FACTSABOUTNATIVEAMERICANFUNDINGLets talk about money. Many Americans believe that all Native Americans live for free and that they are taken care of by the government. In part, this stems from a belief in the treaties, although over 500 treaties were made and over 500 were broken. In part, it also stems from misinformation about funding sources, the use of funds allocated for Native America, and funding available to individuals. But lets take a closer look at what is true or false. Free Housing TheBureauofIndianAffairsisresponsibleforcontracts,grants,orcompactstoover560Federallyrecognizedtribeswithnearly2milliontribalmembers(includingAlaskaNatives).Whilethelast30yearshaveplacedagreateremphasisonselfgovernanceandselfdeterminationforthetribes,IndianAffairsisstillresponsibleforabroadspectrumofservices,includingsomehousingimprovement,socialservices,jobtraining,andaneducationsystem(meaningschools,tribalcolleges,dorms,andrepairs).TheBIAisalsoresponsibleforahostofotherservices(landmanagement,lawenforcement,tribalcourts,roadsandbridges,dams,andirrigationsystems).TheBIAfundinggoestothesekindsofservicestohelpimprovethequalityoflifefortribalmembers.TheBIAdoesnotdisbursecashtoindividuals.TheBIAhasbeenstatedtobetheleasteffectivegovernmentagencyandthemostmismanaged.Apparently,about45%ofBIAfundinggoestooperate260+BIAofficeslocatedonreservationsandthroughoutthecountry.About55%ofBIAfundingisdirectlyusedinbehalfoftribesandtribalorganizations,muchofwhichtakestheformoftheservicesnotedabove.Outsideofthesecontracts,itissaidthat10to15percentofBIAspendingisthoughttoactuallyreachthetribes,theportiontheycanselfdeterminehowtouse.This,coupledwithalackofjobsandunemploymentreachingashighas85%,meanthattriballistsforhousingneedsarelong,thewaitsfortribalhousingarelong,andthereisahousingcrisisinIndiancountry.TheBIAhashelpedfamilieswithhousing,anditiscommonforthosefamiliestomakehousingpaymentstotheBIA.HUD(HousingandUrbanDevelopment)hasalsofundedsomehousingandhousingrepairs.Still,accordingtotheNationalAmericanIndianHousingCouncil,some90,000AmericanIndianfamiliesarehomelessorunderhoused,and40%ofonreservationhousingisconsideredinadequate.Government Checks ContrarytowhatmanyAmericansbelieve,theGovernmentdoesnotmailoutbasicassistancecheckstopeoplejustbecausetheyareNativeAmerican.ManyNativeAmericansareveteransordisabledorboth,andtheyreceiveV.A.ordisabilitychecksfromthegovernment.OtherNativeAmericansreceivesocialsecurityincomefromyearsofworkingontherailroad,asartistsandeducators,intribaljobs,oringenerallabor.InNRCsservicearea,themainformsofgovernmentalaidseemtobeenergyassistance
andfoodcommodities,althoughmanyElderssayitishardforthemtowadethroughthelinetoreceivethecommodities.TANFisavailableforsinglemothersbutoftenrequiresthemtovolunteerfor40hoursaweekinasupervisedprogram.OthersocialprogramssuchasWICandFoodStampsareavailableonthereservations.ThesearethesameprogramsareavailabletoallAmericans,andallocationsaremadebasedondemonstratedneed.Underthetreaties,somegovernmentpaymentsdogetdisburseddirectlytothetribes.Thefundsareusedforhousing,socialprograms,energyassistance,healthcare,andotherbasicneedstoservetheirpeople.Themoniesallocatedbythegovernmentaresplitamongmorethan560tribes.Thefactthatthesemoniesareinsufficienttomeettheneedisreadilyapparentonlineandinthepapers.Tribes Helping Tribes Tribeshavenomoreobligationstohelponeanotherthananynationhastohelpanother.Sometribesthatarefaringwelldoassisttribesthatarestruggling.Thisiswellreported,anditsnicewhenithappens.Casino-Rich Tribes Whenunusedcasinoprofitsareevenlysplitamongtribalmembersanddistributedtothemfortheirindividualuse,thisiscalledapayout.Havingacasino,however,doesnotautomaticallymakeatriberichormeanthatitstribalmembersreceivecasinopayouts.TheNationalIndianGamingAssociationreports562tribesintheU.S.Only223ofthemhavecasinos,andofthose,only73givepercapitapayouts.Infact,theresearchshowsthatcasinosneedtobewithin50milesofametroarea(with10,000ormoreresidents)tobehighlyprofitable.Inourexperience,theruralcasinosdonothaveenoughtraffictogeneratelargeprofitstheydocreateafewtribaljobs.Someofthetribeswithprofitablecasinosdohelpothertribes,buteventhisisregulatedbythegovernment. Native Americans and Work Theexistenceofavailablejobsonthereservationsislow,forcingunemploymentof35%to85%(variesbyreservation).Atthesametime,manyNativeAmericanswhodoworkfulltime(onoroffofthereservation)stillfallbelowpovertylevel.ItisnotforlackofexuberanceoreffortonthepartofNativeAmericansthattheseconditionsarise.ManyofthehardestworkingfolksweknowareNativeAmerican.Rather,bigbusinessisreluctanttoinvestinsmall,remote,andruggedreservationcommunities,whichwouldhelpcreatejobs.Mostjobsonthereservationsaretribal,government,orstatejobswithrestrictivebudgetsandhistoricbudgetcutsthatlimitopportunitiesforgrowth.Ahistoryofoppressionalsolimitsthepossibilitiesthatreservationscanenvisionforthemselves. Native Americans and Taxes LikeAllAmericans,NativeAmericanspayfederalincometaxonanymoneytheyearn,includingcasinoearnings.Theydonotpaystatetaxforincomeearnedwithinreservationboundaries. Native Americans and Education Underthetreaties,aneducationwaspromisedtoallNativeAmericans.Budgetcutafterbudgetcuthaslimitedthatpossibility.Today,whenevenmoreNativeAmericanstudentshopetogotocollege,thecompetitionforavailablescholarshipsisfierce,andNativeAmericanstudentsarehalfaslikelyasnonNativestohaveacollegedegreeinthiscountry.
