What is the aim of the ‘Innovation Fund’?This £3,000 fund aims to encourage and support new and innovative waste reduction, reuse and recycling (3Rs) schemes which physically reduce the amount of ‘household waste’ that needs to be collected or managed by Devon’s local authorities.

‘Household waste’ is typically rubbish from a domestic property (i.e. house) which would otherwise be collected or managed by the local authority. Household waste excludes waste generated from offices, shops and businesses.

To be eligible for this fund, schemes must operate within the boundaries of any or all of the following Devon authority areas; East Devon, Exeter, Mid Devon, North Devon, South Hams, Teignbridge, Torridge, West Devon and/or Torbay.

You could apply for funding to: Support a feasibility study. Support the launch of a new scheme. Contribute towards a larger scheme or proposal.

Who can apply?Anyone can apply for the Innovation Fund including; individuals, groups, organisations, businesses and charities; existing or proposed.

Application EvaluationApplications will be scored on four application questions marked ‘Evaluation Questions’ and a further overall assessment score based on the anticipated value of the scheme in meeting the general aim of the fund (see ‘What is the aim of the ‘Innovation Fund’’). Please read Section 6.0 before completing your application form as this contains further information about how your application will be evaluated.

Section 4 - Monitoring and Evaluation

4.0 Successful schemes must provide a brief 200 word summary of how the funds were used (see Scheme Year Timeline) and any beneficial outcomes by the Scheme Evaluation Deadline.

Please describe how you will monitor and evaluate your scheme in 100 words;for example, can you demonstrate the success of your scheme in numbers? This could include the number of leaflets issued, % satisfaction, quantity of waste diverted from treatment or disposal etc.

I agree to notify the scheme administrator in the event that any details on this form change including the award of duplicate funding from an alternative source.

I understand that successful Innovation Fund applications are selected by representatives of the Devon Authorities Waste Reduction and Recycling Committee (DAWRRC) and that their decision is final.

Relevant local authorities may be notified of qualifying applications in their area and other funding providers (3.5) may also be contacted prior to award where appropriate, to avoid duplication of funding.

I agree that successful applications must submit invoices for details outlined in section 3.0 based on approximate timescales in 3.1. A scheme summary (4.0) is also required by the Scheme Evaluation Deadline.

I agree that details provided may be shared with other Devon Waste Authorities and DAWRRC for reporting and publicity purposes.

Section 6 - Evaluation

6.0 Applications for the Innovation Fund will be evaluated by the scheme representatives on behalf of DAWRRC.

Applications will be scored on the four application questions marked ‘Evaluation Questions’ and a further overall assessment based on the value of the scheme in meeting the aim of the fund.

In order to qualify for this fund, applications must achieve an overall ‘Good’ rating (31+ points). Qualifying applications will subsequently be awarded funding based on the number of points awarded overall, the amount requested, and the available fund.

The following guidance is intended to help with your application.

Evaluation Questions1.3 Summary of your proposed scheme in 250 words:

A concise summary clearly outlines the proposed operation of the scheme and the intention for the funds applied for. The summary also indicates likely outcomes which make a significant contribution to achieving the aim of the fund.

3.0 How will the total funds requested (1.2) be used?

Realistic and appropriate costs are broken down by category and demonstrate consideration of the 3Rs. Requested funds demonstrate value for money and support the start up or advancement of the scheme directly.

3.4 How will this scheme be funded in the future?

A considered response provides confidence that, where appropriate, the scheme is striving for long term sustainability. Alternative funding sources and values are specified and considered relevant and realistic.

4.0 Please describe how you will monitor and evaluate your scheme in 100 words.

A succinct itemised summary identifies the key methods for monitoring and evaluation of the scheme. Proposals are realistic, relevant and practical and will provide valuable data for the scheme evaluation report.

Overall assessment of scheme in meeting the aim of the fund.

The scheme demonstrates creativity and innovation contributing to the aim of the fund. Its value, in tonnage or awareness of the 3Rs represents value for money.
