures of all sorts to forage.

Another pause taken as we headed back up towards Chacewater on theTwelveheads Road, just near Willow Bridge Cottage - a lovely sight no matter what

time of year, but especially when the sun is up!

So, another cracking ramble for 12 hearty folk and 3 of our 4-leggedfriends.

The What’s On readership may recall an article in October 2019 thatprovided some initial information relating to Highways England fundedschemes aimed at improving selected communities near to where thefuture A30 Dual Carriageway works between Carland Cross andChiverton Cross will take place. Very much related to the key themescontained within our recently “made” Neighbourhood Development Plan(NDP), notably Road Safety, our Environment and Heritage, an updateon each of the 3 schemes designated for Chacewater Parish areprovided below:

A wetland area just south of theA30 near Blackwater, the main Highways England contractor (Arup) areworking closely with Cornwall Wildlife Trust, Tregothnan Estates (whoseland it is) and other sub-contractors to maximise our appreciation andfuture (sensible) accessibility to this high value nature space. Plans havebeen drawn and work now commenced to clear significant sections ofthe approach to the site from the south, which will ultimately see theintroduction of a walking route all the way to/from Chacewater village,running – more or less – parallel with the Carnon River. Probably themost advanced of the A30 Highways England Designated Fund projectsfor Chacewater, this one should be delivered at some point in 2020. Asthe key local stakeholder, your Parish Council is currently seeking adviceon the future maintenance plan for the area and what might be neededto thwart any illegal off-road community from abusing thisenvironmental area. Parishioners are encouraged to take a look at theworks currently in train - without of course getting in the way!

Many will have seen the notices (nowremoved for safekeeping and preservation!) attached to various signposts/other installations between the 30 to 40mph zones at either end ofthe village. These were intended as a means through which to articulatewhat has been worked up by way of a plan to:

  through the village, becauseRadarclass data (taken at the same period in the year over the past 8years) has identified a doubling of vehicle movements over an 8-dayperiod from 12K to well over 23K, both east and west;

  , both for pedestrians and vehicle users;

  , either side ofFore and High Streets;

  along ForeStreet, High Street and at key junctions, especially given that over-night spaces are readily available in the main Square Car Park;

  that exists within thevillage;

  ;

Representatives Members of Arup and Cornwall Council have workedwith members of the Parish Council to get where we are today. 2 wellattended Public Engagement events have been held, the first at the OldMarket on 11th September and the second in the Village Hall on 21stNovember 2019, which gave the community a good opportunity toexchange their views. More recently, a walk through of the wholeStreetscape Plan – as presented - was conducted, at which Arup andCornwall Council fielded numerous questions.

The next phase of consultation will include comment from Cormac andso things are bound to change in some respects. However, in summary,this scheme (which may well start in the next Financial Year) will

see much of the following introduced along the “commutercorridor” of Chacewater village:

  Gateway entrances at each end of the village, near the existing30 to 40 mph signs, including Rumble strips, narrowing or cob-bling strips and ‘Welcome’ granite blocks.

  A 20mph zone at the core of the village.

  More judicious (we believe) use of double yellow lines at keynodes.

  Cobbling at key road junctions at Church Hill, Station Rd andSergeants Hill.

  Widening of pavements on either side of Fore Street to enablepedestrians and those with accessibility concerns to move aroundthe village more easily and safely.

No question about it, what is being considered through this Streetscapescheme is quite radical and to some it will be viewed as restricting,especially in terms of on street parking. However, this whole plan isdesigned for a future that will see a seismic change in how we all goabout our day to day business. It will also help us to recover manyaspects of life in a rural village that we value and wish to retain. Watchthis space!

By now we had hoped to reporton some significant works being undertaken to restore what isrecognised by Historic England as the “single most importantrefurbishable structure across the whole of the West Devon and CornwallMining World Heritage Site (WHS)”. However, issues have arisen to dowith the structural survey of the scantle slate roof and the signing ofagreements between Highway England and Tregothnan Estates.

Cornwall Council (WHS) do remain hopeful that the required funds canbe secured from the A30 Highways England Designated Funds over thenext year (referred to as RIS2 project 'pot' monies) but the project's future– and hopeful success - relies ultimately on Tregothnan Estate andHighways England reaching the necessary agreements, with thecontractor ARUP acting as intermediary.

The main concern with such a delay is of course that the longer thenegotiations persist, the less stable this vital heritage building willbecome, so fingers crossed things work themselves through!

Dear Editor

I wish to make it publicly known that whilst I am the local Cornwall

Council member for the whole of the Langarth Development I have

always “declared an interest” at all Council meetings which have

discussed the Penventinnie Farm land and TMS Young Farmers Club

Hall site because of the following facts

a) I have lived all my life in the valley underneath the Royal

Cornwall Hospital at Treliske and consequently been close

friends and neighbours of the family who own Penventinnie

Farm. In 1986, by auction, the family sold the farmhouse which

we purchased, and my family have lived there for the past 33

years.

b) I am one of four Holding Trustees of Threemilestone and District

Young Farmers Club and collectively we have lent the Club

enough money for the club to purchase and secure the land on

which the hall sits. (on the A390 you will see a poster by the

Club Hall showing how they are earnestly raising the money to

pay back to the loan)

Cornwall Council have now named this whole Development as The

Langarth Garden Village, but it is made up of several different

landowners and developers: - i.e. Maiden Green; Willow Green;

Penventinnie Farm; East Langarth; West Langarth; making this a 2 mile

ribbon development if it is named accurately from Penstraze to Treliske.

The Secretariat at County Hall have now told me that I am not permitted

to speak at any future debate / meetings about the Langarth Garden

Village.

I am disappointed about this as I know the geography of the area so

well and the issues that will arise unless the infrastructure is sorted out,

so I am not able to represent the people who live in the area that will be

greatly affected. I have many questions that need to be addressed before

the first turf is dug:

1. The A390 road is not coping with the traffic that is has on it

today, let alone if building takes place that creates a town the

size of Liskeard. Whilst a northern relief road they tell me is

planned it will be through a housing estate, along a

geographical ridge which most of this winter has been almost

continuously wet and windy, this will put off all but the most

dedicated walkers and cyclists. It will have a 20mph restriction

and come out at the hospital. County Hall by the helicopter

landing pad but that in turn is needing to be moved by orders

of the Civilian Aviation Authority because of its proximity to the

road.

2. There is much talk of a “Garden” village development, but on

a north facing windward slope is this realistic?

3. There have been no dates given by South West water as to

the start let alone the completion of the foul drainage system

which has to be in the region of four and half miles (from

West Langarth to Calenick) before any properties can be

occupied.

4. Equally worrying is the surface drainage water, there has been

talk of a series of drainage pits, but my questions to that is:

when these are full… what then? in light of climate changes.

5. How quickly does this water get into the River Kenwyn? Before

the Newmills flood protection Dam was built, the whole valley

was surveyed as an agricultural valley, so if this new town is

built there will be much land given over for roofs, paths,

driveways and roads from which rain water will shoot off

quickly. So, my next question is -can the Flood Protection Dam

at Newmills still work with the significant change up or down

stream. Boats in Victoria Square, Truro with a high spring tide

and the River Kenwyn in flood has been seen before but we

do not want to see it again.

I will continue to ask questions and monitor the situation very closely,

but the public need to understand the reason that I cannot address

these concerns within the council chamber

My name is The Rev’d. John Eatock, and I have been appointedPastoral Consultant for the churches within the cluster – Stithians,Gwennap, St. Day, Carharrack, Chacewater, Feock, Perran-ar-Worthal and Devoran, following the departure of the Rev’d. SimonBone and the Rev’d. Karen Hunter-Jones last year.

The churches are now in a time of “Transition” as deliberations andconsultations take place, looking at the future of the parishes andcluster.

Services continue to take place, as normal, at all the churches, withclergy and others volunteering to help out as much as possible. TheRev’d. Richard Wallis, Assistant Curate, is still here, but cannotpossibly do everything. It is not his responsibility, as his focus must beon his training.

In my role as Pastoral Consultant I have listened to many of thechurch folk, who have expressed their concerns over all that hashappened over the past few months and have offered myprofessional skills in listening to the pain and distress felt by many.

But pastoral care is not the sole responsibility of the clergy and we allneed to have an eye on how we care for one another at this time.Over the years I have noticed that some churches can regress into“maintenance-only” mode when left without a parish priest just to“keep the show on the road.”

All this, of course is essential, but visiting the sick; assisting those whowould like to receive Holy Communion at home, or in nursing homes;meeting with families who have a child to be baptised; caring forpeople in distress or nurturing new Christians, is a role most of us canbe a part of. It could be that you may need training to do this.Already we have been in touch with Church House, whose staff arewilling to help us to ensure that such training can be done well andwith safeguards and supervision in place. We need to continually demonstrate our love and care for oneanother and to the communities we serve. It is sometimes hard to attract clergy to the far South West, but anattraction is always a community which really cares for those aroundthem. So, during this period of Transition let’s focus beyondmaintenance, towards our common ministry of love and care inJesus’ name.

IN MEMORIAMSome 30 men ofChacewater lost their liveswhile serving in the armedforces during the FirstWorld War. Their graves liein Africa, in Asia and acrossEurope. Many joined uplocally or elsewhere inEngland. Others came backfrom Australia, from SouthAfrica or North America.

Research uncovers some of the story behind the names of the fallen which arerecorded on Chacewater War Memorial. While commemorating their individualsacrifice this also may help document part of our community’s history.

George Arnold Pollard, was born in 1896, the only son of Mary Louisaand George Pollard. His grandfather, Zacharias Pollard, was a tin minerfor many years and had died at Penstraze Moor one year before (on 30thNovember 1895). Zacharias is buried in St Paul’s churchyard atChacewater.George grew up on Centreville Farm, Penstraze. His father was a memberof Chacewater’s Boscawen masonic Lodge until he died in 1909 aged 50.George spent his teenage years on the farm with his widowed mother andhis older sister Evelyn. When he turned 18 shortly after the start of theWar, George joined the Territorial force Royal Devon Yeomanry. Pte.George Pollard [45637] was transferred into the 1st Battalion of theDevonshire Regiment as the War continued.This unit moved to the Somme in July 1915. When the offensive of 1stJuly 1916 started the Devons were behind the lines at Arras. They were

sent back to consolidate positions near Longueval where the regimentsuffered substantial losses through German counter-attacks and continuingshellfire. With two advances in September they gained some ground nearGuillemont village at a cost of another 376 casualties.The Battalion was reinforced during the winter of 1916 as Pte. GeorgePollard celebrated his 20th birthday. In the spring they were deployedalongside the Canadian Divisions fighting to take Vimy ridge in April1917. Severe losses incurred over a few weeks nearly destroyed the unit.Pte. George Pollard was killed in action on St George’s Day, 23rd April1917, during an attack on La Coulotte approaching Lens.George Pollard has no known grave. His name is recorded on the ArrasMemorial in France together with 35,000 others, including 288 soldiersof the Devonshire Regiment and 80 of the 1st Battalion killed on 23rdApril. Pte. George Pollard is commemorated also on the War Memorialsat Blackwater and at Chacewater village.

The Institute was formed in 1935 and we celebrate our 85th

Anniversary in November. During the past few years ourmembership has sadly declined mainly due to the agingand passing of several members. At present we are only 12members sadly not one from Chacewater. We would very

much like to welcome new ladies from Chacewater and thesurrounding area so ladies do give us a try. Your first two meetingswill be free and you will be made very welcome.

We meet on the first Tuesday of each month at 7.15pm in the WI HallChacewater.

Hopefully our dreams of new members will become a reality so as wesay “use it or lose it”.

Dear Reader

Spring really is on its way with the daffodils in full flower albeit withvery wet and soggy ground beneath them. One cannot but feel verysorry for the local farmers being unable to get their tilling done andworking in such wet conditions. However, there is always hope andthe seasons always seem to work themselves through.

The Langarth Development keeps rumbling on and there is much talkcurrently, being focused on a so called “Garden Village” but this ison a North facing slope. Despite some very decorative photographs(not from local photographers) and artists sketches it is confusing themind of many of Cornwall Council Committee Members as the realityis very different, in my opinion.

The development planned to be constructed on the Western end ofTruro is purported to be equivalent to the size of Redruth or Liskeard.Forgive me repeating myself, but how the A390 road fromSainsbury’s roundabout to Chiverton roundabout will cope with allthe extra traffic when it cannot cope with the volume of traffic today,confuses me and I worry about the impact on the Royal CornwallHospital at Treliske.

We really should congratulate Cormac for all the work that they areconstantly doing to keep the potholes and manhole cover problemsunder control. It is almost soul destroying to find as they repair onehole another occurs, sometimes very quickly nearby. The groundconditions are so wet and soft it is so difficult for Cormac, but we arethankful for the remedies that they are taking.

The “Shute”, some more good news, because it was Chacewater’smain water supply until Truro Rural District Council brought “mainswater” into the village in around 1955. The feature has a “GradeTwo Listed “status and being an historic feature, the HistoricMonuments department of Cornwall Council will help to restore itand make sure it continues to work as it has always done.

This will be a big part of the financial support that is required to get itworking in its former glory again.

Even more good news for Chacewater, the Projects Group and theVillage Parish Parks Group have received a grant from the “PocketsParks” scheme in the hope to be able create a community garden inthe village. Our new local MP Cherlyn Mackrory has welcomed thisfunding and is looking forward to visiting the village to see thisproposed feature. I am sure that the Projects and Parish Park group,will submit an article for “What’s On “when they have more details

VILLAGE PONDWATCHMarch 2020

On Saturday 22 February, dozens of toads couldbe seen standing watch alone or grappling ingroups all around the pond. Six frogs gatheredby a floating raft of spawn with their pale throatssmiling across the water. Nearby, strings of toadspawn were looped among the weed mats. Nextday, the frogs guarded three large clusters ofspawn while many toads continued to swim and drift or struggle through theweed.

By the end of the month, all of the frogs and toads were out of sight. Theirspawn clusters drift untended except by a small newt that wriggles out of hernest to investigate and then snakes vigorously back down into the weed.Meanwhile, a Great Diving beetle rests near the surface before she too divesbelow, where another black and tan beetle scavenges along a submerged stalk.Underwater, a large dark snail grazes on a lily stem and reaches out with hisfoot to swing across towards another.

Rains have kept the pond brim-full. Marsh marigolds are in full flower bymid-March, with the bright yellow stars of lesser celandine also markingthe banks. Adult newts line up in a sunny patch while others cruise amongthe forest of weed stalks or burrow into small caves in the leaf litter below.Toad tadpoles have grown about 1 cm long, still protected inside their jellystrings. The frog spawn clusters now float ghostly beneath the surface, likeballoons slowly deflating after last month’s party.
