EFIS as an entry point for the European market

• 42 CEPT countries (incl. all EU member states) are represented in EFIS, plus an ITU table and the ECA table. Mandatory for EU Member states to supply information sets.(ECA database now merged into EFIS)

• Further countries are underway (Belarus, Macedonia FYROM, Russian Federation, Ukraine, Albania, Georgia)

• EFIS contains the following data types:– Allocations– Applications– Radio interfaces– Documents– Right of use info

Enhancements: for regulatory information

• Layout improved; better alignment to ECC website

• Footnotes (ITU-RR, EU) implemented

• EFIS 3-layer application terms: selection windows available

• Improved export of data from EFIS. All data can be exported in table formats.

• RIS Models and new doc type ‘Licensing info’: for national administrations to upload general info on license-exempt rulings or general licensing documents (e.g. PMR/PAMR).

EFIS: now including information for an inventory

• Incorporation of ECA table was a first step and a trigger

• New section: ‘Spectrum Inventory information’ contains non-regulatory information about actual spectrum use

• Various types of non-regulatory information so far:

• ECC-ECO (all CEPT, ECC, ECO Reports, spectrum review, ECC questionnaire results)

• ETSI SRDocs

• National spectrum inventory information (uploaded by NRAs)

• Publicly available EC/EU information

• Third party information (ECC LoU/MoU partners)

• ECC (and ERC) Decisons and Recommendations are shown in EFIS, including a link to a map of implementation

Inventory-driven enhancements – planned/to be considered

• Support confidential or restricted data in information collection processes

• Third party documents (general – needs a policy and system for addition)

• Spectrum inventory section: a new set of applications is being drawn up, consolidating the full EFIS application list into fewer separate categories: (aligned to emerging work commissioned by the European Commission)

• Electronic questionnaires and report creation

• Establish spectrum inventory contact list (equivalent to existing EFIS contact list)

Developments in ECC WGFM

• Guidance, incl. structuring of the information for uploading National non-regulatory information on the evolution of spectrum use will be given in the new ECC Report which is under development in the EFIS/MG. (ECC Report 180, now under Public Consultation)

• The bands of interest for which National non-regulatory information is requested by ECC WGFM can be updated on demand.– The software, however, is more flexible and allows the collection of

information also on other bands if available.

• .. And ECC WG FM may exchange best practice for national inventory actions

• What about an online translation tool ?

Conclusions

• The EFIS database is under ongoing development for regulatory and strategic planning purposes

• EFIS is becoming recognised as a primary candidiate tool for collecting spectrum inventory information in the EU framework

– avoids duplication of effort for member administrations– avoids discrepancies emerging between different but equivalent

databases

• EFIS will handle collection and processing of data, but we do not envisage that EFIS itself will analyze that data.
