Cover StoryUSPS Makes Return Season Easy

The Postal Service™ is making improvements to its returns infrastructure to prepare for the annual returns flurry.

This shopping season is likely to be even more hectic than last year with projected growth from online shopping in the double-digits. Also, USPS® is projected to deliver almost 850 million packages between Thanksgiving and New Year’s Day — that’s up more than 10 percent from last year! A major spike in online holiday shopping is driving this increase.

Once the sun sets on candles and tinsel, consumers will go about returning items that they ordered or that they received as gifts. As the number of items ordered online and shipped to consumers grows, so will the demand for easy, convenient return methods that attract repeat business.

The Postal Service is ready for the challenge in the following ways:

Continued expansion of our returns processing capabilities. A total of 16,692 Parcel Return Service Return Delivery Units (RDUs) across the country are available to pick up packages. This helps us handle the volume and positions us as the returns shipping provider of choice in a crowded market worth about $6 billion.

It’s easier for businesses to insure returns with USPS. Insurance is available for up to $5,000.

Offering one universal shipping permit. We have one universal shipping permit that covers Parcel Return Service, Merchandise Return Service, Bulk Parcel Return Service, and USPS Returns® and out-bound products.

Significant enhancement of Merchandise Return Service (MRS). MRS applies to three mail classes: First-Class Package Service®, Priority Mail®, and Ground Return Service. This simplifies returns for the Postal Service and its customers by offering cost-effective options and streamlining the weighing and rating process of traditional MRS parcels.

Bulk Parcel Return Service (BPRS) is a Returns endorsement. This means that mailers receiving these return packages pay the per-piece fee without paying postage fees. Also, consumers are no longer required to download and print the mailer’s BPRS label, which simplifies the consumers’ returns process.

Increasing the volume for First-Class Package Service® (FCPS®). Commercial customers with negotiated service agreements (NSAs) can mail packages weighing up to one pound for a flat rate. This service targets merchants that ship high-value, lightweight products such as jewelry or consumer electronics.

Return LabelsReturn labels can either be included in the original order

or requested through a merchant’s call center. Consumers then affix the return label to their package and mail it using one of the following options:

Take it to one of 31,000 Post Offices™ nationwide,

Drop it in one of 160,000 collection boxes (package must meet aviation mail security guidelines), or

Go to usps.com to schedule a Package Pickup at any of the 132 million available domestic addresses.

The Postal Service also offers a number of options that help businesses create and deliver return labels to custom-ers. Businesses that use Priority Mail Returns® Service, First-Class Package Return® Service, Ground Return Ser-vice, and Parcel Return Service can use the Print and Deliver application to order return labels; USPS will then create those labels and deliver them, along with return instructions, to the following:

One of 31,000 Post Offices nationwide;

A domestic address; or

One of more than 2,500 self-service kiosks, where consumers can print them.

Merchants can also instruct the Postal Service to hold the labels for pickup at a designated Post Office. Small- and medium-sized merchants have the following options:

Use the Merchant Returns Label Tool to generate Merchandise Return Service and Scan Based Pay-ment labels.

Use the Click-N-Ship® Business Pro to generate Parcel Return Service or Merchandise Return Service labels to include in the original shipment box or send to the cloud platform. Self-service printing is also available individually or in batches.

ManualsDMM Reminder: New Mailing Standards for Lithium Batteries

On August 17, 2017, the Postal Service™ revised Publi-cation 52, Hazardous, Restricted, and Perishable Mail, to provide new mailing standards for mailpieces containing lith-ium batteries. The Postal Service detailed these revisions in Postal Bulletin 22474 (8-17-17, pages 4–12), and announced a transitional period until January 1, 2018. During the transi-tional period, we urged mailers to comply with the new mail-ing standards immediately; however, mailers have until January 1, 2018, before compliance is mandatory.

On February 22, 2017, the Postal Service published its first notice of these revisions in the Federal Register, including an invitation to comment in the notice (82 FR 11372). This was followed by a Federal Register notice titled “Revision to Mailing Standards for Lithium Batteries,” published on July 26, 2017 (82 FR 34712-34715).

Relating to the August 17, 2017, mailing standards, the Postal Service made the applicable revisions to the online Publication 52 on December 8, 2017. The online Publica-tion 52 now accurately reflects the new requirements for mailing lithium batteries.

Effective December 31, 2017, the optional compliance period concludes; beginning January 1, 2018, the new mailing standards become mandatory.

The Postal Service will prohibit:

UN3480 lithium-ion and lithium polymer batteries, batteries shipped separately from the equipment they are intended to operate, in USPS® air-eligible products.

The Postal Service will permit:

Mailers to send UN3480 batteries, meeting current USPS capacity limitations and quantity restrictions, via air-eligible products; provided these mailings are both mailed from, and delivered within, the state of Alaska.

The optional use of previously authorized lithium battery marks during the Pipeline and Hazardous Materials Safety Administration’s (PHMSA’s) transi-tional period for these marks, which ends on December 31, 2018.

The use of padded and poly bags as outer packaging only for mailpieces containing button cell batteries properly installed in the equipment they are intended to operate; provided the batteries meet the USPS classification criteria for a button cell battery in 349.11(d) of Publication 52, and the batteries are afforded adequate protection by the equipment.

The introduction of a new lithium battery consignment definition intended to refer to one or more mailpieces containing lithium batteries, entered into USPS net-works by one mailer or mail service provider within a single mailing or retail transaction; or included in the same manifest or shipping services file, and intended for delivery to a single consignee at a single destina-tion address.

The Postal Service will require:

Eliminating the current text marking option for mail-pieces required to bear, or optionally permitted to bear, lithium battery markings under Publication 52, and using DOT-approved lithium battery marks instead.

A separate “prohibited on passenger aircraft” text marking, in addition to a DOT-approved lithium bat-tery mark, for mailpieces containing UN3480 and UN3090 batteries, which generally restricts these batteries to surface transportation only.

The outer packaging of mailpieces containing small lithium batteries to be rigid and of adequate size, so the lithium battery mark can be affixed on the address side without the mark being folded.

The placement of lithium battery marks on the address side of all mailpieces bearing these marks.

DOT-approved lithium battery markings on all mail-pieces with lithium cells or batteries contained in equipment when there are more than two mailpieces in a single consignment in domestic mail.

Limiting single consignments to two mailpieces containing lithium batteries in international and APO/FPO/DPO mail.

Unless provided with a written authorization from the manager, Product Classification, all lithium battery mailers must meet these new standards beginning on January 1, 2018. Mailers who obtain an authorization must produce a copy of their authorization to each acceptance location with their first mailing after December 31, 2017. The autho-rization letter must detail the nature of their authorization and provide an expiration date.

We ask employees to familiarize themselves with the new mailing standards before the mandatory compliance date, and ensure their local mailers are aware of the new requirements as soon as possible.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal lim-it: $1,000 for domestic, and $700 for international Postal Service money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changed.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

Thrift Savings Plan Fact Sheet

The G Fund is managed internally by the Federal Retirement Thrift Investment Board. Assets of the F, C, S, and I Funds are managed externally. The Board currently has contracts with BlackRock Institutional Trust Company, N.A., to manage the F, C, S, and I Fund assets. The F, C, S, and I Funds invest in commingled trust funds, in which the assets of tax-deferred employee benefit plans are combined and invested together. The F, C, S, and I Funds and the BlackRock funds are passively managed index funds.

Future performance of the funds will vary and may be significantly different from the returns shown above. See the Summary of the Thrift Savings Plan for detailed information about the funds and their investment risks. The monthly returns of the TSP Funds represent net earnings for the month after deduction of accrued administrative expenses and, except for the G Fund, after deduction of trading costs and accrued investment management fees as well. The returns for the four indexes shown do not include any of these deductions.

FinancePolicy Reminder — Reporting Refunds and Credits in eTravel

This article updates a previous article published in Postal Bulletin 22363 (5-16-13, page 60), which provided instructions for reporting refunds in eTravel for airfare. This process applies to all credit or refund types and includes travel-related expenses such as:

Airfare,

Train fare, or

Hotel costs.

Adhering to the policy allows the Postal Service to recover savings on travel expenses as quickly as possible. Credit balances that are not applied against travel expenses are refunded to the traveler after 90 days and must be paid back to the Postal Service.

Travelers may only claim the used portion of their travel-related expense when a credit or refund has been issued. The used portion represents the difference between the amount initially billed and the credit or refund issued. Under section 8-3.5.1.3 of Handbook F-15, Travel and Relocation, travelers must process this claim by itemizing the credited or refunded part as a personal expense within eTravel. The following example details the steps required to complete the claim in eTravel:

Example: Your original round-trip airfare total is $400. For a canceled return flight, the airline issues a credit to your travel card for $250. The used portion of your trip is $150 ($400 original amount billed less the $250 credit). To claim the used portion in eTravel, follow these steps:

1. Pull the original $400 transaction from the Company Card page into your eTravel report and open the expense.

2. Select “Itemize” to claim the $150 used portion of your trip. Use “Airfare” as the Expense Type for the itemization entry.

3. Once you have entered the $150 used portion of the airfare, select “Save” and go to “Itemization List.” This shows the total expense, itemized amount, and remaining balance.

4. Select “Add” to create another itemization for the $250 credit. Select “Airfare” as the Expense Type.

5. After you have completed all the entries, check the box titled “Personal Expense” (do not reimburse me). In the comments box, enter a comment stating that this portion of the airfare was refunded. Your itemized balance will then be zero.

Reporting refunds and credits in eTravel ensures your transactions are reported accurately and helps you avoid credit balances from appearing on your travel card account. Additionally, you can refrain from opting to have your Per Diem paid to your travel card. Travelers must always select “Other” as the Payment Type for reimburse-ment of their Per Diem.

To avoid delinquency while waiting for credits to your travel card account, you have the option to contact Citibank, the travel card company, or dispute the charge online for the refund portion.

Note: Cardholders have 60 days from the statement date to dispute the transaction. To handle disputed transac-tions, take the following steps:

1. Call Citibank customer service at 800-790-7206 to advise the company that a credit is forthcoming. The cardholder must advise Citibank that he or she is dis-puting the credit amount. Please note that this will not stop the account from aging.

2. To dispute a transaction online, log in to Citibank’s website to initiate the dispute from either the “State-ments” or “Unbilled Transactions” screens. You can view disputed information such as transaction details, dispute amount, dispute initiation date, dispute status, and the name of the person initiating the dispute. Citibank may require you to fax or mail additional information based on the dispute reason you select.

3. Citibank will email a confirmation of dispute letter to the cardholder advising that he or she has 21 days to sign and return it. Once Citibank receives the signed letter, the charge is suspended until it is resolved.

4. If Citibank does not receive the letter within 21 days, the charge will be reapplied to the account.

Information Security‘Tis the Season for Scams — Stay CyberSafe During the Holidays

The holidays are a great time to travel, shop, and enjoy quality time with friends and family. It’s also the time of year that cyber criminals take advantage of the holiday hustle and bustle to steal information from shoppers and travelers.

That’s why you need to stay alert and watch out for sus-picious activity. Some of the most commonly used holiday scams include the following:

Online deals. Watch out for deals that seem too good to be true and be wary of unfamiliar websites.

Charitable giving. Make sure any donations you make go to reputable, legitimate charities.

Gift cards. Purchase gift cards from credible, well-known retailers or purchase directly from the store instead. Similarly, check the source before accepting or using free gift cards.

Shipment notifications. Look for unfamiliar email senders who ask for personal details. Cyber criminals sometimes pose as package delivery companies to trick individuals into providing personal information.

To help protect yourself from the consequences of a scam, monitor your credit card and bank accounts for sus-picious activity. Also, don’t forget to protect your electronic devices during holiday travel. Turn off your Bluetooth and Wi-Fi connections when not in use; instead, use your cell-phone as a mobile hotspot. Avoid using public charging stations, often found in airports, which could open up your text messages, emails, photos, and passwords to cyber criminals. Finally, always password protect your devices and lock your screen when not in use.

Stamp ServicesStamp Announcement 18-01: Meyer Lemons Stamp

On January 19, 2018, in Kenner, LA, the U.S. Postal Service® will issue the 2-cent denominated Meyer Lemons stamp, in one design, in a pressure-sensitive adhesive (PSA) coil of 10,000 stamps (Item 760400). The stamp will go on sale nationwide January 19, 2018.

The Meyer Lemons stamp is a new 2-cent definitive stamp that features a whole Meyer lemon next to two wedges of the cut fruit. The illustrations were created with pen and ink and watercolor. Art director Derry Noyes designed the stamp with an existing illustration by John Burgoyne.

This Priority Mail stamp features a colorful illustration of the Byodo-In Temple, a popular tourist attraction in Hawaii. A smaller-scale concrete replica of a wooden Buddhist temple in Japan, the Byodo-In Temple is located in a private cemetery on the island of O‘ahu. Built in 1968 to commemorate the centennial of the first Japanese immi-gration to Hawaii, the temple is used for ceremonies, services, and events such as classes and concerts. Art director Greg Breeding designed this stamp with original art by Dan Cosgrove.

Stamp Announcement 18-03: Sleeping Bear Dunes Stamp

On January 21, 2018, in Kansas City, MO, the U.S. Postal Service® will issue the $24.70 Sleeping Bear Dunes Priority Mail Express® stamp, in one design, in a pressure-sensitive adhesive (PSA) pane of 4 stamps (Item 119800). The stamp will go on sale nationwide January 21, 2018.

With this new Priority Mail Express stamp, the U.S. Postal Service celebrates the Sleeping Bear Dunes, which take their name from a Native American legend. Rising 450 feet above Lake Michigan, the dunes are the highest perched dunes in the Great Lakes region and are protected within Sleeping Bear Dunes National Lakeshore. The stamp art celebrates the grandeur and serene natural beauty of the dunes and surrounding park. Dune grasses mark the beach in the foreground, as gulls dive and soar in the breeze. Art director Greg Breeding designed the stamp with original art by Dan Cosgrove.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears on the following pages. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustra-tions of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark must affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed next to the postmark.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. Each cover must have sufficient post-age to meet First-Class Mail® requirements. Customers may purchase new stamps at their local Post Office™, by telephone at 800-782-6724, or at The Postal Store® web-site at usps.com/shop.

Digital Color Postmarks Only select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service™ recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16-inch side seams with no glue on the flap. The maxi-mum size of all digital color postmarks is 2 inches high by 4 inches long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers must submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers must affix the stamps to the envelopes and address them to themselves or others for return through
