PREFACE
The present volume has grown out of the appointment in 1924:by the Social Science Research Council of a Conniiittee on thescientific aspects of human migration, a subject of great and grow-ing interest in the United States upon which further studies sup-ported by an adequate subvention were thought to bePrevious American work in this field has been done mainly throughofficial channels which have necessarily influenced its character andconclusions, or through private associations, often of a propagandisttendency, or by single scholars whose time and resources werenarrowly limited.
This Committee approved an initial project for a statistical studyof international migration and entrusted its preparation to theNational Bureau of Economic Research which asked the writer toorganize and direct the enquiry. It has fallen into two parts: first,the preparation of the present volume containing international mi-gration statistics from the beginning of the record in each countrythrough 1924 and, secondly, the preparation of a series of inter-pretative studies of migration statistics written by scholars in dif-ferent countries. Both volumes aim to be international and objec-tive in dealing with a problem upon which judgments, national andindividual, differ widely.
To further the project by enlisting international co-operation, thewriter visited Geneva where he fortunately obtained the support ofthe International Labour Office. That Office through its MigrationSection ably headed by Professor Louis Yarlez had already doneimportant pioneer work in improving current migration statistics.Under authorization of the peace treaties it had established or wasin a position quickly to establish direct and cordial relations withthe offices in all countries responsible for migration statistics pastor present, a matter the importance of which persons familiar withthe leisurely and circumlocutory way in which routine correspon-dence between governments is often handled will be quick to ap-preciate. The International Labour Office was thus in a favorableposition to push its researches back into the pre-war period.
The preparation of this volume was entrusted to that Office underan agreement that the net cost should be borne by the National

Bureau of Economic Research. The office at the request. of thewriter placed Dr. Imre Ferenczi in immediate charge of the work.While he had been acting chief of the Migration Section he had pre-pared and brought out the report on "Mouvements Migratoires1920-23" which by a fortunate coincidence came from the press on thevery dayon which the writer arrived in Geneva and the excellence ofwhich immediately roused his admiration. Dr. Ferenczi is to be re-garded as the author of this book and particularly of the Introduc-tion and Notes; the relation of the undersigned to it has been that ofadviser, editor and liaison agent between the National Bureau ofEconomic Research in New York and the International LabourOffiëe in Geneva. In that capacity he has carefully followed its pro-gress and is glad to commend the conscientious care and expertedge shown in its preparation. It is far more than a mere compila-tion of known and available migration statistics. Much .materialhitherto unknown has been disinterred and much energy, persis-tance and organizing ability have gone into its preparation within aperiod of ten months. Evidence to support this conclusion will befound throughout the volume but especially in Dr. Ferenczi's intro-duction and notes.

RESOLUTION
ON TEE RELATION OF THE DIRECTORS TO THEW0RI TuE BI.TREAU
1—The object of the Bureau is to ascertain and to present to the publicimportant economic facts and the interpretation thereof in a scientificand impartial manner, free from bias and propaganda. The Boardof Directors is charged with the responsibility of ensuring and guaran-teeing to the public that the work of the Bureau is carried out in strictconformity with this object.
2—The Directors shall appoint one or more directors of research chosenupon considerations of integrity, ability, character, and freedom fromprejudice, who shall undertake to conduct economic researches in con-formity with the principles of the Bureau.
3—The director or directors of research shall submit to the members ofthe Board, or to its executive committee when such is constituted andto which authority has been delegated by the Board, proposals in respectto researches to be instituted; and no research shall be instituted withoutthe approval of the Board, or of its executive committee.
4—Following approval by the Board, or its executive committee, of aresearch proposed, the director or directors of research shall as soon aspossible submit to the members of the Board, by written communication,a statement of the principles to be pursued in the study of the problemand the methods to be employed; and the director or directors of re-search shall not proceed to investigate, study, and report in detail, untilthe plan so outlined has been approved by the board or the executivecommittee thereof.
5—Before the publication of the results of an inquiry the director ordirectors of research shall submit to the Board a synopsis of such results,drawing attention to the main conclusions reached, the major problemsencountered and the solutions adopted, the nature of the sources fromwhich the basic facts have been derived, and such other information asin their opinion shall have a material bearing on the validity of theconclusions and their suitability for publication in accordance with theprinciples of the Bureau.
6—A copy of any manuscript proposed to be published shall also be sub-mitted to each member of the Board, and every member shall be entitledif publication be approved, to have published also a memorandum ofany dissent or reservation he may express, together with a brief state-ment of his reasons therefore, should he so desire. The publication ofa volume does not, however, imply that each member of the Board ofDirectors has read the manuscript and passed upon its validity in everydetail.
7—The results of any inquiry shall not be published except with the ap-proval of at least a majority of the entire Board and a two-thirdsmajority of all those members of the Board who shall have voted on theproposal within the time fixed for the receipt of votes on the publicationproposed; such limit shall be 45 days from the date of the submission ofthe synopsis and manuscript of the proposed publication, except that theBoard may extend the limit in its absolute discretion, and shall uponthe of any member extend the limit for a period not exceeding30 days.
8—A copy of this memorandum shall, unless otherwise determined by theBoard, be printed in each copy of every work published by the Bureau.
