TheseFundraisingGuidelinesdescribehowtocompletetheProposal toFundraise formsothatwecanissue you with the relevant ‘Authorisation to Fundraise’ documentation as required by the relevantauthorities.

These Fundraising Guidelines also provides guidelines to assist you as fundraisers to manage yourfundraising activities. These Fundraising Guidelines have been written in compliance with relevant State and Nationalfundraising legislation in Australia and in accord with the UK Institute of Fundraising (IoF) Code ofFundraising Practice. They are alsowritten in compliancewith the Australian Council for InternationalDevelopment(ACFID)CodeofConduct,towhichSeeBeyondBordersAustraliaisasignatory.

2.FundraisingRegulationandRequirements

Fundraising is currently regulatedata State levelbyeach individualAustralian state, resulting in somevariation between the requirements of different states. In the UK, the IoF promotes effective self-regulation and accountabilitywithin the fundraising community and their Codeof Fundraising Practiceprovidesbestpracticeguidance.TheremayalsobeindividualLocalCouncilrequirementsintheUK.Inorder to comply with common requirements and company policy while ensuring consistency,SeeBeyondBorders takes a uniform approach in our fundraising authorisation procedure across alljurisdictions.Thekeyrequirementsarelistedbelow.

i.IdentificationDocuments

Ifyouareplanningtoconductafundraisingactivityoreventtoraisefundsforyourprojectdonation,please complete the ‘Proposal to Fundraise’ form before organising your event. Laws aroundfundraisingsometimesrequireustoissueyouwiththefollowingidentificationdocumentsonceyoureventhasbeenapproved:

a) A Letter of Authority to Fundraise, authorising a particular individual to fundraise on behalf ofSeeBeyondBorderstobenefitaparticularappeal;and

b) AnIdentificationBadge,withissueandexpirydate,inadditiontotheLetterofAuthority,ifyourfundraisingwillinvolvemembersofthegeneralpublic.

ii.Insurance

SeeBeyondBordersdoesnotcoveranyfundraisingindividual/groupforthirdpartyinsurance,includingtravel,publicliabilityorgrouppersonalaccident.Inorganizingandparticipatinginaneventoractivity,the fundraiser takes responsibility for all insurances and their associated costs and must agree toindemnifySeeBeyondBordersagainstanyclaimsresultingfromactivityundertaken.

- In Australia the Fundraiser is expected to abide by all relevant laws and legislation in conductingtheirfundraisingactivities,includingtherelevantCharitableFundraisingActandRegulationsintheirstate.

- IntheUKtheFundraiserisexpectedtocomplywithself-regulatoryprinciplesandpracticesrelevantto the jurisdiction/s in which their fundraising activity is conducted. Where required,SeeBeyondBorders will review such documentation to provide more detailed guidance on theappropriateapproachinaparticularfundraisingsituation.

- AFundraisermustnotengageinactivitiesthatmayharmSeeBeyondBorders,aDonor,aBeneficiaryormembersofthepublic.

- AFundraisermustbetruthfulabouttheirprofessionalexperienceandqualifications.- AFundraisermustnotengage inanyactivitieswhichconflictwith their fiduciary,ethicaland legalobligationstoSeeBeyondBorders

iv.UseoftheSeeBeyondBordersLogo/Branding

- All promotional or marketing materials containing reference to SeeBeyondBorders must beapprovedbytheSeeBeyondBordersofficepriortopublication/distribution

- AnyuseoftheSeeBeyondBorderslogomustbeapprovedbeforepublication/distribution- Fundraisersshouldprovideabriefexplanation(whichwillbesuppliedbySeeBeyondBorders)toalldonors,whichstateshowtheirfundswillbeusedbySeeBeyondBorders.

- Anymaterialpromotinganevent/activitymustclearlystatethattheevent/activityis“raisingfundsforSeeBeyondBorders”ratherthanthatis“aSeeBeyondBordersevent/activity”

v.UseofSeeBeyondBordersOfficeResources

Itisthesoleresponsibilityofthefundraisertoplan,fund,implement,manageanddeliverallfacetsoftheir fundraising activities. SeeBeyondBorders cannot provide funding, print promotionalmaterials,helpsolicitprizesforaneventorcontributepersonneltoassistwithanevent/activity.Exceptionstothis rule may apply under special circumstances, however this will need to be agreed upon anddiscussedpriortocommencingtheactivity.

3.AcceptanceandSolicitationofDonations

i.AcceptanceofDonations

DonationslikelytocompromiseSeeBeyondBorders’integrity,independence,publicimageorcapacitytospeakoutagainstunethical,unfair,orunsafepracticescannotbeaccepted.SeeBeyondBordersisanon-religiousandnon-politicalorganisationanddoesnotengageinactivitiestopromoteaparticularreligiousadherenceortosupportapoliticalpartyortopromoteacandidateororganisationaffiliatedtoaparticularparty.Donationscannotbeacceptedwheresuchapurposeisexpressedorimplied.

ii.Door-to-DoorPublicCollections

Ifyouwishtocollectfromthepublicthroughactivitiessuchasdoor-to-doorknockingpleasenotethatspecial approval from our office is required, along with additional recording and identificationmaterials. Please ensure that you contact the SeeBeyondBorders before commencing this type ofcollection.

iv.UnacceptedFormsofFundraising

There are some fundraising activities/events that cannot be approvedby SeeBeyondBorders. Theseincludeanyactivity/eventthatinvolvesthesaleorpromotionof illegaldrugsortobaccoproductsorthesaleorpromotionofunhealthyfoodproducts,particularlytochildren,oranyactivity/eventthatfailstopromoteresponsibleserviceofalcohol.

4.EthicalConduct

i.TruthfulandAccurateSolicitations

Fundraisersshouldacthonestlyandtruthfullyso thatpublic trust inSeeBeyondBorders isprotectedand donors and beneficiaries are notmisled. In compliancewith the ACFID Code of Conduct (C.3),fundraisingmaterials and solicitationsmust be truthful and accurately describe SeeBeyondBorders’identity,purpose,programsandneeds.Fundraisingmaterialsandsolicitationsmust:

- Accurately identify theorganisationasSeeBeyondBordersand includeaddress,AustralianBusinessNumber(ABN:72693413797)orUKCharityNumber(1146044)andpurposes.

- Clearlystateifthereisaspecificpurposeforthedonations.- Avoidmaterialomissions,exaggerationsof fact,misleadingvisualportrayalsandoverstatingeithertheneed,orwhatadonor’sresponsemayachieve.

- Accuratelyportrayintendedrecipients,theirsituationsandthepotentialsolutions.

ii.ChildProtection

InagreeingtofundraiseonbehalfofSeeBeyondBorders,fundraisersagreetoabidebythefollowing:

- FundraisersmustadheretothestatutorylawsinAustralia,theUKandinforeigncountriesregardingchildexploitation,childsextourism,childpornographyandtheabuseofchildren.

- FundraisersareexpectedtohavereadandbewillingtoabidebytheSeeBeyondBordersChildProtectionPolicy,whichcanbeaccessedonline:www.seebeyondborders.org/index.php/about_us/annual_reports_and_policies/

5.HandlingDonations,PersonalandFinancialInformation

i.Tax-DeductibleDonationsandReceipts

- In Australia - SeeBeyondBorders Foundation Australia (ABN: 72 693 413 797) is endorsed as aDeductibleGiftRecipient (Item2)by theAustralianTaxOffice.SeeBeyondBorderscanprovide tax-deductiblereceiptsforapprovedfundraisingactivitieswherecorrectprocesshasbeenfollowed.

- Fundraisers themselves cannot issue tax-deductible receipts to donors. In order to secure tax-deductible receipts for donors, fundraisers must collect and pass on relevant information toSeeBeyondBorders. ii.DonationsbyCreditCard

Fundraisers are generally able to accept donations via credit card by collecting relevant financialinformationandpassingtheinformationontoSeeBeyondBordersforprocessingandreceipting.YouwillbeprovidedwithatemplatetoaidincollectinginformationforcreditcarddonationswhereyourequestthatinyourProposaltoFundraise.

iii.DonationsbyCheque

Fundraisersareabletoacceptdonationsviacheque.Chequesmustbepayableto“SeeBeyondBordersFoundation”inAustraliaand“SeeBeyondBordersUK”intheUK.

iv.DirectDeposits

FundscanbedirectlydepositedintotheSeeBeyondBordersFoundationAustraliabankaccountortheSeeBeyondBorders UK bank account. You can also direct individuals to pay into the accountthemselvesifitmakesiteasier(particularlyifyouareexpectinganylargedonations).

PLEASENOTE:Itisessentialthatyouandanyotherindividualspayingintotheseaccountscontactourofficetonotifyuswiththeamount,dateandremitternamesothatwecantrackthefundsyouhaveraised.

v.ResponsibleHandlingofPersonalandFinancialInformation

- When collecting personal and financial information from donors, fundraisers are expected tomaintaintheprivacy,confidentialityandsecurityoftheinformation.

- Fundraisersmustforwardallpersonalandfinancial informationcollectedtotheSeeBeyondBordersofficeandmustnotkeepanycopies.

vi.RecordKeeping

- Fundraisersmust keep accurate financial records including a record of costs and income from anevent/activity,andretainallreceiptsandinvoices

- Fundraiserswill be providedwith a template to assist them in recording the relevant informationregardingdonations

viii.Reimbursement

SeeBeyondBorders cannot reimburse fundraisers for any expenses incurred by their fundraisingactivity.Iffundraiserswishtodeductexpensesfromproceeds,theymustinformSeeBeyondBordersofthetotalamountfundraised,andprovideadetailedrecordofcostsandexpensesincurred.

TheOfficeofFairTradingwebsitesays: "Personsororganisationsconductingappeals fordonationsonly,must take all reasonable steps to ensure that total expensespayabledonot amount tomorethan 50% of the gross proceeds. In all other forms of fundraising, such as the sale of goods andservices,thereturnmustbefairandreasonable."Pleaseensureweactingoodfaithatalltimes.
