    the

    State

    of

    Coloradosothatthefacilitycouldserveasaprisonforthe

    growinginmatepopulation.

    InFY2011

    12,

    with

    prison

    populations

    declining

    by

    131

    inmatespermonth,theStatedecommissionedtheFortLyon

    correctionalfacility.

    Withoutimmediateaccesstosuchservices,chronicallyhomelessindividualswillremainhomeless.

    Manyhomeless

    individuals

    struggle

    to

    recover

    within

    the

    familiarsurroundingsoftheurbancommunitywhich

    currentlyenablesthem. Theyneedafreshoutlookinorderto

    beginafreshstart. TheDenverHousingAuthorityevicts56%

    offormerly

    homeless

    veterans. 4

    chronic

    homeless

    individuals.

    WehaverequestedofHUDtobeallowedtoprojectbaseSection8vouchersandHUD/VASHvoucherstoenableusto

    provide

    homeless

    individuals

    immediate

    access

    to

    housing.FortLyonbecomestheirgatewaytopermanenthousingelsewhere.

    Workingwith

    the

    local

    Federally

    Qualified

    Health

    Clinics,

    CCHwillensurethattheseindividualsareprovidedwithneededsupportiveservices includingsubstanceabuseandmentalhealthtreatment andprimarycareto

    stabilizethem

    and

    begin

    their

    permanent

    WorkingwiththelocalOteroJuniorCollege,wewillprovideremedialclassroominstructionandvocationaltrainingtobothourhomelessclientsandthegeneralpopulation. WewillutilizeFortLyonsexistingkitchenandclassroomsforculinarytrainingandvastagriculture

    campus

    both

    vocational

    and

    therapeutic

    purposes.

    AfteratleastoneyearofresidencyatFortLyon,clientswillbeeligibletoreceiveaSection8housingvoucherto

    relocateback

    to

    permanent

    housing

    in

    another

    community. Wewillutilizeexistinghousingassistanceandworkforceplacementresourcestoseamlesslytransitiontheseindividualsintoastableandproductive

    rolewithin

    their

    community

    of

    AftertheVAclosedthefacilityin2002,theStateassumedownershiptoassistthelocalcommunityandmeetthestatesgrowingprison

    Ifthepropertyisused,atanytime,foranypurposeotherthanfora

    correctionalfacility,allright,titleandinterestinthepropertyshall

    automaticallyreverttotheGrantor.

    Thereis

    alegal

    question

    as

    to

    whether

    the

    VA,

    as

    Grantor

    of

    the

    Reversion

    Clause,canoptNOTtoenforcethatclauseandthusdenytransferofthe

    titlebacktothefederalgovernment.

    TheVAhasexpressednointerestinresumingownershipofthefacility,

    andhas

    verbally

    approved

    Colorados

    request

    to

    use

    the

    facility

    for

    non

    prisonpurposes.

    IftheStateretainsownershipofthefacility,thenweproposetoleasethefacilitytoBentCountyinordertoprovidedirectoversightbythe
